ON THE INITIATIVE OF FLEMISH MINISTER-PRESIDENT KRIS PEETERS AND FLEMISH MINISTER FOR CULTURE JOKE SCHAUVLIEGE, THE GOVERNMENT OF FLANDERS IS SETTING ASIDE 5 MILLION EUROS TO ATTRACT MORE INTERNATIONAL FILM PRODUCTIONS TO FLANDERS. PRODUCERS WILL BE ELIGIBLE TO RECEIVE REFUNDABLE ADVANCES FROM THE GOVERNMENT OF FLANDERS OF UP TO 400,000 EUROS BY WAY OF ECONOMIC SUPPORT TO COVER THEIR EXPENDITURE IN THE REGION. The Flanders enterprise agency (Agentschap Ondernemen) will fund the initiative, with the Flanders Audiovisual Fund (VAF) managing applications and marketing for the fund. There will also be close partnerships with Screen Flanders and the Location Flanders fi lm commission (www.locationfl anders.com).

WHO WILL QUALIFY FOR SCREEN FLANDERS?Recipients must be independent audiovisual production houses which are offi cially based in Belgium at the time of receiving the payment and which have no direct or indirect link with a broadcaster. Foreign producers can of course work with a Belgian co-producer that satisfi es all the conditions.

WHAT KINDS OF PRODUCTION ARE OPEN TO SUPPORT VIA SCREEN FLANDERS?Feature-length fi lms – i.e. long-form fi ction, documentary or animation fi lms with a running time of at least 60 minutes – and animation series.

HOW MUCH SUPPORT IS AVAILABLE? The maximum support per project is 400,000 euros.

HOW DOES SCREEN FLANDERS WORK?Every euro entrusted to a producer via Screen Flanders must generate at least one euro of audiovisual expenditure in the Flanders region.Financing takes the form of refundable advances on net receipts generated by the producer through the commercial exploitation of the audiovisual work. Repayment is made on the basis of total support as a proportion of total fi nancing of the audiovisual work.There will be a call system and a series of deadlines for producers to submit their applications. A jury of cultural and economic experts will evaluate the projects on the basis of set criteria and rank the projects in order of preference.

CAN SUPPORT FROM SCREEN FLANDERS BE COMBINED WITH THE BELGIAN TAX SHELTER SYSTEM?

Support from Screen Flanders can be combined with fi nancing via the Belgian Tax Shelter, as well as with other existing forms of support. Tax Shelter fi nancing is not a prerequisite for qualifying for Screen Flanders.

WHEN WILL SCREEN FLANDERS BECOME FULLY OPERATIONAL?This measure will come into effect following the recommendations of the Flanders Social and Economic Council (SERV), the Council of State, announcement before the European Commission, and formal approval by the Government of Flanders. It is assumed that the fi rst call for applications will be launched in the second half of 2012.

L’Agence fl amande de l’Entrepreneuriat (Agentschap Ondernemen) met le budget à disposition et fait appel, pour le traitement du dossier ainsi que la communication et la promotion de la mesure, au Fonds Audiovisuel Flamand (VAF). Une collaboration étroite est également prévue entre Screen Flanders et Location Flanders, la commission du fi lm (www.locationfl anders.com).

QUI ENTRE EN CONSIDÉRATION POUR SCREEN FLANDERS ?Le bénéfi ciaire est une maison de production audiovisuelle indépendante qui, au moment du paiement du subside, est offi ciellement établie en Belgique, et qui ne possède aucun lien direct ou indirect avec une radiotélévision. Les producteurs étrangers peuvent naturellement travailler avec un coproducteur belge remplissant ces conditions.

QUELLES PRODUCTIONS PEUVENT BÉNÉFICIER DU SOUTIEN DE SCREEN FLANDERS ?Les longs métrages, c.-à-d. les fi lms de fi ction, documentaires ou d’animation d’une durée d’au moins 60 minutes, ainsi que les séries d’animation.

À COMBIEN S’ÉLÈVE L’AIDE ? L’aide maximale par projet s’élève à €400.000.

COMMENT FONCTIONNE SCREEN FLANDERS ?Chaque euro qui est confi é à un producteur via Screen Flanders doit produire au moins un euro de dépenses audiovisuelles en Région fl amande.Le fi nancement est attribué sous la forme d’avances remboursables sur les recettes nettes que le producteur génère via l’exploitation de l’œuvre audiovisuelle. Le remboursement intervient sur la base de l’aide totale en proportion du budget total de l’œuvre audiovisuelle.Un système d’appel est mis en œuvre, avec un calendrier des dates possibles de soumission des dossiers. Un jury, composé de personnalités des secteurs culturel et économique, évaluera les projets sur base de critères précis et établira un classement des projets.

SCREEN FLANDERS EST-IL COMBINABLE AVEC LE TAX SHELTER BELGE ?L’aide de Screen Flanders peut être combinée aussi bien au fi nancement via le tax shelter belge qu’à d’autres formes de soutien déjà existantes. Un fi nancement via tax shelter n’est pas une condition pour entrer en considération pour Screen Flanders.

À PARTIR DE QUAND SCREEN FLANDERS SERA-T-IL OPÉRATIONNEL ?La mesure entrera en vigueur après avis du Conseil socio-économique de la Flandre (SERV) et du Conseil d’État, après inscription auprès de la Commission européenne, et après approbation défi nitive par le gouvernement fl amand. Le premier appel devrait être lancé au deuxième semestre de 2012.

PRODUZENTEN KÖNNEN VON DER FLÄMISCHEN VERWALTUNG RÜCKZAHLBARE VORSCHÜSSE VON BIS ZU €400.000 ALS WIRTSCHAFTLICHE UNTERSTÜTZUNG FÜR IHRE AUSGABEN IN DER FLÄMISCHEN REGION ERHALTEN. Die Agentur Unternehmen (Agentschap Ondernemen) stellt das Budget bereit und greift für die Antragsbearbeitung und die Kommunikation und Förderung der Maßnahme auf den Flämischen Audiovisuellen Fonds (VAF) zurück. WER KOMMT FÜR SCREEN FLANDERS IN FRAGE?Empfänger sind unabhängige audiovisuelle Produktionsfi rmen, welche zum Zeitpunkt der Ausbezahlung des Fördergelds offi ziell in Belgien ansässig und weder direkt noch indirekt mit einer Rundfunkanstalt verbunden sind. Ausländische Produzenten können natürlich mit einem belgischen Mitproduzenten arbeiten, der alle diese Voraussetzungen erfüllt.

WELCHE PRODUKTIONEN KÖNNEN UNTERSTÜTZUNG VON SCREEN FLANDERS ERHALTEN?

Spielfi lme, Dokumentarfi lme und Animationsfi lme mit einer Dauer von mindestens 60 Minuten sowie Animationsserien.

WIE HOCH IST DIE UNTERSTÜTZUNG? Der Höchstbetrag der Förderung pro Projekt beträgt €400.000.

WIE FUNKTIONIERT SCREEN FLANDERS?Jeder Euro, der einem Produzenten über Screen Flanders anvertraut wird, muss der Flämischen Region mindestens einen Euro audiovisuelle Einnahmen einbringen.Die Finanzierung wird in Form von rückzahlbaren Vorschüssen auf die Nettoeinnahmen bezahlt, die der Produzent durch die wirtschaftliche Nutzung des audiovisuellen Werks generiert. Die Rückzahlung erfolgt auf Grundlage der Gesamtunterstützung im Verhältnis zur Gesamtfi nanzierung des audiovisuellen Werks.Es wird mit einem Ausschreibesystem und einer Reihe über das Jahr verteilter Deadlines gearbeiteit. Eine aus Vertretern aus Kultur und Wirtschaft zusammengesetzte Jury wird die Projekte auf Grundlage festgelegter Kriterien beurteilen und ein Ranking der Projekte erstellen.

IST SCREEN FLANDERS MIT DEM BELGISCHEN TAX SHELTER KOMBINIERBAR?Das Fördergeld von Screen Flanders kann sowohl mit der Finanzierung aus dem belgischen Tax Shelter als auch mit anderen bestehenden Förderformen kombiniert werden. Die Tax Shelter-Finanzierung ist keine Voraussetzung, um für Screen Flanders in Anmerkung zu kommen.

AB WANN WIRD SCREEN FLANDERS VOLLKOMMEN OPERATIV SEIN?Diese Maßnahme tritt nach Beratung des Wirtschafts- und Sozialrats Flanderns (SERV) und des Staatsrats, Notifi kation an die Europäische Kommission und abschließender Genehmigung durch die Flämische Regierung in Kraft. Es wird davon ausgegangen, dass die erste Ausschreibung noch im zweiten Halbjahr von 2012 eingeleitet werden kann.

LOS PRODUCTORES PUEDEN CONSEGUIR UNOS ANTICIPOS REEMBOLSABLES DEL GOBIERNO FLAMENCO, DE HASTA UN IMPORTE DE €400.000, COMO AYUDA ECONÓMICA A SUS INVERSIONES EN LA REGIÓN DE FLANDES. La Agencia Empreserial de Flandes (Agentschap Ondernemen) pone el presupuesto a disposición y apela al Fondo Audiovisual de Flandes (VAF) para la tramitación de los expedientes y para la comunicación y promoción de la medida. Habrá también una estrecha colaboración entre Screen Flanders y el comité de cine, Location Flanders (www.locationfl anders.com).

¿QUIÉN PUEDE BENEFICIARSE DE SCREEN FLANDERS?El benefi ciario debe ser una productora audiovisual independiente que, en el momento del pago de la ayuda, está ofi cialmente establecida en Bélgica, y no está vinculada directa o indirectamente con una emisora de radiodifusión y/o televisión.Evidentemente, los productores extranjeros pueden colaborar con un coproductor belga que cumpla todos estos requisitos.

¿QUÉ PRODUCCIONES PUEDEN RECIBIR AYUDA DE SCREEN FLANDERS?Largometrajes, es decir, películas de animación, de fi cción o documentales con una duración de como mínimo 60 minutos y series de animación.

¿A CUÁNTO ASCIENDE LA AYUDA? La ayuda máxima por proyecto asciende a €400.000.

¿CÓMO FUNCIONA SCREEN FLANDERS?Cada euro confi ado al productor por medio de Screen Flanders, debe producir como mínimo un euro en desembolsos audiovisuales en la Región de Flandes.La fi nanciación se asigna en forma de anticipos reembolsables sobre ingresos netos que el productor genera a través de la explotación de las obras audiovisuales.El reembolso se realiza en base a la proporción entre la ayuda total y la fi nanciación total de la obra audiovisual. Se trabaja con un sistema de convocatorias y una serie de fechas límite dentro de las cuales los productores pueden entregar sus aplicaciones. Un jurado cultural y económico mixto evaluará los proyectos según criterios establecidos y realizará una clasifi cación de los proyectos.

¿SE PUEDE COMBINAR SCREEN FLANDERS CON EL TAX SHELTER BELGA?La ayuda de Screen Flanders se puede combinar tanto con la fi nanciación del tax shelter belga, como con cualquier otro tipo de subvención. La fi nanciación por medio del tax shelter no es condición para ser considerado para Screen Flanders.

¿DESDE CUÁNDO ESTÁ TOTALMENTE OPERATIVO SCREEN FLANDERS?Esta medida entra en vigor tras el dictamen favorable del Consejo Socioeconómico de Flandes (SERV), el Consejo de Estado, la presentación a la Comisión europea y la aprobación defi nitiva por el Gobierno fl amenco. En términos generales se supone que la primera convocatoria se lanzará en la segunda mitad de 2012.

WELKE PRODUCTIES KUNNEN VAN SCREEN FLANDERS STEUN KRIJGEN?Speelfi lms, d.w.z. lange fi ctie-, documentaire- of animatiefi lms met een duur van minstens 60 minuten, en animatiereeksen.

HOEVEEL BEDRAAGT DE STEUN? De maximale steun per project bedraagt €400.000.

HOE WERKT SCREEN FLANDERS?Elke euro die via Screen Flanders aan een producent wordt toevertrouwd, moet minstens één euro audiovisuele uitgaven in het Vlaamse Gewest opbrengen. De fi nanciering wordt toegekend in de vorm van terugbetaalbare voorschotten op netto-ontvangsten die de producent genereert via de exploitatie van het audiovisuele werk. De terugbetaling gebeurt op basis van de totale steun in verhouding tot de totale fi nanciering van het audiovisuele werk.Er wordt gewerkt met een oproepsysteem en een reeks deadlines per jaar waarbinnen producenten hun dossiers kunnen indienen. Een cultureel en economisch samengestelde jury zal de projecten beoordelen op basis van vastgelegde criteria en een rangschikking van de projecten opmaken.

IS SCREEN FLANDERS COMBINEERBAAR MET DE BELGISCHE TAX SHELTER?De steun van Screen Flanders kan zowel met fi nanciering via de Belgische tax shelter, als met andere bestaande vormen van ondersteuning gecombineerd worden. Tax shelter-fi nanciering is geen voorwaarde om in aanmerking te komen voor Screen Flanders.

VANAF WANNEER IS SCREEN FLANDERS VOLLEDIG OPERATIONEEL?Deze maatregel treedt in werking na advies van de Sociaal-Economische Raad van Vlaanderen (SERV), de Raad van State, en aanmelding bij de Europese Commissie en de defi nitieve goedkeuring door de Vlaamse Regering. Algemeen wordt aangenomen dat de eerste oproep nog in de tweede helft van 2012 zal worden gelanceerd.
