The SDEAR identified lands within the Coalition that were vulnerable to sediment and erosion and classified those lands as high vulnerability (HV). You have received this notice because your farm lands are located in the HV area. The Regional Board requires all growers farming in HV areas to develop and implement a Sediment and Erosion Control Plan (SECP) and to have the SECP certified in one of several methods approved by the Regional Board; the certification methods are listed on page 7 of the attached SECP form. A list of contacts of those able to certify your SECP has also been attached for your consideration. The Regional Board has established deadlines for the development and implementation of the SECP. Growers who farm on 60 or more acres must develop and implement a certified SECP by May 31, 2016; growers who farm on less than 60 acres must develop and implement a certified SECP by November 30, 2016. The SECP has to be maintained and updated as your farming conditions change. A copy of the SECP must be kept at your farm headquarters or primary place of business and you may have to produce the SECP if Regional Board staff, or their authorized representative, conduct an inspection of your operation. The Westside Coalition understands that these forms are adding another regulatory layer to your already burdensome paperwork load, and to that end, we are here to assist you in any way possible to ease that burden. SECP Certification Contacts

The Sediment and Erosion Control Plan must adhere to site-specific recommendations provided by a listed agency (NRCS, UC Cooperative Extension, Resource Conservation District or County Ordinance applicable to sediment and erosion) OR be certified by a qualified professional possessing the required registrations or certifications and have appropriate experience with erosion issues on irrigated agricultural lands.

Qualified professionals include: Professional Civil Engineer, Professional Geologist, Professional Engineering Geologist, Professional Landscape Architect, Professional Hydrologist, Certified Soil Scientist, Certified Professional in Erosion and Sediment Control, Certified Professional in Storm Water Quality, or Professional in Erosion and Sediment Control (see page 7 of the SECP template).

To assist growers with identifying professional with certifications that can complete a SECP, the Coalition has begun compiling a list of professionals who are Certified Professionals in Erosion and Sediment Control (CPESC).
