Elliott, Jr. Gus Elliott is Vice President of the Construction Division for the Army and Air Force Exchange Service (AAFES, now called the Exchange) in Dallas, Texas. He is responsible for completing the Exchange’s real property capital expenditure program valued at about $250M/yr. His division accomplishes projects world-wide using in-house project managers coupled with Architect/Engineer services and construction contractors Gus Elliott graduated from the Virginia Military Institute with a Bachelor of Science degree in Civil Engineering followed by a Masters Degree from the University of Wisconsin in Civil and Environmental Engineering. He is a registered Professional Engineer in Wisconsin. Gus came to the Exchange after serving 30 years in the Air Force as a career Civil Engineer Officer. During that time he was an Assistant Professor at the Air Force Institute of Technology, a Chief of Civil Engineering Operations at one of the Air Force’s largest bases, a four time Squadron Commander, a Support Group Commander, and ended his career as Commander of the Air Force Civil Engineer Support Agency. He is a member of the Society of American Military Engineers (SAME) and past president of the Delmarva and Panama City Posts. He was awarded the 2005 SAME Newman Medal for outstanding contribution to Air Force military engineering. Having failed in the Senate, the House voted overwhelmingly (405 to 16) and with bipartisan support to repeal this law. The law would require nearly all federal, state and local agencies to withhold 3% from every public contract and remit the amount to the IRS for credit to future taxes due from the contractor. Starting next year (January 2012) SAME Savannah will be changing how we do our monthly Sustaining Member briefing. In the past we have picked one firm for each meeting to give a two minute briefing about their firm. In the coming years we would like to get more involvement from our Sustaining Member Firms. We want each firm to have the opportunity to present their firm once a year. This will mean there will be multiple firms presenting at each meeting. Briefings will be limited to about 2 minutes. Each firm presenting will be asked to bring a gift to raffle. We will assign the monthly slots in December and will give you a follow-up email to confirm your spot.

for small businesses as well as government agencies. Originally intended to take effect on 1/1/12, the IRS requested a one year postponement because of their “chal-lenges in implementation”. Earlier this year, Congress granted a one year delay and it is now scheduled to take effect on 1/1/13.

We are in the midst of writing our 2011 Streamers for the SAME-Savannah Post and are requesting input from the SAME-Savannah Post members about any articles submitted to The Military Engineer magazine, other professional journals, or print media by you or your Sustaining Member company.
