This document defines the principal
requirements of the Employer on Safety, Health
and Environment (SHE) for works associated
with the contractor / sub - contractor and any
other agency to be engaged at construction
worksites of Dedicated Freight Corridor
Corporation of India Ltd.(DFCC). Since DFCC is
the Principal Employer for all work men /
women at all its work sites, applicability of
DFCC’s SHE Manual is very important.

DFCCIL as a corporate has made a corporate Safety, Health and Environmental policy
to establish and maintain effective standards for safety of employees & workers,
assets and provide adequate control of the safety, health, pollution risk arising from
work activities
Comply with relevant Rules and Regulations on Safety, Occupational Health and
Environment Protection. Integrate Safety, Health and Environment and Practices in
work activities.
Plan, Design, Construct, Operate and maintain all facilities to secure sustained
Safety, Health and Environment Protection.
Create awareness on SHE and develop required level of knowledge & skills in all
personnel through need based training, internal communications and continue to
enhance the said skills & competence.
Make reasonable effort to prevent accident, work related ill health during
construction & operation and preservation of ecological balance & heritage.

This is one of the basic safety component through which site safety practices are implemented
at site
Identification and evaluation of on-site
safety and health hazards which is done by
Method Statement risk assessment of
particular activities at site which is
approved by the Engineer on the behalf of
client. Engineer’s site safety personals
check and ensure that standards are
implementation at site.
A safety and health risk (hazard) analysis for
each site task and operation that is
identified in the comprehensive work plan
which is pre-approved before the work
starts.
Before starting job at Site, hazards are
discussed with site in charges and supervisors
/workers so that preventive measures can be
ensured.

A written comprehensive work plan of tasks, objectives, logistics, and resources for site
operations, are checked and monitored by Engineer which includes the following:
• Addresses, anticipated work chainages,
clean-up activities and normal operating
procedures information is already available
in approved document. Defines work tasks
and objectives of the various staff of the
contractors so that direct communication
can be done when it is required.
• Describes how the work tasks
and objectives will be
accomplished.
• Establishes the personnel
requirements to implement the
work plan.
• Provides for implementation of
training, briefings, and
information as required by DFCC

• An up-to-date site control plan before work
starts so that a precise work set ups
regarding on site assigned job and related
exposures to unsafe act, condition and
hazardous substances exposure can be
reduce to almost zero level. This includes the
following.
• Site map.
• Establish site work zones.
• Work flow chart.
• The site communications plan, including how
employees are alerted during emergencies.
• The site’s standard operating procedures
(SOPs) or safe work practices.

assistance. (Details of the hospitals are
already submitted by contractor to
Engineer.)

safety Engineer conducts MARS audit, and
check the documental evidence with the site
practices which consist of 32 documents.
The Engineer evaluate the percentage
through assess marking system.

The effective monitoring of performance and the establishment of realistic goals
and targets helps to provide a focus and drive towards not only a collective but also
a personal level of improvement.
Key Performance Indicators will help to identify trends of the performances and the
creation of action plans which in turn will help deliver improvements to the SMS.
The data required to monitor the safety performance are based on the leading and
lagging Indicators.

The Contractor ensure that all personnel working at the site receive an induction
SHE training explaining the nature of the work, the hazards that may be
encountered during the site work and the particular hazards attached to their own
function within the operation.
Contractor issue a personnel SHE handbook/ card in a language known to the
workers, which provides information on SHE and emergency procedures that all
personnel working on contract.
After the induction, personnel are issued a photo identity card of size 85mm x
55mm duly signed by the authorized representative of the contractor before they
are engaged for any work.
