The School Congestion Analytical Tool uses 3 variables to present a better/ more complete picture of the school congestion: 1) PCR or Pupil-Classroom Ratio which captures congestion inside the classroom, 2) Pupil-Land Ratio which captures congestion in terms of the land area of the school, and 3) Residential Profile which captures the residential information of students in the aggregates in a school or division.
For the longest time, the problem of congestion has always been treated by DepEd as a classroom shortage problem. School congestion is not defined in DepEd policies. Acute classroom shortage is defined in the Roxas law.
In February, DepEd region 3 (the projects pilot area) issued a memo that defined school congestion to mean PCR>45 and PLR
