The districts must develop all Corrective Action (CA) and Restructuring (R1) Plans
All CA and R1 plans must be submitted to DOE by November 1
The state board may amend regulation to require DOE approval for District Corrective Action and Restructuring Plans for schools
![Page 9: School Improvement Guidelines Delaware Department of Education September 2009](https://reader035.vdocuments.mx/reader035/viewer/2022062407/56649e025503460f94aec7d8/html5/thumbnails/9.jpg)
Restructuring means
Makes fundamental reforms, such as significant changes in the school’s staffing and governance, to improve student academic achievement
Has substantial promise to improve student academic achievement and enable the school to make AYP as defined by the state’s accountability system
Is consistent with state law
![Page 10: School Improvement Guidelines Delaware Department of Education September 2009](https://reader035.vdocuments.mx/reader035/viewer/2022062407/56649e025503460f94aec7d8/html5/thumbnails/10.jpg)
Restructuring Options – All schools
1. Reopen the school as a public charter school;2. Replace all or most of the school staff, which may include the
principal, who are relevant to the school’s inability to make AYP;3. Enter into a contract with an entity, such as a private
management company, with a demonstrated record of effectiveness, to operate the school as a public school;
4. Turn the operation of the school over to the SEA if this action is permitted under State law and the State agrees; or
5. *Implement any other major restructuring of the school’s governance arrangement that is consistent with the NCLB principles of restructuring.
