The resources

Based on the origin of the stocks we can define:

• Resources based on TAC system and quotas.• Resources exploited by S-fisheries in coastal

waters and • Aquaculture.

Stocks based on TAC

• Fishing possibilities limited by: – Relative stability imposed by the entrance of Spain

and Portugal in the UE.– Maximum Sustainable Yield (MSY) to achieve 2015

horizon. – Unique Atlantic stocks consideration for small

pelagic fish which prevents a detailed management in the European South based on Multi-year Plans to modify rules based in the state of the resources: biomass, spawn, juveniles, … and the fleet

Directly managed resources

• Allows small scale management.• Coastal fleet can guarantee sustainability.• It is possible a trustable control.• The exploitation of the resource is linked to it’s

planning.

Aquaculture

• There is form of aquaculture in Galicia that is performed in a rational and sustainable extensive way in community areas and mainly developed by women that pertains to the Cofradías (fishing brotherhoods).

• Versus the intensive aquaculture or industrial aquaculture.

Planning and management of fishing and shellfish gathering

• The planning of the fisheries managed by TAC and quotes:– Some examples on Management Plans:

• Anchovy fishing: elaborate by the extractive sector of some Spanish regions dedicated to artisanal fishing and some French regions dedicated to semi-industrial fishing.

• Pelagic fishing: Management Plans for all Europe.

• Management Plans for the coastal fisheries.– Annual Management Plans that regulates: fleet, technical measures, control measures,

schedule and timing.

• Exploitation Plans for shellfish gathering (clams and other bivalves) and specific resources (other invertebrates with commercial interest).– There are 240 exploitation micro-plans that exhaustively plan the number of

participants, working areas, fishing days schedule, timing, maximum catch per day, health samplings, and market issues. Although they are not legally Marine Protected Areas, actually they are TURF’s with particular rules.

It is clear to me that the fishing and the shellfish gathering sector have got a communication problem, and Galicia is not an

exception

This mail sent to me by a French journalist is an example of the general lack of knowledge on the management made by the fishers.

What is the Galician Federation of Cofradías?• We are a Federation integrated by 3 provincial Federations

and 63 Fishers Cofradías of Galicia.• We’ve got 9,000 associated in the Cofradías.• Functions and activities as a co-management stakeholder:

– We are a consulting and collaborative member with Administrations:• Autonomic , we are part of:

– Galician Fishing Council .– Economic and Social Council.– Galician Port Council.– Galician Environment Council.– Galician Statistical Council.

• National: – Cantabric and North West Working Group.– General Council of the Social Security of the Sea.

• European:– Consulting Regional Council of the SW Atlantic. Chair of the Traditional Fishery Working Group.– Consulting Council of the Fisheries and Aquaculture (AFCA).

Other duties of the FGCP

• Participation on projects and transference of technology aimed to our strategic future projection, some e.g:– GAP2: improving our continuous collaboration with the

Marine Resources and Fisheries team of the University of A Coruña.

– GEPETO: definition of management units, fisherieas and resources mapping to implement Multi-Year Plans in the future.

– VALORPESCART: we deep in the market issues for the Galician fleet.
