Are you an adult or youth who loves to participate in outdoor recreational activities such as mountain biking, motorized boating, riding personal watercrafts, hunting, or riding ATV’s in your personal life and within the BSA program areas? In an effort to expand its outdoor ethics program, the BSA has signed Memorandum of Mutual Support with the Tread Lightly!® organization to support each other’s program of enjoying outdoor recreational activities while maintaining a healthy environment.

The Outdoor Ethics Training team is inviting all youth (14 and older) and adults who participate in mechanized and motorized recreation to join us

for a Tread Trainer course. This is an 8-hour outdoor ethics course on land and water based recreation,

focusing on the Tread Lightly! principles designed to minimize impacts on roads, trails, and wilderness areas. Upon completion of the course, participants are equipped to:

• Identify possible environmental and social

impacts resulting from irresponsible recreation on land and water.

• Be able to describe the five Tread Lightly! minimum impact principles and how they can be applied to motorized recreation, mechanized recreation, camping, and hunting.

• Understand, demonstrate, and teach Tread Lightly! minimum impact principles to your unit.

• Lead a discussion on outdoor ethics and help others explore their own personal outdoor ethic through teaching Awareness Workshops.


The Trainer course is scheduled for Saturday,

August 25th as part of the Mega Outdoor Skills Training weekend at Camp Durant. The course registration fee of $45 covers all food, an event t-shirt, and educational materials. Since this course starts early on Saturday morning, opportunities to camp on Friday night will be available. by National with the Outdoor Ethics Award with the inclusion of the new Tread Lightly! training offerings. National has decided that the new awards will be available once all of the patches for the LNT Award have been earned. As leaders in the Scouting program, we sometimes think that we have the ultimate authority in how our Troop runs. But do we?

Yes, we are responsible for ensuring that things are done safely and that the Scouting program is followed. The committee provides essential support in the form of equipment, finance, and administration. A Scout Troop, however, is meant to be led by the boys - not by the adults and this means not taking the

authority away from the boys when it comes to running their Troop.

In a recent article in his Leadership Freak blog, Dan Rockwell tells us that the way to gain initiative is by giving authority. In a workplace sense, this is exemplified by defining authority as “the permission to act without permission.” Admittedly, we aren’t going to let our Scouts do just anything without permission, but our intent is for the boys to develop their own program, plan their meetings, and conduct outings along the lines of Scouting by doing whatever they feel is the best way to accomplish it. We inspire and train – leadership skills, that is – and the boys plan and conduct, learning how to lead in the process. Control freaks, as Rockwell states, never inspire initiative; if adults feel they must control the process and outcome, the boys will never take the initiative. Having this essential element removed negates everything that we are here for.

Rockwell, who packs a lot of wisdom into 300 words, goes on in the article to describe many other essential concepts, including that once given authority, participants exhibit commitment to the mission. Indeed, when boys develop and execute the program they’ve planned, they feel more responsibility to see that it succeeds. If they are merely told what to do, they feel no ownership and feel as if they’re begrudgingly going along for the ride.

The article lists ten ways that authority builds initiative, including:

• Train and equip to handle authority

effectively - This is my job as Scoutmaster in a nutshell! I train the Scouts to run their Troop. I give them leadership and management skills and give them the authority to use these tools.

• Establish structures and systems that guide and limit authority - The structures and systems are already established for us. The patrol method contains the structure that guides patrol operations and the patrols together


guide the Troop.

• Establish the authority of others by deferring to those with expertise - This is why we adults don’t teach Scout skills. Boys who know the skills teach other boys. By deferring to youth with expertise and guiding them to teach the others, we recognize their authority.

• Share benefits and consequences of mistakes - We encourage boys to fail constructively and to learn from failure. Of course, we don’t want to see them fail, but we won’t get in the way of their trying and if it leads to failure, we use our evaluation tools to discover what was learned in the process.

The concept of giving authority extends

deeper into the Troop from the top leadership as well. When a patrol leader appoints a grubmaster for the weekend, he’s giving him the authority to shop for the meals the patrol has chosen without interference from the patrol leader.

With winter in the rear view and spring upon us, units are putting the skis & snowboards in storage and looking for a way to celebrate the arrival of warmer weather. Multiple units from throughout Occoneechee Council found a perfect get away. April 19th - 21st the United States Coast Guard Base in Portsmouth, VA hosted Sea Scout Academy and nine different Occoneechee units were on hand to enjoy the adventure!

Occoneechee Council units attending Sea Scout Academy were Crew 505, Crew 757, Troop 757, Crew 709, Crew 244, Troop 244, Ship 244, Crew 44, and newly chartered Ship 1. Those present had the chance to not only enjoy the hospitality of the United States Coast Guard for a weekend on the base, but also take part in a range of training programs for both youth and adults. Programs included


Boat Handling, Small Boat Sailing, Piloting, Seamanship, Marine Communications, Marine Engineering, and Marlinspike. For those with proper training, access to the simulators at the Mid-Atlantic Maritime Academy in Norfolk was also available.

While this year’s event has already passed, mark your calendars for next year’s Sea Scout Academy April 25th - 27th, 2014. Additional information will be available soon online at http://www.seascoutacademy.com.

will be provided upon acceptance into the course. Wood Badge is the premier advanced hands-on leadership skills experience offered to volunteers of the Boy Scouts of America. Started by Sir Robert S. Baden Powell, Wood Badge's primary purpose is to strengthen Scouting in our units, districts, and local council. Encompassing two three-day weekends, the Wood Badge course allows Scouters of all backgrounds to come together at camp to extend their understanding of the youth they lead and the adults they work with, and to go to new levels of personal growth and learning. Many describe this course as a mountaintop experience in Scouting, the most fun they have ever had as an adult Scouter. Wood Badge is open to all registered Scouters who have completed the basic training requirements for their primary Scouting position. There is no minimum years of experience you must complete in order to attend Wood Badge. In fact, the earlier in your Scouting career that you attend Wood Badge, the sooner you can put those leadership skills to work to deliver the best Scouting program to the youth you serve. (A) Introduction to Outdoor Leadership Skills is a required prerequisite course for Scoutmasters and Assistant Scoutmasters, Varsity Coaches and Assistants, and Venturing Advisors and Co-Advisors of crews with an outdoor program. All other participants are encouraged to complete the Introduction to Outdoor Leader Skills training before attending a Wood Badge course, but it is not required. (B) The BSA National Office requires that Wood Badge courses be structured by invitation only so as to ensure that the courses reflect as wide an array of diversity as possible, including program diversity (Cub Scout, Boy Scout, Venturing) and geographic diversity (all of the districts our council serves).

Time Commitment Six days in two 3-day segments from Friday (7:00 AM) through late Sunday afternoon, and a patrol meeting between the two weekends, at a time and location of your patrol's choice. Full attendance at all aspects of the course is mandatory. This is a National requirement that cannot be waived. What are the learning objectives of Wood Badge? As a result of attending you will be able to:

ñ Recognize today's leadership concepts utilized in corporate America that are relevant to our values-based movement

What is a Wood Badge Ticket? The Wood Badge “ticket” represents your commitment to complete a set of goals which relate to your primary Scouting position. These goals, which are created by you during the course, give you the opportunity to practice and demonstrate a working knowledge of the leadership skills presented during the course. Other important information On the first weekend, you will live in cabins with bunks.
