This letter is in response to your request for a Letter of Determination for a microcell wi-fi antenna
installation at 665 Third Street. This parcel is located in the SLI (SOMA Service - Light Industrial) Zoning
District and 65-X Height and Bulk District. The request is whether AT&T Mobility can locate a pair of new wi-fi antennas on top of an existing industrial building.
After reviewing previous determinations, Planning Code Section 204 (Accessory Uses, General), and the
information submitted with your letter, I have determined that the proposed antenna installation consisting of two (2) micro-cell panel antennas measuring 20" long by 7" wide by 6" deep each would be
incidental and subordinate to any uses within the existing building on the subject property and would fall within the scope of accessory uses as authorized in previous Letters of Determinations for other wireless service providers and other project sites.
This authorization shall be limited to the following:
1. The installation is limited to the following: up to two (2) micro-cell panel antennas, each measuring 20" long by 7" wide by 6" deep.
2. Based on specifications submitted with your letter, the proposed installation would not have any adverse aesthetic or visual impacts on the subject property or those in the surrounding vicinity due to the following:
a. The antennas and equipment would not extend any more than necessary above the roofline of the subject building.
b. The antennas would be minimally visible from the public right of way. c. The antennas will be mounted on a non-penetrating ballast mount. d. The installation shall be painted to match the color of the existing building, concealed,
screened and/or otherwise designed to blend with the existing architectural features, limiting them from public view.

In the past, the San Francisco Planning Department has issued Letters of Determination approving a variety of microcell antennas for Accessory Use. These include:
� Omni antennas, which are a pair of 18" long antennas mounted one on top of the other � a new, improved version of the Omni-type antenna that is a single antenna 24" long � a pair of Scala antennas, which are 17.8" long and project out 7.4" � a corner--mounted antenna which projects 10.25" from the corner of a building � a pair of panel antennas, each panel measuring 12" by 12" by 5" deep
Copies of these approved antennas are on file in the Department’s records.
AT&T is requesting a new panel antenna (BelAir BNCKGO086) also be approved for Accessory Use. This antenna measures 20" long by 7" wide by 6" deep, slightly less total area than the 12 by 12 panel antenna. Please see the included antenna cut sheet for detailed specifications. AT&T believes that this antenna is functionally equivalent, operating at the same frequencies, and will have the same limited visual impact on area aesthetics as the approved 12 by 12 panel antenna.
AT&T is proposing to deploy two of these 20" by 7" microcell antennas at one of its existing wireless telecommunications sites located at 665 Third Street, near AT&T Park. This proposal is in line with the Planning Department’s general guidance, which has been that to be considered an Accessory Use, a microcell site must have the same number or fewer antennas, and the antennas must be the same size or smaller than what has been approved in a previous Letter of Determination.

Per the included project description, the additional microcell antennas will help to alleviate some of the network traffic congestion that occurs when both voice calls and data travel on the same path. This congestion results in dropped voice calls and slow data rates, especially on days where there are large crowds. The intent is to improve communications reliability, allowing important calls to go through, especially in emergency situations.
Included with this request are a set of zoning drawings of the proposed project, an RF study from Harriett & Edison, photo simulations of the proposed project, a past Letter of Determination for the 12 by 12 panel antennas, an antenna spec sheet, and payment of the Planning Department fee of $601.

The Planning Department has thus far approved the following microcell antennas as an accessory use. These antennas are: (1) Omni antennas, which are a pair of 18" long antennas mounted one on top of the other; (2) a new improved version of the Omni-type antenna is a single 24" long antenna; (3) a pair of Scala antennas, which are 17.8 11 long and project out 7.4 11 ; and (4) a corner--mounted antenna which projects 10.25" from the corner of a building. Copies of these approved antennas are in the Department’s file.
Cellular one has requested a determination that a panel antenna, which is 12" high, 12" wide and 5" deep, be approved for accessory use. The one square-toot surface is similar in size to the Scala antenna and the corner-mounted antenna. A copy of the specifications of the panel antenna is attached hereto as Exhibit 1. As with the Scala antenna, one pair of the panel antenna will be required for each location. Cellular One is proposing to use one pair of this antenna to be mounted on the structure of a billboard located at 1155 Harrison Street. The equipment cabinet will also be located on the root. The equipment cabinet will measure 63" high and 62" wide, and will he located adjacent to a skylight below the billboard structure. I am enclosing proposed preliminary elevations and floor plans as Exhibit 2. Please note that the antenna shown on these preliminary drawings show the intermediate size panel antennas. If approved for accessory use, the drawings will be revised to show the 12" x 12" x 5" panel antennas prior to submission to the City for approval.

As can be seen from the specifications, the panel antenna also comes in two larger sizes. The intermediate size measures 24" high, 12" wide and 5" deep, the largest size measures 48 high, 12" wide and 5" deep. These larger panel antennas are twice to four times the size of the Scala antenna and the corner-mounted antenna.
After you have an opportunity to review the attached exhibits and determine that the 12" x 12" x 5" panel antenna falls under the same category as the antennas listed above, please-sign in the space provided below, and return to me for my files. Finally, Cellular One has submitted emission calculations to the Department of Public Health for its review and approval. If the determination is favorable, I will be filing a microcell permit: application and plans using the 12" x 12" x 5" antenna next week.

AT&T WiFi Project 665 Third Street, San Francisco, CA
Project Description
The objective of this project is to strengthen wireless communications coverage in the area around AT&T Park
where calls are frequently dropped due to the high volumes of network traffic. The network is overloaded due to
the increased data traffic caused by customer smart phones, especially in areas where a large number of people
gather such as AT&T Park. In order to alleviate this condition, AT&T is planning to divert data traffic onto its
WiFi network in areas prone to this problem. This will reduce the number of dropped voice calls that result when
data and voice traffic are routed over the same network.
The network design is of very low power (per the submitted RF report) and uses the same technology that is
commonly found in homes and the workplace. The project at 665 Third Street in San Francisco consists of two
antennas, each with a range of approximately 300 feet. The antennas, 20" long by 7"wide by 3" deep will be
mounted on the roof in two locations at opposite ends of the building. They will be behind the parapet and less
visible than the existing cellular antennas. In addition, two weatherproof cabinets housing supporting radio
equipment will be located on the roof within 25 feet of the antennas. Existing backup power and equipment will be
used for the proposed WiFi equipment, and it is located in a locked equipment room in the basement of the building
out of view of and access by the public.
Location Preference
This proposed WiFi site location was chosen in accordance with the WTS Facilities Siting Guidelines (Sec. 8.1).
The site conforms to the Collocation site preference criteria because it is located with other existing WTS
equipment and is in an area zoned light industrial. Given the WiFi range limitation of 300 feet and the fact that
there are no other existing sites within that range for collocation, no other sites were considered.
Service Area Definition Supplement
This site is designed to address the network traffic issues highlighted above, and its location has been chosen
because of its proximity to the next closest WiFi site, which is located at McDonalds on the corners of Townsend
and Third Streets. Each WiFi site must be within 300 feet in order to provide continuous signal coverage. The
objective is to offload data traffic from the network that frequently occurs in and around AT&T Park, especially on

game days. In addition, the area within San Francisco that this site is located is home to many high-tech firms and
start-ups that depend on wireless communications in order to conduct their business. Consequently, this site is
critically important to overall network performance and reliability.

The finn of Hammett & Edison, Inc., Consulting Engineers, has been retained on behalf of
AT&T Mobility, a personal wireless telecommunications carrier, to evaluate proposed modifications
to its existing base station (Site No. CNU0703) located at 665 Third Street in San Francisco,
California, for compliance with appropriate guidelines limiting human exposure to radio frequency
("RE") electromagnetic fields.
Background
The San Francisco Department of Public Health has adopted a 10-point checklist for determining
compliance of proposed WTS facilities or proposed modifications to such facilities with prevailing
safety standards. The acceptable limits set by the FCC for exposures of unlimited duration are:

The site was visited by Mr. David Kelly, a qualified field technician contracted by Hammett & Edison,
Inc., during normal business hours on March 5, 2012, a non-holiday weekday, and reference has been
made to information provided by AT&T, including zoning drawings by HM}I Design Group, dated
July 13, 2011.
Checklist
1. The location of all existing antennas and facilities at site. Existinq RF levels.
AT&T had installed nine directional panel antennas - three Kathrein Model 742-264, three Andrew
Model TBXLHB-6565A-R2M and three Andrew Model DBXNIH-6565B-R2M - on short poles above
the roof of the five-story commercial building located at 665 Third Street. The antennas were installed
in groups of three near the northeast, northwest, and southwest corners of the building. There were
observed no other wireless base stations installed at the site.
Existing RF levels for a person at ground near the site were less than 1% of the most restrictive public
exposure limit. The measurement equipment used was a Wandel & Goltermann Type EMR-300

Radiation Meter with Type 18 Isotropic Electric Field Probe (Serial No. F-0034). The meter and
probe were under current calibration by the manufacturer.
2. The location of all approved (’but not installed) antennas and facilities. Expected RE levels from approved antennas.
No other WTS facilities are reported to be approved for this site but not installed.
3. The number and types of WI’S within 100 feet of proposed site and estimates of additive EMR emissions at proposed site.
There were no other WTS facilities observed within 100 feet of the site.
4. Location (’and number) of Applicant antennas and back-up facilities per building and location (’and number) of other WI’S at site.
AT&T proposes to install two BelAir Networks Model BNCKGO086 directional panel antennas on
short poles near its existing antennas. The new WiFi antennas would be mounted with 2° downtilt at
an effective height of about 4V2feet above the roof.
5. Power ratiniz (’maximum and expected operating power) for all existing and proposed backup equipment sublect to application.
The expected operating power of the AT&T transmitters is reflected in the resulting effective radiated
power given in Item 6 below, the transmitters may operate at a power below their maximum rating.
6 Total number of watts per installation and total number of watts for all installations at site.
The mnaximnmn effective radiated power proposed by AT&T for the WIFi operation is 16 wafts. The
reported maximum power for the existing base station is 5,620 watts, representing simultaneous
operation at 1,820 watts for AWS, 2,120 watts for PCS, 900 watts for cellular, and 780 watts for
700 MHz service.
7. Plot or roof plan showing method of attachment of antennas, directionality of antennas, and he&ht above roof level. Discuss nearby inhabited buildings.
The drawings show the proposed antennas to be installed as described in Item 4 above. There were
noted no buildings of similar height nearby.
8. Estimated ambient RF levels for proposed site and identify three-dimensional perimeter where exposure standards are exceeded.
For a person anywhere at ground, the maximum RF exposure level due to the proposed AT&T WiFi
operation is calculated to be less than 0.00001 mW/cm 2 , i.e., below the sensitivity of typical field
meters. Ambient RE levels at the site are therefore estimated to remain below 1% of the limit. The
three-dimensional perimeter of RF levels equal to the public exposure limit is calculated to extend no

more than 14 inches out from the antenna face and to much lesser distances above, below, and to the
sides.
9. Describe proposed siJage at site.
Due to their mounting locations, the AT&T antennas would not be accessible to the general public,
and so no mitigation measures are necessary to comply with the FCC public exposure guidelines. The
FCC occupational limit is calculated to be reached only within 3 inches directly in front of the
antennas themselves, so operation as proposed can be considered intrinsically compliant with FCC
guidelines and no mitigation measures are required. It is recommended that small explanatory
warning signs* be posted at or on the antennas, to comply with City of San Francisco directives..
10. Statement of authorship.
The undersigned author of this statement is a qualified Professional Engineer, holding California
Registration Nos. E-13026 and M-20676, which expire on June 30, 2013. This work has been carried
out under his direction, and all statements are true and correct of his own knowledge except, where
noted, when data has been supplied by others, which data he believes to be correct.
Conclusion
Based on the information and analysis above, it is the undersigned’s professional opinion that
operation of the proposed AT&T WiFi antennas at 665 Third Street in San Francisco, California, will
comply with the prevailing standards for inniting public exposure to radio frequency energy and,
therefore, will not for this reason cause a significant impact on the environment. The highest
calculated level in publicly accessible areas is much less than the prevailing standards allow for
exposures of unlimited duration. This fmding is consistent with measurements of actual exposure
conditions taken at other operating base stations.
