لقد كنت مقتنعا منذ تحملي المسئولية، بالعالقة الوثيقة بين قضايا العلم والتعليم والبحث العلمى وجهودنا علي طريق اإلصالح والتطوير والتنمية البشرية وقد حققنا بصدد هذه القضايا المهمة العديد من االنجازات خالل السنوات

الماضية .

لم يعد ترفا وإنما صار ضرورة حتمية لكل من يريد مالحقة العلمي البحث استراتيجية قومية تعي أن تطوير وانعكاساتها علي شتي الراهنة التكنولوجية الطفرة من االستفادة إلي يتطلع من ولكل وإنجازاته العصر روح مجاالت االقتصاد والمنافسة في أسواق التصدير وغير ذلك مما بات عناصر أساسية تحدد مكانة ومستقبل األمم

والشعوب.

نواصل تطوير التعليم العالي والبحث العلمى بقاعدة صلبة من الجامعات ومراكز الدراسات والبحوث، يتعين أن نبني عليها ونوسعها ونرتقي بأدائها وأن نحقق التواصل والتنسيق بين مختلف قطاعات اإلنتاج والخدمات لنضع

العلم وتطبيقاته في خدمة المجتمع وأهدافه وقضاياه.

Since I took up responsibility, I have been convinced of the close relationship between issues of science, education and scientific research on the one hand and our efforts towards reform, modernization and human development on the other. We have already made several achievements on these important issues over the past years.

This national strategy recognizes that to develop scientific research is no longer a luxury, but rather an inevitable requirement for whoever is interested in catching up with the spirit, science and achievement of our time and whoever looks forward to befitting from the current technological leap and its reflections on various fields of economy and competitiveness in export markets in addition to other things that have become basic factors that determine the standing and future of nations and peoples

We are pursuing the enhancement of higher education and scientific research with a solid base of universi-ties and studies and research centres. We have to build on, expand and improve the performance of this base and to realize linkage and coordination among various production and services sectors, in order to put science and scientific applications in service of the society, its goals and issues

Greeting to all high-flyers distinguished for their thought, science, innovation and excellence. May Allah safeguard Egypt and may He nurture its progress and guide us to the right path.*

نشأ فى السنوات األخيرة نظام اقتصادى جديد تكنولوجيا ونهضة العوملة بظهور يتسم املعلومات واالتصاالت ، مما عمل على إيجاد احلاجة والتكنولوجيا العلوم مجالى فى التنمية إلى للنمو عنصر مجرد من أكثر أصبحت التى ،االقتصادى والتنافسية الصناعية ، وهى اآلن أيضا ضرورية لتحسني التنمية االجتماعية ، ونوعية احلياة والبيئة العاملية . وعلى سبيل املثال ، فإن املستوى العالى للتنمية االقتصادية واالجتماعية فى الدول الصناعية هو على نطاق واسع نتيجة استثمار مكثف سابق فى العلوم والتكنولوجيا ؛ وبالطريقة نفسها فإن الدول الصناعية اجلديدة العلوم فى احليوى منوها بسبب بالركب �تلحق

ومفهوم املؤشرات فى ذاتها أحد مجاالت العلوم املثيرة لالهتمام . وبعض األمور يسهل قياسها مباشرة ، مثل كتلة األجسام أو سرعتها . وفى يستحيل قد أو ، جدا يصعب األحيان بعض أو ، احلياة نوعية مثل ، مباشرة قياس ظاهرة ،املؤشرات وتستخدم . االبتكار أو ، السعادة

لتعرفنا باألشياء التى يصعب قياسها .

العلوم والتكنولوجيا وغالبا ما تعرف منظومة بأنها تتألف من كل األسس والتنظيمات الالزمة يقيس الذى اإلحصاء أو ، العلم أهل لتعليم ، ونشر وتطبيق القابلة للقياس الكون مظاهر

العلم والتكنولوجيا .

In recent years, a new economic system has evolved that is characterized by both globalization and the rise of information and communication technologies. This has driven the need for development in science and technology (S&T), which has become more than simply an element of economic growth and industrial competitiveness, but is now also essential for improving social development, the quality of life and the global environment. For instance, the high level of economic and social development in today’s industrialized countries is largely the result of past intensive investment in S&T; similarly, newly industrialized countries are catching up because of their active development of S&T.

The concept of indicators in itself is an interesting field of science. Some things are easy to measure directly, such as the mass or speed of objects. Sometimes it is very difficult, or perhaps impossible, to directly measuring a phenomenon, such as quality of life, happiness, and of course, innovation. We can summarize the Importance of science, technology and Innovation as follows:

They should help to describe the •science and technology system, enabling better understanding of its structure, of the impact of policies and programs on it, and of the impact of science and technology on society and the economy.

STI activities contribute to Human •resource development.

STI activities reinforce or improve •“societal” infrastructure (Health, education, agriculture, energy, ICT, private sector, etc.)

They help to modernize “Informal” •Economy and increase the visibility of “Indigenous” Knowledge.

Use for monitoring, planning and •policy formulation in general, by government agencies.

Use in research and policy analysis •by researchers/consultants/policy analysts, ”science of science policy”, studies often used/requested by government agencies

كان التوجه العام دائما فى تقييم البحث والتطوير من أكثر الكمية املدخالت مؤشرات الى مييل مؤشرات اخملرجات ولكن التعقيد امللحوظ فى تقدير فى التوسع الى دعا والتطوير البحث مخرجات

استعمال بعض املؤشرات منها:

•االنفاق على البحث والتطوير

•عدد موظفى البحث والتطوير

مخرجات مؤشرات البحث والتطوير

(أعداد املنشورات، براءات االختراع الصادرة،...)

ويتضمن هذا التقرير معلومات معظمها عن القطاع احلكومى فى مصر ، استنادا الى املعلومات املتيسرة أو اجلاهزة التى أمكن احلصول عليها. واستنادا الى فى يعتمدها التى والتعريفات فراسكاتى كتيب العديد من الكيانات التى تدعو احلاجة الى التفاعل ، والتكنولوجى العلمى األداء قياس فى معها وخاصة على الصعيد الوطنى.ويقسم التقرير الى

خمسة أجزاء رئيسية وهى :

•مؤشر االبتكار والتكنولوجيا

. • مؤشرات املعرفة. • مؤشرات التنافسية العاملية

The general trend always in assessing research and development tends to input indicators quantitative indicators of output more complicated, however the marked appreciation in the output of research and development called for the expansion of the use of certain indicators, including:

In this report we are collecting the available data related to R&D in Egypt, mainly in governmental sector. And according to frascati manual, we can classify report into five main parties:

R&D Indicators.•Higher Education Indicators.•Innovation and Technology •Indicator. Knowledge Indicators.•Global Competitiveness Index.•

1- مؤشرات البحث والتطوير

العاملون فى مجال البحث والتطوير :

الذين يعملون بشكل مباشر على االفراد يشمل جميع اخلدمات تقدم التي تلك عن فضال ، والتطوير البحث واالداريني (املديرين والتطوير البحث مثل املباشره

والكتبه).

نفقات البحث والتطويرنفقات االبحـاث والتــطوير هي االكثر شيوعا كمــؤشر التنافسيه. القدرة وتعزيز االبتكار على القدرة �لقياس وتتكون من اجمالي االنفاق على البحث والتطوير من قبل الشركات الوطنية ، ومعاهد البحوث واجلامعات واخملتبرات احلكوميه ، الخ. و يستبعد نفقات البحث والتطوير املموله ويوجد اخلارج. في اداءها ولكن احمللية الشركات قبل من أنواع مختلفة من انشطه البحث والتطوير وعادة ما تكون التي والتطوير التطبيقيه والبحوث االساسية البحوث

تؤدي الى ابتكار منتجات جديدة ، والعمليات واخلدمات.

2- مؤشر االبتكار والتكنولوجيا

يشمل كل ما يتعلق بنتائج البحث والتطوير ، مثل براءات االختراع واألبحاث املنشورة واملؤمترات .

3 - مؤشرات التعليم العالىتضم أعداد الطلبة املقيدين واخلريجني املصريني والوافدين البعثات وعدد واخلاصة احلكومية واملعاهد اجلامعات فى

الدراسية وبعثات االشراف املشترك .

4- مؤشرات املعرفةيشمل قطاع تكنولوجيا املعلومات واالتصاالت واجلوائز .

5- مؤشرات التنافسية العاملية يشمل الرتب التنافسية ملصر مع الدول العربية فى تقرير

1- R&D Indicators

R&D Personnel

R&D personnel indicators includes all persons employed directly on R&D, as well as those providing direct services such as R&D managers, administrators, and clerical staff. Overhead staff whose work indirectly supports R&D is excluded

R&D ExpenditureR&D Expenditure is the most commonly use indicator of innovation capacity and competitive advantage.This consists of the total expenditure on R&D by nationally resident companies, research institutes, university and government laboratories, etc. it excludes R&D expenditures financed by domestic firms but performed abroad. Three types of R&D activities are typically covered: basic research, applied research and development leading to new products, processes and services.

2- Innovation and technology indicatorIncludes all things related to the results of research and development, such as patents and published researches as they are considered as outputs of science and technology indicators.

3-Higher education IndicatorsIncludes numbers of Egyptian and non- Egyptian students and enrolled in to graduates Studies in universities and government and private institutes.

4- Knowledge indicator Includes ICT sector and awards

5-Global Comptitiveness IndexIncludes the competitiveness ranking of Egypt with some Arab countries in the Arab World Competitiveness Report.

1.1 R&D Personnel

تشمل هذه الفئة الباحثني، واملهنيني واألفراد املعنيني بتصميم وتطبيق اجلديد تشمل كما . التنظيمية واملنتجات وعمليات اإلنتاج والقواعد من املعرفة ويؤدون مهام علمية وفنية تقوم والتطوير البحث فى يعملون الذين األفراد على تطبيق أفكار وطرق حتت إشراف الباحثني . ويتم حساب األفراد املتعلقني بالبحث والتطوير عن طريق حصر عددهم ثم حساب موظفى الدوام الكامل .

R & D Personnel indicators includes researchers, professionals and individuals concerned with the design and application of new knowledge, products and production processes and regulations. Also includes individuals who work in research and development and performing scientific and technical tasks based on the application of ideas and methods under the supervision of researchers. They are calculated by calculating their number and then calculating FTE.

مؤشرات التنافسية العالمية

يقوم التحليل على أساس “ مؤشر التنافسية العالمية ” الصادر عن المنتدى االقتصادى العالمى والمبنى العوامل مجموعة هى التنافسية أن إدراك على المستدامة المكاسب تدعم التى والنظم والسياسات المدى فى االقتصادى النمو وبالتالى اإلنتاجية فى

المتوسط .

وعليه فإن مفهوم التنافسية يشمل مكونات استاتيكية تحدد دولة أية إنتاجية أن من بالرغم : وديناميكية اإلبقاء على مستوى عال من قدرتها على بوضوح الدخل ، وهو أيضا أحد العوامل المركزية الحاسمة لعوائد االستثمار ، وهو أحد العوامل المركزية التى

تفسر إمكانية نمو أى اقتصاد .

ويلتقط “ مؤشر التنافسية العالمية “ هذا االنفتاح بأن يوفر معدال ذا وزن لمكونات كثيرة مختلفة ويعكس كل منها جانبا من الواقع المعقد الذى نسميه التنافسية . وتجمع كل هذه المكونات فى ركائز مختلفة تسمى العربية البالد فى الركائز وهذه . التنافسية ركائز

كالتالى :

الركيزة األولى : النظميتفاعل داخله الذى اإلطار النظامية البيئة تشكل األفراد والشركات واحلكومات الستنباط الدخل والثروة فى نظام االقتصاد. واإلطار النظامى له تأثير قوى على

التنافسية والنمو.

الركيزة الثانية : البنية التحتيةلضمان حاسمة مسألة ممتازة حتتية بنية وجود إن األداء الكفء لالقتصاد ، ألنه عامل مهم يحدد مكانة النشاط االقتصادى وأنواع األنشطة أو القطاعات التى

ميكن أن تتطور فى أى نظام اقتصادى .

The Global Competitiveness ranking:

This analysis is based on the World Economic Forum’s Global Competitiveness Index, which is built on the understanding that competitiveness is the set of factors, policies, and institutions that support sustainable gains in productivity and therefore economic growth in the medium term.

The concept of competitiveness thus involves static and dynamic components: although the productivity of a country clearly determines its ability to sustain a high level of income, it is also one of the central determinants of the returns to investment, which is one of the central factors explaining an economy’s growth potential.

The GCI captures this open-endedness by providing a weighted average of many different components, each of which reflects one aspect of the complex reality that we call competitiveness. All these components is grouped in different pillars these are called the pillars of competitiveness. These pillars in the Arab countries are:

1st pillar: Institutions: The institutional environment forms the framework within which private individuals, firms, and govern-ments interact to generate income and wealth in the economy. The institutional framework has a strong bearing on competitiveness and growth.

2nd pillar: infrastructure:The existence of high-quality infrastructure is critical for ensuring the efficient functioning of the economy, as it is an important factor determining the location of economic activity and the kinds of activities or sec-tors that can develop in an economy.

الركيزة الثالثة : االقتصاد الكلى ( الشامل )إن استقرار البيئة االقتصادية الكلية أمر هام لألعمال التجارية

، وعليه فهو مهم للتنافسية الشاملة للدولة .

3rd pillar: Macro economy:The stability of the macroeconomic environ-ment is important for business and, therefore, is important for the overall competitiveness of a country.

الركيزة الرابعة : الصحة والتعليم االبتدائىباإلضافة إلى الصحة ، فإن هذه الركيزة تضع فى احلسبان كمية ونوعية التعليم األساسى الذى يحصل عليه السكان ، وأهميته

تتزايد فى اقتصاد يومنا هذا .

4th pillar: Health and primary education:In addition to health, this pillar takes into account the quantity and quality of basic education re-ceived by the population, which is increasingly important in today’s economy.

الركيزة اخلامسة : التعليم العالى والتدريبإن التعليم العالى املمتاز والتدريب حاسمان للنظم االقتصادية اإلنتاج وراء عمليات ما إلى القيمة ارتقاء سلسلة تبغى التى

واملنتجات البسيطة .

5th pillar: Higher education and training: Quality higher education and training is crucial for economies that want to move up the value chain beyond simple production processes and products.

الركيزة السادسة : فعالية السوقإن الدول التى تتمتع بأسواق كفء للسلع هى فى موقف يسمح لها بإنتاج املزيج املناسب من املنتجات واخلدمات التى تتهيأ لها ظروف العرض والطلب .ومثل هذه األسواق تضمن أيضا أن هذه

السلع ميكن التجارة فيها بشكل فعال اقتصاديا .

6th pillar: Market efficiency:Countries with efficient goods markets are positioned to produce the right mix of products and services given supply-and-demand conditions, and such markets also ensure that these goods can be most effectively traded in the economy.

الركيزة السابعة : االستعداد التكنولوجىتقيس هذه الركيزة البراعة التى يتبنى بها أى اقتصاد التكنولوجيات

املوجودة لتقوية إنتاجيات صناعاته .

7th pillar: Technological readiness:This pillar measures the agility with which an economy adopts existing technologies to en-hance the productivity of its industries.

الركيزة الثامنة : تطوير األعمال التجاريةيؤدى تطوير األعمال إلى فعالية أعلى فى إنتاج السلع واخلدمات. وهذا

يؤدى بدوره إلى إنتاجية زائدة ، وبذلك تعزز تنافسية الدولة .

8th pillar: Business sophistication:Business sophistication is conducive to higher efficiency in the production of goods and servic-es. This leads, in turn, to increased productivity, thus enhancing a nation’s competitiveness.

الركيزة التاسعة : االبتكارحدود من تقترب ألنها لالقتصاديات خاص بوجه مهم االبتكار المعرفة وإمكانية إكمال واتخاذ التكنولوجيات الدخيلة التى تميل إلى

االختفاء .

9th pillar: Innovation:Innovation is particularly important for econo-mies as they approach the frontiers of knowl-edge and the possibility of integrating and adapting exogenous technologies tend to dis-appear.
