Save LIFE Jeevan Rakshak Awards 2011 Every year, thousands of Indians lose their life in road accidents. The lack of proper emergency medical services in the country often leads to deaths that may have been prevented had the victims received care on time. However, things have been changing quietly but steadily in Delhi, with Delhi Police increasingly playing the role of life savers. In order to recognize and motivate Delhi Police personnel who have demonstrated exceptional skill, speed and courage in saving lives of grievously injured victims of road accidents and other medical emergencies, SaveLIFE Foundation that has trained over 2500 PCR personnel in life-saving skills, is organizing the first SaveLIFE Jeevan Rakshak Awards ceremony on Saturday 25th June 2011. The event will take place at the Russian Cultural Centre on 24, Ferozshah Road, New Delhi from 3 PM to 5 PM. The Chief Guest for the ceremony will be Mr. Deepak Mishra, Special Commissioner of Delhi Police. 15 cases will be presented where quick and trained police action including first-aid saved the lives of grievously injured victims. The event will be attended by eminent lawyers, writers, students, RWA members and even some of the rescued victims. From next year onwards, the awards will also recognize and reward common citizens who have gone out of their way to help road accident victims. ***********************

Every year, thousands of Indians lose their life in road accidents. The lack of proper emergency medical services in the country often leads to deaths that may have been prevented had the victims received care on time. However, things have been changing quietly but steadily in Delhi, with Delhi Police increasingly playing the role of life savers.

In order to recognize and motivate Delhi Police personnel who have demonstrated exceptional skill, speed and courage in saving lives of grievously injured victims of road accidents and other medical emergencies, SaveLIFE Foundation that has trained over 2500 PCR personnel in life-saving skills, is organizing the first SaveLIFE Jeevan Rakshak Awards ceremony on Saturday 25th June 2011. WANTED ROBBER ARRESTED

Staff of Police Station Mangolpuri has arrested a robber namely Vishal @ Gangu S/O Ramesh R/O P-7/37 Mangolpuri Delhi age about 23 yrs wanted in case FIR No. 81/11 U/S 392/394/411/34 IPC P.S. Mangolpuri Delhi.

On 3/3/2011 one Deepak S/O Sh Kashmiri Lal R/O P-6/7 Mangolpuri reported that on 2/3/2011 at about 10 PM two boys namely Tarun Thapa & Vishal & Gangu robbed his purse contains Rs 130/- and mobile phone at the point of knife. He raised alarm and accused TarunThapa @ Boo was caught by public at the spot, whereas accused Vishal @ Gangu manage to escape from the spot with looted mobile. Looted purse with cash amount was recovered from accused TarunThapa @ Boo. In this regard a case vide FIR No. 81/11 U/S 392/394/411/34 IPC was got registered at P.S. Mangolpuri Delhi. Search of wanted criminal Vishal @ Gangu was made but his whereabouts could not be traced. After two days of crime accused Vishal @ Gangu handed over the looted mobile phone to the father of complainant and threatened him not to disclose this to police. Non Bailable Warrant against accused Vishal @ Gangu has already been obtained from the Court of Sh Vishal Singh Ld MM Rohini Court.

To trace the where about of wanted criminal Vishal @ Gangu, a dedicated team comprising SI Mahender Singh, Ct L Bhargav, Ct Mahesh, Ct Parveen, Ct Rajbir and Ct Biresh under the leadership of Insp Gajendra Kumar SHO/Mangolpuri and under overall supervision of Sh A.K. Lall ACP/Rohini was formed.

Arrest of Accused: -

On 23/6/2011 the dedicated team was present at Nawaria Park Q Block Mangolpuri in search of wanted criminal Vishal @ Gangu. At about 7 PM team spotted the accused Vishal @ Gangu. On seeing the Police Party he tried to escape but team members overpowered the accused Vishal @ Gangu and on search one country made pistol 3.15 bore with two live cartridges were recovered from his possession. In this regard a case vide FIR No. 241/11 U/S 25 A. Act at P.S. Mangolpuri was registered.

INTERROGATION:

During sustained interrogation, accused Vishal @ Gangu disclosed that he along withTarunThapa @ Boo looted one Mobile Phone and Purse of a boy at P Block before three month ago. TarunThapa was apprehended at the spot and run away to Jodhpur (Raj). Before leaving Rajasthan he handed over the mobile phone to the father of complainant. He used to reside with his maternal uncle at Jodhpur and came back to Delhi 2/3 days ago. Presently he was residing at Sultanpuri. Today he was going to his house to meet his family.

TWO CANNABIS SUPPLIER ARRESTED IN AREA OF PS SHAHBAD DAIRY

                         The Outer District Police of P.S. Shahbad Dairy has arrested two men namely (1) Shorab Hussian S/O Sh Nabab Ali R/O H No- 360, Pok 13, Sec- A-6, Narela, Delhi  (2) Abdul Halim  S/O Sh Azahar Sheikh  R/O H No- 360, Pok 13, Sec- A-6 , Narela, Delhi and recovered  4 Kg 250 Gms Cannabis  from their possession that was transported by Bajaj Pulsur m/cycle -  DL 3 SBV 5499. Brief Facts:-                         Brief facts of the case are that on the direction of worthy DCP/Outer Distt., a special drive for anti car jacking and anti robbery pickets was  conducted  in morning, in outer distt., Delhi in view of increasing snatching incidents and MV thefts in Delhi by deploying strong pickets. On 23.06.2011, SI Mahender Pratap along with staff Ct Rakesh No- 1227/OD, Ct. Rajender No-890/OD, Ct Kashmiri Lal  No- 1149/OD along with Emergency Reaction Team were present at picket near Holambi Kalan Railway Crossing and performing morning vehicle checking. At about 07:30 AM , a red Bajaj Pulsur moter cycle bearing number DL 3 SBV 5499. ridden by two men approached at the picket after crossing the Holambi Kalan Railway Fatafrom Narela side. Suddenly on seeing the Police party present at the picket, the rider of the Motor Cycle applied break, turned back and moved away. Both were chased by the staff and overpowered near  Railway crossing. On enquiry, he did not give satisfactory reply which raised suspicion. On personal checking, one bag containing 2 Kg of Cannabis  was recovered from the possession of Shorab Hussian S/O Sh Nabab Ali R/O H No- 360, Pocket- 13, Sec- A-6 , Narela, Delhi  and one bag containing 2 Kg 250 Gms  was recovered from the possession of  Abdul Halim  S/O Sh Azahar Sheikh  R/O H No- 360, Pok 13, Sec- A-6 , Narela, Delhi. A BLIND MURDER CASE OF PROPERTY DEALER OF P.S. AMAN VIHAR SOLVED AND ONE ACCUSED ARRESTED

Incident/Brief Facts

On 5/6/11, vide DD No. 31 PP Prem Nagar information about firing in DDA park was received at P.S. Aman Vihar. On this information, Inspector Anil Kumar, SHO/Aman Vihar alongwith staff reached the spot DDA Park, Prem Nagar. On enquiry, it was revealed that a Yagya Pooja was being performed since 30/5/11 by the local residents. On 5.6.2011 about 7.45 P.M., an unknown boy fired upon one Jyoti Parkash @ J.P. from behind the curtain and managed to escape from the spot. Sh. Jyoti Parkash @ J.P. sustained Gun shot injury and taken to S.G.M. Hospital in private vehicle by relatives. S.I. Mahabir Singh reached S.G.M. hospital and found Jyoti Parkash @ J.P. admitted in critical condition and later on he succumbed to his injuries. A criminal case vide FIR No. 169/11 U/S 302 IPC was registered at P.S. Aman Vihar on the statement of an eye witness Sh. Mehar Singh, (father of deceased) and investigation taken up by Inspector Anil Kumar, SHO/Aman vihar.

An investigation team consisting of Inspector Anil Kumar, SHO/Aman Vihar, Inspector Neeraj Kumar, ATO/ P.S. Aman Vihar, S.I. Mahabir Singh, S.I. Sumit Kumar, HC Harphool Singh No.710/OD, HC Raj Kumar No.285/OD, Ct. Rupesh Kumar No.1523/OD and Constable Sanjiv Kumar No. 2150/OD was constituted under the

close supervision of ACP/Sultan Puri & DCP/OD. During investigation, peoples present in the Pooja pandal, wife of deceased Rinku @ Lali, Landlord of deceased Samsher Singh, previous Land Lord of Rinku @ Lali, Sanjay, friends of deceased, Raza & Geeta, brother of deceased, Sandeep, uncle of Lali , Sh. Rajender Singh were interrogated and their mobile phone details were examined and scrutinized. During investigation, it has also come to notice that the deceased had married to Smt. Rinku @ Lali recently, who is a divorcee. On further investigation it was revealed that Lali married to two persons namely Rajan Singh Chauhan and Vidhya Bhushan @ Shashi Bhushan @ Guddu so far before marrying to deceased Jyoti Parkash @ JP. Therefore, search of both the above persons was made and their mobile call details were obtained and verified. During scrutiny of call details, it has been found that the location of mobile phone number 9576390525 of Vidhya Bhushan @ Shashi Bhushan @ Guddu was in Prem Nagar area near the place of incident. Therefore, search of Vidhya Bhushan @ Guddu was made and it was revealed that after incidents he left Delhi and present location of mobile phone was near his native Village Rupas, Distt. Patna(Bihar). Therefore, an investigation team consisting of S.I. Sumit Kumar , HC Raj Kumar, Ct. Rupesh Kumar and Ct. Sanjeev Kumar was sent to his native village. Subsequently on 21.6.11, the suspect Vidhya Bhushan @Shashi Bhushan @ Guddu was apprehended by the team in his native village and on sustained investigation, he admit his guilt and subsequently arrested in the case. The accused sent to J/C in muffled face, as his TIP proceedings are yet to be got conducted. Thereafter, the accused will be taken on Police Custody remained for recovery of weapon of offence i.e. Country made revolver.

Interrogation

During interrogation, accused Vidhya Bhushan @ Shashi Bhushan @ Guddu disclosed that earlier he was living in Mahabir Enclave in the neighborhood of Rinku @ Lali and her husband used to beat her after consuming alcohol. Many times He saved her from her husband. Therefore, she come closer to him and love relationship developed between them and both decided to marry. Subsequently, accused Vidhya Bhushan @ Guuddu married to Rinku @ Lali in a temple after divorce from previous husband Rajjan Singh Chauhan. After marriage they shifted to Prem Nagar area and started living in rented house. But due to his drinking habit, Rinku @ Lali started feeling frustrated and used to quarrel with him. In his absence, Smt. Lali married to Jyoti Parkash @ J.P. on 11/5/11. When he came back to Prem Nagar from his native village, this fact came in his notice and he tried to convince Rinku @ Lali and requested her to live with him, but she refused. One day he made a telephonic call to Lali, but the mobile phone was picked up by Jyoti Parkash @ J.P. who threatened and abused him and asked him not to make call again. Due this argument, he become fed up and decided to eliminate Jyoti Parkash @ J.P. He went to his native village and purchased a County made Revolver from village Bhaktair Pur and came to Delhi on 3/6/11. He watched the activities of J.P. Finally on 5/6/11, he killed J.P. while he was doing Pooja in DDA Park and managed to escape from the spot.

From the sincere efforts of investigation team, the blind case of murder solved by arresting Vidhya Bhushan @ Guddu.

The staff of Police Station Punjabi Bagh & AATS, West District has worked out a blind murder case within 48 hours by arresting the accused person namely Sharwan Kumar @ Puri, age 27 years S/o Sher Singh R/o D-240 Madipur Colony, Delhi.

PROFILE OF ACCUSED PERSON

Sharwan Kumar @ Puri S/o Sher Singh R/o D-240 Madipur Colony, Delhi, age 27 years – unemployed.

PREVIOUS INVOLVEMENT

1. FIR No. 374/05 U/S 399/402 IPC PS Punjabi Bagh2. FIR No. 986/06 U/S 302 IPC PS Punjabi Bagh3. FIR No. 304/06 U/S 25 Arms Act PS Punjabi Bagh.

INCIDENT

On 21.6.2011, a PCR Call was received at PP Madipur which was entrusted to ASI Arjun Pandit who alongwoith Ct. Puneet Kumar reached the spot near Ravidas Mandir D Block Madipur Colony, Delhi. After reaching, they found one unknown male aged about 24 years was lying injured and so he was taken to Sanjay Gandhi Memorial Hospital by PCR. ASI reached SGM Hospital where doctor has declared him “brought dead”. A case of murder was registered vide FIR No. 155 dated 22.6.2011 U/s 302 IPC and investigation was taken up by Inspr. R.D. Pandey.

INVESTIGATION

A team under the supervision of Sh.Satish Yadav ACP/P.Bagh, headed by Inspr. H.S.P. Singh/SHO P.Bagh, assisted by Inspr. Maninder Singh, Inspr. R.D. Pandey ,SI Naveen Kumar (AATS/West), SI Surinder Sandhu, IC PP Madipur, ASI Arjun Pandit, HC Dilbagh Singh, HC Bahadur Singh, HC Bhagwati, Ct. Sandeep Kumar, Ct. Pavinder Singh & Ct. Manoj Kumar was formed for the identification of deceased and search of accused.

The team so formed has made efforts to identify the deceased door to door as only a medical slip was found with the deceased namely Deepak. During local enquiries, the deceased was identified as Prem Parkash @ Deepak s/o Dulichand R/o WZ-379 Madipur Village, Delhi and a minor clue could be gathered that a tattoo mark of TRISHUL was in the forehead of the accused person who has committed the murder. By the sincere efforts of the team, the accused has been identified as Sharwan Kumar @ Puri. The accused was apprehended by the local police

MOTIVE

The accused and deceased are not known to each other but accused was in drunken condition on his way from the liquor shop. He asked the deceased, a passerby, to give money for more drinks but deceased refused and so he was brutally attacked by the accused person with a danda.

During interrogation accused has disclosed that he has no source of income and he usually asks money from his friends and acquaintances for his drinks etc. On the day of incident, he asked money from the deceased and when he denied. He became angry and attacked him with a danda. He was earlier involved in a murder case and arrested in the year 2006 by the Punjabi Bagh Police. Further investigation of the case is in progress.

Staff involved in the good work is being rewarded.

Notorious wanted Criminal Yasin @ Bhatola of Mehboob Pandey Gang arrested.

A team of Special Cell, Delhi Police led by Inspector Videsh Singhal under the supervision of Sh. L.N.Rao, ACP, Special Cell, Southern Range has arrested an active member of Mehboob Pandey Gang namely Yasin @ Bhatola R/o Mohalla Kasabahan, Town Khurja,Bulandashar, U.P, aged about 28 years, who is wanted in case FIR No. 474/11 dated 08.05.2011, U/S 147/364/323/342/376 IPC, PS Kotwali, Khurja City, U.P

On 23.06.11, an information was received that a notorious & wanted criminal of Mehboob Pandey Gang namely Yasin @ Bhatola wanted in a case of abduction & rape of PS Kotwali, Khurja City, U.P would come at Red Light, New Friends Colony, Mathura Road, New Delhi to meet his associates. Accordingly raiding party comprising Inspr. Videsh Singhal, Inspr Sanjeev Kumar SI Ashish Kumar, SI Avinash, HC Nirdesh Kumar, HC Uma Shankar and Ct. Nand Kishore was formed. The team departed for the place near Red Light, New Friends Colony, Mathura Road New Delhi. At about 6.45 PM, on the identification of the informer, accused Yasin @ Bhatola was overpowered and arrested U/S 41.1 Cr.P.C who confessed to his involvement in above said Gang Rape case.

During the course of interrogation accused disclosed that he is an active member and sharp shooter of Mehboob Pandey Gang and they have rivalry with Yameen-Raees gang. He is involved in half a dozen cases of attempt to murder, murder, rape, extortion, arms act etc. A number of murders have been committed in UP West by this gang and the rivalry with Yameen-Raees gang is still continuing.

The gang developed rivalry with a public spirited press reporter Rizwan who is Chief Editor of a monthly newspaper “jungsata” . He is also working as a senior reporter for national news channel. He was witness of double murder case of Irshad & Idrish vide FIR No. 203/2009, u/s 147/148/302/34 IPC PS Sikanderbad City (U.P), in which Mehboob Pandy was an accused. Mehboob Pandey and his associates threatened Rizawan with dire consequences if he continued with his stand on the case of double murder. Rizwan who was facing threat from Mehboob Pandy gang was provided security by UP Police. In order to take revenge Mehboob Pandey and his associates abducted daughter of his brother thinking her to be daughter of Rizawan. After abduction she was raped by Abidh Bhatola, Mahboob Pandey, Yashin Bhotala, Nawab and Javed. In this regard a case vide FIR No. 474/11 u/s 147/364/323/342/376 IPC was registered at PS Khurja City, District Buland Sahar, (U.P). In this case Mehboob Pandey and Abid Bhatola were arrested, while Yasin Bhatola who is main accused in the case was hiding in Delhi & was apprehended by Special Cell.

The arrest information of Yasin @ Bhatola has been conveyed to S.H.O of PS Kotwali, Khurja City, U.P for further necessary action at their end.

Fake degrees sold for Rs.10,000/- to 15,000/- each. Fake Degrees of MBA, B. Tech, BBA, BCA, B.Sc, BA & D. Pharm, and

Disaster Management of various Universities recovered. Fake mark sheets, certificates of various Education Boards recovered. 57 rubber stamps of various Govt. Department, Govt.

institutions & Officers Computer, scanner, Printers, pens of various colours and sizes

and other articles were recovered from his house. 2 accused running this racket arrested.

A team of Special Cell led by Inspector R S Sehrawat under the supervision of Shri S K Giri, ACP/Special Cell/NDR has busted an interstate racket and arrested two members of the gang and 34 fake degrees/mark sheets and certificates of higher education courses from various universities in India and of various Educations Boards recovered from them.

On 22nd June, 2011, secret information was received that some big racket of fake degrees and certificates of various Universities and Education Boards is being run at Mayur Vihar phase-III, Delhi and Khoda Colony of Ghaziaba, (U.P). Accordingly a team of special Cell conducted the raid at the house of Praveen K K and forged degrees and certificates of various universities and educational boards including the mark sheet, Computer, scanner, Printers, pens of various colours and sizes and other articles were recovered. After that at the instance of the above said Praveen K K, another person namely Rameshwar Singh, r/o RC-223 gali No 4 Master Park Khoda Colony, Gaziabad UP was apprehended from his office RC 92, Adarsh Nagar, Som Bazar Khoda Ghaziabad (UP) and again fake documents of various universities/ Educational institutions, rubber stamps, computer, scanner, Printers, pens of various colours and sizes and other articles were recovered.

The recovered degrees are of MBA, B. Tech, BBA, BCA, BSc, BA & D. Pharm and Disaster Management of various Universities. Beside that mark sheets and certificates of 10th and 12th standard of various education boards were also recovered. The recovered fake degrees were sold for Rs.10,000/- to 15,000/- each. These degrees help people without qualification to apply for jobs in private firms where no verification of educational qualifications is undertaken in most of the cases. It is pertinent to mention that for obtaining jobs on permanent basis in institutions/in government bodies all degrees are subject to verification by sending them to the concerned universities. However, private companies were befooled by the purchaser of these degrees in getting jobs and thus the entire racket thrived for quite some time. As per investigation till now this racket was running since last one and half year.

Any person who wants to go abroad needs that at the time of submission of papers including degrees before the Embassies, all the papers should be verified by the HRD Ministry. The office of verifying authority of HRD Ministry existed only at Kasturba Gandhi Marg earlier but has now been bifurcated state wise. However, the accused persons used to be present near the office of Human Resources and Development Ministry (HRD) and the office of Ministry of External Affairs (MEA). The aspirant intending to go abroad used to contact them through touts and the accused used to stamp their papers and degrees by these forged stamps thus authenticating them for jobs abroad. The accused persons used to charge Rs. 8000/- for these stamps and other formalities for every documents/degrees.

During the course of interrogation above mentioned accused namely Rameshwar Singh disclosed that he studied up to class 10th and started working as a auto driver. In the year 1997, his brother in law who is working in the Ministry of HRD attached his auto with Ministry of HRD. Due to big crowd in HRD Ministry for verification of original certificates he started working as a tout. On the demand of people he started make forged degrees and certificates along with essential papers required for visa.

Praveen K.K was initially a car driver. He studied up to 12 th class and came in Delhi 2001 and started working as a car driver. However in February 2010, he met Rameshwer who also indulged in fake degree and certificate racket and started the same business separately for earning easy money.

SERVANT INVOLVED IN GODOWN THEFT ALONG WITH RECEIVER OF STOLEN PROPERTY ARRESTED AND STOLEN BOOKS WORTH RS. 9 LAKHS RECOVERED

With the arrest of accused Nitin Singh (20 years) s/o Balram Singh r/o Village Ajiya PS Sujan Ganj, District Jaunpur, UP (presently residing at H. No. A-292, Khanpur, New Delhi) and Nitish Singh @ Ram Lakhan Singh (21 years) s/o Ram Shankar r/o Village Mawai, PS Vasir Ganj, District Fatehpur, UP (presently residing at H. No. 677/29, B-3, Ashok Vatika, Devli-Khanpur, New Delhi, staff of PS S.J. Enclave worked out a recent case of godown theft and recovered 1500 costly stolen books worth Rs. 9 lakhs.

On 14.06.11, a PCR call was received regarding godown theft at Humayupur, S.J. Enclave, New Delhi. The call was assigned to SI Bhoop Singh who along with staff reached at the spot and met Sh. Deepan Jain (complainant) r/o G-33, Green Park, New Delhi. Statement of Sh. Deepan Jain was recorded wherein he stated that for the last 2-3 months, he observed that cartons of costly books had been missing from his godown. Due to illness of his wife, he did not file any complaint with police as he could not check the stock register. On 14.06.11, he found that several cartons of books had been missing from his godown and all the three locks of the godown were intacked. In this regard, a case vide FIR No. 162/11 u/s 380 IPC PS S.J. Enclave was registered and investigation taken up.

INVESTIGATION :

During the course of investigation, all the servants and staff deployed at the shop of complainant in Connaught Place were enquired at length. During investigation, conduct and contradictory statement of one servant namely Nitin was found suspicious. During interrogation, Nitin broke down and confessed to have committed theft of books from the godown along with his associate Imran r/o Khanpur, New Delhi. A costly mobile phone was recovered from accused Nitin, which he had purchased from the share of stolen books. At the instance of accused Nitin, accused Nitish, receiver of stolen property was also arrested from his shop at Khanpur and recovered 42 cartons of stolen books from his shop.

INTERROGATION :

On sustained interrogation, accused disclosed that his owner used to park his car in the nearby parking and left the key with parking attendant. On the direction of his owner, he used to visit parking to take articles from the car by taking key from the attendant. One day, he came to know that key of godown is also attached with the key of car. He brought the facts into the notice of his associate Imran and conspired to commit theft in the godown. As per their plan, he took leave and went to parking and procured the key of godown. He handed over the same to Imran for making duplicate key. After that Imran hired a Maruti Van and used to visit godown during day when his owner was present at the shop.

Initially, they stole 2-3 cartons of books in a day. Later on, when they came to know that owner did not judge theft of cartons of books, they started to steal cartons of books in large quantity. In the last 3 months, they stole around 50 cartons of costly books worth Rs. 12 lakhs. Initially, they stored all the stolen books at the house of Imran in Khanpur.

Later on, they came in contact with one Nitish Kumar, a whole seller of books in Khanpur and asked him to take the delivery of books. Since Nitish is also dealer of complainant, he identified the cartons of books with the seal of complainant having on the cartons. He told Nitin and Imran that these books are stolen and took the delivery of all the books on very cheap rates.

Since most of the books are related to tourism in India and favourite of foreign tourists, Nitish used to supply the same in various parts of Rajasthan and Agra. Raids were conducted to arrest absconding accused Imran but he was found absconding. However, efforts are on to nab him.

A GANG OF NIGERIAN CHEATES BUSED WHO USED OT CHEAT BY USING Black Dollar Method,

      With the arrest of one Nigerian National namely Nzogwu P. Osondu s/o Okurie Osondu r/o 22 Jooke Road, Benin City, Nigeria aged 39 years, the North East District Police has busted a gang of Nigerian cheaters who used to cheat gullible person by alluring them to give a bounty of million dollar. A case FIR was registered vide FIR No. 221/2011 dt. 22/6/2011 u/s 420/489-C IPC & 14 Foreigners Act, PS Seelam Pur, Delhi. Several incriminating documents, fake US Dollar and other articles were recovered.

INCIDENT:-

Complainant sh. Arsar Khan s/o Sher khan r/o 12/2-B, Shahidiya Masjid, Chauhan Banger, Seelam Pur, Delhi reported to the police about one foreign national who had a substantial amount from him under the guise of providing him a family treasure containing millions of US Dollar and gold. Falling trapped to their trick, he has lost around Rs. 10 lakhs since last one year. According, a case FIR was registered vide FIR No. 221/2011 dt. 22/6/2011 u/s 420/489-C IPC & 14 Foreigners Act, PS Seelam Pur, Delhi and investigation was taken up.

Modus Operandi and Investigation

 The facts of the case are that one Sh. Asrar khan s/o Sher khan r/o 12/2-B, Shahidiya Masjid, Chauhan Banger, Seelam Pur, Delhi came into the contact of one Lawayer Anani Anka Can of Akra Ghana of (South Africa), who stated that they had huge amount of money worth hundred of millions of US Dollars, gold and diamonds, in National Security company in Akra Ghana (Africa), which could only be spent on charity and they wanted that the money should be spent on mosques /madarsas and for the welfare of people of Muslim religion. They aroused his interest by saying that out of this money, he has to spent 70 % in religious/charity work and rest of 30 % of the money, he could keep for his own use.

Initially they contacted him through internet and later on through telephone and asked him to deposit some money for cargo shipment and custom clearance etc. He gave account of one Mohd Nazruddin and Wahida Begum and instructed the complainant to deposit Rs. 1,50,000/- and Rs 3,25,000/- respectively in these accounts. After this, he didn’t contact him for 8-10 months. 2/3 months ago, one Osandu (who was later on identified as Nzogwu P. Osondu holder of Niagerian Passport, presently residing in Devli Khanpur, Sangam Vihar, Delhi, called him at airport and accompanied him up to his residence at Chauhan Banger, Seelam Pur. He was carrying a box, he opened the box with key which was having many bundles look like currency notes and one broken bottle of chemical. He opened one bundle and takes out two black papers and cleaned them from the liquid of broken bottle. After cleaning, these papers look like US dollars. They were found to be genuine by the complainant. Osandu further stated that since the bottle of chemical was broken which was very costly, so he needs more money. On this pretext, he further took Rs 4, 00,000/- from him. He locked the box and left the same with the complainant. After 2/3 days, he again visited at the residence of the complainant and again demanded Rs. 1, 00,000/- for some powder and some original US Dollars which are to be used along with chemical for further cleaning of Black Dollars. At this time, the complainant got in doubt that he is being cheated. The complainant informed the Police and a case of cheating was got registered.

      During the investigation, the team laid down a trap and apprehended Osandu, when he was coming to meet the complainant at Chauhan Banger for cleaning the dollars.  Initially he showed his ignorance, but on sustained interrogation, he confessed his involvement in the crime. During investigation, it was also found that he was staying illegally in India. His VISA was valid upto 17th May, 2011 and without any further extension, he was staying in India. Hence, as case under sec. 14 Foreigner Act was added.

On his instance, 09 counterfeit US dollars currency Notes 100 domination having same serial numbers, 18 Semi Washed US currency dollars, One bottle of chemical and one bottle of powder, 11 mobile phone SIMs of various  service provider providers, 4 Internet Connectors and one Mobile Phone used in crime have been recovered.

RECOVERY:-One box containing 37 packets of black papers. 1. 2/3 loose packet of black papers look like US dollars.

On 17.06.11, complainant Ms. Madhu w/o Kalyan Singh r/o Gautam Nagar visited PS Hauz Khas and reported that she had gone for shopping. At about 3 PM, when she returned home, she found that the door of her house was opened and three strange Sikh persons were lurking near her house in suspicious condition. She peeped into her house through window and found

The complainant identified the accused Darshan Singh and informed that about two months ago, he had come to her house to make the key of almirah and had stolen one gold chain, two ear rings, two golden rings, one pair anklet and one tagri. In this regard, a case vide FIR No. 218/2011 dated 17.06.2011 u/s 454/380/34 IPC PS Hauz Khas was registered and investigation taken up. INVESTIGATION :

In order to apprehend the absconding accused persons, a team comprising of Inspr. Rajeev Kumar, SI Jainender, ASIs Islamudin, Hukam Chand, HCs Kishore Singh, Dara Singh and Cts. Kouser Mahandi, Ram Niwas and Tilak Raj under the supervision of Inspector Atul Kumar, SHO/Hauz Khas was constituted. Efforts were made to locate the absconding accused persons and sources were deployed to develop the information about accused persons. Besides, close watch kept over the activities of persons of similar modus operandi, which finally brought good results.

On 18.06.11, on receipt of secret information absconding accused Dalip Singh, Anil Singh and Antar Singh were arrested near Gurudwara Sheesh Ganj Sahib. INTERROGATION :

On sustained interrogation, accused Darshan Singh confessed to have committed the crime in the house of complainant in Gautam Nagar along with his associates. The accused disclosed that earlier they used to make “Desi Kattas” in their native village but due to constant pressure of State Police, they had to stop their traditional business. They were unable to meet their family needs. Slowly, they engaged in making the duplicate keys of locks / almirah, etc. but it was not profitable. Later on, they got an idea of stealing the goods from the almirah where the persons called them to make key.MODUS OPERANDI :

The modus operandi of the gang is that they used to roam in the locality to target the lonely ladies present in their house. Once they enter in any house for making key of almirah / lock, they would ask for oil for the lock / water for themselves. As soon as the lady leaves to bring water / oil, they would steal jewelry / cash from the almirah and would leave the house. The accused disclosed that they had adopted the same modus operand in Gautam Nagar, Burari, Om Vihar, Patel Nagar, Uttam Nagar, Janak Puri and Dabri area and confessed involvements in several cases in Delhi. Accused persons used to come in Delhi by Intercity Express and used to stay near Gurudwara Sheesh Ganj Sahib on hired cots @ Rs. 30/- to spend a night. After committing crime in the day, they would leave for Indore by Intercity Express and would dispose off the stolen jewelry in Indore at cheaper rates.

They were unable to meet their family needs. Slowly, they engaged in making the duplicate keys of locks / almirah, etc. but it was not profitable. Later on, they got an idea of stealing the goods from the almirah where the persons called them to make key.

MODUS OPERANDI :

The modus operandi of the gang is that they used to roam in the locality to target the lonely ladies present in their house. Once they enter in any house for making key of almirah / lock, they would ask for oil for the lock / water for themselves. As soon as the lady leaves to bring water / oil, they would steal jewelry / cash from the almirah and would leave the house. The accused disclosed that they had adopted the same modus operand in Gautam Nagar, Burari, Om Vihar, Patel Nagar, Uttam Nagar, Janak Puri and Dabri area and confessed involvements in several cases in Delhi. Accused persons used to come in Delhi by Intercity Express and used to stay near Gurudwara Sheesh Ganj Sahib on hired cots @ Rs. 30/- to spend a night. After committing crime in the day, they would leave for Indore by Intercity Express and would dispose off the stolen jewelry in Indore at cheaper rates. CASES WORKED OUT :

SERVANT INVOLVED IN GODOWN THEFT ALONG WITH RECEIVER OF STOLEN PROPERTY ARRESTED AND STOLEN BOOKS WORTH RS. 9 LAKHS RECOVERED

With the arrest of accused Nitin Singh (20 years) s/o Balram Singh r/o Village Ajiya PS Sujan Ganj, District Jaunpur, UP (presently residing at H. No. A-292, Khanpur, New Delhi) and Nitish Singh @ Ram Lakhan Singh (21 years) s/o Ram Shankar r/o Village Mawai, PS Vasir Ganj, District Fatehpur, UP (presently residing at H. No. 677/29, B-3, Ashok Vatika, Devli-Khanpur, New Delhi, staff of PS S.J. Enclave worked out a recent case of godown theft and recovered 1500 costly stolen books worth Rs. 9 lakhs.

BRIEF FACTS / INCIDENT :

On 14.06.11, a PCR call was received regarding godown theft at Humayupur, S.J. Enclave, New Delhi. The call was assigned to SI Bhoop Singh who along with staff reached at the spot and met Sh. Deepan Jain (complainant) r/o G-33, Green Park, New Delhi. Statement of Sh. Deepan Jain was recorded wherein he stated that for the last 2-3 months, he observed that cartons of costly books had been missing from his godown. Due to illness of his wife, he did not file any complaint with police as he could not check the stock register. On 14.06.11, he found that several cartons of books had been missing from his godown and all the three locks of the godown were intacked. In this regard, a case vide FIR No. 162/11 u/s 380 IPC PS S.J. Enclave was registered and investigation taken up.

INVESTIGATION :

During the course of investigation, all the servants and staff deployed at the shop of complainant in Connaught Place were enquired at length. During investigation, conduct and contradictory statement of one servant namely Nitin was found suspicious. During interrogation, Nitin broke down and confessed to have committed theft of books from the godown along with his associate

Imran r/o Khanpur, New Delhi. A costly mobile phone was recovered from accused Nitin, which he had purchased from the share of stolen books. At the instance of accused Nitin, accused Nitish, receiver of stolen property was also arrested from his shop at Khanpur and recovered 42 cartons of stolen books from his shop.

INTERROGATION :

On sustained interrogation, accused disclosed that his owner used to park his car in the nearby parking and left the key with parking attendant. On the direction of his owner, he used to visit parking to take articles from the car by taking key from the attendant. One day, he came to know that key of godown is also attached with the key of car. He brought the facts into the notice of his associate Imran and conspired to commit theft in the godown. As per their plan, he took leave and went to parking and procured the key of godown. He handed over the same to Imran for making duplicate key. After that Imran hired a Maruti Van and used to visit godown during day when his owner was present at the shop.

Initially, they stole 2-3 cartons of books in a day. Later on, when they came to know that owner did not judge theft of cartons of books, they started to steal cartons of books in large quantity. In the last 3 months, they stole around 50 cartons of costly books worth Rs. 12 lakhs. Initially, they stored all the stolen books at the house of Imran in Khanpur. Later on, they came in contact with one Nitish Kumar, a whole seller of books in Khanpur and asked him to take the delivery of books. Since Nitish is also dealer of complainant, he identified the cartons of books with the seal of complainant having on the cartons. He told Nitin and Imran that these books are stolen and took the delivery of all the books on very cheap rates.

Since most of the books are related to tourism in India and favourite of foreign tourists, Nitish used to supply the same in various parts of Rajasthan and Agra. Raids were conducted to arrest absconding accused Imran but he was found absconding. However, efforts are on to nab him.

EX-SECURITY GUARD OF BANK HELD FOR THEFT FROM ATM MACHINE : STOLEN AMOUNT RECOVERED

With the arrest of Ex-employees of bank namely (1) Ram Bhawan @ Shailesh aged about 20 years s/o Bhoodh Nath r/o Seema Puri, Delhi and (2) Shivam aged about 21 years s/o Vinay Kumar r/o Arya Samaj Road, Karol Bagh, Delhi, the staff of Police Station Karol Bagh, Central District has solved a case of theft from ATM machine of Vijaya Bank, Padam Singh Road, Karol Bagh. Stolen amount Rs. 8,25,500/- has been recovered from their possession.

INCIDENT& TEAM

On 23.06.11, General Manager of Vijaya Bank Shri Parbhakar Rao. M lodged a complaint that at about 1045 hours, when he checked the ATM machine of the bank situated at Padam

Singh Road, Karol Bagh, he found cash worth Rs. 8,68,200/- stolen. During inspection of the ATM machine, it was noticed that no damaged was caused to the machine and it was opened with code word. Consequently, a case vide FIR No. 73/11 u/s 380 IPC was registered at P.S. Karol Bagh and investigation was taken up.

A police team led by Inspr. Ram Mehar Singh SHO/Karol Bagh, Inspr. ATO Brijesh Mishra along with SI Naresh Kumar, SI Satender Kumar, ASI Ramesh Kumar, HC Suresh Kumar, HC Shailesh Kumar, HC Roshan Lal, Ct. Dharambir Singh and Ct. Dev Karan was constituted under the supervision of Shri S. Saravanan, ACP/Karol Bagh.

INVESTIGATION & INTERROGATION

During investigation, it came to notice that there was no damage to the ATM machine, so the accused might be an insider and known to the working of bank. It also came to notice that one old Security Guard of the bank namely Ram Bhawan @ Shailesh r/o Seema Puri, Delhi had left the job about 20-25 days ago. He was called for interrogation. His over confidence created suspicion. On his formal search, a visiting card was recovered from his purse on which the ATM code was written.

He was subjected to sustained interrogation in which he admitted to have committed the crime with the help of one Shivam who was earlier employed as a Security Guard in the bank and presently employed as temporary driver with Senior Bank Manager of Vijaya Bank, Barakhamba Road Branch, New Delhi. He also disclosed that they were in need of money and they used to discuss the strategy to decode the ATM machine of the bank. His accomplice Shivam arranged a duplicate key and they started making efforts for arranging the ATM code. One day, when the charge was being transferred from outgoing bank officer to new officer, accused Ram Bhawan @ Shailesh managed to note down the password. After obtaining password, they made a plan to steal the ATM cash. On the night intervening 22/23.06.11, they entered the ATM booth at Padam Singh Road, Karol Bagh with muffled face. To avoid further identification, they even rotated the direction of CCTV cameras installed at ATM machine. After taking out the cash, they went in a flat at Old Rajinder Nagar and divided the looted amount into two parts i.e. Rs. 4,20,000 and Rs. 4,05,500/-. All the stolen cash has been recovered and both the accused have been arrested.

Both are young and want to live lavish life. They had stolen the money to purchase Dhoom Bikes in order to make girlfriends.

In connection with the murder of their childhood friend and co-accused Sunil Kumar, S/o Ramesh Singh Rawat, R/o A-4/48-49, IIIrd Floor, New Kondli, Delhi on 21.06.2011 wherein a case FIR No. 186 dt. 21.06.2011 u/s 302 IPC PS New Ashok Nagar, Delhi has been registered. The deceased Sunil Kumar was found strangulated to death at the aforesaid residential accommodation. Enquiries from the scene of crime and interviews with the relatives of the deceased were developed to fix the identity of the suspects who were apprehended on 24.06.2011 by a team of police station of New Ashok Nagar. The accused persons confessed to have murdered their childhood friend and partner in crime with the motive to rob his house of the cash which had been kept there by the farther of the deceased in connection with the impending marriage of the sister of the deceased. A mobile phone of the deceased and part of the cash have been recovered from the possession of the accused persons. Amit @ Chunu was arrested in case FIR No. 47 dt. 04.02.2010, u/s 392/394/34 IPC, PS Mandawali, Delhi alongwith the deceased Nipun Gola @ Nikhil was also arrested in case FIR No. 552 dt. 04.11.2010, u/s 379/356/323/411/34 IPC, PS Mandawali Delhi.

SDM/Kalkaji reached Safdarjung Hospital where Khusboo w/o Harish Gupta was admitted vide M.L.C. No.2987/11 with 100% burns as per M.L.C. Her statement was recorded by SDM/Kalkaji. In her statement, she alleged that her father-in-law, mother-in-law, husband, brother-in-law Golu and sister-in-law Shruti have set her on fire. They were demanding a vehicle from her parents. In the morning itself, she succumbed to her injuries. Accordingly, SDM/Kalkaji was informed who gave a rukka to register a case under section 304-B/498-A/34 IPC and case vide FIR No.230/11 was registered. Post-mortem of the deceased was conducted and SDM/Kalkaji was also present during post-mortem at Safdarjung Hospital. SDM/Kalkaji recorded statements of the father of the deceased, Shri Subhash Gupta and mother of the deceased Smt. Savitri Devi. The body was handed over to the parents of deceased after the post-mortem.

 

During the course of investigation, the spot was visited by Crime Team, Inspector Tarkeshwar Singh, I.O., Addl. SHO Subhash Malik and SDM/Kalkaji. Burnt clothes, half used kerosene, burnt match stick, a matchbox, oil soaked old clothes and oil soaked matchbox were recovered from the spot. Oil marks were present on walls where victim got burnt. With the help of knife, oil soaked lime was scratched and taken as evidence. Om Prakash (father-in-law), Smt. Kamlesh (mother-in-law) and Harish Gupta, (husband of the deceased) have been arrested. The deceased was having a baby girl of eight months old. Investigation in the case is in progress.
