OVERPACKING TECHNIQUES

Most overpack situations canbe handled using one of the

following techniques.

Inverted Overpack TechniquePlace the damaged drum on the

overpack lid. Slide the overpack overthe drum. Rotate them upright.

Roller TechniquePlace the damaged drum on its side with1 to 2-inch metal rollers underneath it(water pipe works fine). Place the over-pack so that the damaged drum can be

rolled most of the way into the overpack.Then turn the overpack upright.

Drum Lifting TechniqueA Drum Lifter is attached to the

damaged drum. Then a crane,forklift or hoist lifts the drum

into the overpack.

Angle Roll TechniquePlace the damaged drum and

overpack end-to-end at an obtuse angle.Both are rolled simultaneously so that

the drum works its way into the overpack.When inward progress stops, reverse theoriginal angle and roll in the opposite

direction. Continue the processuntil the drum is in the overpack.Then turn the overpack upright.

The centerpiece of the Poly-Rack System is the Poly-Racker, a unique one-piecepolyethylene rack that holds two 55-gallon drums securely in place. A massive100-plus gallon containment sump ensures spill safety even in worst-case drum leaks.The deep dispensing well easily holds 5-gallon pails while containing incidental spillsand splashes in a ribbed bottom without contaminating the sump. Dispensing wellshave a scalloped edge so pails can be easily removed. Two (2) drain plugs arestandard. Poly-Rackers can be transported by forklift as separate pieces.

SUMMARY: The SPCC regulation is the national oil spill regulation. The purpose of the SPCC regulationis prevention of oil discharge into navigable waters and related areas, rather than cleanup after a spillhas occurred. The regulation generally affects all facilities with at least 1320 gallons aboveground storage capacity, or 42000+ gallons underground storage capacity. The SPCC requires affected facilitiesto prepare and file an action plan (the SPCC Plan).Affected facilities include, among others onshore and offshore drilling, platforms, barges and mobilefacilities; fixed and mobile onshore or offshore production; oil refining and storage; any industrial, commercial,agricultural or public facility that uses or stores oil; some waste treatment operations; loading racks, transferhoses and related equipment; vehicles and pipelines. Oils, fats and greases of any kind or in any form arespecifically included in the regulation.The SPCC Plan must include certain elements, such as Operating procedures to prevent oil spills; Control measures to prevent spilled oil from entering surface water; Countermeasures such as SecondaryContainment for spills and bulk storage compliance; Professional Engineer certification; Managementapproval; Facility inspections; Security; Training and more. SUMMARY: NPDES requires implementation of “Best Management Practices” (BMP’s). A BMPis literally a course of action which, through its implementation helps "to manage the quantity and improvethe quality of stormwater runoff" and meets or exceeds the "Minimum Control Measures" performanceobjectives of the federal NPDES regulation for limiting the discharge of pollutants to surface water suppliesvia stormwater runoff. NPDES requires Minimum Control Measures to be put into place by activities in affected Urbanized Areas(UA). There are 405 Urbanized Areas in the US listed in Appendix 6 of the 2000 US Census. Urbanized Areasare not necessarily just cities, but also include suburbs and other nearby areas. Appendix 6 contains detailedmaps of each Urbanized Area and can be accessed on-line through the US EPA Office of WastewaterManagement (OWM) website WWW.EPA.GOV/OWM to determine if a particular place is in an affected UA.The applicable regulations require affected activities to develop a program to manage stormwaterdischarges from their facilities.
