Saline County takes its name from Saline Creek, which in turn takes its name from area salt springs. The county’s seven municipalities — Harrisburg, Eldorado, Carrier Mills, Galatia,
Muddy, Raleigh, and Stonefort — make up the county’s population of 27,000 residents.
These residents enjoy all the comforts of a dream community. The neighbors are friendly, the schools are outstanding, the scenery is unsurpassed, health care facilities are top-notch, and crime is almost non-existent. Everything you need for day-to-day life can be purchased within the community, and thanks to an extensive road system, getting in and out of town is simple.
Additionally, great park districts and Shawnee National Forest provide an escape from the day’s stresses and provide picturesque views all year long.
Business-wise, a hardworking Chamber of Commerce, partnered with a growing local economy, creates an atmosphere that makes setting up shop and staying in business quite easy.
It’s not a stretch to figure out why these 27,000 people live, work, and shop here. Endless trails and breathtaking views frame neighborhoods filled with laughing children and positive, hardworking adults. Saline County reminds visitors of a time when life was simpler; when people still borrowed a cup of sugar from their neighbors. Saline County is the epitome of small-town America and a place that residents are proud to call home.

Saline County’s seat, Harrisburg, sits between the crossroads of U.S. Highway 13
and U.S. Highway 45. This city of about 10,000 residents is the economic hub
of Saline County. Its location offers businesses and residents a handy location to
shop, with convenient access to and from the city via two major highways.
Family roots run deep in Saline County. Many families have been here for seven or
eight generations, originally moving to the area in the 1800s. The area started its major
growth surge in the 1850s when coal mines attracted workers to the region. Shortly
after, Harrisburg built the Cairo & Vincennes Railroad, later named New York Central, to
provide coal transport to distant markets.
Meanwhile, service industries came to town to support the Saline County mining
community. Roads were installed that still serve as routes to neighboring towns. Semi
trucks — Saline County’s main method of transportation of its coal and agricultural
exports — frequent these old roads, now reconditioned to handle the heavier loads.
Often, these trucks head for the Ohio River, where two barge-loading facilities ship Saline
County’s goods everywhere rivers run deep. Some barges loaded with coal go to Pittsburgh,
Penn., to create the heat for steel, while others go to New Orleans and out to the Gulf of
Mexico to ship goods worldwide, and other exports find their way to Canada.
Saline County’s central United States location and its convenient interstate access make
many major cities well within driving distance for both business and pleasure. Harrisburg
is 188 miles from Nashville, 240 miles from Memphis, 280 miles from Cincinnati, and just
380 miles from Chicago. Though Saline County isn’t the “Hub of the Universe” (Mayor
Robert Butler, of nearby Marion, Ill., claims that moniker for his hometown), it is close
enough to reap the benefits and avoid the problems.
Locally, Saline County residents and those of surrounding counties use one of the
largest rural transportation districts in Illinois. Called “RIDES,” the system has received
state and national recognition for its services since its inception in 1977.
Though Saline County’s roadways are excellent, some choose to take to the sky to avoid
a long drive. The Harrisburg-Raleigh Airport easily reaches regional and international
airports in Evansville, St. Louis, and Nashville. The airport offers a 24-hour fueling service
for 100 LL or JETS A, overnight aircraft storage, car rental, courtesy car service, and
catering services. Charter flights are also available.

Higher learning is a way of life in Saline County. From preschool to college to lifelong learning, the county has invested in outstanding educational facilities.
Public SchoolsFive public school districts serve Saline County, including Carrier
Mills-Stonefort CUSD 2, Eldorado CUSD 4, Galatia CUSD 1, Harrisburg CUSD 3, and a multi-county school district comprised of three alternative learning schools.
In Harrisburg, four schools take care of the education of the city’s youth. West Side Primary School educates students from preschool to grade 2. East Side Intermediate School teaches grades 3–5, Harrisburg Middle School grades 6–8, and Harrisburg High School grades 9–12. More than 2,100 students attend Harrisburg schools. The high school alone houses 600 of these students, who enroll in college-prep or vocational-prep classes to prepare for life upon graduation. The high school is proud of its accomplishments: An award-winning forensics team and a state champion baseball team are only part of its bragging rights. The school also touts outstanding fine arts programs and success across all fields of athletics.
In Eldorado, three schools — an elementary school, middle school, and high school — educate about 1,200 students. The high school offers strong agriculture, technology, and business programs.
At Carrier Mills-Stonefort, the elementary school educates children from kindergarten to grade 8. From there, students head to Carrier Mills-Stonefort High School, where about 500 students enroll in either vocational or college-preparatory classes.
In Galatia, an elementary school, junior high, and high school educate 360 students in preparation for either technical positions or higher education.
Higher EducationSoutheastern Illinois College
Serving over 5,000 students from Gallatin, Hardin, Pope, and Saline counties, as well as parts of Hamilton, Williamson, Johnson, and White counties, Southeastern Illinois College, known as SIC to students and faculty, provides a great educational experience for students. For those planning on transferring to a larger school, SIC teaches the general education courses that enable transfer students to save money prior to transferring. Students can simply take the general education courses offered, or if they know what they plan on majoring in, they can construct their coursework to help them with their future studies. Many students enjoy their time at SIC so much that they stay and work on their bachelor’s degree either online or in the classroom.
For certificate students, the large range of career and technical programs provides many career paths. From nursing and EMT training to carpentry and diesel tech, the huge variety of occupational courses helps many people enhance their job prospects. The nursing program is continually growing and boasts large pass rates for the state board. Cosmetology, occupational therapy assistant, criminal justice, and welding are just a few of the popular degree certificate programs at SIC.
SIC matches, and has even outpaced, many large universities with the success of online programs. With nontraditional students having to juggle work, families, and other responsibilities, being able to work

online at their convenience is a great way to complete coursework and earn a degree. SIC serves a wide variety of communities, and many students have a long commute to school. To cut on travel costs, many students prefer to take courses online instead of at the campus. The online system is easy to use, but for those who are not certain of their computer skills, SIC includes guides on how to use the system as well as online tutoring for those who need additional help.
For students interested in extracurricular activities, SIC provides something to interest everyone. The SIC Theater Department gives students the chance to act, build sets, work with lighting, and have a great time. The Forensic Speech Team returned from the 2008 Nationals ranked second in the nation, even as they went head-to-head with larger universities. This is nothing new for the Forensic Speech Team, as this is the 20th year in a row in which they have scored among the top five in the nation. Model Illinois Government and the athletic teams also have a successful history.
Working with SIC to provide students with great educational opportunities is the goal of the SIC Foundation. This nonprofit organization works to expand opportunities for students through scholarships and other opportunities. One of the exciting things that the SIC Foundation has accomplished is the opening of the SIC Foundational Building. Originally a Wal-Mart, this building was converted into a Cadillac showroom. Known for years as the Alan Miller GMC Building, it is now a unique office park, the first of its type in Southeastern Illinois. With spaces already rented out to professionals, this office park will provide more space to SIC as they expand their programs. Many more offices in the building are being made available as work on them is completed. The property includes a 67,500-square-foot building that will eventually be home for a multitude of businesses as well as a banquet center.
LibrariesPublic Libraries
The public libraries of Carrier Mills, Eldorado, Galatia, and Harrisburg are invaluable assets to the students and residents of Saline County. As members of the Shawnee Library System, these libraries can access any of the thousands of volumes available from any of the 71 member libraries in the system. This cooperative system allows each of the member facilities to provide far greater resources than any of them could maintain alone.
In addition to an impressive selection of books, magazines, newspapers, CDs, audio books, and DVDs, the county’s public libraries serve the community through such programs as online homework help for kids, special events, storytimes, book signings, research services, genealogy, reading groups, computer access, and more. The area of Saline County has existed under the rule of four countries. Originally claimed by Spain, then France, the county was under English rule following the French and Indian War.
In 1778, the region became part of Virginia as one of the original 13 colonies. Afterward, it became part of the Northwest Territory, the Indiana Territory, and finally part of Illinois in 1818. Saline County was founded in 1847 after being cleaved from Randolph County.
According to a 2005 census, Saline County is home to more than 26,000 people. Most reside in Harrisburg and the second-largest town, Eldorado. The rest of the population resides in the villages of Carrier Mills, Raleigh, Galatia, Stonefort, and Muddy, or in rural areas around the county.
A mayor and city council govern the cities of Harrisburg and Eldorado, whereas council members and village presidents govern the villages of Galatia, Carrier Mills, and Raleigh. Each of these communities holds a minimum of one meeting per month.
The Saline County Sheriff’s Department, Harrisburg Police Department, Saline County 911, and jail facilities are located in the Saline County Law Enforcement and Detention Center on the Harrisburg square near the Saline County Courthouse.
The Saline County Board, which is comprised of 13 members, meets monthly in the courthouse.
Each community operates fire and police departments that serve their municipality. These departments sponsor local events and education programs for citizens throughout the year.
The Saline County government is a proactive one. Many communities have recently received grants to upgrade water and sewer lines, provide infrastructure to businesses, rehabilitate housing, and upgrade police and fire equipment. These proactive efforts resonate throughout Saline County, making it a continually expanding area and a great place to live.

Aside from farming, coal mining, which got its start in Harrisburg in the 1850s, is the longest-lasting source of employment and business in Saline County. The major
mining employer is American Coal, which employs about 850. The coal industry created more than mine jobs, though.
Manufacturing offshoots sprang up in Saline County to satisfy the needs of the two mines.
As the population expanded after the initial coal boom, so did business. Saline County is home to two truss companies, Southern Truss and Harrisburg Truss. Other manufacturing plants, such as Nationwide Glove, Eldorado Cap Factory, Wallace Auto Parts, and Southern Custom Foam, have moved into the county.
Saline County has plenty of space to move a business to the area. The cities of Eldorado and Harrisburg, Saline County, and the Saline County Industrial Development Company all have property available for business development or expansion.
In addition, TIF and Enterprise Zone incentives are available for companies that qualify. Enterprise Zone benefits include graduated property tax abatement for the first five years, with no tax due the first year if the business is located in the Enterprise Zone. Sales tax abatements are also available for construction and remodeling projects if the material is purchased in Illinois. The TIF district is located in Harrisburg and encompasses the area from Walnut Street to the levee and from Illinois Route 34 to U.S. Highway 45.
To expand business in Saline County, a single point of contact has been established. Called SEEDCO, the Southeastern Economic Development Corporation will work with local officials and regional development groups to grow business in Southern Illinois. This corporation works with both small-scale and large-scale developments.
The Workforce & Illinois Small Business Development Center at Southeastern Illinois College was established to provide a resource for those interested in starting a small business or making a small business bigger. The center, sponsored by SIC, operates in partnership with the U.S. Small Business Administration and the Illinois Department of Commerce and Economic Opportunity and is home to the Saline County Chamber of Commerce.
Business owners can also get a hand from the Southeastern Illinois Regional Planning and Development Commission, which works closely with the Small Business Development Center. The organization provides services such as lending program explanations and applications as well as explaining incentives for setting up shop in certain enterprise zones for the most benefit to the business and its customers. The organization works closely with local and state governments to ensure Saline County keeps pressing forward, as it has done in the past.
As the population expanded after the initial coal boom, so did business.

Where to ShopSaline County provides both the quick convenience of the
nation’s largest retailer — Wal-Mart — and small, eclectic local businesses that provide personalized service and specialized merchandise. The new Wal-Mart Supercenter will expand the retail giant’s presence in the community and provide residents with even more selection.
In Harrisburg, lawyers, investors, and physicians can be found in historic buildings downtown. On the outskirts, retail shops and food stores can be found at Arrowhead Point Shopping Center on Illinois Route 13 or next door at Shawnee Square Shopping Center. Parker Plaza, on U.S. Route 45, is home to several shops and offices.
In Eldorado, local flavor dominates the retail scene. Antique shops, arts and crafts, and furniture stores make up most of the retail business. A citywide revitalization project a couple of years ago brought newfound life to the town’s main street.
The towns of Carrier Mills, Galatia, and Stonefort also have small businesses that occupy the Midwestern architecture of their downtowns. These shops offer residents what they need: furniture, food, building supplies, and the other wares of life.

Some of Saline County’s first houses — stately Victorian “painted ladies” — still accent the area’s landscape and were built with hardwood floors, tall ceilings, and claw-footed tubs. These homes can be found on brick-paved streets alongside Greek Revival, Federal,
Tudor, American Foursquare, and Cape Cod houses. The historic homes around the area blend with more modern ranch houses, bungalows, and split-level houses. Manufactured homes are also a possibility, as are duplexes and mobile homes.
Those who are looking to build can do so in some new residential developments around the county. Lots are available up to 1 acre, and some are in stately, gated communities.

Harrisburg Medical CenterOne of the largest hospitals in southeastern Illinois, Harrisburg
Medical Center (HMC) is an 86-bed hospital with 45 staff physicians who represent most major specialties. Clinical services include outpatient ambulatory care; cardiac diagnostics and rehabilitation; 24-hour physician coverage in emergency medicine; home health care; inpatient and outpatient laboratory services; nutrition services; oncology and infusion unit; pharmacy services; special care unit; psychiatry and psychology; diagnostic radiology, including CT, digital mammography, ultrasound, and nuclear medicine; respiratory therapy and sleep studies; general and ophthalmologic surgery; therapy services, including physical, occupational, speech, and sports medicine; and wound care clinic.
HMC has expanded several times over the last 13 years. Some of the features added have been upgrades to the emergency room, surgery suites, psychiatric units, imaging services, therapy
services, and ambulatory care services, as well as a new cancer treatment unit.
Mulberry Center, HMC’s behavioral health unit, offers psychiatric care within a comprehensive medical care environment. Through an interactive experience, patients learn to understand themselves and take responsibility for their actions. Mulberry Center’s inpatient unit is divided into two wings. A general adult unit whose patients are not also affected by dementia is in one wing, while patients who are also affected by dementia are in a second wing in the Geropsychiatric Program. Mulberry Center in Harrisburg is always open, and emergency admissions can be handled at any time.
Bradford House, an outpatient behavioral health care program at HMC, offers intensive counseling and education, giving patients the tools and resources to handle the stresses of life.
HMC also offers home health care services. Home Health Care offers an array of services to patients in their homes, including skilled nursing, physical therapy, and home health aide. The program is for people living within 50 miles of Harrisburg.
Harrisburg Medical Center Foundation, formed in 2001, is a nonprofit corporation designed to raise funds to further the mission of HMC. This money provides new equipment as well as opportunities

for the education of community members and hospital staff. Other monies may be used as endowments to further programs at the hospital and in the community.
Ferrell HospitalFerrell Hospital is a locally owned, not-for-profit, 25-bed critical-access hospital located in
Eldorado. Established in 1925, this facility specializes in giving quality, personalized treatment with a hometown touch. Among the services offered through Ferrell Hospital are cardiac rehabilitation, a 24-hour emergency room, a full-service laboratory, physical therapy, radiology, respiratory therapy, and surgery.
In 2005 Ferrell Hospital was fortunate enough to add the Senior Care Facility, a resource for senior citizens who are having difficulty working through life changes. This group setting helps seniors from throughout the area with difficulty coping with health changes, sleep or appetite changes, unresolved grief, worry, anxiety, or depression.
Growth and change are always abundant at Ferrell Hospital. From the addition of new life-saving equipment to the renovations in the clinic and public areas, the hospital is always working to demonstrate “healthcare built on excellence.”
Other Health FacilitiesThe Egyptian Public and Mental Health Department serves Saline, Gallatin, and White
counties with a large variety of programs. Environmental services such as food and waste management are provided, as are behavioral health programs such as crisis interventions, case management, and substance abuse programs.
Saline County is also home to a number of nursing homes, rehabilitation facilities, and pharmacies that benefit area residents as well. New doctors continue to enter the area. With them they bring new ideas, new specialties, and a passion for wellness they are eager to share with the community.

Outdoor enthusiasts from all over the United States call Shawnee National Forest a “hidden treasure.” Arguably
one of the nation’s best-kept secrets, Shawnee National Forest is a place where photographers can take hundreds of photographs on just a short drive, and where every road is a scenic bypass.
But the Shawnee treasure isn’t the only remarkable thing to do in Saline County. Scenic trails, historic monuments, parks, museums, swimmin’ holes, and golf can keep even the most particular outdoor lovers occupied for months … perhaps even years.
Shawnee National ForestSaline County is known as the gateway to
Shawnee National Forest. The 278,000-acre park is full of some of Illinois’ most abrupt topography shifts. Huge stone bluffs overlook immense valleys that are home to more
than 500 species of wildlife, including seven threatened or endangered species.
Shawnee National Forest has a seemingly endless number of activities for people of all sorts of activity levels. Horseback riding, hiking, camping, and rock climbing are available for the more ambitious, while fishing and picnicking are available for those who’d prefer to relax.
Shawnee National Forest also houses most of the River-to-River Trail, a hiking and horse trail that spans from Battery Rock on the Ohio River to Grand Tower on the Mississippi River.
But a trip to Shawnee National Forest isn’t complete without a stop at the Garden of the Gods. The park spans Saline, Hardin, and Pope counties and features some of the most scenic views in Southeastern Illinois. Hiking and horse trails wind through long-forgotten areas where people once
lived. Apple trees, cemeteries, the occasional remnants of a cabin, abandoned roads, and arrowheads can all be found by the intrepid hiker — all signs that people appreciated the area long ago as much as they do today.
Community ParksBut there’s more than Shawnee National
Forest in Saline County. The communities of Carrier Mills, Eldorado, Galatia, Harrisburg, and Raleigh all provide public parks for residents and visitors.
In Harrisburg, the township park district has provided recreational opportunities for residents since 1934. The district maintains three area parks: Memorial Park, Gaskins City Complex, and the Dorris Heights Complex.

In Harrisburg, a Christian church to suit your needs can easily be found — almost all denominations are present. In Carrier Mills, Eldorado, and Galatia, dozens of other congregations reside.

TrailsIt’s not hard to find a trail in Saline County.
The River-to-River Trail, Bell Smith Springs Loop, and Tunnel Hill Trail are but a few of the many trails that pass through the area.
Some trails are exclusively for hikers, while others allow bicycles and horses. Within the Lake Glendale Recreation Area, visitors will find the Lake Glendale Stables — 260 acres of privately owned land. Horses and trail rides are available for experienced and novice riders.
WaterIf you’re the kind of person that appreciates
a good swimmin’ hole, Shawnee National Forest has numerous lakes that will keep you occupied all summer. The Lake Glendale Recreation Area and Pounds Hollow Recreation Area are two of the region’s most popular destinations because of their opportunities for fishing, boating, and swimming.
Harrisburg Lake, a popular destination for fishing, is located northwest of town along Illinois Route 34. Southeast of Harrisburg, the Glen O. Jones Lake allows boating and
fishing on its waters. The Glen O. Jones Lake is inside the Saline County Conservation Area, a 1,200-acre area that borders the Shawnee National Forest.
GolfSaline County Golf and Country Club, • located in Eldorado, is an 18-hole, semi-private golf course. Open year-round, the club also has a driving rage, pro shop and clubhouse.Shawnee Hills Country Club, located • in Harrisburg, is a nine-hole, semi-private course that is open from April to mid-December.
MuseumsThe Saline Creek Pioneer Village and • Museum is a collection of authentic pioneer log homes and buildings. Visitors can see a church, store, and school constructed in various styles. The museum is also home to the Pauper House and Pauper Cemetery, both listed on the National Register of Historic Places. The village hosts an annual “Life on the Frontier” event in May, which shows visitors the triumphs and tribulations of the earliest settlers.The Eldorado Historical Museum showcases • historical items from the Saline County area. Fashioned from the old city hall, the museum is also the co-host to the Eldorado Festival of Christmas Trees.
