VISION FOR THE FUTURE CALENDAR

IntroductionThis calendar contains a summary of the key points of the Saxilby with Ingleby,Broadholme and Broxholme Parish Plan. Everyone was given the opportunity tocontribute to this plan. Firstly at the public events in May/June 2007 and thenthrough the household questionnaire, completed in July 2007. From all the responses received a Parish Plan Steering Group has produced an action plan thatwe hope will, over a period of time, achieve a community as you would wish to seeit develop. The calendar contains an update of the actions that have already beentaken and others that are well advanced.

Implementation of the plan is, of course, dependent on the co-operation ofexternal bodies and groups. Finance will be required to implement some of theideas. The required funds could be raised through grants and sponsorship forexample.

If Saxilby and the surrounding area are to develop as a community and not just aplace where people happen to live, it needs everyone to contribute. ‘Community’ ispeople and every one of us needs to accept some responsibility for caring for thearea in which we live and the people that live in it.

We would like to thank everyone who has contributed to this project – your contributions are much appreciated and we would welcome your continued supportduring the implementation phase.

APRIL - LEISURE

Walking ClubAround one third of people that answered the Parish Plan questionnaire expressedan interest in a walking club.

People who showed an interest on the questionnaire delivered to each householdhave been sent a letter. Notices have been placed in the village and a very wellattended public meeting was held in February 2008 to promote the walking club. Itis envisaged that there will be a walking club to suit all ages and abilities, starting inthe spring. Walk leaders were trained in March 2008 and then will begin to arrangewalks.

The Sports Association has worked with the Parish Plan Steering Group to makethe walking club a reality.

Dance ClassesNearly 30% of people in the Saxilby area said they would attend an adult dance classif it were provided.

People who showed an interest on the questionnaire will be sent a letter. Noticeswill be placed in the village and a public meeting held to promote and discuss thedance classes. It is envisaged that there will be dance classes to suit all ages and abilities, starting in autumn 2008.

The Sports Association has worked with the Parish Plan Steering Group to makethe classes a reality.

MAY - LEISURE

A Multi-user pathOver half the people who responded to the questionnaire said they would use amulti-user path.

Funding has been secured by Lincolnshire County Council from the East MidlandsDevelopment Agency for the development of what will be known as a ‘multi-usepath’ for use by cyclists, walkers, mobility scooters and horse riders. The path willrun from Saxilby to the Pyewipe Inn via Burton Waters. Completion is scheduledfor 2010.

Swimming PoolMore than 300 people that responded to the parish plan questionnaire said theywould use a local swimming pool if it could be provided.

The possibility of building a swimming pool in Saxilby has been discussed, but isnot considered to be a viable project at this time; evidence shows that the cost ofbuilding and maintaining a 25 metre, 4 lane pool would be extremely expensive.The possibility of providing transport to a local facility is being investigated by theSports Association and Community Lincs.

JUNE - YOUNG PEOPLE

Youth ShelterA youth shelter is an informal meeting place for young people to ‘hang around’.Young people have been asked what type of shelter they want and where it shouldbe located. An order for the new shelter has been placed, but the exact location hasnot yet been decided.

The Parish Council is working with young people in Saxilby on this .

Wheel ParkThis is a facility for use by skateboards and cycles. Eighty-four people thought thathaving a wheel park in the area was a good idea.

The Parish Council’s Recreation sub-committee is working on what can be provided, how it could be paid for and where it could be located.

Youth ClubThe school and University of Lincoln are working together on the development ofa youth club for eight to thirteen year olds. The children and young people havebeen involved in developing this club. The school will provide details of what willbe available when it starts.

JULY - ROAD SAFETY

The request to extend the 30mph speed limit on Mill Lane and up to Sturton Roadwas a popular one – over 60% of you supported this suggestion. The issue has beenpassed to the Road Safety Partnership and Lincolnshire Police. The Road SafetyPartnership has advised the Parish Plan Steering Group that no action can be takenuntil the review of speed limits has been completed; this will be done in 2008. ThePolice have conducted speed checks on the road to ensure speed limits are beingadhered to. It is the County Council Highway Departments responsibility to changespeed limits if it is thought necessary.

It was suggested that a 20mph limit could be put in place in the centre of the village. The Road Safety Partnership offered the same advice as above.

The Road Safety Partnership has also advised that there are too few collisions towarrant improvements to the A57, Mill Lane and Queensway junction and the junction with Broadholme Lane and the A57. Any collisions must be reported tomake sure that the figures these departments have reflect the real situation.

AUGUST - PARKING

Parking is an issue in various parts of our community, but improving parking at theLincoln Co-operative store was the top issue when questioned.

The Co-op car park has been re-designed under plans to extend the store. TheParish Council has fed back their concerns about the revised parking situation. Thenew plans have now been approved with slight improvement to the situation.

Strictly enforcing the existing parking restrictions has been addressed byLincolnshire Police. They have requested that the Traffic Warden visit the villageto identify offenders and this has since happened.

Parking at the primary school was identified as a problem and a suggested solutionto this is a ‘Walking Bus’. This is an on-going project that the school is working onwith Lincolnshire County Council. It is part of the School Plan for the future.

SEPTEMBER - CONVENIENCES

MORE PUBLIC TOILETSThe toilets on Bridge Street are open to the public, but local residents think a public toilet should be located closer to the main shopping area. Local businessesare not obliged to make their toilets available for public use, but grants can be madeto local businesses to make their toilets available to the general public. The ParishCouncil will investigate this.

MORE PUBLIC SEATSThe Parish Council has approved the installation of more seats particularly atbus stops.

The Parish Council is considering provision of seats adjacent to children’s playgrounds.

OCTOBER - GREEN ISSUES

Various ‘green issues’ were raised with the planting of more trees being the mostpopular suggestion.

One hundred trees have since been planted around the parish by LincolnshireCounty Council.

The maintenance of footpaths and pavements has been raised by the Parish Councilwith the County Council. An engineer has met with the Parish Council to discussthe key issues.

A village warden, appointed by the Parish Council has responsibility for litter collection and grass cutting amongst other duties. NOVEMBER - HOUSING

The issue of providing housing in the area prompted a mixed reaction. Themajority of people were strongly opposed to the building of any more executivehomes and the possibility of building flats up to two or three storeys high was very unpopular. Opinion was divided almost equally on the development of more family homes and bungalows. There was a clear majority in favour of buildingstarter homes with one or two bedrooms and also sheltered housing.

The District Council has the final say on whether new housing is built so a copy ofthe questionnaire results were sent to West Lindsey District Council. The information was also sent to the Parish Council to strengthen their argument for oragainst certain types of development when they are consulted by the DistrictCouncil. The information about the need for sheltered housing was sent to theCounty Council as they are currently undertaking work to look at what types ofaccommodation might be needed for vulnerable older people in the county in thefuture.

The Parish Council has agreed a policy with regard to new housing in the village,which includes the responses, received in the questionnaire, and will be used as abasis for its response to future applications for large scale residential development.

DECEMBER - TRANSPORT

Public transport was not addressed specifically in the questionnaire sent to allhouseholds, but is an important issue for many people in the parish and surrounding areas so we wanted to draw your attention to what is available in andaround Saxilby.

The Voluntary Car Scheme provides transport primarily to the village health centre,hospitals in Lincoln and Gainsborough, dentists and opticians. The service is forthe use of pensioners and others with limited walking ability that are unable to usepublic transport. The service is not suitable for wheelchair users. The Scheme continues to need volunteer drivers who can offer a few hours of their time mostweeks.

The village is also well served by two regular bus services to Lincoln and a serviceto Gainsborough and Scunthorpe.

In addition Saxilby station is served by an hourly train service running betweenLincoln and Doncaster via Sheffield and Meadowhall. It is also served by a less frequent direct service between Lincoln and Doncaster.

The Parish Council has adopted a policy with regard to transport issues raised bythe responses to the questionnaire and this will be the basis for any action the ParishCouncil takes in respect of these issues.
