I. DEFINITION OF safe to wear

safe to wear is defined as a product safety standard that:

•HasbeendevelopedbyInditexinconformitywiththemoststringentlegislationonproductsafety.

•Regulatesproductfeatureswhichifpresentinproductcouldpresenthazardsforsafetysuchasentrapment,strangulation,tripping,choking,cutsandpuncturewounds.

•Additionallysafetowearsetsrequirementsforparametersnotcontemplatedbythelegislationbutarecon-sideredtobebestpractice.

•LastlysafetowearincludestheGeneralProductSafetyDirectiveastheEUregulationofmandatorycom-plianceforallInditexsuppliers.

safetowearisofgeneralandmandatoryapplicationforallclothingandtextileproductsgarmentssuppliedtoIn-ditexandcertainaccessoriessuchasbelts,hatsandscarves.

Theresponsibilityofthemanufacturersand/orsuppliersforguaranteeingcompliancewiththeproductssuppliedtoInditexwithsafetoweardoesnotexemptthemfromcomplyingwithanyotherLaworActthatappliestothesearticles,evenifitisnotspecificallyincludedinthisStandard.Formoreinformationaboutthecommitmenttocom-plywiththisstandardseeAnnexV.

Productsnotincludedinthescopeofthisstandardare,amongothers:jewellery,sunglasses,watches,foodcon-tactarticles,carpets,curtains,sheets,toys,candles,electricalandelectronicdevices,cosmeticandcleaningpro-ducts,homefragrances,householdproducts(non-textile),decorativeitems,furniture,cots,highchairs,bassinetsandsimilarproductssuppliedtoInditex.

Theexclusionofotherarticlesdoesnotexcludethecompliancewithanyapplicablelaworregulationand/orcertainspecificstandardsofInditexgroupforsucharticles.Formoreinformationandfortheresolutionofdoubts,refertothepurchaserofreferenceand/[email protected].

TheSupplierisresponsibleforthecomplianceoftheproductssuppliedtoInditexwithsafetowear.

Lastly,andregardlessofthecommitmentacceptedbytheSuppliertocontroltheparametersregulatedinsafetowear,Inditexwillverifyitscorrectimplementationatanyphaseofthemanufacturingprocessofthoseproductsthataremanufactured,commercializedand/ordistributedbyit,bycarryingout“Routine”and“RandomSample”analysisondetermined“Models/Quality”atanypointoftheir“ProductionCycle”.

Flammability

1. What is it?

Flammabilityisdefineastheabilityofamaterialorproducttoigniteandburnwithaflameunderspecifiedcon-ditions.Fabricflammabilityperformanceismainlyclassifiedaccordingtoflamespreadspeedandthewayofthebasefabricburns.

2. Where is the risk?

Non-acceptableflammabilityperformanceforafabric,whenitcomesintocontactwithaflame,couldbeduetodifferentfactors.Aparticularlyhighriskarisesfromtheuseofthefollowingfabricsand/ormaterials:

1)plainsurfacefabrics:

o Fabricsmadeofnaturalorregeneratedfibers(e.g.cotton,viscose,linen,silk)withafabricweightlessthan90g/m2.

o Fabricsblendweighinglessthan90g/m2andmadeofnaturalorregeneratedfibersandanyofthefo-llowingfibers(oracombinationthereof):acrylic,modacrylic,nylon,olefin,polyester,wool.

2)Allraisedsurfacefabrics,especiallythosefabricswithapileaveragelengthlongerthan0.5cm.

3)Fabricsmadeoforcontainingfeathers.

Thedesignandconstructionofthegarmentwillalsohaveanimpactonitsflammabilityperformance,forexamplegarmentswithtasselsorfringes.Thisshouldbeconsideredaspartofgarmentsafetyassessmentalongwiththepotentialimpactofanynon-textilematerialsandcomponents.

Thegreatestflammabilityhazardariseswhenaparticularmaterialconfigurationandcompositioncanbeignitedandisconsumedintheshortesttime.

6. How can it be avoided?

Theriskofabadflammabilityperformanceofagarmentcanbeavoidedbyacorrectselectionofthefabricsandanappropriategarmentdesignconstructioninordertoreducetherateofflamespread.Thiscouldbeachievedbyapplying,amongothers,thefollowingpreventivemeasuresandproductioncontrol:

a)Selectionofthickerandheavierfabrics.

b)Useofacloserfabricconstruction.

c)Choosepreferablysyntheticfibersorintimateblendsofyarnsifpossible.

d)ApplycorrectflameretardantsincompliancewithourCleartoWearrequirements.

Mechanical Safety: Cords Drawstrings and Loops

1. What are they?

Certainfeaturesofthedesignofgarmentsthatmaypresententrapment,strangulationandsimilarhazards,basedonitsdimensionandpositioninthegarment.Suchfeaturesincludedrawstrings,decorativeorfunctionalcords,adjustingtabs,tiedbelts,sashes,beltloops,shoulderstrapsandties,amongothers.

2. Where is the risk?

Thelevelofriskislargelydeterminedbythepositiononthegarmentofthesefeaturesandtheirlengthorsize.

Cords,drawstringandloopsonchildren´sclothinghavebeenimplicatedinseveralfatalitiesinthepast.Nationalaccidentstatisticsshowthattherearemanydifferentaccidentsdepending,amongothers,onthepositionofthefeatureandtheageandbehaviourofthewearer.

ThisriskshallbeconsideredandevaluatedinallgarmentsintendedtobewornbyChildrenfrombirthupto14years.

5. What are the acceptable limits?

Garmentfeaturessuchasdrawstrings,cords,loops,ties,adjustingtabsetc(bothfunctionalanddecorative)areprohibitedincertainareasofthebodyandlimitedinlengthdependingonthetypeofgarmentandtheageofthewearer.

Inditex Global Standard:

General Requirements (0 up to 14 years old)

- No knots or 3D embellishments on free ends or along the length of drawstrings, functional cords, or tied belts or sashes. - Toggles allowed only on drawstrings with no free ends or in decorative cords. - Drawstrings, to be attached to the garment in at least one point equidistant from the exit point.- Zip puller max. 7.5cm in length.- Fixed protruding loops or loops in fixed bows shall be no more than 7.5cm in circumference.- Flat loops, no more than 7.5cm in length.

Head, neck and upper chest area (Zone A)

Young children ( 0 to 7 years old) Older children and young persons (7 up to 14 years old)

- Drawstrings or functional cords are not permitted.- Decorative cords: NOT permitted on hood or back of the neck. In

neck or upper chest area, decorative cords shall:- max. length of free ends less than 7.5 cm- not made from elastic or able to tie across the throat- no knots or 3D embellishments

- Adjusting tabs: Max. 7.5cm in length and with no toggle, button or buckle in the free end that may present an entrapment hazard.

- Shoulder straps: no free ends external to the garment when worn, adjustment is allowed inside the garment, or clip or fastening if any loop formed lies flat to the body when worn. Decorative cords on shoulder straps with no free ends >7.5cm long or fixed loops no more than 7.5cm in circumference.

- Halter neck-style garments to have no free ends in the neck and throat.

- Drawstrings: No free ends and no protruding loop when the garment is open to its largest and laid flat; when open to its smallest, max loop circumference less than 15 cm; adjustment toggles, if used, to be fixed to the garment.

- Functional cords: 7.5cm max length and not made of elastic.

- Decorative cords: max 7.5cm. including any attachment or 3D embellishment and not made of elastic.

- Adjusting tab: same as for young children.- Shoulder straps: Free ends no longer than 14cm

from the point at which they are to be tied; fixed loops max 7.5cm in circumference; if adjustable, the strap including any loop to lie flat when worn.

- Halter neck-style garments to have no free ends in the neck and throat.

SHALL NOT HAVE:a) Free ends of drawstrings longer than 20cm at each end (measured in a relaxed natural state).b) Protruding loops on drawstrings with no free ends, when the garment is open to its largest and laid flat. Toggles for adjustment of drawstrings with no free ends, must be fixed to the garment.c) Functional cords longer than 20cm.d) Decorative cords longer than 14cm including any embellishment.

Other garments (such coats, shirts, dresses, dungarees...):

a) Free ends of drawstrings longer that 14cm at each end (measured when open to its largest and laid flat).b) Same as garments worn from waist down.c) Functional cords longer than 14cm.d) Same as garments worn from waist down.

- Adjusting tabs not longer than 14cm. - Tied belts or sashes intended to be tied at the front or at the side of the garment shall be no more than 36cm in length

hem of the garment when untied.

Lower edge of garments which hang below the crotch (Zone C – All ages):

- Include garments where the hanging position is unclear.- Drawstrings, functional cords or decorative cords, including any toggle, shall not hang below the lower edge of the

garment and shall lie flat against the garment when is tightened or fastened.- Drawstrings, functional cords or decorative cords shall not be outside the garment in garments designed to finish at the

ankle, such as trousers, skirts and coats.- Adjusting tabs: no longer than 14cm, no entrapment hazard on the free end (such buckle, button or toggle) and not hang

below the lower edge of the garment.

Back area (Zone D - All ages) :

- No drawstrings or functional cords to emerge from the back of the garment or to be tied at the back.- Decorative cords no longer than 7.5cm and shall not have any toggle, knot or any other 3D element that could present

an entrapment hazard.- Adjusting tabs no longer than 7.5cm, shall not have any entrapment hazard on the free end, and shall not hang below

the lower edge of the garment. - For tied belts or sashes, same requirements as in the chest and waist area.

Sleeves (Zone E - All ages):

- Drawstrings, functional cords and decorative cords: - At the lower edge of long sleeves shall not be outside the garment when the garment is fastened.- If positioned below the elbow on long sleeves, shall not hang below the lower edge.- Free ends shall be no longer than 7.5cm. - On short sleeves, provided the sleeve finishes above the elbow, maximum protruding length shall be less than:

-For young children (0 up to 7 years old): 7.5cm.-For older children (7 up to 14 years old): 14cm.

- Adjusting tab: no longer than 10 cm in length and not hang below the edge of the sleeve when open.

Other parts of the garment:

Drawstring, functional and decorative cords: to protrude not more than 14cm when the garment is open to its largest and laid flat.

China specific Requirements:

General:

- Cords and drawstrings definition implies a ratio in length to width more than 2:1.- Zip pullers are limited to 40mm in length. - Free ends of any type of cord shall not have knots, toggles or any other 3D embellishments.

Head and neck area (Zone A)

Young children ( 0 to 7 years old):- Decorative cords are NOT allowed.- Bows are only permitted in the head and neck areas if stitched to the garment so there are no loops or cords with free

ends.- Hats with decorations such as ears or antenna are permitted only if the length to width ratio is less than 2:1, and they do

not meet the definitions for cords or drawstrings in GB 31701.- Halter neck-styles [neck straps] are not permitted.- Shoulder straps must be continuous and attached at the front and back by sewing, or they may be adjustable using

buttons only, provided the button is attached to the garment and not the shoulder strap. The use of press fasteners and clips are not permitted.

Children over age 7 up to 14 years old:- No functional cords or adjusting tabs.

Waist area (Zone B or Zone C):

- Where sashes are attached to the garment and for other cords and drawstrings fixed in the waist area, the maximum free end length is 36cm measured from the fixed point, and may not hang below the hem of the garment for children up to 7 years old.

- When garment is open to its largest and laid flat, free ends of cords and drawstrings shall be no longer than 140 mm.Important: belts and sashes which are > 3cm in width and not attached to the garment are not in scope of GB 31701, but should not hang below the hem of the garment.

Back area (Zone D – All ages)

- Decorative cords, adjusting tabs or fringes are not permitted.- “Invisible” Zip pullers are permitted

Sleeves (Zone E – All ages)

- Adjusting tabs are considered as a type of cords, so its length shall be limited to a max. of 75 mm.

Thefollowingarehoweveroutofscope:

-Accessoriessoldasasetbutnotattachedtoagarment(e.g.suspenders,bowtie,andbelts).

-Completelydetachablefabricbeltswiderthan3cmandtobewornaroundthewaist.

6. How can they be avoided?

Cords,drawstrings,loopsandsimilarfeaturesongarmentspresenthazardsofaccidentalentrapment.Thehazardislargelydeterminedbythepositiononthegarmentofthesefeaturesandtheirlengthorsize.Theycanbemini-misedbyproducinggarmentdesignsthatcomplywithEN14682:2014andcontrollingproductionvariationsuchthatcriticalparametersarenotexceeded.

Componentsandmanufacturingprocessespresent,orcanintroduce,hazardssuchaschoking,aspirationoringes-tion,cutsandpiercingetc.ingarmentsandrelatedproducts.Thesehazardsareincludedbutnotlimitedtosmallcomponentsofthegarmentorothertypeofsharppointsorsharpedgesreachablebytheuser.Aparticularlyhighriskarisesfromtheuseofthefollowingprocessesand/ormaterials:

What is it?

Is it of mandatory compliance?

TheGPSDismandatoryforallsuppliersthatmanufacture,distributeand/orsupplyproductimportedorcommer-cializedintoEuropeanUnionmemberStates,andrequiresallproductstobesafeorposeonlytheminimumofriskinnormaluseandforeseeableuseforthelifetimeoftheproduct.

TheGPSDdoesnotreplaceproductspecificregulations,butitdoesapplywhereitgoesfurtherthantheexistingregulationsintermsofthespecificaspectsofsafetycovered.

Introduction

Bydefinition,anymaterialcapableofburningwithaflameisconsideredflammable.Allfibretypescommonlyusedinclothingarecapableofburningwithaflame,soareflammable.

Burningwithaflameisahighlycomplexprocesswhichinitssimplestcanbeconsideredtorequirethreethingstocometogether:Fuel,OxygenandHeat(thesourceofignition).Fortextilesthematerialitselfisthefuel,oxygenwillalwaysbepresentandthesourceofignitionwillusuallybeanexternalsourceofheatoraflame.However,inprac-ticeawiderangeofparametersinfluenceburningbehaviourorflammabilityperformance;fortextilestheseinclude:

• thechemicalcompositionofthefibres,

• theirphysicalproperties,

• thegeometricconfigurationofthefibresandyarn,

• thesurfacecharacteristicsofthefabric,

• thecharacteristicsofanyappliedchemicalfinishes.

Thedesignandconstructionof thegarmentwillalsohavean impacton itsflammabilityperformanceand thisshouldbeconsideredaspartofgarmentsafetyassessmentalongwith thepotential impactofanynon-textilematerialsandcomponents.

Thegreatestflammabilityhazardariseswhenaparticularmaterialconfigurationandcompositioncanbeignitedandisconsumedintheshortesttime.

Asalltextileswillburn,Inditex’sgoalistosellgarmentsmadefromthesaferfabrics,thatisthosewhichignitelessreadilyandburnmoreslowlyorself-extinguish;andcomplywithsafetyrequirementsglobally.Therequirementsspecifiedinthereferencemanualaremandatoryandcanbeachievedbyproducinggarmentdesignsusingappro-priatefabricsandstyles.

Flammability Testing and Certification

Globally,flammabilitytestingandcertificationisbasedonmeasuringacombinationoftheeaseofignitionandrateofflamepropagation.Inmosttests,asmallpanelofthefabricisheldinaframeandaflame(withspecificcharac-teristics)isappliedforadefinedlengthoftime;ifignitionoccursthetimefortheburningtoreachadefinedpointonthesampleismeasured.Howeversignificantlydifferentprotocolsanddifferenttestapparatusandconfigurationsareusedandasaconsequencetestresultsandperformancerequirementsarenotcomparable.

Thissectionprovidesguidancetobefollowedtoensureallchildren’sandadults’garmentsproducedforInditexgroupachieveflammabilityperformancetocomplywithglobal legalcomplianceandconsumersafety,with theminimumofproducttesting.

NOTE: Certification and flammability test certificates are needed in specific countries under importation regulations.

Guidance on Selection of fabrics for flammability performance

Typicalsourcesofignitioninvolvedinclothingfires,wheretheclothingbeingwornisthefirstitemtoignite,arecandles,openfires,gashobs,matchesandsmokingmaterials.Ifthefabricofclothingcomesintocontactwiththeflameitisprobablethefabricwillignite.Theflammabilityhazardisclearlyrelatedtothespeedoreaseofignitionunderthesecircumstances,andtheRateofflamespread,orPropagation-howfasttheflameconsumesthefa-bric-astheslowertheseoccursthegreatertheopportunityforthewearertoreacttoandextinguishtheflames.

Iftheflamepassesveryrapidlyovertheraisedsurfacefibres(hairs)ofafabricandthebasefabricisnotconsumed,thisistermedSurfaceflashflame.Ingeneralthisoccurswhenaveryrapidcoolburningflamepassesbetweentheraisedfibres,consumingeachfibresoquicklythatinsufficientheatisgeneratedtoignitethebasefabric.Asaresult,initself,surfaceflashflameveryrarelyleadstoburninjury;butastheflashofflamewilloftenshockthewearerandthismayleadtootherinjuries,itisneverthelessunacceptable.

Itiswelldocumentedthatthechemicalcompositionofthefibres,andtheirphysicalproperties-influenceeaseofignitionandrateofflamepropagation(spread).Differentfibretypesexhibitdifferentburningbehavioursandcanusefullybesplitintothreegroups:

Group A Wool and similar animal fibres e.g. wool, cashmere, alpaca, mohair

Group A1 Fibres that melt e.g. polyester, nylon (polyamide), acrylic, modacrylic, olefin,

Group B Other natural or regenerated fibres e.g. cotton, viscose, flax, silk, bamboo fibre, Lyocell

FibretypesinGroup Atendtoberesistanttoignitionandexhibitatendencytoself-extinguish.ThoseinGroup A1 meltandsotendtofallawayorshrinkawayfromthesourceofignitionandalsoself-extinguish.ThoseinGroup B arenotresistanttoignitionandhavehighereaseofignitionandhigherrateofflamespread.

Thegeometricconfigurationofthefibresandyarninfluencebotheaseofignitionandtherateofflamespreadbyalteringtheratiooffueltooxygen.Thelooserthefibreintheyarn,themoreeasilyitwillignite.Fabricsofhigherdensity,tighterweaveorknittendtoprovidelowereaseofignitionandrateofflamespread.

Surfacecharacteristicsoffabricandinparticularbrushedorraisedfinishestendtoigniteeasilyandareparticularlysusceptibletosurfaceflash.

Appliedchemicalfinishescantotallychangetheflammabilityperformancecomparedtotheuntreatedfabric.Sili-conizedfinishesforexampleareknowntohaveaseverelydetrimentaleffectonflammabilityperformance.

Thedesignandconstructionofthegarmentwillalsohaveanimpactontheflammabilityperformanceandforthisreasonincertainmarketsdesignconstraintsareincludedintheirrequirements,particularlyforchildren’snightwear.

How to select fabric that will have the necessary flammability performance.

Basedonmanyyearsofexperience,ithasbeenfoundthatpurefinishfabricsofcertainweightorfibretypesandfabricconstructionshavebeenshown to reliablydeliver thenecessaryflammabilityperformanceandmeet therequirementswithouttesting:thatistheyalwayspass.

ConfidenceinthisapproachissuchthatforadultgarmentsintheUSA(since2016),itisnolongermandatorytohavecertificationtodemonstrateflammabilityperformance.Exemptionfromcertificationmaybeofficiallydeter-minedusingweightoffabric,fibrecompositionandsurfacecharacteristics.Fabricsoutsidethesecriteriarequiretestingandcertificationasindicatedinthetablebelow:

Factors to consider when choosing fabrics for Inditex’s garments:

Fibre composition

Syntheticfibreswhichmeltwhenaflameisapplied,forexamplepolyester,polyamideandpolyacrylonitrile,andanimalfibressuchaswool,mohair,cashmere,butNOTsilk,donotigniteeasilyandareslowertopropagateflames.

Cellulosicfibreslikecottonandflax,andregeneratedfibressuchasviscoseorLyocell,canignitemoreeasilyandpropagateflamesmorereadily. ThebehaviourofSilk,becauseof itschemistryandfibrestructure, issimilar inbehaviourtothesecellulosicfibres.

Yarns for weaving or knitting

Thetighter(higher)thetwistoftheyarns,themoredifficultitistoigniteafibre,andthelowertherateofflamespread.

Fabric composition

Blendedfabricsaretypicallyconstructedeitherofblendedyarns-theyarnbeingcomposedofanintimateblendofdifferentfibres-orofamixtureofyarnseachofdifferentfibresandtheflammabilityperformancetendstobedifferent.Wherefabricsaremadeofintimateblendedyarns,forexamplepolyesterandcotton,therateofflamespreadwillbebetterthanforafabricmadeofseparatepolyesteryarnsandcottonyarns.Inthelatter,thesyntheticyarnswillmeltandallowmoreairinthespacesleadingtohotterandfasterflame.Chooseintimateblendsofyarnsformorepredictableperformance.

Fabric construction (weave or knit)

Thecloserthefabricconstruction,increasedendsandpicksorcoursesandwalespercm,thebetterthefabricperformance.Thethickerandheavierthefabric,theslowertherateofflamespread.ExperienceinUSAhasledtotheacceptancethatfabricsweighingmorethan90g/m²donotrequiretestingprovidedtheyhaveaflatsurface.

Raised, brushed or hairy surface fabrics

Theraisedsurfacemayresultinrapidburningsurfaceflashflamewhichdoesnotusuallyresultinignitionofthebasefabric: thesurfacefibressingeonlywiththefibresburningveryrapidly,approximately2sor lesstotravel500mm.Typicalfabricswhichcanbeaproblemaresweatshirt(cottonorregeneratedcellulosebrushbackfabrics),terrytowelling,velvet,velour,knitwearwithramieyarns,brushedcottonandwinceyettefabrics.Thesewillrequiretestingregardlessofweight.

Wherefabricsarecropped,caremustbetakenduringproductiontofullyremoveanycutloopsandthreads.Thisisparticularlyimportancewithtowellingorvelvetandvelour,wherethecutdebriscanactasawicktopromoteignition,eitherofthetestsampleorinreallifesituations.Useofsuctiontoremovecutfibresduringthecroppingstagesisrecommended.

Applied chemical finishes

Certainfinishescanhaveanadverseeffectonflammabilityperformance,theseinclude:

Wherefabricsofanycompositionortypehavehadchemicalfinishesapplied,itshouldbeassumedthattheflam-mabilityperformancewillbedifferenttothatoftheuntreatedfabric.Testresultsfortheuntreatedfabricwillnolongerbevalid.Ifforexampleprintingiscarriedoutingarmentform(printeddesignonateeshirt)theperformanceoftheprintmustbeconsidered.

Garment design considerations

Fabricswhicharetotallyencasedbythegarmentconstruction-forexampleinterlinings-areconsiderednottobeexposedtoignitionsourcesandhenceareingeneralexcludedfromregulation.

Liningmaterialswhicharenotexposedontheoutsideofthegarmentinwear,aresimilarlyexcludedfromregulationincertaincountriessuchasChina.Howeverconsiderationmustbemadeoftheconfigurationofthegarmentinwearasfeaturessuchasturnedcuffs,hoodliningsandjacketopeningsmayexposetheliningorinternalsurfaces.Inthesecasestheflammabilityperformanceoftheinternalfabricshouldbeconsideredandchosenappropriately.

Globally,children’snightwearrequirementsincludegarmentdesignandfitconstraints,recognisingthatlongerandmoreflowinggarmentsmaybemorelikelytobrushagainstorthroughsourcesofignition.Thedesignconstraintsinthesecasesarefundamentaltocompliance.Theprinciplesherehowevershouldbetakenintoaccountinthedesignandselectionofallgarments.

Note on Leather, coated fabrics, plastic films, and other non-textile materials

Anumberofnon-textilematerialsandcoatedtextilescanbeusedingarmentssuchasLeathers,syntheticleathers,coatedfabrics,andnon-wovenfoamedsyntheticfabrics.Theflammabilityperformanceofthesevariesdramatically.

Coatedfabricsmeansafabriccomposedofatextileandanyadherentpolymericmaterialappliedtooneorbothsurfaces,likepolyurethanetextilesorsyntheticleather.Vinyl(PVC)coatedfabricsrequiretestingtospecifictestsandhavedifferentperformancerequirementstonormalfabrics.

RealLeatherisgenerallyrecognisedashavingverygoodflammabilityperformanceandtherearenotestingrequi-rements.Howevertheimpactofanysurfacefinishordecorationshouldbeconsidered.

Thepotentialflammabilitybehaviourofallthesematerialsandanynovelfabrics,shouldbeconsideredinthegar-mentriskassessmentandinparticulartheircontributiontotheflammabilityperformancewhenmadeupintothegarment.

IntroductionCords,drawstrings,loopsandsimilarfeaturesongarmentspresenthazardsofaccidentalentrapment.Thelevelofriskislargelydeterminedbythepositiononthegarmentofthesefeaturesandtheirlengthorsize.Theserequire-mentsaredesignedtominimisetheserisksandaremandatoryforallgarmentsintendedbydesign,productionorsellingroutetobewornbychildrenuptotheageof14years.Certainrequirementsapplyuptotheageof16yearsinspecifiedcountries.

Specificationsforthesegarmentfeaturesaregiveninrelationtowheretheywillbeonthebodyinwear:

A-head,neckandupperchestarea,

B-chestandwaistarea,

C-belowcrotcharea,

D-backarea,

E-arms(sleeves)area.

Requirementsapplytofeaturesbothinsideandout-sidethegarment.

Thehazardspresentedbyparticulargarmentfeaturesarealsoinfluencedbythebehaviourofthewearerwhichinturnismainlygovernedbytheirage.Afeaturethatpresentsnohazardtoanadultmaybeasignificanthazardforayoungchildastheyobviouslybehavedifferently.Specificationsarethereforealsorelatedtowearer’sageandareappliedtogarmentsaccordingtotheageandheightofthewearerforwhichthegarmentisintended:

Belt (excluding tied belts):Stripofanymaterial,withfasteningmechanismsuchasbuckle,wornaroundthechestorwaistareausedtoholdupclothingorasdecoration.

IntroductionComponentsandmanufacturingprocessespresent,orcanintroduce,hazardssuchaschoking,aspirationorin-gestion,cutsandpiercingetcingarmentsandrelatedproducts.Theserequirementsandrecommendationsaredesigned tominimise thesehazardsbyspecifyingperformancecriteriawhichmustbeachievedunder testing,togetherwithguidanceontheprocessesusedinproductionandthroughthesupplychain.

Therequirementsaremandatoryforallgarmentsintendedbydesign,productionorsellingroutetobewornbyba-biesandinfants;certainaspectsarealsorequiredforgarmentsintendedtobewornbychildrenandyoungpeopleupto14yearsofage.

Adultwearersareconsideredtobeabletorecognisemanyofthehazardsortheirbehavioursdonotexposethemtotherisksinthesamewayasforminors.Hencemostofthehazardsarenotregulatedinadult’sproductsandonlyhavequalityimplications.Requirementsarethereforerelatedtowearer’sageandareappliedtogarmentsaccor-dingtotheintendedwearer’sageandheight:

Garments for babies:arethoseforchildrenagedfrombirthupto12monthsandthoseintendedforchildrenofheight80cmorless.

Garments for infants:arethoseforchildrenagedfrom12monthsupto36monthsandthoseintendedforchildrenofwhoseisheightbetween80cmupto98cm.

Garments for children and young person:arethoseforchildrenagedfrom36monthsupto14yearsandthoseintendedforallboysofheightgreaterthan98cmupto182cmandgirlsofheightgreaterthan98cmupto176cm.

Whereinconsistencieswiththesedefinitionsoccurincertainregulatoryregionsorstandards,themoreonerousperformancerequirementshavebeenadoptedtomaintaincompliance.

Recommendations on how to achieve compliance are derived fromCEN/TR 16792:2014 “Safety of children’sclothing-Recommendationsforthedesignandmanufactureofchildren’sclothing-Mechanicalsafety”.TheseareconsistentwithBS7907:2007whichremainscurrent.Otherstandardsarecitedinthetextwheretheyapplyspecificrequirementsorasexamplesofwideradoption.

ComponentsComponentsaremainlydescribedintheserequirementsingenerictermsandwherecomponentsarenameditisgenerallyforexampleonly.Therequirementsmustbeappliedtoanyitemwiththedescribedcharacteristics.

TherequirementsoftheGPSDimplythatallhazardspresentedbyaproductaretakenintoconsiderationindetermi-ningifaproductissafe.Shouldanyaspectofaproductappearnottobecoveredbytherequirementsthenanas-sessmentofitssafetyshouldbecarriedoutbyriskassessment.InthecaseofdoubtSuppliersshouldrefertoInditex.

Loosecomponentsandotherforeignobjectsthatcouldbepresentintheproductoritspackagingpresentadditio-nalhazardstothoseofcomponentsintentionallypresentsoarealsoconsideredexplicitly.

Requirements

Small Parts

Asmall partisdefinedintermsoftheISO8124smallpartscylinderwhichsimulatesthefullyexpandedthroatofachildunder3yearsold.Ifanyobjectcanfitcompletelyintothecylinderwithoutcompressingandinanyorien-tation,itisdefinedasa“Small Part”.Smallpartspresenthazardsassociatedwithchoking,aspiration,ingestion(swallowing)etc,andalso insertion intoeyes,noseorears. Theconsequencesof thesehazardsaregenerally

Smallpartsrequirementsgenerallyapplytorigiditemsbutsoftplasticsitemsmaypresentsubstantiallythesamehazards.Similarlysmalltextileitemsarealsoofconcerniftheyarenon-compressible,suchastightlypackedstu-ffeditemsmadeoffabricsand/oryarns.

TheteststodetermineifapartconstitutesasmallpartgiveninTR16792:2014,UNE40902,EN71-1and16CFR1501areequivalent.SeeSmallPartsTestMethod(reference).

Removable Parts

Aremovablepart isanycomponentoraccessorywhichis intendedtobecapableofbeingseparatedfromthegarment.

Theinclusionofitemssuchasbrooches,badgesandsimilarremovableitemswhichare“small parts”inbabies’andinfants’productsisnotpermitted.

Largerremovablepartsinbabies’andinfants’productsmustbesubjectedtotorqueandtensiletestingtoestablishtheirlikelydurabilityandasaresultofthesetestsmustproducenopartsthatarethemselvessmall parts,havesharpedgesorsharppoints(seebelow)[UNE40902].

Attached Components

Manyofthecomponentsattachedtogarmentswillofthemselvesbesmallpartsiftheyweretobeseparatedfromthegarment.Itisthereforeessentialthatallsuchcomponentsonclothingforbabiesandinfantsaresufficientlysecureandthattheyremainsothroughoutthereasonablyforeseeableperiodofuseofthegarment.

Theapproachtotestingandthecorrespondingperformancerequirementsdifferbetweenstandardsandaccordingtowhetherthecomponentcanbegripped.Ingeneralthisisbasedontheabilityofachildtogriptheitemandthelikelyforcestheymightbeabletoimparttopullitoff(hencethedifferentrequirementsaccordingtoitemsize).Somestandardsapplybothtorqueandtensiletestingtoestablishsecurity.Thereliabilityofatestingdevicetoprovideasecuregripandnotcausegreaterdamagetotheitemthanmightbeexpectedthroughitsforeseeableperiodofusehoweveriscriticallyimportant.

Whereitemsareverysmall(≤3mm)theyareunlikelytobegrippedandpulledoffbyaninfantbutnonethelesscanbecomedetachedinwear,cleaningetcandremainaccessibleassmallparts.ForthisreasontheapproachinCEN/TR16792appliesadurabilitywashtesttotheseandothernon-grippableitems.

Note: Chinese requirements prohibit attached components ≤3 mm in infants’ textile products.

Sewn on components - buttons,sequins,smalltextilecomponentsetc.

Thesecurityofattachmentofsewnoncomponentscanbeeasilycompromisedbytheuseofinappropriatestit-chingmethodsandforthisreasonCEN/TR16792recommendstheuseofspecifictypesoflockstitchforbabiesandinfantsproducts.Adoptionofthesepracticeshasbeenfoundtoresultinproductthatreliablypassesthetests.

Generallybuttonsofalltypesneedtopassthetensionandtorquetests.

Sequinsandsmalltextilecomponentsareconsiderednottobegrippableduringtestingwithoutincurringdamage.ThesecomponentsshouldbeassessedforsecurityofattachmentinaccordancewithCEN/TR16792AnnexC.

Mechanically attached components -rivets,tackbuttons,pressfasteners,snaps.

Thesecomponentstypicallyaremadeupoftwopartswhicharelockedtogetherfromeithersideofafabricassembly;andusuallybytheapplicationofpressure.Thesecurityofthisattachmentcanbeaffectedbythefollowingfactors:

Sharp Points and Sharp edges

Nopartsof,orcomponentsattachedtogarmentsintendedforbabies,infantsorchildren and young personsarepermittedtohavesharppointsorsharpedges.

Note: GB 31701:2015 makes this a mandatory requirement for all garments for children up to 14 years of age.

Testsforthepenetrationofasharppoint[UNE40902Sharppointstest]andthesharpnessofanedge[UNE40902SharpEdgesTest]areconsistentacrossallstandardswhichapplyatest(andequivalenttestsaredefinedinEN71-1).

CEN/TR16792doesnotapplyaspecifictestbuthighlightsthecuttingandpiercinghazardspresentedbysharpedges,points,burs,etc.andgoesfurthertoconsiderirritationandabrasion.Thesefactorsshouldbeassessedbyinspection.Thesharpnessandroughnessofaccessibleedges,points,corners,seamsorsurfacesshouldbeassessed,andarenotacceptableiftheyhavethepotentialtoabradeorirritatetheskin.

Foreign objects

Itemsthatshouldnotbepresentintheproductorpackaging,canalsopresenthazards.Forbabiesandinfantspro-ductgreatcaremustbeexercisedtoavoidobjectsbeingintroducedduringproductionand,packagingprocesses.Commonproblemsinvolveneedles,brokenneedleparts,pins,loosecomponentsetc.

Inditex´sMetalDetectionPolicywhichisamandatoryrequirementforsuppliersisintendedtoensurethatnometalobjectsarepresentinfinishedproduct.

Otherobjectssuchasstonesfromstonewashingalsopresenthazardsinbabiesandinfantsproductsandproce-duresshouldbeadoptedtopreventtheiroccurrence.

ANNEX IV: METAL DETECTION POLICY

1. Definition and ScopeTheMetalDetectionPolicy(hereinafter,thePolicy)isamandatorypolicydesignedbyInditextoensurethatalltheproductssuppliedbyanyexternalmanufacturersandsuppliersandtheirsubcontractorstoInditexdonotcontainanyneedle,pin,stapleoranymetallicitem(fromanystageoftheproductionprocess)thatmaycauseanyinjuryifinadvertentlyleftintheproduct.

ThePolicyhasbeendesignedtoprotectnotonlythehealthandthesafetyofInditex’sconsumers,itsreputationaswellastheexternalsuppliersandmanufacturersandtheirsubcontractors,butalsothehealthandsafetyoftheworkforceinvolvedinanystageoftheInditex´ssupplychain.

The Policy implies that:

•It isamandatoryrequirementsinceitsapprovalanditsnon-complianceorviolationcanthereforenotbetoleratedandwillleadtopenaltiesstartingfromformfinesuntilcancellationofallorders.

•Whenexternalmanufacturersandsuppliersandtheirsubcontractorsarenotthemanufacturer,theymustensurethatanyproductssuppliedtoInditexwillbeincompliancewiththePolicy.

•AllInditexapparelitemsshouldbe100%ferrousfree.

2. Commitments of the External Suppliers and Manufacturers

Externalmanufacturersandsuppliersandtheirsubcontractorsarecommitted:

•Tomanufacturetheirproductsusingpackingmaterial, trimsandaccessoriescontainingmetalliccompo-nentsbemadeonlyofnon-ferrousmetal.Consequently,allmetalaccessoriesshouldpasstheferrousde-tectioncheckwithmaximumdiameter1.00mmfromanydirection.

•Tocheckallincomingtrimsandaccessoriesatleastonarandombasisinordertoidentifyeventualmetalliccontaminationatanearlystage.Consequently,Inditex’sexternalmanufacturesandsupplierstopmanage-mentwillbeimmediatelyinformedofanytrimsoraccessoriesidentifiedaftertheferrousdetectionprocess.

•Topassametaldetectiontestwithmaximumdiameter1.00mmfromanydirectionbeforecarryingoutthefinalinspectioninallproductsmanufacturedtoInditex.

•Toensurethatthemetaldetectionmachineismaintainedproperlyandsetaccordingtothestandard.

At manufacturing level:

•Tomakeallmachineworkers/operatorsawareoftherelevanceandimportanceofthePolicyanditsimple-mentation.

•Tonominatefullyresponsibletrainedworkerstokeepthecontrolofallnewmachineneedlesforembroidery,hosiery,knittingandsewing,mainly.

•Toensurethatallsewingneedlesinthepossessionofthemachineworkers/operatorsarecontrolledatanytimeduringthemanufacturingprocess.

•TonominatefullyresponsibletrainedworkerstomonitortheadequateimplementationofthePolicyanddealwithcontaminatedproducts.

1. Training

1.1. General

Externalmanufacturersandsuppliersandtheirsubcontractorsareresponsibleforconductinganddocumen-tingregularqualitycontrolandhealthandsafetyauditsatproductionunitstoensurethecompliancewiththisPolicy.

1.2. Alcance

•Externalmanufacturersandsuppliersandtheirsubcontractorsshouldnominateafullyresponsibletrainedworker/operatortoconductqualitycontrolandhealthandsafetyauditsonaregularbasis.

•Externalmanufacturersandsuppliersandtheirsubcontractorsshouldnominateafullyresponsibletrainedworker/operatortoconductneedledistributionatfactorylevel.

•ExternalmanufacturersandsuppliersandtheirsubcontractorsshouldtrainalltheirworkersandoperatorsonproperneedlecontrolandthecontentsofthisPolicy.Thementionedtrainingprogramshouldincludethefollowingtopics:

3.3.1. Needle Replacement Procedure

•Newneedlesmustbestoredinalockedplaceoperatedbyanominatedfullyresponsibletrainedworker/operator.

•Nootherneedlesexceptthesewingmachineneedlesshouldbeallowedatthemachine.

•Newneedlesmustonlybehandedouttotheoperatorsbythenominatedfullyresponsibletrainedworker/operator.

•Newneedlesmustonlybehandedoutinexchangeofdamageneedleorallthepartsofthebrokenorda-magedneedles.

•Allbrokenoredamagedneedlespartsmustbetapedontothe“BrokenorDamagedNeedleReport”.

•Machinedrawersmustbecheckedregularlybythelinesupervisorandmachinetoolsmustbekeptinase-cureplaceandaccountedforattheendofeachworkingday.

•Mechanicsmustnotleaveanyneedlesonthemachine.

3.3.2. Broken or damaged Needle/ Part Not Found

Incasenotallpartsofthebrokenordamagedneedleweretobefoundthefollowingprocedureneedstobeim-plemented:

•Requestofthoroughsearchofgarmentpanelsandworkarea.Ifnotallpartsoftheneedlefound,theope-ratormustinformthesupervisor.

•Ifthebrokenordamagedpartoftheneedlecannotbefoundafter2timesofneedledetectioncheckingtheproductionshouldonlycontinuebyformalauthorizationoftheManager.

•Todocumentallactionstakeninaproperfile.

3.3.3. “Broken or damaged Needle Report”

•The“BrokenorDamagedNeedleReports”mustbekeptforaperiodofatleastfiveyears.

3.3.4. Packing Area (Metal Detection Area)

•Themetaldetectionprocessmustbecarriedoninanisolatedareaofthewarehousewithrestrictedaccess.

•Theareamustbefreeofanymetalcontaminationorhighpowersupplycablethatmightaffectthesensitivityoftesting.

•Allpackedandsealedgarmentsmustbetestedbythemetaldetectorindividually.

•Recordsofthemetaldetectionprocessmustbekeptonarecordsheet.

•Allgarmentswhichhavepassedthemetaldetectionprocessmustbeimmediatelypackedinthedeliverycarton.Thecartonmustbesealedandsignedwithastickerstating“metalfree”.

•Deliverycartonsmustnotbestapledandneedtobefreeofmetal.

4. Tools

4.1. Metal Detector

•Onlynominatedfullyresponsibletrainedworkerswillbeallowedtohandleandoperatethemetaldetectors.

•Trainedworkersoperatingthemetaldetectorsshouldbe“metalfree”(i.e.watchandring,mainly).

•Metaldetectorsmustbecalibratedatleastonceayearbythemetaldetectorsengineer.Thisprocessshouldbedocumented.

•Metaldetectorsneedtofollowthestandardferrousdiameter1.0mm.andallofthemmustreactagainstwiththementionedstandardattheweakestsensitivepoints.

•Externalmanufacturersandsuppliersmustensurethatthesensitivitypointsofthemetaldetectorsinusearecheckedandcalibratedatleastonceamonth.Thisprocessmustbedocumented.

•Metaldetectorsmustbecalibratedtoreactatthesethreepointsagainstthestandardofferrousdiameter1.0mm.Thisprocessshouldbedocumented.Adjustmentstobedoneifnecessary.

•Externalsuppliersandmanufacturersmustdetecteverygarmentinhorizontalandverticaldirectionwiththemetaldetector.Differentwaysofmetaldetectormachinesetupsarepossibletoensurethattheconveyertypeisused.Ifgarmentfailstopassthemetaldetectionprocessitmustbekeptinaseparateboxuntilfur-therchecking.Thisboxmustbelockedandhaveaslittodepositthecontaminatedgarment.

•Lastly,ifanunreasonableamountofgarmentsfailsthemetaldetectionprocessthefactorymustlocatethesourceofthedetectionandinformtherespectivepersonsimmediately.

4.2. Documentation

•ExternalManufacturerandSuppliersandtheirSubcontractorsmustdocumentthemetaldetectionprocesson“FactoryMetalDetectingReport”(seenextpage)

•Recordsneedtobekeptatleast5yearsandneedtobeavailableuponrequestbyeitherInditexoritsexter-nalqualitycontrolandhealthandsafetyteam.

•“BrokenordamagedNeedleReport”mustbemaintainedbyfullyresponsibletrainedworkers/operators.

•Accuraterecordsofneedle issuedtoproduction linesmustbekeptandcheckedregularly (needlestockcontrolsheet)byfullyresponsibletrainedworker/operator.

4.3. Compliance Assessment

•Lastly,Inditexwillassignanexternalqualityhealthandsafetyteamtoauditeachfactorybasedonaregularbasis.
