John E. Corcoran, Candidate Platform 2007 For the past four years I have been fortunate to serve on the SBFCC Board of Directors, two years as Vice President and two years as your President. I committed to you the members and to myself, that I would serve to the best of my ability, giving of my time, talent and energy for the good of the organization.

I look back with some degree of pride in that I have kept my promise to you. Your Chamber has reached its highest level of membership in our history. We are financially solvent and growing in our level of service delivery to our

members and the community at large. I am pleased that I have been instrumental in introducing new programs such as:

• Monthly Liaison Meetings with the SBMA Administration to discuss relevant issues for the benefit of locators and residents

• Initiated the Annual SBFCC Blood Drive which resulted in more than double the donations of any previous year

• Spearheaded the Adopt-a-Playground program which saw the renovation of the playground at the boardwalk

• Participated in four Locator’s Congresses

• Introduced the Golden Eagle and Silver Circle Memberships that facilitated an increased level of sponsorship for worthwhile SBFCC programs

• Took an active role in the legislative process communicating the SBFCC position on various issues

• Represented SBFCC in various ceremonies and events

• Lobbied for issues that impact business and the overall quality of life in SBFZ

• Coordinated Relief Programs for disaster victims

• Spend approximately 40 hours a month on SBFCC business

• Introduced the Networking Night concept to allow members to get better acquainted and promote their respective businesses

• Introduced the rotating meeting venue concept for broader business exposure

• Recognition Program for Outstanding LED and IIO personnel

• Participated in a SBFCC Charter amendment to allow business associates outside the Freeport to be members

• Lead opposition to fee increases for CRTE

I look forward to serving on your Board of Directors for another term, should you see fit. I pledge to you that I will bring the same level of commitment and dedication to the job as I have already demonstrated. I would like to continue with the work that has already begun as well as introducing new projects as opportunities present themselves. With the new Subic Bay Exhibition & Convention Center coming online, we have a great opportunity to build our respective businesses with an all-new revenue stream that will benefit us all. A B O U T D A V I D P O R T E R

David Porter is a 45 year old Entrepreneur businessman who is currently on the board of directors of 5 corporations in 3 countries. David also consults to several of the world’s top telephone companies on the development of the business in developing countries, over his career he has worked in senior positions with companies like Microsoft, Nokia and Primus. Here inside the Freeport where David resides in West Kalayaan with his wife and children he is the President of Subicom Inc., a company involved in developing various businesses, including the SUBIC.COM web portal that will promote all aspects of the Freeport. David Porter is called on to speak on a variety of topics at Conferences held throughout Asia and as an accomplished (and trained) public speaker David has been forthcoming to speak at recent Chamber-SBMA public hearings to ensure the voice of the investors is heard. FOCUS PROJECTS OF DAVID PORTER AS A BOARD MEMBER

TELCO/IT INFRASTRUCTURE Subic Bay Freeport needs to attract more Call Center and BPO companies but these companies have largely eluded the Freeport until now primarily because of the availability of only one telecom provider. BPO companies cannot operate where the fate of their business is locked into ONE service provider so they need “redundant” backup connectivity so until now they have simply gone somewhere else. The Subic Olongapo area has some very good schools educating students for Call Center, BPO and Programming jobs; however most of these graduates are shipped off away from their home because the Freeport can only cater to less skilled manufacturing and shipping related businesses. David Porter is personally involved providing consulting to hundreds of call centers and prospective BPO organizations and is already acting as an ambassador for the Freeport within this business sector. Now that multiple telecom services providers are coming to the Freeport, David’s initiatives will be able to attract more “white collar” jobs into the Freeport as well as improving services to existing corporations. We also anticipate the increase of white collar business will provide economic growth to all business operating win the Freeport and surrounding area.

LAW ENFORCEMENT SMBA LED has strived hard to build an elite law enforcement group, but training and appreciation of the law are issues that every law enforcement operation in the world has to appreciate. David Porter is experience in law enforcement and rescue operations through his time in the Australian Coast Guard, PNP-PACCP and FPAN which would allow him to assist in improving training and programs that would assist within the SMBA-LED to rise to even greater standards.

CULTURAL INTEGRATION There are serious cultural integration problems brewing in the Freeport especially amongst the Korean investors who have so far shunned the Chamber of Commerce. Although a tightening of SBMA regulations would be able to deal with issues such as non English signs on businesses the underlying cultural differences would still be there. David Porter has personally worked in most Asian countries including Korea, China and Japan and would be honored to have the opportunity to help mesh together the different nationalities so we may all achieve common business goals and otherwise avert the impending cultural divide.

INVESTOR INFORMATION The Chamber can provide a wealth of information to investors but unfortunately most of it currently gets related verbally. As several of David Porter’s companies are involved in the development of internet technologies, David would like the Subic Chamber’s technical capability upgraded with database of all information searchable over the internet so that new or existing investors can have quick access to all policies, procedures and information about doing business within the Freeport.
