Minutes of 49th meeting of Sub Committee for Operation and Protection
(SOAP) held at SLDC, Raipur on 28.01.2019.
The 49th meeting of Chhattisgarh State Operation and Protection Sub
Committee of SGCC was held on 28th January 2019 at SLDC Conference Hall.
The list of participants is enclosed in Annexure-I.
Shri. A. K. Shrivastava, CE (SLDC) welcomed all the participants of 49th SOAP meeting.
Item no. 1 Confirmation of minutes:
No comments have been received from any office. Therefore
minutes of 48th SOAP meeting is hereby confirmed.
Sub Committee agreed and noted.
Item no. 2 Review of system operation during the month of December -
2018:
Presentation and the performance of Thermal Stations and
Transmission System by SLDC, is enclosed in Annexure-II.
Sub Committee noted.
Item no. 3 State Energy Account (SEA) Data:
The desired data of December-2018 from O/o ED (Revenue)
CSPDCL and O/o ED (S/s: O&M) Raipur, CSPTCL was submitted
with revisions. However the high Transmission loss for August,
September and October 2018 is yet to be investigated.
Item no. 4 Outage planning for the month of March 2019 & April 2019:
Outage planning of Transmission feeders, Power transformers for
the month March 2019 & April 2019, submitted by O/o ED (S/s:
O&M) CSPTCL Raipur is enclosed in Annexure III. Sub Committee agreed and noted.

Item no.5. Status of FGMO { Free Governor Mode Operation } in
thermal units as on 28.01.2019:
It was apprised in the meeting that WRLDC is computing primary
frequency response of ISGS generators for various grid events and
informing generators to fine tune their governors whose response
was inadequate. As per latest amendments of IEGC, third party
independent agencies selected by RLDC may conduct periodic
checkups of primary frequency response of generators at regular
intervals. The cost of such tests shall be recovered by the RLDCs or
SLDCs from the Generators.
Item no.6. Details of new transmission lines, transformer or any other
transmission elements to be charged in March 2019 & April
2019:
The representative from O/o CE (S/s: O&M) CSPTCL has
intimated the following list of new substation and transformers
likely to be charged in March 2019 & April 2019.

presentatives from O/o ED (S/s: O&M) Raipur, CSPTCL and O/o
CE (S/s: O&M) Bilaspur, CSPTCL were requested to provide single
line diagram of newly charged sub-stations along with feeder
names at 33 KV end also. Further it was also requested to arrange
telemetry of these new stations already commissioned in past
months, as early as possible. In case of any delay in
commissioning of RTU the data from other sub-station may at
least be provided so that the newly commissioned S/s may be
monitored effectively.

Item No. 7. High Voltage at 400 KV Bhatpara and Raita S/s:
It was intimated to all the representatives of SOAP that in the 515th
OCCM held in Mumbai on 19.01.2019, the issue of high voltage at
400 KV PGCIL Bhatapara and 400 KV Raita was included in the
agenda point 6.3 of WRLDC.
In case of both stations, MVAR flows was observed from LV to
HV side causing further increase in voltages at 400 kV substations
and above.
In this regard WRLDC has advised to
Take up with concerned S/S to reduce MVAR flow from LV side to HV side by switching off capacitors.
To switch on all Bus/Reactors and Line/Reactors. To absorb maximum VARs at all generating stations.

It was asked to keep the Bus voltage at generating end not more
than 405 KV at low demand period specially night hours. The data
of MVAR is also to be Validated starting from 400 KV stations. All
concerned officials may please be asked to cooperate with SLDC
for data Validation.
To avoid equipment failure due to persisting over voltage all
stations are requested to adhere to the above practices advised by
WRLDC.
