2. INTRODUCTION OF THE PROJECT/BACKGROUND INFORMATION

The area applied for lease in PWD Tank Savudu Quarry.

As Per EIA Notification and subsequent amendments, the proposed quarry falls under ‘B2’ category

which required environmental Clearance from District Environmental Impact Assessment Authority, Chennai

region.

The entire quantity of Savudu will utilize for Construction propose within the District of Tamil nadu

The Savudu quarry lies over an extent of 4.90.0Ha (Out of 11.99.5 Hec) in S.F. Nos. 376 (Sonapettai Eri

of 8) in Munnavalkottai Village, Needamangalam Taluk, Thiruvarur District Area falls in

Latitude : N 10˚44’ 6.96”

Longitude : E 79˚22’27.74’’ Toposheet = NC44-5No Vegetation is noted in the lease applied area.

Type of Mining:

Open Cast Mining method of semi mechanised mining without drilling and blasting will be applied to

quarrying.

Mode of quarrying:

This quarrying operation is by using excavators and tippers are proposed for quarrying.

ii) Need for the project and its importance to the country and or region:

The project will provide direct and indirect employment and there by improve the economic standard ofpeople in the surrounding villages.

After quarrying the entire reserves the mined out area will be used as water reservoir of this area.

As it is going to be used as water reservoir, no need of reclamation or back filling.

The demand for Savudu depends upon the requirement of local market.

The export possibility does not arise; Since Lessee would like to use this entire quantity of Savudu for

domestic market

The applicant would like to sell out the entire Savudu materials to the nearby Consumers.

3. PROJECT DESCRIPTION

(i) Type of project interlinked and

interdependent projects, if any.

This project is located in Munnavalkottai Village, Needamangalam taluk, Thiruvarur District It is

mandatory to obtain environmental clearance for all mining project irrespective of mining area as per the order

of the Honourable Supreme Court of India in I.A.No.12-/13/2011 in S.L.P.No. 19628-19629 of 2009 etc.,

dated: 27.02.2012, the Ministry of Environmental and Forest Office Memorandum dated:

2 . 8 .12.2013 clearance has to be obtained for Minor Minerals from the District Level Environmental

Impact Assessment Authority, Tamil Nadu. As per above order all projects less than 25 hectares falls in ‘B2’

Category of Schedule 1 (a). The extent of this lease area is 4.90.0Ha (Out of 11.99.5 Hec) and falls in

‘B2’ Category of Schedule 1

This is a mining project, which is site specific due to availability of mineral. Hence the site

cannot be shifted. Opencast Semi Mechanised mining without drilling and blasting will be applied to quarrying.

The quarry site is considered on the availability of deposits.

(IV) Size or magnitude of operation

Targeted production of quarrying Savudu will be 44100m³ a period for one year by open cast

mechanised mining method.

This is a mining project for mining of Savudu and so no need of raw material except utility items like

fuel and lubricants Diesel, oil and water for drinking and utilities. The Product will be natural. No stocking is

required or permitted anywhere either inside the lease area.

(vii) Resource optimization/recycling and reuse envisaged in the project.

The Savudu will be despatched to nearby construction units.

(VIII) Availability of water its source, energy/power requirement and source.

During initial working mineral water will be provided to labour. For water sprinkling and green belt area

water tanker is provided. For permanent solution a bore well will be drilled near the office room to care take

drinking water, water sprinkling and for green belt.

(ix) Quantity of waste to be generated (liquid and solid) and scheme for their management/disposal.

There is no liquid / solid waste generated while quarrying the Savudu.

18.05.2012 clearance has to be obtained for mining of Minor Minerals from the District Level Environment Impact

Assessment Authority, Tamil Nadu. Form I and Pre-Feasibility report is required to get Environmental

Clearance for the project from SEAC. EIA Report identifies all of the issues and technical requirements of a

proposed operation, with particular attention to potential Environmental, Health and Safety, Social and

Economic Impacts. The purpose of EIA is to ensure the protection and conservation of the environment and natural

resources including human health aspects against uncontrolled development.

The long-term objective is to ensure a sustainable economic development that meets present needs without

compromising future generations’ ability to meet their own needs. EIA is an important tool in the integrated

environmental management approach. The aim of Environmental Impact Assessment (EIA) is to enable the

approving authority, the public, local and central government and the developer to properly consider the potential

environmental consequences of a proposal, and to make recommendations to reduce the environmental

consequences if necessary.

It is important to provide sufficient information for the approving authority to make a decision on

whether to approve a proposal and if so, under what conditions. The EIA provides the basis for sound

ongoing environmental management.

4. SITE ANALYSIS

(i) Connectivity:

area applied for mining lease is a gentle plain terrain of 1m below the ground level. The area is covered with

Necessary infra structure will be provided in the lease hold area. First aid, sanitation facilities will be

provided in the office building. Afforestation will also provide on the boundary barrier as the green belt

area.

The lease area is a Poramboke land the project proponent Thiru.MR.Bhusan was the highest bidder and he

is the lease holder until the lease period.

(iii) Topography:

The area applied for mining lease is a gentle plain terrain .The area is covered with Savudu. No

vegetation is noted in this area.

(iv)Existing land use pattern agriculture, non-agriculture, forest, water bodies including area under CRZ:

shortest distances from the periphery of the project to periphery of the forest, national park, wild life

sanctuary, eco sensitive areas, water bodies( distance from the HFL of the river), CRZ. In case of notified

industrial area, a copy of the gazette notification should be given.

(v) Existing infrastructure:

There is no existing infrastructure available in the site. The entire requisite infrastructure required for

mining shall be developed. An office room and rest room is going to be built. A well equipped first aid facility will

be maintained.

Extent of Mechanization

The working will be by Opencast, shallow mining without drilling and blasting. Loading of S a v u d u

i n the quarry will be done by JCB.

(VI) Soil classification:

The entire Savudu will be transported to the end users and hence, there is no waste generated during the

quarrying operation.

(vii) Climatic data from Secondary Sources:

The climate of the area is tropical and the annual rainfall is about 8 00mm during North -East

monsoon.

Temperature

From the middle of February, temperature increases steadily. In May which is usually the hottest month in

the interior, the mean daily maximum temperature rises to 200 to 400 degree Celsius and during winter period it

drops to 1 8 0 to 250 C. The weather is quite hot in May and June and the maximum temperature sometimes

reaches 40°Celsius. With the onset of the southwest monsoon by the end of May or beginning of June, there is

some drop in temperature.

Humidity

The relative humidity in general, during the year, is between 55 and 65 percent in the region of the project

area, except during the northeast monsoon season, when it is over 65 per cent.

Cloudiness

During the months of April and May, the skies become heavily clouded and threatening in the afternoons

on many days when thunderstorms follow. In the southwest and northeast monsoon seasons, the sky is heavily

clouded or overcast.

Winds

Generally light to moderate in strength and NW-SW and vice-versa. Between May and September winds

are mainly north westerly or westerly From October to February winds are mainly north easterly or northerly

Rainfall

Main rainy season is from October to the middle of January. November is generally the rainiest month.

The average rain fall in the in the region of the project area is 800mm to 900mm per annum during North-

East Monsoon

(viii) Social infrastructure:

There is no village available in the lease area. So inhabitants do not required any rehabilitation. On

5. PLANNING BRIEF

The road facility is already available which shall be used and maintained. The labour r e q u i r e m e n t i s

t a k e n f r o m t h e n e a r e s t v i l l a g e . Other r e q u i s i t e infrastructure as transport of mine labours is

available by way of jeep and two-wheeler.

Medical facility is available for first aid at project site. Government Dispensary is available nearest to ML

area at 2Kms in Munnavalkottai. Rest room to meet the demand of shelter and office room for project

management will be built in the project area. The tippers Lorries will convey the mined Savudu outside the quarry

site to the end users. General safety precaution will be taken as per mining practice

Access Roads

Access roads from the main road to the quarry site to a length of 2km from Munnavalkottai are available

for transport facilities. Access roads will be restored to pre-quarry conditions or better condition. Usage of

public road for transport shall be done as per approved Practices.

Social Infrastructure

This project is providing employment for villagers and shopkeepers, mechanic, drivers, local labour and

transporter. Proper safety measures will be taken for the safety of the workers by providing helmets, hand

gloves, masks and first aid facilities.

(v) Amenities/facilities:

As the workers are from nearby villages, the shelter room with toilet facilities & the first aid room will be

built in proposed building. Water required for drinking purpose is available by the water tankers from nearby area.

Power is available at proximity. First aid box with all necessary materials will be kept all time in the office for use

as and when required.

6. PROPOSED INFRASTRUCUTRE

(i) Industrial area (processing area):

No processing unit is required, as the Savudu Material can be directly consumed by the end user. An

office-cum-store will be built at mine site. A thatched shelter room with toilet facilities & the first aid facilities

will be built.

(ii) Residential area (non processing area):

Not applicable, local personnel will be employed and so no residential area is proposed.

(iii) Greenbelt:

Afforestation will be on the primary of the lease boundary.

(iv) Social infrastructure:

This project is providing employment for villager’s shopkeepers, mechanic, drivers, transporters etc.

The lessee will be responsible for social benefits like water, health care measures. Plantation done will improve

environmental conditions in the area and aesthetic beauty of the area. Positive community relationship proposed

will be adopted by following methods:

No sewage will be generated from this project. There is no Sewage System available in the Mining

proposed area.

(viii) Industrial waste management:

There is no industrial waste. Since this project is mining.

For safety purpose while drilling wet drilling method will be adopted for the suppression of dust. The

From the study of the adjacent wells, the ground water table is ranging from 20m onwards.

very minimum. However, periodical noise level monitoring will be carried out to check the noise level in and

around the quarry site.

Vibration Levels

No vibration in the case of Savudu quarrying.

(ix) Solid waste management:

No solid waste is generated in the Savudu quarry.

7. REHABILITATION & RESETTLEMENT PLAN (R&R Plan)

(i) Policy to be adopted (central/District) in respect of the project affected persons including home ousters,

land ousters, and landless labours.

a) PAP

There is no hutment in the lease area. No human being will be displaced from the project area so no

person will be affected contrary local people will get job opportunities and better facilities. There is

no rehabilitation & resettlement of people is required.

b) Mine Closure

Once the process of economical extraction of a mine is complete there is need for scientific

mine closure which will not only restore ecology and regenerate bio mass but also take into account the socio-

economic aspects of such closure. When mining activities are carried out, mining communities get established

and closure of the mine means not only loss of jobs but also disruption of community life. At the mine

closure, it will be orderly and systematic and so planned as to help the workers and the dependent community to

rehabilitate them without undue hardship. The mined out area after closure of mine will be used as a water

reservoir.

9. ANALYSIS OF PROPOSAL AND FINAL RECOMENDATIONS

(i) Financial and social benefits with special emphasis on the benefit to the local people including tribal

population, if any in the area.

Social Benefits:

Mining in the project area will provide employment to nearby villagers. This employment will help in

raising the standard of living on the people in the area. The mining activity in this belt will benefit the locals

both directly and indirectly. The direct beneficiaries will be those who get employed in the mines as

skilled and un-skilled workers. The indirect beneficiaries will be those who open small business to sell

goods required by the residents whose “Per Capita income will be enhanced by the mining activity, and thereby

their purchasing power. In the long run a lot of social goods are expected in the comparatively backward area

when the inhabitants will be able to send their children to school, the change, though slow, is bound to be

perceptible.

Financial Benefits:

It is clear from the objectives of the project that it will have significant positive impacts since it will:

Provide filling material to the society at large.

Give a boost to economic development in the region in the long run. Make a significant contribution to

the construction and infrastructure sector of India.

Management will ensure good production and in turn there will be good revenue to the Government of

Tamilnadu and Government of India through taxes. The industry is an asset to the nation. This project is planned

keeping in view the above mentioned advantages.

The quarrying operations will be carried out scientifically and systematically with an integrated mining

plan and mine design may not disturb the environment and ecology of the area.
