t is with an immense degree of satisfaction and pride that I pen my thoughts on my maiden interaction from this forum. The last few months since I joined DGR have enriched me regarding the role and responsibilities of

DGR and expectations of veterans. With humility, I on behalf of my team commit DGR’s efforts to empower ESM and provide them greater and better opportunities for their second career.

Our vision envisages the well being of the retired Armed Forces personnel, their dependents and sensitizing the general public about the potential of this disciplined and well trained manpower which can be utilized in Nation Building to include security, environment protection, natural disaster management, skill development or any other field of their expertise.

During the last six months that I have been at the helm of DGR we have focused on alignment of our training programmes with the guidelines of National Skill Development Corporation and are not only ensuring acquisition of necessary skills but also focusing on placement assured training. All our new courses are designed keeping these norms in mind. With this aim few courses were suspended and courses

meeting the NSQF guidelines have now commenced.

ESM Data Base and Job portal is another area in which progress is being made. The Data Base will help sharing of information, interface of ESM with all stake holders working for the benefit which include all welfare measures and connecting between a job seeker and the job provider. The website will find all updated schemes, courses, job opportunities and sponsorships so that maximum ESM can benefit by taking advantage of the information.

Constant liaison is being maintained with the Ministry of Defence and Service HQs for smooth implementation of Welfare & Resettlement Schemes for ESM & dependents.

While we strive to meet the aspirations of our ESM fraternity, I urge the retiring personnel and ESM to ensure that proper benefits are derived from all the training and rehabilitation measures instituted for them and unauthorized personnel are not allowed to scuttle schemes.

At the end I compliment the editor and all those who contributed to the magazine and I do hope it will make useful reading.

DRZ Presentation

DG (Resettlement), Maj Gen Jagatbir Singh, VSM gave a presentation about DGR to the Sub-Committee of Standing Committee on Defence on 24 August 2016. The points covered during the presentation elaborated upon the history and evolution of DGR’s role as it exists today.

A summary of the presentation would be of interest to the readers besides enhancing their awareness.

DG (R) was raised in 1954 as Directorate of Resettlement under AGs Branch, Army HQ. In 1968 Kendriya Sainik Board / KSB, Rajya Sainik Board / RSB and Zilla Sainik Board / ZSB became part of DGR which continued to be under AG’s Branch. However, DGR became part of Department of Ex-Servicemen Welfare, Ministry of Defence. It kept evolving as a nodal organization for resettlement of Ex-Servicemen. In the year 2009, following bifurcation of KSB, DGR has been left with HQ and five DRZ’s which are co-located with Northern, Central, Southern, Eastern and Western Command HQs of the Army.

The main role of DGR is to empower retiring / retired service personnel and widows with additional skills through training courses and assist them in choosing a second career through employment / self employment. Its objectives are accomplished through three well structured directorates

• Training Directorate

• Employment Directorate

• Self-Employment Directorate

Current Provisions for Resettlement of ESM include

• Reservations in Government jobs, Public Enterprises, Nationalized banks, Defence Security Corps (DSC).

• Self Employment Schemes

• Jobs in Corporate & Private Sector

On an average approximately 60,000 persons retire every year. Their age profile is as follows :-

Age Profile of Approx 60000 ESM Released Annually

A look at the diagram above clearly indicates that at their release, only 11% of ESM are above 50 years of age whereas the majority i.e. 77% are between the ages of 35 and 50 when they have the maximum responsibilities as far as education of their children is concerned. In most cases there is no steady source of income other than their pension; hence the need of a second career is imperative.

A great scope for resettlement of ESM exists in the Central and State government and CPMF. Despite governmental reservations, vacancies go unutilized for the following reasons :–

• The exam and selection process which ESM are not acquainted with

• Untrained / unprepared candidates

• Lack of Graduation Degree

• Non statutory, Horizontal reservations

In addition to the resettlement awareness available in the many departments of Central and State government, DGR works for resettlement of ESM through various self employment schemes -

• ESM COAL LOADING AND TRANSPORATION SCHEME• MANAGEMENT OF CNG STNS• MANAGEMENT OF COCO OUTLETS• ELIGIBILITY CERTIFICATES FOR OIL PRODUCT AGENCIES• MOTHER DAIRY / GOPALJEE DAIRY MILK & VEG OUTLETS• ALLOTMENT OF SURPLUS CLASS V VEHICLES

The self-employment generated through self employment schemes is depicted as under:-

DGR runs a successful Security Agency Scheme. The PSUs are mandated to take security guards from DGR sponsored ESM Security Agencies. As on date, approximately 700 Security Agencies are operational, employing approximately 40,000 ESM Guards. Apart from this, Job Fairs for corporate jobs are held regularly. In the previous year (2015-16), three Job Fairs were organized in May 2015, October 2015 and February 2016 in Delhi, Mumbai and Guwahati respectively.The Training initiatives undertaken are as under:- • All training courses being aligned to national skill qualification framework as per Government

of India Gazette of 08 Aug 2015• Consultancy services and assistance from professional agency Wadhwani Foundation• All trg institutes being revisited to ensure fully competent institutions are enlisted for

imparting resettlement training• Under placement linked training, trainees to be tracked for 14 monthsThrough the presentation , the esteemed audience got a fairly good understanding of the crucial role played by Directorate General Resettlement in the second innings of an ESM.

In an endeavour to achieve maximum synergy and to be in sync with welfare related agencies for Veterans, the office of DRZ (West) was shifted to Integrated Veterans Complex (SAMMAN) co-located with other offices of Veterans Sahayata Regional Centre (VSRC), Chandimandir, Regional ECHS Centre and Army Placement Node (APN), Chandimandir in the month of April 2016. This initiative has not only brought all Veteran welfare related offices run by Army under one roof, but will also assist them in addressing all their post retirement issues in an effective and efficient manner.

VISITS/ INTERACTIONS BY STAFF OF DRZ(WEST)

Meeting with Secy RSB, Himachal Pradesh. Brig SK Verma (Retd), Secy RSB, HP interacted with ADG with issues related to ESMs of Himachal Pradesh.

DGR Stall. A med camp at ECHS Mohali was organised on 10 Jan 16 in which DRZ (West) had established a stall. Col GDS Kochhar, SM, Jt Director briefed the Veterans about the DGR schemes related to jobs and trg etc and leaflets and brochures of the same were distributed to them.

Lecture for Retirees on “Life After Olive Greens”. A lecture on ‘Life After Olive Greens’ was delivered by Col GDS Kochhar, SM, Jt Director at Manekshaw Auditorium in Chandimandir on 14 January 2016 and by Col SK Singh, Jt Director at Raina Auditorium in Ambala Cantt on 19 Feb 2016.

Meeting of State Management Committee. Brig Harpal Singh, VSM, ADG, DRZ (West) attended the 29th meeting of State Management Committee for the Administration of Punjab Amalgamated Fund for the welfare of Veterans on 19 Jan 2016. The meeting was chaired by Hon'able Governor of Punjab.

Veterans Rally at Pathankot. A Rally for Veterans of Punjab, Himachal Pradesh & Jammu was conducted at Pathankot (Mamun Cantt) on 05 Mar 2016 by HQ 9 Corps. Lt Gen KJ Singh, PVSM, AVSM, GOC-in-C, Western Command graced the occasion. Approx 3500 Veterans, Veer Naris, Super Veterans, Gallantry Award Winners & dependents from all three States attended the rally. A DGR stall was established displaying all the DGR schemes and information brochure. The stall was manned by Col SK Singh, Jt Dir & Hav/Clk Subhash Chand. The DGR stall was visited by Veterans who were briefed about DGR schemes and were given the publicity material held by the Directorate.

CMLC, Chandigarh (UT). Brig Harpal Singh, VSM, ADG, DRZ (West) attended CMLC meeting at Chandigarh (UT) on 17 Mar 2016. The meeting was presided by His Excellency, Prof KS Solanki, Governor of Haryana & Chandigarh (UT) Administration.

Visit at ZSWO, Dharamshala. Brig Harpal Singh ,VSM, ADG, DRZ (West) interacted with ZSWO, Dharamshala on 06 Apr 16 to resolve issues related to veterans of Dharamshala and Kangra District.

Visit to HP Public Service Commission, Shimla. Brig Harpal Singh ,VSM, ADG, DRZ (West) proceeded to Himachal Pradesh Public Service Commission, Shimla as a member of Selection Committee for selection of Deputy Director (Sainik Welfare) on 28 Apr 2016.

Army Placement Mela. Col GDS Kochhar, SM, Jt Dir, DRZ (West) attended Army Placement Mela at APS Bari Brahmana (Jammu) on 30 Apr 16 organised by HQ 26 Inf Div on behalf of HQ Western Comd.

Veterans Rally cum Bhoomi Pujan at Bahadurgarh. Brig Harpal Singh, VSM, ADG, DRZ (West) attended the said event at Bahadurgarh, Haryana on 03 Jun 16.

Women Empowerment Conclave. The event was organized by Infantry Division at Khasa Military Station on 12 Jun 2016, to honour Veer Naries & Widows of Amritsar & Tarn Taran region and to provide an opportunity to Veer Narees & Widows to increase their level of awareness and thus help them in availing benefits from various welfare schemes of Govt & Civil agencies applicable to them. Lt Col YS Tomar, Jt Dir, DRZ (West) attended the same.

In addition to activities mentioned above, ADG DRZ(W) and Jt Directors visited number of training institutes and security agencies to check their functioning on ground and to ensure adherence by them to DGR prescribed norms.

DRZ (North) which covers the region of J&K is one of the most difficult physical terrain with innumerable political challenges. Despite its extraordinarily high adversity index, this region has good number of troops located here who need to be motivated throughout. One of the best ways to keep the troops motivated is to keep them informed that their future beyond forces is assured. The officers of DRZ(North) and their motivated teams play a very significant role in accomplishing this task. The activities of Director, DRZ (N) during past few months exemplify it to a very great extent.

ESM RALLY AT PADUM

• An ESM Rally was organised on 26 Aug 2016 by 90 Fd Regt ( 8 Mtn Div) at Padum (13400 ft) for the population of Zanskar valley having population of approx 1500. It is an isolated area of Ladakh region spread over 7000 Sq Kms and is considered as one of the coldest regions of the world. ESM of the area were information about the rally through Radio Stn in Zanskar. Approx 200 ESM attended the rally. Doctors from MH Kargil and RVC rep also participated in the rally.

• Col Rajiv Chauhan, Dir DRZ ( North) attended the rally at Padum and conducted lecture / interaction with the ESM and spoke about the various schemes for Resettlement, Trg, Emp and Self Emp applicable to the ESM / Widow. The importance of planning their second career was explained to the ESM during the rally. Most of the ESM were unaware of the DGR schemes. Thereafter ESM visited DGR stall at the rally. Subsequently ESM visit our stall and interested personnel were handed over the DGR Pub Material ( Sainik Punarvas Patrika / Info Brochure / Leaflets / Baatcheet ). The rally was well conducted by 90 Fd Regt and ESM from Zanskar valley were immensely benefited.

District administration also participated in the rally. To make these events meaningful authorities concerned should be present to address the problems of the ESM who are living in extremely remote areas.

DGR SECURITY AGENCY SCHEME: THE MOST POPULAR RESETTLEMENT SCHEME FOR Ex SERVICEMAN OFFICERS AND JCOs/ OR

AS SECOND CAREER OPPORTUNITY

Directorate General Resettlement (DGR) is a Tri- Services- Organisation which looks after the resettlement issues of retiring/ retired officers, JCOs and OR of the three services who retire from service at an early age as compared to their civilian counterparts. To ensure a second career for the Ex- Servicemen( ESM ), DGR executes Security Agency Scheme to provide employment and self employment opportunities for ESM of all three services since 1992. The Government of India has also directed all Central Government Public Sector Undertakings (CPSUs) and Central Government Public Sector Enterprises (CPSEs) to take security cover through security agencies sponsored from DGR.

Under the security agency scheme, the ESM (O) get themselves registered/ empanelled to run a security agency in a particular State of their choice. DGR sponsors these DGR empanelled security agencies to various CPSUs and CPSEs to provide security services to them. Thus, this scheme provides an opportunity for a business at a very low investment to the retired officers and also an opportunity to retired JCOs and ORs to find a job .

The scheme of providing security services to various CPSUs/CPSEs through DGR empanelled ESM(O) run security agencies has been in operation since last 24 years . The security agencies empanelled by DGR operate within the purview of DGR guidelines which are equally applicable to Principal Employers i.e CPSEs/CPSUs . The scheme has grown from strength to strength due to reliability, efficiency, effectiveness, discipline and dedication of retired Armed Forces personnel. It is now considered as one of the most popular resettlement schemes amongst the various schemes of DGR for resettlement of officers and men. As per DGR guidelines, it is mandatory for these security agencies to employ a minimum of 90% ESM besides adhering to other norms. Thus the team of the security agency works in an environment akin to the similar working environment they had worked earlier. This scheme has already been proved a success as it has generated employment/ self-employment opportunities for more than thousands of officers and lakhs of JCOs and ORs. A large number of CPSUs/CPSEs such as IOCL, HPCL, BPCL, PGCIL, BSNL, MTNL, CIL, AIR, Doordarshan, Prasar Bharti, SAIL, GAIL, Airport Authorities of India (AAI), Banks etc. prefer DGR sponsored security agencies and have expressed their trust and satisfaction on the services of these security agencies. It is possible only because all three i.e DGR, security agencies and Principal Employers work in a close coordination under DGR guidelines.

Salient Features of DGR Security Agency Scheme

Commissioners of the particular State.

• Once the PSARA license is obtained the security agency is sponsored by DGR to provide guards to the CPSUs/CPSEs.

• CPSUs/CPSEs award the contract to security agencies under their terms and conditions considering certain guidelines of DGR, after going through the tender formalities.

• Both security agencies and Principal Employers (CPSUs/CPSEs) have to follow the DGR guidelines for the smooth operation of DGR empanelled security agencies and their effecting services.

Benefits of the Scheme to ESM Officers, JCOs and OR

• Provides employment/self-employment to the ESM at a location of their choice and closer to their place of residence.

• For officers, the scheme is a business at a very low investment.

• DGR ensures fixed service charge for security agencies and fixed wage structure for Ex-Servicemen employed as security guards.

• Retired JCOs and ORs get opportunities to work with security agencies closer to their home and get second income.

• Officers can run security agency, as DGR sponsored agency, till they attain sixty years of age and JCOs and ORs can keep working with security agencies till they attain 65 years of age.

Benefit of the Scheme to CPSUs/ CPSEs

• Principal Employers get security services from well trained and disciplined manpower.

• ESM can be trusted more than anyone who are employed for the security duty.

• No threat from any kind of union or political group.

• Least threat of strike/ bandh.

• Involvement of a third party i.e DGR to assist and monitor the functioning of the security agency.

It is an endeavor of DGR to make this scheme viable not only for empanelled security agencies but also beneficial to the principal employers. The main intention of this scheme is to be focused on providing employment to retired Officers, JCOs and ORs during their second innings.

Lt Col Manoj Kumar Mishra, a MADRAS Regiment Officer, presently on study leave, was Joint Director (Security) at DRZS (South), Pune for duration of two years. The officer started the operation of handling of all matters of DGR security agency with respect to States of Maharashtra & Gujrat and stabilized the functioning. All Defence officers after their professional career in defence, have to transit to a new profession after their retirement, be it premature or after full service, which I call it as “SECOND INNINGS”. Defence Officers, JCOs and ORs retire at an early age as compared to the civilian counterpart. There has been a rosy and lucrative picture of civil employment painted to the officers while being in Uniform. I have an experience of passing through this rosy picture and hanged my uniform to achieve success in the civil environment. I presumably failed. It is then I realized that we are unaware of the civil society cultures and norms of functioning. The culture, ethics and norms of civil society functioning is at shear variance to defence culture, ethics and way of functioning to which we have been accustomed to. To my surprise, despite having qualities of management and experience, we defence officers by and large have been reduced to security managers or CSO or security officer of a company, in the wisdom of corporate and are appointed as an Area Manager of a private security company managing their business with very less salary or pay package. Many a times one feels dejected and humiliated for the various reason of conflict. This always resulted in frequent change of job, dissatisfaction, frustration and instability in life.

Most of the defence officers do not have a business background nor they are aware of the business tricks and that’s why one may be scared of taking a plunge in business in the SECOND INNINGS. This is the time when some security agency couches will approach and give lucrative offer to take sponsorship from DGR and outsource the same to them. Many such couches did approach me which I refused and this forced me to think-

• What is there in the business which a civilian can do and I cannot do with vast experience of man management in defence.

• When as an area manager of a security company, I develop business for others, why could I not do for myself and my agency

• What is security agency, what risks are involved , how it can be resolved and why should I outsource.

After deliberate analysis of issues involved and to achieve my goal in my “Second Innings”, I decided to take up self employment to run Security Agency sponsored by DGR and started my

Frequently Asked Questions:- Most of my friends and colleagues have been frequently asking me as to why take sponsorship from DGR when other avenues of business were open and how was it better than employment in civil organisations or running security agency in private sector.

I would like to enlighten our brother officers who are on the verge of hanging uniform, about the benefits of self employment taken up through DGR. How to Start the Business of Security Agency through DGR

We are a bit confused in the beginning, questioning how to start. It is an effort for our brothers who have retired from service and are looking for opportunity to start their second inning in the field of security services. Since most of us are not aware as to how to start this business and are scared, here are few tips for the officers desirous and are new in this business which may give some strength to start up their own business :-

• Before hanging ones uniform, one should carefully carry out analysis of his weakness and strength, interest and finances, assets and liabilities, benefits and losses before taking up the business.

• Once decided select your place of interest and state where one desires to settle down and start up his business. Also carry out a survey and meet the officers already in this business to further understand the norms of this business.

• Before retirement, undertake security course sponsored by DGR and on retirement register yourself with DGR.

• Read Carefully the DGR rules and regulations and apply for empanelment certificate from DGR.

• On receipt of empanelment Certificate from DGR, either hire/purchase a shop or office space depending upon your finances.

• Hire a qualified Chartered Accountant, who will assist you in getting the licenses for “Shop and establishment”, “Service Tax”, “PF”, “ESIC” and “Professional Tax” as applicable. He will also assist you in management of your finances and statutory requirements.

• Now Apply for PSARA( Private Security Agency Regulation Act) License to license issuing authority of the state.

• On receipt and submission of the PSARA license, to DGR, DGR will give Sponsorship for various companies where one is required to fill the tenders as per terms and conditions of sponsorship letter.

• While the sponsorship is in progress arrange for uniforms for security Guards. Store them before hand so that you are not found wanting when contract is awarded to you.

Caution for Freshers : Beware of Security Agency Couches

There are some security agency couches in the civil society who will approach you the moment your name is registered with DGR or empanelment certificate is received. They will give lucrative offers for outsourcing i.e. all documentation will be done by them, all finances will be borne by them, a set amount as remuneration will be paid etc. It has been seen that some officers have fallen in this trap.

A word of caution here that please do not fall in this trap; it will only harm you both financially and officially. These couches will not pay proper salary to ESM security guard, will default in statutory requirements, he will be handling your account and will blackmail you subsequently. He may use his black money through your account and finally when there will be an enquiry by Statutory Government bodies such as Service tax, PF, ESIC etc he will wash off his hands and you as proprietor of the agency will be answerable and will face the enquiry. It is the sole responsibility of the Proprietor to ensure that his agency is flawless in functioning and statutory obligation. There have been instances where officers have landed up behind the bar for violations of statutory obligation due to outsourcing their security agencies to these couches. Therefore, my humble request to all defence officers is not to fall in this trap.

At the end and with my experience of having associated with DGR Sponsored Security Agency since 2014 onwards till date, I can say that DGR has given me strength and helped in establishing my business. DGR gave me the launch pad for starting my business of security agency. My advice to all defence officers who are nearing their retirement to think over and take up self employment with DGR. Self employment with DGR is only successful when it is not outsourced and when you run the agency yourself. DGR sponsored security agency is a golden chance for any retiring defence officer to start up his business in “Second Inning” of his professional life with self respect, dignity and status in civil society. My “Second Inning” of professional career is fully dedicated to DGR.

• VISIT TO SECL AND MCL BY MAJ GEN JAGATBIR SINGH, VSM, DG (R)

As part of his familiarization process and to monitor the coal loading and transportation scheme, Maj Gen Jagatbir Singh, VSM, DGR and Col KS Kalsi, Director (SE) visited the coal mines of Mahanadi Coalfields Ltd. from 14 Jun 16 to 18 Jun 16 and SECL from 10 Aug 16 to 13 Aug 16.The DGR interacted with CMD’s and other senior officials of the mines and discussed various ESM related issues. On his field visit DGR visited all the coal mines and interacted with the ESM directors of coal companies.

• BRIEFING BY DGR TO SUB COMMITTEE OF STANDING COMMITTEE ON DEFENCE

On 08 July 2016 the Sub Committee of the Standing Committee on Defence was briefed by Maj Gen Jagatbir Singh, VSM DGR on the Resettlement on Ex-servicemen. The briefing highlighted all the resettlement options available for ESM and the challenges and recent initiatives on the same.

• DGR ADDRESS TO RETIRING OFFICERS OF THE SERVICES

Every month a fairly large Number of Officers from the three services superannuate/released on request and there is an requirement for updating them on their pensionary entitlements, handing over their retirement documents and most importantly disseminating the latest options and avenues for a second career, post retirement. The office of DGR conducts a lecture at such retiring officers’ seminars organized by Army, Navy and Air Force every month. The lecture includes info about DGR registration process, all resettlement employment and training initiatives as well as latest requirements received from the environment. DGR publicity material is also disseminated to the retiring officers. Feedback reveals that the event is very well received by retiring officers fraternity.

• DGR PRESENTATION AT KSB MEETING

30th Meeting of Kendriya Sainik Board was held on 21st July 2016 at Vigyan Bhawan, New Delhi under the Chairmanship of Hon’ble Raksha Mantri. In his opening remarks, Secy ESW welcomed the participants and updated them about the various initiative undertaken by ESM for the welfare of ESM/Dependents and developments in this direction which have taken place after the last meeting of the Board at 27th June 2011. Thereafter Hon’ble RRM appreciated the work being done by the Armed Forces, both in war and in peace time and impressed upon the all stake holders who look after the welfare of ESM and their families, especially providing ESM with second career who retire at a very young age. Hon’ble Raksha Mantri in his inaugural address updated about the upward revision of the rates of financial assistance/scholarship being provided to the ESM/Dependents. He also updated about the systemic reforms like delegation of powers to

the States for processing of applications of ESM/dependents for financial assistance etc. This was followed by the presentations by Secy, Kendriya Sainik Board, DGR and MD, ECHS on the various programmes/services being provided by them to ESM/dependents.

• DGR PRESENTATION TO ANGOLAN DELEGATION

The Angolan Delegation headed by Mr. Candido Pereira dos Santos Van-Dunem (Minister of former Combatants and a fatherland Veteran) accompanied by Ambassador of Angola to India & other dignitaries visited India from 02 May 16 to 07 May 16. 04 May 16 was dedicated by them for interactions with Dte of Ex-serviceman Welfare and all attached offices including DGR, KSB & ECHS.

The event started with presentations on various aspects of ESW, at ‘Kota House’ New Delhi. Secretary ESW, MOD, Shri Prabhu Dayal Meena played the chief host. Also present were both the Joint Secretaries of ESW, officer reps of DGR, KSB, ECHS and officials from MOD.

The presentations were followed by discussions and thereafter, a banquet (lunch) was hosted for the delegation.

Post lunch, the delegation visited “MDI” and “Saksham Centre for professional excellence” at Gurgaon, to have a firsthand feel of the training institutes which were imparting training courses to retiring servicemen. Thereafter, the delegation visited ECHS polyclinic & Base Hospital, before retiring for the day.

At each of the training institutes, a welcome briefing was conducted before being taken on an interactive visit of the respective campus.

ESM Rallies

DGR rep officers participated in the ESM Rally organized in Bahadurgarh. ADG DRZ (W), Director (Publicity) and Joint Director (RMC) represented DGR at Bahadurgarh ESM Rally. A DGR Stall displaying updated Publicity Material facilitated ESM to enhance awareness about DGR.

EX-SERVICEMEN

RE-EMPLOYMENT IN GOVT./ BANKS/PSUs

It is a misconception in the minds of the soldiers, both Officers and PBORs that, the second career of the ex-servicemen begins only once the person retires. Planning is very much a part of process of retirement and taking up the second career.

STAGE – I: An Ex-Servicemen needs to start PLANNING two years in advance to prepare himself for the Re-employment.

STAGE-II: This proper PLANNING will eventually help in at this stage of ACTION, when he needs to apply for civil posts.

In accordance with DOP&T Om No. 36034/2/91-Estt (SCT) dated 03 Apr 1991, “a candidate working in Armed Forces would become eligible for applying for civil posts only when he completes the prescribed period of Army Service within a year from the last date for receiving application in connection with Special recruitment / Examination, etc., prescribed by the Competent Authority. Since, the appointment of such a candidate is subject to his submitting documentary evidence that he has been duly released / retired / discharged from the Armed Forces and qualified as an Ex-servicemen, such a candidate shall be required to submit with his application an undertaking duly signed by him.”

STAGE III: With proper PLANNING and ACTION, the Ex-servicemen will be having number of options to choose from by the time he reaches STAGE III, where he just needs to EXECUTE the options available.

BELIEVE IT OR NOT!

It was in the month of May when the weather is hot in Northern region and raining in southern part of India. I was traveling by train towards my home town situated in Tamil Nadu.

One elderly lady was sitting opposite to me. For some time she was quiet. The train started and whole night passed away. In the morning hours at around 10 o’clock the lady started talking to me and narrated her experience. She said that when ever she goes down the south, the overbridge of River Krishna breaks and she had to face many problems every time and finally reach the destination late. After listening to this, I started praying to God that this should not happen to me and I, along with my family and all co-passengers should reach the destination safely.

The train was to enter the Bridge of Krishna River; everyone who heard that lady’s experience was a little bit frightened and their heart beat increased due to tension and with folded hands we started praying to ‘God’ to cross the bridge without hurdle. It happened and our train crossed, everyone was extremely happy, thanking ‘God’, every one slept well that night and got up afresh in the morning.

When our train was to reach Chennai Central station there was a message received by one of the co passenger in his mobile that the Bridge of Krishna River had broken last night and our train was the luckiest and last train to cross it. Everyone was astonished and shaken, could not

speak to each other or express anything for few minutes.

FADED PAIR OF JEANS

1. Through the woods, full moon up in the sky peeping through the clouds. A far distant lightening & its sound of thunder left me cold as I walked. I walked as I am in the comatose of winning, I walked as the Legacy and Glory compels me to, I walked as I always say “No pain” “No pain” “No pain”, regardless someone inside of me in dying and crying out of pain. I am doing the “Camp Rovers” in National Defence Academy, NDA.

2. It all started when a young boy straight out of secured environment of family made it to NDA. The dreams of adventurous life were seeming real. A boy afraid of darkness and snakes was afraid no more. A boy from clares in his faded jeans made it to ARMY where only IITians and Doctors were born.

3. My mind was wandering, body was walking and as the lead from the others increased, we decided to take a short nap for others to catch up. As I dreamt out of my precious power nap, I just saw we savouring the best meals made by my mother, hanging out with my friends back home at Agra, enjoy lovely cold coffee after reaching back to Academy but soon to wake up to a small pat and words, “Hey buddy get up, I think Ahindro has caught up and this time it’s a stretcher carrying turn for me” and before I could utter a word, back came the retort “See you are the only one walking with 25 Kgs, rest everyone has already taken a stretcher & now its your turn”. Alas I got up and with feet drenched in sweat I moved on. We moved through the mountains, we moved through the rivulets, we moved through the feelings and tendencies which holds us saying “This is the limit”. And yes that’s what our initial days in Academy taught us. Walk till the time your pain submits to your will, no matter how much the load one carries because in the end the more it fades the more it shines. Yes this is my life and my faded pair of jeans.
