Delivering safer roads for a safer Queensland I am determined to reduce the number of Queenslanders dying on our roads. The last two years have seen the two lowest road tolls per capita in recorded history, but we recognise there is more to do. One death on our roads is one too many. Over the last five years we have introduced the Graduated Licensing System and 100 hour logbook requirement for novice drivers, toughened laws against drink drivers and this year we are standardising school zone times across Queensland. A re-elected Bligh Government is committed to a 30% reduction in both fatalities and serious injury casualties by 2020. This is an ambitious target but I am determined to meet it. Of course, governments can’t lower the road toll alone though and road safety is everyone’s responsibility. We know that the major causes of deaths and injuries on our roads are speed, fatigue, drink driving and failing to wear a seatbelt – every driver has the ability to ensure they are not creating unnecessary risks. To help save lives, a re-elected Bligh Government will continue investing in road safety upgrades. Together, I am confident that we can bring Queensland’s road toll down even further and ensure that Queenslanders are getting home safely every time they use the road.

What this policy means for our community A re-elected Bligh Government will keep fighting to reduce fatalities and serious injuries on our roads – keeping Queenslanders safer as they travel around our state.

ACTIONS

Invest $39.9 million to fund 95 new road upgrade projects to help make Queensland roads safer.

Our challenges Queensland’s road toll has decreased dramatically over the last forty years, from a high of 638 in 1973 to less than 300 in both 2010 and 2011. This is despite major population growth over this time. But, one death on our roads is one too many. Queensland is a large and decentralised state, Queenslanders drive further, more often than people in many other states. This represents a particular challenge in lowering our road toll. Despite these challenges my government is determined to reduce both the number of fatalities and serious injury casualties by 30% by 2020. We know that the major causes of deaths and injuries on our roads are speed, fatigue, drink driving and failing to wear a seatbelt. The government cannot reduce the road toll on its own; everyone in the community has a role to play in preventing these terrible tragedies.

Our achievements The Bligh Government has a strong record of achievement in road safety. The two lowest road tolls per capita in Queensland history were recorded in the last two years. This has been achieved with the help of a number of government initiatives and the efforts of the Queensland community, including: Introduction of immediate license suspension for people over 0.1 BAC, down from the previous 0.15. The introduction of Alcohol Interlocks for high level and repeat drink drivers returning to the licensing

system. The introduction of covert speed cameras to our speed camera program. A new comprehensive Graduated Licensing system for novice drivers, with a 100 hour logbook

requirement.

Anna Bligh’s plan to make our roads safer

Delivering more Safer Roads Sooner projects The Queensland Government initiated the Safer Roads Sooner program to target road safety upgrades in high crash locations. In the last six years, 632 individual road safety projects have been undertaken, with around $367m spent on these initiatives. This includes: Road sections with a high risk of head-on and run-off road crashes Road locations with a high number of fatal and serious injury crashes Crashes involving pedestrians Rural Queensland fatigue zones Roadsides that are more forgiving of driver error. A re-elected Bligh Government will invest $39.9 million over the next 3 years to fund 95 new road upgrade projects to make Queensland road safer, using funding from the Safer Roads Sooner program. All 95 projects are critical – focusing directly on road safety measures that target known and potential crash locations. These projects across Queensland include: $2.4 million to protect bridge piers and abutments with guardrail at nine locations along the Bruce

Highway $2.2 million to widen the road and provide sealed shoulders for cyclists on Elliott Heads Road, at

Bundaberg $452,500 to install guardrail and raised reflective pavement markers on the Burnett Highway, at Mt

Morgan $500,000 to widen the road, upgrade signs and install roadside delineation on the Diamantina

Development Road, in the Boulia area. And $3 million for two projects to upgrade the Steve Irwin Way, Landsborough Maleny Road and

Hardwood Road intersection at Landsborough and upgrade the Mooloolaba Road, Pacific Terrace intersection at Mooloolaba.

The projects have been endorsed under the Safer Roads Sooner Advisory Committee. The committee includes key stakeholders from major road user groups, including RACQ, Queensland Trucking Association and Queensland Police who ensure projects with the most critical safety considerations are given priority.

Particular attention will be focussed on treatments which address the high number of rear end crashes (Definitions for Coding Accidents 301-303) and those involving opposing vehicles turning (Definitions for Coding Accidents 202-206) with a view to having detailed proposals prepared for next years Safer Roads Sooner nominations round. The scope of this study will also include macro-simulation modelling of the entire route to quantify the capacity and delay impacts of the proposed safety performance improvements and aid in the selection of those improvements with the most appropriate network benefits.
