AYP and NCLB Determinations Frequently Asked Questions
1. What are the three indicators for AYP outcomes?
AYP outcomes are based on the following indicators: (a) Participation rates for reading and mathematics, (b) proficiency rates for reading and mathematics, and (c) a grade level retention rate for elementary and middle/intermediate schools or a graduation rate for high schools. Where applicable, these indicators are applied to All Students within a school but also to up to eight student subgroups. As a result, AYP “Met”/”Not Met” results may be generated for up to 36 different combinations in reading and mathematics, along with the retention rate for a potential combined total of 37 cells. Starting SY 2011-12, a new “Adjusted Cohort Graduation Rate” reported by all states, comes with an additional requirement that eight potential graduation rate student subgroups be added for high schools, raising the possible grand total from 37 to 45 cells. If any one of these combinations is “Not Met” then the school does not meet its overall AYP outcome. See Section 7, How Do I Interpret the 37-Cell Report, for possible combinations for participation and proficiency rates across reading and mathematics by each of the student subgroups.
2. What is the AYP Participation Rate?
The AYP participation rate is based on students at a school who tested versus students enrolled at a school (in tested grades1). The PRC (Participation Rate Count) Date is used to identify students who were enrolled at a school for purposes of AYP participation. Students enrolled at a school (in tested grades) on the PRC Date serve as the denominator count for that school’s participation rate. Of those students enrolled at a school on the PRC Date, those who were tested serve as the numerator count for the participation rate. A participation rate will not be calculated if there are less than 40 enrolled students at the school or within an AYP subgroup. Where there are less than 40 students, an “n/a” is reported for the participation rate. The PRC Date is also used to identify students’ AYP subgroup membership (except for English Language Learners): (a) Economically Disadvantaged, (b) Disabled, and (c) one of five ethnic subgroups [Asian/Pacific Islander, Black, Hispanic, Native American, White]. The PRC Date for 2012 AYP was May 1, 2012. English Language Learners were identified based on membership in the subgroup on May 18, 2012.
3. What is the AYP Proficiency Rate?
AYP proficiency rates are based on students’ scaled test scores. Students achieving a scale score of 300 or more are considered proficient in that content area (reading or mathematics). Scale scores below 300 are considered non-proficient. Proficiency

rates are calculated only for students who have been enrolled at a school for a Full Academic Year (FAY) and who have tested. Therefore, a school’s proficiency rate for all of its students or for one of its student subgroups is based on the number of FAY students who are proficient (numerator) divided by the total number of FAY students both proficient and non-proficient (denominator). A proficiency rate will not be calculated if there are less than 40 FAY students at the school or within an AYP subgroup. Where there are less than 40 students, an “n/a” is reported for the proficiency rate. For 2012 AYP, FAY is defined as continuous enrollment at the same school from May 2, 2011 through May 1, 2012. Students who are not FAY, that is, have not been enrolled at the same school from May 2, 2011 through May 1, 2012, are not counted towards a school’s proficiency rate. However, such students are counted for the State’s proficiency rate if they were enrolled within the Hawaii Department of Education (HIDOE) school system throughout the FAY window.
4. How is the new Adjusted Cohort Graduation Rate computed for a high school?
The new “Adjusted Cohort” graduation rate was a reporting requirement for SY 2010-11, and is now an AYP requirement as of SY 2011-12, subject to ESEA reauthorization. The Adjusted Cohort graduation rate is identical to the current Hawaii graduation rate with one exception: Students who transfer into a school will need to be added to the cohort regardless of when transfers occur (up to and including the student’s senior year). Importantly, the new regulations require that graduation rates be routinely disaggregated by subgroups when determining AYP. This will potentially add up to eight more cells to the AYP determination, for a possible total of 45 cells. Missing any one of the cells will result in the school not meeting AYP. Previously, this requirement for graduation disaggregated at the subgroup level was only applicable when the “safe harbor” feature was invoked in the AYP determination. The Adjusted Cohort graduation rate is based on the number of students who graduate within four years with a regular high school diploma divided by the number of students who form the adjusted cohort for that graduating class. The term "adjusted cohort" refers to how students who enter grade 9 (or the earliest high school grade) are adjusted (i.e., combined) with students who transfer into the cohort anywhere between grades 9 through 12, and students who transfer out, are deceased, home schooled, etc., are removed from the cohort. Graduates are students who earn a high school diploma at the conclusion of their fourth year, before the conclusion of their fourth year, or during a summer session immediately following their fourth year. A student who is retained in grade, enrolls in a GED program, or leaves school for any other reason will not be counted as having transferred out for the purpose of calculating the graduation rate and remains in the adjusted cohort.

5. What are Annual Measurable Objectives?
Annual Measurable Objectives (AMOs) are the percent targets for: (a) Reading Participation, (b) Mathematics Participation, (c) Reading Proficiency, (d) Mathematics Proficiency, and (e) Graduation or Retention. A school must meet or exceed the AMOs for its All Students and any applicable student subgroups that includes Economically Disadvantaged, Disabled, English Language Learner, Asian/Pacific Islander, Black, Hispanic, Native American, and White.
6. How is AYP calculated?
The calculations and resulting adjustments used to generate AYP results follow the HIDOE Accountability Workbook as approved by the U.S. Department of Education. Specific procedures and decision rules for the use of different calculations and adjustments are detailed, including when and how a calculation may be employed. Where all students or a student subgroup achieves a participation or proficiency rate that meets or exceeds the AMO, that cell will be reported as having “Met” AYP “outright,” that is, without the need for further calculations. When, however, a cell does not meet or exceed the AMO, the Systems Accountability Office, which generates and reports AYP results, will subsequently employ further allowable calculations. There are a number of calculations/adjustments and accompanying decision rules approved by the USDOE, some of which pertain to only a small number of schools or student subgroups within schools. However, the most frequently applied to schools include the following:

A. What is uniform averaging?
Uniform averaging is the combining of the current year and prior year students to generate an average proficiency rate over two years.
B. What is safe harbor? Safe harbor is a calculation that determines how much improvement has been made by a school’s percent of non-proficient students in the current year (2012) compared with non-proficient students from prior years as far back as 2009. Depending on which prior year is compared against the current year, the criterion for improvement changes moves from 10% for comparison against 2010 students, 19% for 2010 students, and 27% for 2009 students.
C. How is safe harbor determined?
Beginning in SY 2004-05, the United States Department of Education (USDOE) allowed the application of “anchored” safe harbor. “Anchored” safe harbor requires the use of comparisons between the current year and the previous three years consecutively. Each comparison has specific criteria that must be met when comparing with prior students. The safe harbor calculation can only be applied if the subgroup in question has met the retention or graduation rate.

In order to have “Met,” one of three possible safe harbor calculations must result in a 10%, 19%, or 27% improvement (decrease) in the students who were not proficient.
D. What is the Standard Error of the Proportion (SEP)? When generalizing the results of a sample to a larger population (e.g., generalizing the results from students in tested grades to all students in a school), there is some level of uncertainty (error) associated with such inferences. The smaller the sample, proportionate to the population, the larger the uncertainty and resulting margin of error. The application of SEP in AYP calculations helps address some of this uncertainty. Note. Beginning in SY 2009-10, the USDOE raised the SEP cap of no more than 5.0% to 7.9%. This increase in the SEP cap reduces the chance that a school will be misidentified as having “Not Met” AYP.

7. How do I interpret the 37-cell (or 45-cell) report?
The 37-cell and 45-cell reports can be intimidating; however, Figure 1 below (showing a 37-cell report) may be helpful in explaining what each part of the report means. Interpreting a 45-cell report is identical to a 37-cell report. You will note that there are explanations for the Reading section of the report. These explanations apply to the Math section of the report as well. [See diagram on next page.]

8. How are overall AYP and NCLB sanction status determined?
AYP. Overall AYP is determined by the individual cells in the table. In this case, there are 37 cells. If any one of these cells is “Not Met,” then the school’s overall AYP is not met. In reference to the figure below, the mathematics proficiency rate for Disadvantaged students is “Not Met,” hence the schools Overall AYP is “Not Met.”

NCLB Status. There are seven status levels, of which, five have specific sanctions. If a school is in good standing, both unconditional and pending, there are no sanctions. Sanctions are associated with school improvement, corrective action, and restructuring status levels. Sanction status is tracked across the three indicators for AYP (reading, math, and graduation/retention) and move between different status levels based on the AYP outcome for each of the three indicators each year. In determining overall NCLB status, the most severe sanction across the three indicators is applied. In the example below, we see that the most serious level of sanction is in math (School Improvement, Year 2); thus the overall NCLB status is School Improvement, Year 2.
