RULES & REGULATIONS

1. Introduction Shaheed Vijay Singh Pathik Sports Complex has been set up

by the Greater Noida Industrial Development Authority as a part of development and growth of Sports in Greater Noida City. The name of the body will be Greater Noida Industrial Development Authority (GNIDA), Sports Complex. It will have flood lit Tennis, Basketball, Volleyball courts, an Indoor Aquatic Stadium and playing facilities for Squash, Table Tennis, Billiards, Cricket, Football, Hockey, Aerobics, Yoga, Multigym, Swimming, Jogging and Skating. Facilities for other sports may be added subsequently.

2. Objectives The objectives of the Shaheed Vijay Singh Pathik Sports

Complex (hereinafter called the Sports Complex) are:-(a) To provide recreational & healthy environment to the

citizens of Greater Noida keeping in view the requirement of Master Plan.

(b) To induce sports activities and spirit of mutual help and goodwill among citizens of NCR (U.P.) in general and members of the Sports Complex in particular.

( c) To promote various sports e.g. Tennis, Cricket, Football, Basketball, Volleyball, Squash, Table Tennis, Badminton, Swimming and other team & individual games.

(d) To buy, prepare, supply, sell or deal in all kinds of apparatus/ materials used in connection with games provided by the Sports Complex.

(e) To purchase, hire, make or provide and maintain all kinds of furniture, implements, tools, utensils, linen, stationery, cards and other items required in connection with the running of the Sports Complex.

(f) To hire, engage and employ markers, coaches, instructors, grounds men and other staff required for day to day running of the complex and to pay to them as per service conditions as may be agreed upon.

(g) To work under overall control, supervision and direction of the Management Committee under the chairmanship of Honorable CEO of GNIDA for promotion of Sports facilities in Greater Noida.

(h) To do all other lawful things as are incidental or conducive for the attainment of the above objectives.

( i) The Management Committee shall have power from time to time to make, alter and repeal all such rules/bye-laws as they may deem necessary or convenient for the proper conduct and management of the Sports Complex.

3. Membership

4 Individual Membership Any Individual above 21 years of age shall be eligible for

becoming a regular member. The membership once granted shall not be transferred. Individual member can nominate his/her spouse and children (between ages of 5 years to 21 years) as dependent. It is necessary to nominate dependents at the time of applying for individual membership. The annual subscription in respect of dependent members as prescribed from time to time shall be effective from the date of approval of individual membership. The total annual subscription shall thus be calculated as per the family details given by the member. The dependent members once nominated are liable to continue as dependent members till they attain the age of 21 years, the eligible age for Associate Membership. The Management Committee however reserves the right to refuse or accept the membership of the dependents.

(d) Senior Citizens Membership

5.2 Any member who gets married after obtaining the membership of the Sports Complex may get his/her spouse included as dependent from the date of marriage. Similarly, children on attaining the age of 5 years are permitted as dependents. The onus of including the name of dependents and payment of their subscription lies with the member. The annual subscription in such cases shall be effective from the month of their getting married or children attaining the age of 5 years.

5. Dependent Membership

Various categories of membership are given below and are defined in succeeding paragraphs. Membership in respect of all the categories will be approved by or on behalf of the Management Committee. Membership, however, only provides playing rights in the Sports Complex.

5.1 Spouse and legal children-between the age of 5 years to 21 years, are eligible to become dependent members. Dependents, however, have to be nominated by the member and their details should be disclosed in the application form/bye-laws form at the time of applying for any category of membership.

5.5 The individual member intending to enroll his dependents as members at a later stage shall have to pay the annual subscription as applicable with retrospective effect i.e. from the date of approval of his/her membership.

6.1 The annual subscription for Associate members will be same as for the individual members.

6. Associate Membership

a) Option to become Associate member must be exercised within one year of attaining the age of 21 years.

On attaining the age of 21 years, the dependent children of a member who have used the complex for a minimum period of one year may apply for Associate membership if he/she wishes to continue the use of the complex. Depending upon the availability of vacancies, the Sports Governing Board/Council may grant Associate Membership subject to following conditions:-

b) Payment of a non-refundable entrance fee is equivalent to 50% of prevalent entry fee.

5.3 Unless payment of subscription for dependents is made from the date of approval of individual membership, dependents will not be issued the membership card.

5.4 Dependent children will cease to be dependent member on attaining the age of 21 years. They must surrender their membership card.

5.6 Dependent cards will be issued for a period of 2 years at a time and new cards will be changed every 2 years with latest photographs.

7. Senior Citizens Membership

Public sector and private commercial firms are eligible for corporate membership subject to approval and payment of prescribed entrance fee. Five nominee will be allowed to use the facilities on annual subscription as prescribed from time to time. The sponsoring firm may get the name of nominee changed by giving prior intimation and taking approval before change of nominee is affected. The cards of the previous nominees will be surrendered.

9. NRI Membership NRIs are eligible to obtain individual membership subject to

payment of prescribed entrance fee. The entrance fee should be paid by draft in Rupees from non- resident account of the NRI through a scheduled bank along with a certificate from the bank certifying that the amount has been debited from NRI account of the individual.

Senior Citizens membership is meant only for those who have attained the age of 60 years. This will be against proof of age. Only spouse will be permitted as dependent member.

8. Corporate Membership

6.2 Associate members are not permitted to add dependents & to bring guests.

Temporary membership is for a period of 3/6 months on one time non-refund-able payment of fee as prescribed. It is family membership. Spouse and children constitute the family. 10.2 Applicant is required to submit two stamp size photographs of self and dependents for separate membership cards. A copy of birth certificate for dependent legal children between the age of 5 years to 21 years is also required.

Past and present Chairman, Vice Chairman, Members, ACEO/DCEO, G.M. (Finance), G.M. (Planning), G.M. (Project), D.M. Gautam Budh Nagar, Secretary of Governing Body and Management Committee will be the Honorary Members.

Only Central/State Govt. Officials residing within the radius of 10 Kms. from the complex are eligible for this type of membership, subject to approval by the Screening Committee and on payment of non-refundable fee for 3/6 months/1 year for the applicant, spouse and children (children below 21years). Officials working in Banks, Public Sectors and Autonomous bodies are not eligible for this type of membership.

10.1 Temporary membership is given by the Secretary on first come first serve basis and on availability of vacancy.

This is offered to Arjuna/Laxman Awardees or to exceptional National /International players residing in NCR (UP) as per the rules framed by the Sports Governing Body. Special Honorary member will be exempted from paying the entry fee but will be charged normal annual subscription as per prescribed rates.

This type of membership is restricted only to employees of the GNIDA, NOIDA and YEIDA.

Guests can be brought by the regular member to avail facilities of the Complex as per bye-laws of the Complex. The name of the guest and that of the member will be entered in the book kept for the purpose. The duty in-charge has the right to refuse or accept guest membership.

18.3 Not applying or collecting the cards will not be an excuse for not paying annual subscription/using the facilities without having the membership card.

18. Membership Card

Causal membership (valid for the day) may be allowed by Complex in-charge. This category of membership will be allowed subject to availability of sports facilities.

18.2 It is the responsibility of the member to apply for preparation of membership card and to collect it after the due date.

15.2 Management/duty in-charge has right to refuse any guest during peak hours i.e. 6.00 to 8.00 AM and 7.00 to 9.00 PM (in summer) & 6.30 to 8.30 AM and 6.30 to 8.30 PM (in winter) for any facility.

19. Entrance fee and Subscription Fee for Membership

The following are the rates for entrance fee and annual subscription. These are subject to revision from time to time.

15.1 A member will be responsible for the conduct of his/her Guest.

17. Membership of widows/ widowers In the case of widow / widower of a deceased individual

member who applies to be admitted as an individual member, she/he may be made a member subject to the approval of Management Committee. No entrance fee shall be payable in such cases .However, previous outstanding dues will be settled before membership is allotted.

18.1 Each member and dependent member will be permitted to use the facilities only on production of membership card. Separate membership cards for members and dependents are required to be made on payment as prescribed from time to time. Member's /dependent's coloured photograph of size1” x 1 1/2” has to be affixed on the card.

18.4 If a card is lost the member has to apply for duplicate card along with copy of Police Report. In case of loss of card by dependent, a request is required from the member for duplicate card.

18.6 Validity of dependent card for children is 5 years or the date of attaining the age of 21 years whichever is earlier. On completion of 5 years from the date of issue of the card the member should apply for the fresh card especially for the dependent on payment and surrender the old card.

18.5 Loss of card will invite penalty of Rs. 100/- or as revised plus additional charges as prescribed for making a duplicate card.

21.2 GNIDA officials who are working in the Sports Complex in various capacities are exempted from paying subscription including their dependents as long as they are working in the Sports Complex.

21.3 GNIDA Engineers, Architects etc. who are associated with the development of sports Complex would also not be charged annual subscription till such time they are associated with the Sports Complex. Such cases will be processed & approved individually by Secretary, Management Committee on receipt of written request from the members.

Membership can be terminated for any of the following reasons:-

(a) On the Member's request.

22. Termination of Membership

(b) For non -payment of dues for a period of 3 months or more. The Management Committee will not be responsible for non-receipt of letters/dues notices by the members.

(c) For misconduct or any act considered prejudicial to the good name and smooth functioning of the Sports Complex or infringement of rules, regulations and bye-laws of the Sports Complex or if any member is adjudicated as bankrupt or insolvent.

23. Non-Payment of Dues

(d) If being a subject of a foreign State where war has been declared between India and the state for which he/she is a subject.

(f) If in the judgment of the Management Committee, Sport Complex, the continuance of the membership is prejudicial to the interest of the Sports Complex.

(e) If any member is convicted for any offence considered as misconduct or moral turpitude by the Management Committee.

(g) The members are not allowed to form any Forum or Association or any Union activities within the Shaheed Vijay Singh Pathik Sports Complex, failing which, such members will be liable to be expelled from membership and their membership will be terminated. In this behalf, the decision of the Management Committee or CEO, GNIDA shall be final & binding.

In all cases where it is necessary to give notice to members under any of the rule, it shall be sufficient that such notice be sent or posted to their last known address, save as otherwise provided.

24.2 Proof of out of station / residence submitted for restoration of membership will not be entertained for absentee membership of period (affected period) for which membership remained under cancellation.

26. Infraction of Rules & Bye-Laws

iii) If any member is proceeded against for any offence considered as misconduct or moral turpitude by the Management Committee.

24.1 Request for restoration of membership will not be entertained where membership was cancelled:-

Restoration of membership is normally not permitted except in exceptional cases if applied within a period of two years subject to the satisfaction of Secretary, Management Committee and on payment of 1/3rd of the current membership entrance fee along with up to date payment of arrears including the period for which membership remained under cancellation. Restoration Charges will be based on the status of membership category on the date from which membership stood cancelled i.e. if the member defaults after becoming Senior Citizen, only then will the restoration charges be based on entry fee/ annual subscription as applicable to Senior Citizen.

24. Restoration of cancelled Membership

The Management Committee is empowered to suspend the membership of any member for infraction of rules and bye-laws and can disqualify him/her for the use of complex facilities.

25. Notices to Members

registered notice addressed to his last known address as per records of the complex asking him to clear it within 15 days of the issue of notice. If the member fails to pay the dues within the stipulated period, his / her name will be put up in the defaulter's list on the complex's Notice Board for another 15 days and thereafter his membership will automatically stand terminated.

27. Conduct of Members In case the conduct of a member or dependent, in the opinion

of the complex in charge, is injurious to the character and interest of the complex, his/her membership shall be suspended/ terminated.

28. Absentee / Outstation Membership

28.1 Members who may be remaining temporarily out of NCR (UP)/Country for a minimum period of three months at a time may apply for absentee (Outstation) membership. This will commence only from the date of their departure and subject to the receipt of written communication along with documentary proof in the form of office order, transfer certificate, passport/ visa etc.

Absentee (outstation) membership will be approved on the surrender of cards which can be reclaimed on return by the member.

28.2 Dependents will also be treated as outstation absentee members along with the member. Dependents, however, can be granted permission for being outstation absentee members separately if they are staying outside for studies etc. subject to providing proof and surrendering of cards.

28.3 Not using the complex for any reason is no excuse for claiming absentee (outstation) membership.

29.4 Satellite towns like Noida, YEIDA, Faridabad, Gurgaon, Ghaziabad, Delhi are treated as being within NCR.

28.6 Absentee (outstation) membership will be granted for a maximum period of five years continuously.

28.7 Absentee (out-station) membership will not be granted ex-post- facto. It will commence from the date of receipt of written request & completion of usual formalities.

29. Use of Complex by Govt. / Recognized Schools / Colleges/Institutions.

Permission to Schools/ Colleges to use the facilities of the complex can be granted on batch booking basis for a period of one month. This is applicable to games like Basketball, Football, Hockey, Table-Tennis, Badminton, Squash, etc. on nominal charges as fixed from time to time for each category per hour per month. This permission will be granted subject to availability of grounds/ courts/tables.

28.5 Annual subscription for absentee membership is Rs.1200/- or as revised.

30. Copies of Rules & Bye-Laws

30.1 A Copy of the rules & bye-laws will be available in the Complex Administrative office for any reference and shall be furnished to members of the complex on payment of Rs.500/- or as revised on demand taxes extra, as applicable

30.2 Any person who has taken up membership of the complex is bound by the rules, regulations and bye-laws of the complex.

31. Utilization of Sports facilities by students who are not members.

Students are permitted to use sports facilities at sports complex between 10.00 AM to 4.00 PM on production of their Identity Card as well as school permission. Other rules and regulations & bye-laws of the complex will remain the same for them.

The members, their dependents / guests and other persons are required to take all precaution so that no loss, injury or damage is caused to any person. The GNIDA and/or the Management of the Sports Complex shall not be responsible for any injury, loss or damage sustained or caused to any member, his/her dependents, any other person brought to the Complex or passing through the Sports Complex or using any

32.1 Apart from the complex coaches, no other private coaching is allowed in the complex from the members or any guest and other persons. Complex authority will not be responsible for cheating or any misconduct by such persons.

34. Compensation against Any Loss/ Injury/ Damages

The timings of opening and closing of Shaheed Vijay Singh Pathik Sports Complex and of any facility provided therein will be as per the order of the Management Committee. Normally, timings will be 6.00 AM to 9.00 PM in summer. In winter, the sports complex will open at 6.30 AM and members can use the facilities up to 8.30 PM. Monday will be observed as closed day for sports facilities. The Management Committee may set apart specific timings/ days for use of facilities by juniors, for coaching and training too. The Management Committee may also prescribe specified days on which guests may not be allowed.

33. Timings

Coaching in certain disciplines is available in the complex. The complex engages the services of qualified coaches from time to time. Details of coaching classes & fee can be obtained from the office of the sports complex.

32. Coaching

32.2 If somebody is found indulging in private coaching, the complex authority has full right to debar such member/ coach from the complex and disciplinary/ punitive action will be initiated against such member.

The GNIDA and the Management shall not be responsible for any loss, injury or damage caused to any person on any account including the negligence or otherwise of other member or persons of the complex or using the Complex and the GNIDA and its Management shall be kept indemnified and shall always be kept indemnified by the members and other persons.

No compensation whatsoever will be made by way of refund of money or adjustment against future play in the event of failure of power supply, bad weather, rain or for any other reason beyond the control of the Management.

NOTE:

2. No bills will be sent for annual subscription. Members will be required to clear their dues on or before the 31st March of every calendar year.

3. It is mandatory to show the membership card/receipt to the Security Personnel at the gates / Game Supervisor before entering into the facility area. Membership card can be checked at any time anywhere by complex authorities.

35. Refund of non-utilization of Sports Facility.

1. It shall be the responsibility of the applicant to enquire about approval of his membership within 30 days from the date of submission of application form, if approval/non-approval of membership is not received. Non-receipt of such a letter shall not tantamount to any claim of the member.

on all days of the week except Monday which will be observed

as closed day for sports facilities and on days specified by the

Management from time to time and on three National holidays

(i.e. 26th January, 15th August and 2nd October). The complex

will normally remain open from 6.30 AM to 8.30 PM. in winter

i.e. 1st December to 28th February and from 6 AM to 9.00 PM

in summer i.e. 1st March to 30th November. The complex will

remain closed on Holi, Deepawali and Dussehra.

3. Detailed timings for various sports/activities would be

approved by the Management Committee. These will however

be notified from time to time.

Members, their guests and dependents shall not abuse any of

the member having any occasion to find fault with any person

of the staff of the complex, a report of the case should be made

Dogs/ pets are not allowed in any part of the complex. For each violation of this bye-law, the owner of the dog/pet may be charged/ fined up to Rs. 2,000/- or as revised by Management Committee from time to time.

Full value will be charged for all breakages of the complex property from members, their guests and dependents or their servants. However, if in the opinion of the Management, the breakages are willful, the members may be required to pay up to six times the value of the article.

9. Supply of plants, Seedlings & Saplings

Selling of any material of any kind other than by the authorized shop in the complex premises is strictly prohibited. Disciplinary action will be initiated against such person.

12. Suggestions & Complaints

Suggestions and complaints, if any, should be entered in suggestion/ complaint book kept for this purpose and can be obtained by any member from the Asstt. Manager / Dy. Manager/Manager. The suggestion/ complaint will be looked into by the Administrator and the Management Committee and disposed of accordingly. Spouse and dependent children are, however, not permitted to enter any suggestion or complaint in the suggestion/ complaint book. This may be done by the members themselves.

13. Articles of the Complex

11. Breakages

Properties of the complex such as furniture, crockery or other equipment will not be issued/ lent to any member or to any organization outside the complex premises.

14. Pets

Sale of plants, seedlings & saplings is not permitted. Members will not ask gardeners or any staff member for the same. Gardeners are forbidden to supply plants, flowers etc. to members.

10. Selling of items/ materials

8. Tipping to Staff

No member shall give any money by way of tips to any complex staff. The staff/ complex employee is prohibited to solicit or accept gratuities.

19. Parking of Vehicles

Members will ensure that proper decorum with regard to wearing of dress in the Shaheed Vijay Singh Pathik Sports Complex is always maintained. Under no circumstances the gentlemen/women will be permitted to visit the complex in Vest Chappals/ Bathroom slippers or dressing gown etc.

20. Members/dependents shall be liable to pay the penal charges as prescribed in case of parking in the “No parking area”.

15. Cycles/ Scooters

The management will not be responsible for payments made in cash.

22. Over speeding in the Complex

While entering the Shaheed Vijay Singh Pathik Sports Complex, cars/ scooters/ motorcycles must slow down to a speed of not more than 10 km. per hour. Over speeding and honking of horns on the complex roads is not permitted.

18. Cheques cannot be encashed by members. The use of Shaheed Vijay Singh Pathik Sports Complex funds for encashing of member's cheques is strictly forbidden.

Members will park cars/scooters/motorcycles etc. in the proper area specified for the purpose out side sports complex.

24. Proper sports kit will be worn for each sport/game as designated in the bye-laws.

21. Shaheed Vijay Singh Pathik Sports Complex shall not be held responsible for the loss of any vehicle or any belongings or fitments either kept inside or fitted in the vehicle.

Any printed material or circular for the notice board of the complex must be sent to the Secterary of the Shaheed Vijay Singh Pathik Sports Complex for approval and got initialed by him before being placed on the notice board. Members are not permitted to place any notice. Notices will normally be displayed for a week only.

Cycling, riding scooter and motor cycles on the lawns/ courts of the Shaheed Vijay Singh Pathik Sports Complex is not permitted. Cycles and Scooters/ Motorcycles should be parked in the Cycle/Scooter parking.

Shooting (Still/Video) in the premises of the Shaheed Vijay Singh Pathik Sports Complex is not permitted without prior approval of the Administration.

25. Refreshment

Food Courts are located at convenient places for the convenience of members.

26. Drinking & Smoking

Consuming liquor or alcoholic drinks and smoking in the premises of the is Shaheed Vijay Singh Pathik Sports Complexstrictly prohibited. Members are requested to cooperate and avoid indulging on drinking or smoking.

27. Shooting/ Photography

Chairman, Management Committee is empowered to suspend any member and dependent for indiscipline as per rule 23, 28 & 29 of the . The Shaheed Vijay Singh Pathik Sports Complexfollowing actions will be taken on suspension of member:

d) After holding an inquiry if the member is found innocent, he/she will be liable to clear the arrears. If the member is found guilty, his/her membership will be terminated after a formal enquiry.

29. No arms and ammunition are allowed in the premises of the complex.

31. Chairman, Management Committee will be the sole arbitrator for all distribute and exemption in charges etc.
