AGENCY NEW DELHI, OCT 6 A special CBI court in Delhi on Tues- day convicted former Union Minister Dilip Ray in connection with a coal scam case pertaining to alleged irreg- ularities in the allocation of a Jhark- hand coal block in the year 1999. Special Judge Bharat Parashar, who is hear- ing the coal scam cases, convicted Dilip Ray in the case today for criminal conspiracy and oth- er offences. He was a former Minister of State for the Ministry of Coal during the then NDA government. The Rouse Avenue court also convicted two then senior offi- cials of the Ministry of Coal (MoC) -- Pradip Kumar Banerjee and Nitya Nand Gautam, Castron Technologies Ltd (CTL), its director Mahendra Ku- mar Agarwalla and Castron Mining Ltd (CML). The court will hear argu- ments on the quantum of sentence against them on October 14. The Central Bureau of Investigation, in its chargesheet, had booked these accused under Section 120-B (criminal conspiracy), 420 (cheating) and 409 (criminal breach of trust) of the IPC. A bench of the apex court, headed by Chief Justice of India SA Bobde, also asked Solicitor General Tushar Mehta appearing for Uttar Pradesh government to ascertain whether the victim's family has chosen any lawyer. Solicitor General Tushar Mehta said that protection has al- ready been provided to the fami- ly members of the victim. "We are not taking any adversarial view on the plea. Witnesses are already under protection. Various narratives going about outside though everyone here in bona fide capacity," Mehta submitted. Mehta said that the supervi- sion of this court is important for ruling the narratives out. "For lawyer for the victim's family, let's not impose the lawyer on them," he said. Following that, CJI Bobde asked Mehta whether the Witness Protection Act is in force. "We want an affidavit on how the witnesses are being protected and we want you to ascertain whether the victim's family has chosen any lawyer. We want a suggestion what's the scope of Al- lahabad High Court proceedings and how can we widen that," the bench said adjourning the hearing in the matter for next week. The apex court was hearing a public interest litigation (PIL) filed by social activist Satyama Dubey seeking a probe by the Central Bureau of Investigation (CBI) or Special Investigation Team (SIT), monitored by a sit- ting or retired Supreme Court or High Court Judge. Mehta said that he is not op- posing the plea for a CBI probe in the matter. "The investigation should be impartial. We have rec- ommended CBI enquiry also. We request to the probe should be su- pervised by this court. There are various narratives in the media," he added. Senior advocate Indira Jais- ing, an intervener in the matter, said "we don't want to interfere with the Allahabad High Court as it's already seized of the matter in the issue relating to the cremation of the body of the victim." "This case should be transferred to a Delhi court from Uttar Pradesh and at this moment the protection of the family is utmost impor- tant," Jaising said. Apex court urged to direct CBI probe NEW DELHI: The Uttar Pradesh government in the Supreme Court on Tuesday sought a CBI probe into the alleged gang-rape and death of a Dalit woman in Hathras, saying it will ensure that no vested interest is able to create a fake and false narrative with "oblique motives". In an affidavit filed in response to a PIL, which has been listed for hearing before a bench headed by Chief Justice S A Bobde, the UP government said it is important that the investigation is carried out by an independent central agency. It said the state has already requested the Centre that the CBI take over the investigation as it would obviate hindrance being created by certain vested interests in the fair and impartial investigation. The CBI probe will also ensure that no vested interests will be able to cre- ate a fake and false narrative with oblique motives, it said. The Dalit teen died of grievous injuries in a Delhi hospital on September 29, a fortnight after she was allegedly raped at her village by four upper caste men. Besides the alleged gang-rape case, the state government has also sought CBI probe into the FIR related to the alleged criminal conspiracy to spread caste conflict, instigating violence, incidents of vicious propaganda by sections of media and political interests. Corona on decline in country: Ministry AGENCY NEW DELHI, OCT 6 India's active cases comprise merely 13.75 per cent of the total positive cases of the country standing at 9,19,023 and the country continues to report a trend of steadily declining active cases, the Ministry of Health and Family Welfare (MoHFW) said on Tuesday. "The declining trend of the percentage active cases is com- mensurately supported by rising percentage of recovered cases," it stated. So far, 56,62,490 people have recovered from the novel coronavirus in the country. According to the statement, a higher number of recoveries has aided the national recovery rate to further improve to 84.70 per cent. 75,787 have recovered and discharged in the last 24 hours whereas the new confirmed cases stand at 61,267. The new recoveries have ex- ceeded the new confirmed cases in 25 States and UTs. "74 per cent of the new re- covered cases are observed to be concentrated in 10 States and UTs---- Maharashtra, Andhra Pradesh, Karnataka, Tamil Nadu, Kerala, Uttar Pradesh, Odisha, Delhi, Chhattisgarh and West Bengal," the ministry said. Maharashtra alone has con- tributed the maximum with near- ly 13,000 single day recovery. 61,267 new confirmed cases were recorded in last 24 hours. As on date, 75 per cent of the new cases are from 10 States and UTs. Maharashtra continues to be the State reporting a very high number of new cases with more than 10,000 cases followed by Karnataka with more than 7,000 cases. Apex court urged to direct CBI probeNEW DELHI: The Uttar Pradesh government in the Supreme Court onTuesday sought a CBI probe into the alleged gang-rape and death of aDalit woman in Hathras, saying it will ensure that no vested interest is ableto create a fake and false narrative with "oblique motives".In an affidavit filed in response to a PIL, which has been listed for hearingbefore a bench headed by Chief Justice S A Bobde, the UP governmentsaid it is important that the investigation is carried out by an independentcentral agency.It said the state has already requested the Centre that the CBI take overthe investigation as it would obviate hindrance being created by certainvested interests in the fair and impartial investigation.The CBI probe will also ensure that no vested interests will be able to cre-ate a fake and false narrative with oblique motives, it said.The Dalit teen died of grievous injuries in a Delhi hospital on September29, a fortnight after she was allegedly raped at her village by four uppercaste men.Besides the alleged gang-rape case, the state government has alsosought CBI probe into the FIR related to the alleged criminal conspiracy tospread caste conflict, instigating violence, incidents of vicious propagandaby sections of media and political interests. The state government humblyseeks the indulgence of this court to direct the CBI to investigate into theincident dated September 14, 2020 in the respect of the victim in FIR num-ber...as well as FIR number...related to criminal conspiracy to spreadcaste conflict, instigating violence, incidents of vicious propaganda by sec-tions of media and political interests, it said.

Corona on decline in country: Ministry AGENCYNEW DELHI, OCT 6

India's active cases comprisemerely 13.75 per cent of the totalpositive cases of the countrystanding at 9,19,023 and thecountry continues to report atrend of steadily declining activecases, the Ministry of Health andFamily Welfare (MoHFW) saidon Tuesday.

"The declining trend of the

percentage active cases is com-mensurately supported by risingpercentage of recovered cases," itstated.

So far, 56,62,490 peoplehave recovered from the novelcoronavirus in the country.

According to the statement, ahigher number of recoveries hasaided the national recovery rateto further improve to 84.70 percent. 75,787 have recovered anddischarged in the last 24 hours

whereas the new confirmed casesstand at 61,267.

The new recoveries have ex-ceeded the new confirmed casesin 25 States and UTs.

"74 per cent of the new re-covered cases are observed to beconcentrated in 10 States andUTs---- Maharashtra, AndhraPradesh, Karnataka, Tamil Nadu,Kerala, Uttar Pradesh, Odisha,Delhi, Chhattisgarh and WestBengal," the ministry said.

Maharashtra alone has con-tributed the maximum with near-ly 13,000 single day recovery.

61,267 new confirmed caseswere recorded in last 24 hours.

As on date, 75 per cent of thenew cases are from 10 States andUTs. Maharashtra continues to bethe State reporting a very highnumber of new cases with morethan 10,000 cases followed byKarnataka with more than 7,000cases.

The Municipal Corporation is in action mode these days for action like sealingagainst shopkeepers who have not deposited business tax rent in the MC on reason-able rent for years. Due to this, on Tuesday, a team of corporation employees tookaction to seal 5 such shops in the city. Due to the impact, a shopkeeper went to thecorporation office without delay and deposited the rent amount of Rs 1 lakh 14 thou-sand, but 4 other shopkeepers did not show such readiness. As a result 4 shops weresealed. In this regard, Deputy Commissioner and District Municipal CommissionerNishant Kumar Yadav said that the corporation has more than 600 shops in the city,which are on very reasonable rent. Despite this, if a shopkeeper did not deposit therent in the Municipal Corporation on time, then action against him becomes immi-nent. On the other hand, the sources of municipal income are dependent on such rentand property tax. There are clear instructions from the government that the corpora-tion or body offices should meet all the expenses from their own sources. Monthly crime review meeting was held under the chairmanshipof Superintendent of Police Una at Police Line Jhalera in whichall the police officers of the district Una, the police station in-charge and other police employees participated. During themeeting, after observing the action taken by the District PoliceUna against the mining mafia during September 2020, it wasfound that during the month, a total of 96 challans of illegalmining were collected and a fine of Rs 802300 was recovered.Apart from this, 23 challans of illegal mining were sent to thehonorable court, in which the court charged a fine of Rs 352000from vehicles involved in illegal mining. India's nCoV tally reaches near67 lakh; recovery rate 84.70 pc

India recorded a fresh spike of61,267 nCoV cases during thepast 24 hours, taking thecountry's tally near 67 lakh mark,the Union Health Ministry datasaid on Tuesday morning.Presently, the nation's total casecount stands at 66,85,083. Also,the peninsular registered 75,787

cured or discharged cases in thesame duration which has pushedthe total recoveries so far to56,62,490. Meanwhile, therewere 884 deaths due to the highlycontagious virus since Monday,pushing the death toll to 1,03,569till date. Active case-load on thecountry has decreased by 15,404on Monday and presently India ishome to 9,19,023 active cases of

the novel Coronavirus. In termsof percentage, the active cases are13.75 per cent, recovered at 84.70per cent, and the deaths 1.55 percent. According to theSoPs, only 50 per cent seating willbe allowed of the total capacityand alternate seats will be leftvacant for social distancing.Besides this, face masks will bemandatory inside the cinema halls."All COVID-19 guidelines andstandard operating protocols(SOPs) issued by Information andBroadcasting Ministry must befollowed at all cinema halls andtheatres," said Union Informationand Broadcasting MinisterPrakash Javadekar. "As per ordersof the Central Government,cinemas, theatres and multiplexeswill be reopening from October15. Halls have been directed tooperate with up to 50 per cent oftheir seating capacity," he added.As per the SOPs, it is compulsoryto show a minute-long film orannouncement before a show aswell as before and after theinterval, to spread awareness

among people about COVID-19.Moreover, only packed food to beallowed, and proper ventilationand air conditioner temperature inthe range of 24 to 30 degreesCelsius will be maintained.Thermal screening should becarried out and onlyasymptomatic individuals will beallowed. with larger case volumes

According to the findings of a newstudy, for complex pancreatic sur-gery a positive correlation can be in-

ferred between the volume of services andthe quality of treatment results: In hospitalswith larger case volumes, the survival prob-abilities for patients are higher overall,fewer fatal complications occur and hos-pital stays are mostly shorter. For certainsurgical procedures, can a correlation beshown between the volume of servicesprovided per hospital and the quality oftreatment results? This is the question ad-dressed in eight commissions that theFederal Joint Committee (G-BA) award-ed to the Institute for Quality and Effi-ciency in Health Care (IQWiG) in Ger-many. An IQWiG rapid report is now avail-able for the seventh intervention to be test-ed, complex pancreatic surgery.

High-risk procedures usually per-formed as elective surgery

The pancreas produces both digestivesecretions and hormones such as insulin,glucagon or somatostatin, which have aregulating effect on carbohydrate metabo-lism and digestion. Surgical procedures ofthe pancreas are considered complex andthus high risk and are usually performed aselective, i.e. planned, surgery. These proce-dures are largely performed due to compli-cations caused by chronic inflammation ordue to malignant neoplasms. Between2009 and 2014, about 35,000 complex sur-gical procedures of the pancreas were per-formed overall in Germany due to malig-nant neoplasms. The hospital mortalityrates for patients who underwent complexpancreatic surgery in Germany between2009 and 2013 were around 10 per cent.

The G-BA has set a minimum volume forcomplex pancreatic surgery in Germany,which currently stands at ten proceduresper year and hospital location. Positive cor-relation between the volume of servicesand survival probability The IQWiG proj-

ect team identified 42 retrospective obser-vational studies investigating the correla-tion between the volume of services and thequality of treatment results in complex pan-creatic surgery. Of these studies, 36 con-tained usable data. The data analysisshowed that the overall survival probabili-ties for patients who undergo pancreaticsurgery are higher when they are treated inhospitals with larger case volumes and bysurgeons with more routine in this type ofsurgery. For the outcomes "treatment-relat-ed complications" and "length of hospitalstay", a correlation between the volume ofservices and the quality of treatment resultscan also be shown at both the hospital andsurgeon level, to the benefit of hospitalsand surgeons with a high volume of servic-es. To capture a snapshot ofthe population's mental healthjust after the first COVID-19restrictions went into effect,Dr Dawel and her collabora-tors surveyed nearly 1300Australian adults in March2020. At this time, authoritieshad recently closed interna-tional borders, bars andrestaurants, and limited socialgatherings. The participantsincluded a representative dis-tribution of the population,with equal numbers of men

and women and participantsacross all age groups over theage of 18 from every Aus-tralian state and territory.

In order to prevent anypotential bias, the survey wasdesigned so that participantswould not know the aims ofthe study. Instead, the re-searchers incorporated thesurvey into market researchpanels, without any mentionof COVID-19 or mentalhealth during study recruit-ment.

Since the survey occurredin the early stages of the pan-demic, only 36 participantsreported having received aCOVID-19 diagnosis or hav-ing had a close contact whohad been diagnosed. Therewere also relatively few peo-ple who had been tested, hadself-isolated or who hadknown anyone who had anyof these experiences.

Surprisingly, these casesof COVID-19 contactshowed no link to mental

health impacts. In contrast, fi-nancial distress and disrup-tions to work and social ac-tivities were significantly as-sociated with symptoms ofdepression and anxiety, aswell as lower psychologicalwellbeing. However, workingfrom home wasn't associatedwith any negative effects.

Higher rates of mentalhealth symptoms were alsofound among people whowere younger, identifiedthemselves as female or who

reported having a pre-exist-ing mental health condition.

"We hope that these datahighlight that the way coun-tries manage COVID-19 islikely to impact their popula-tion's mental health, beyondthose most directly affectedby the disease," says Dawel."It's important that govern-ments and policymakersrecognise that minimising so-cial and financial disruptionshould also be a central goalof public health policy."

Spinach, the hearty,green vegetable chockfull of nutrients, doesn't

Spinach, when convertedfrom its leafy, edible forminto carbon nanosheets, actsas a catalyst for an oxygenreduction reaction in fuelcells and metal-air batteries.

An oxygen reduction re-action is one of two reactionsin fuel cells and metal-airbatteries and is usually theslower one that limits the en-ergy output of these devices.Researchers have longknown that certain carbonmaterials can catalyze the re-action. But those carbon-based catalysts don't alwaysperform as good or betterthan the traditional platinum-based catalysts. The AU re-searchers wanted to find aninexpensive and less toxicpreparation method for an ef-ficient catalyst by using read-ily available natural re-sources. They tackled thischallenge by using spinach.

"This work suggests thatsustainable catalysts can bemade for an oxygen reduc-

tion reaction from natural re-sources. The method we test-ed can produce highly active,carbon-based catalysts fromspinach, which is a renew-able biomass," said Prof.Shouzhong Zou, chemistryprofessor at AU and the pa-per's lead author.

"In fact, we believe itoutperforms commercialplatinum catalysts in both ac-tivity and stability. The cata-lysts are potentially applica-ble in hydrogen fuel cells andmetal-air batteries," addedZou. Zou's former post-doc-toral students Xiaojun Liuand Wenyue Li and under-graduate student Casey Cul-hane are the paper's co-au-thors. Catalysts accelerate an

oxygen reduction reaction toproduce sufficient currentand create energy. Amongthe practical applications forthe research are fuel cells andmetal-air batteries, whichpower electric vehicles andtypes of military gear.

Researchers are makingprogress in the lab and inprototypes with catalysts de-rived from plants or plantproducts such as cattail grassor rice. Zou's work is the firstdemonstration using spinachas a material for preparingoxygen reduction reaction-catalysts. Spinach is a goodcandidate for this work be-cause it survives in low tem-peratures, is abundant andeasy to grow.

With extra time and space at hand, he started making deliveries in nearby areas and underwent training with Flipkart as part of the onboarding process in shipment handling, customer management etc. The Kirana program has helped him supplement his income and contribute towards his brother’s wedding last year and also support his family during the pandemic-induced lockdown. Now with things coming back to some level of normalcy, he is preparing for the upcoming Big Billion Days as he feels it will be a good opportunity for him to service more customers.

Private sector lender IndusIndBank has reported 10 per centyear-on-year rise in itsdeposits at Rs 2.28 lakh croreduring the quarter endedSeptember.

It had deposits totalling Rs2.07 lakh crore in the secondquarter of previous fiscal (Q2FY20). In the first quarter ofthe current fiscal, it haddeposits of Rs 2.11 lakh crore.

Of the Rs 2.28 lakh croredeposits in Q2 FY21, retail anddeposits from small customersamounted to Rs 75,610 crorecompared to Rs 67,318 crore inQ1 FY21. The bank said its netadvances grew by 2 per cent inQ2 FY21 to Rs 2 lakh crore ascompared to Rs 1.97 lakh crorein the same period of last fiscaland Rs 1,98 crore in the firstquarter of current fiscal. Thecurrent account saving account(CASA) ratio stood at 40.4 percent as on September 30, saidIndusInd Bank in regulatoryfilings at stock exchanges.
