    A fe IITs and HMS donot make an educational summer. The 21stcentury is supposed to be all about human capital, but India doesnt yet have acoherent plan for its development or for meeting the thirst for quality educationthat exists - leading to Indians spending as much as $3 billion annually to studyabroad. One ministry proposed recently to the WTO to open the Indian educationalsector to foreign providers but another Ministry has been opposing this tooth andnail. Its plea is that the domestic education sector must be protected. In keepingwith this mindset it has proposed the Foreign Education Providers Regulation Bill(FEPR Bill), which bristles with archaic regulations designed to keep foreignersout. But this sort of protectionist thinking has become outmoded in other sectorswhere we are waking up to the realisation that trade is a revolving door. Itforeigners export to us, we can do the same to them too. This is particularly trueof education - if anything, the Indian affinity for it gives us a competitive edge itwe dare to throw open our classrooms. A group set up by a PIO entrepreneur hasalready established alarge chain of successful schools in the UAE and expandedto the United Kingdom. Delhi Public school has branches in LOS ANGELES, NEWYORK and WASHINGTON DC. Theres no reason why IIMs cant setup in Singaporeor Bangkok and run profitable branches there, it allowed.Indians are now dealing with the world confidently. It theres need to clearmental cobwebs inherited from the past, this is particularly so for education. Itdoes not prosper it restricted to an artificial, hot house environment. But it fullyopened up to private and foreign investment, it can take on the world. Fromlosing $3 billion annually it could become a net foreign exchange earner for thecountry. But thats only the icing on the cake. The real cake is that an upgradededucational system is needed to maintain Indian advantages in the global servicessector, where skill shortages are currently leading to high labour costs that couldcause companies to ship elsewhere. Even in case of industry and agriculture, aneducated workforce helps enormously in enhancing productivity. On a humanlevel, education becomes less alienating if one learns useful skills at the end ofit, instead of just earning a paper degree. indian students now commit suicide ata rate rivalling that of farmers. If they dont get that much attention it is becauseeducation is not yet a political issue in India. Its high time it become one.
