September 23, 2010
The Montgomery County School Board met on the above date at theMontgomery County Government Center in the Board of Supervisors
Meeting Room at 6:30 p.m. for the purpose of a special session.

Call to Order
Wendell Jones called the meeting to order with the pledge of allegiance
to the flag at 6:30 p.m.
Adoption of Agenda
On motion by Jamie Bond, seconded by Phyllis Albritton, the Board voted
unanimously to adopt the agenda as presented.
Work Session
Phyllis Albritton moved, seconded by Joe Ivers, and the Board voted
unanimously to enter a work session at 6:30 p.m.
Item 09/10-170 Presentation from OWPR, Inc. Regarding Blacksburg High
School Testing and Repair: Brenda Blackburn, division
superintendent, introduced speakers from OWPR and other
major contractors who have helped evaluate the situation
at Blacksburg High School.
Ted Dean, ATS International, presented geological
information on karst formations and how they occur inthe environment.
Dean continued by showing test results from outside
lines of the building. Dean concluded that the
structural concerns at BHS are probably not from
geological degradation for several reasons:

There are no sinkholes, springs or disappearingstreams on or near the site
Water is the engine to ongoing karst formation the hardscape at BHS prevents infiltration
There is no evidence in the geophysical data ofvoids beneath the building
J.D. Price, OWPR, presented information on the four
major items deemed to need repair at Blacksburg High
School.
Robert Carpenter, McDonough Bolyard Peck, Inc.,
presented project estimates based on the repairspecifications provided by OWPR.
JD Price, OWPR, stated that lack of a full penetration
weld was the root cause of the gymnasium roof collapse.
The auditorium has a similar problem, causing the
auditorium roof to be labeled as a category 1 issue.
Price explained the process for repairing the auditorium
roof trusses.
JD Price, OWPR, presented information on deficient
concrete beams.
Dr. Richard Barker presented background information on
reinforced concrete.
Ian Wienhold, Structural Preservation Systems, discussed
how to repair concrete beams.
Robert Carpenter, McDonough Bolyard Peck, Inc., reviewed
cost estimates on proposed repair scenarios.
Steve Forkner, OWPR, presented information on the
current heating and air conditioning systems at
Blacksburg High School and recommended upgrades.
Return to Regular Session
Wat Hopkins moved, seconded by Penny Franklin, and the Board voted
unanimously to return to regular session at 9:30 p.m.
Unfinished Business by School Board Members
The board decided to hold a special session on September 28 at 7 p.m.

Phyllis Albritton requested a report on room N6 at Blacksburg HighSchool.
