3Open Enrollment Has Started. Are you ready?

Although it has been two years since the Open Enroll-ment Period started, every-thing with New Health Reform is still very complicated for a lot of consumers. Th e biggest question that a lot of people still have is:

Why do we have the Health Care Reform?

The law was written with the primary aim of ensuring that all Americans have ac-cess to affordable health care. As we all know the law is the subject of passionate political debate, however today it will not be part of our discussion. We will discuss the facts of the law and its implications. While the law has elements impacting businesses, Medi-care and other aspects of the health care industry, we will focus on the issues impacting individuals.

People ask me a lot:How does the Aff ordable

Care Act (ACA) impact us and our health insurance?

In todays subject we will cover about main components of Aff ordable Care Act and will discuss about penalties in 2014 and beyond.

Th e Aff ordable Care Act, also known as Obamacare went into eff ect on January 1st, 2014. Many provisions of the ACA have already been in eff ect, but it is now time to launch the major components:

Guaranteed issue It means that no one can be de-nied coverage during open enrollment period. If in the past plans were underwritten, meaning health history was

used to determine if an insur-ance company (carrier) will cover an individual and how much the person will pay, now during open enrollment or a special enrollment period no one may be denied coverage. Also, if in the past pre-existing conditions may be excluded from coverage, now there is no exclusion of pre-existing con-ditions. Health history does not impact on rates.

Individual mandate means that most individuals are required to have mini-mum essential coverage or pay a penalty. Minimum essential coverage means a health plan off ered by an employer, or an insurance plan purchased in-dividually, or grandfathered health plan purchased on or before March 23, 2010, or has federal medical coverage such as: Medicare, Medicaid, TRI-CARE, and CHP+.

Th ose who are incarcerated or undocumented immigrants, members of federally recog-nize Indian tribe or members of a religious sect (existing since December 31, 1950) rec-ognized by the Social Security Administration as opposed to accepting health insurance benefi ts, people who have very low income (below the federal income tax fi ling threshold) or is a member of a health care sharing ministry are exempt from the mandate to purchase health insurance.

Please pay close attention on the following: if the low-est priced coverage available to you would cost more than 8% of your household income

will consider not aff ordable coverage for you.

Premium setting rules Premiums vary from person to person. Th e factors that aff ect on rates are signifi cantly re-duced. Rates are based on age, geographical area and tobacco use. Th ere is no rating based on health status. Maximum variation based on tobacco use 1.5:1..

Maximum age variation is 3:1 for adults age 21 and over, which will prevent insurers from charging an adult age 64 more than 3 times the premi-um they charge a 21 year-old for the same coverage pur-chased in the non-group insur-ance market.

Family rates built up based on age and tobacco use of each member. Family premium is the sum of individual premium for each adult and each child up to 3 under the age of 21.

Subsidy is the amount paid by federal government to reduce the amount quali-fying individuals pay for health insurance. Th e subsidy amount is determined by in-come level, family size, and the cost of insurance in your area. Th e subsidy amount is based on anticipated in-come this is reconciled when income tax returns are fi led in spring. Subsidies are ONLY available for health plans off ered on the Connect for Health Colorado Marketplace.

Th ere are two types of sub-sidies on the Marketplace: Premium Tax credit and Cost of Sharing. Tax credit can re-

duce the monthly premium. Eligible individuals can choose to claim the tax credit up front, on monthly basis or in a lump sum at tax fi ling.

For people who buy plans on the marketplace, can be eligible also for Cost shar-ing subsidy, which can reduce the deductibles, copayments, coinsurance and total out-of pocket maximum limits. Cost- sharing reduction will be applied automatically for con-sumers who qualify based on their income, but only if they buy a Silver-level plan.

Marketplace Colorado has a state marketplace and it calls Connect for Health Colorado (C4HCO). It is like a Shop-ping Mall of an Insurance Companies where you can choose and enroll in health insurance plans. Th is virtual marketplace off ers only quali-fi ed health and dental plans.

Now, lets talk a little bit about plans.

Plan- structures defi nes standard benefi ts and plan levels. All plans have metallic names:

Bronze: Th e plan covers about 60% of expected costs for the average individual

Silver: Th e plan covers about 70% of expected costs for the average individual

Gold: Th e plan must cover 80% of expected costs for the average individual

Platinum: Th e plan must cover 90% of expected costs for the average individual

Besides these 4 metallic plans there is also Catastrophic Plan available only to ages 30

or less or for those who getshardship exemption. Th isplan has low premium but hashigh deductible and high outof pocket maximum.

If you qualifi ed for the taxcredit, you can not apply thecredit to a Catastrophic Plan,because the tax credit can onlybe applied on Bronze, Silver,Gold and Platinum plans.

All plans must include Es-sential Benefi ts covering tendiff erent categories:

Ambulatory patientservices

Emergency services Hospitalization Maternity and new-

born care Mental Health and

substance abuse care Prescription drugs Rehabilitative and ha-

bilitative services and devices Laboratory services Preventive and well-

ness services and chronic dis-ease management

Pediatrics services,including oral and vision care

Now that weve learnedabout major components ofthe ACA, lets talk a little bitabout type of penalties andhow the penalties will aff ecton individuals.

If the individual has beenwithout insurance for morethan 3 months during 2015,they have to pay penalty. Th epenalty would be assessed bythe IRS. People without healthcoverage who pay the penalty will also have to pay the entirecost of all their medical care.Th ey will not be protectedfrom the kind of very highmedical bills that can lead tobankruptcy sometimes.

Th e fee increases every year.In 2015 it is 2% of income or$325 per person. In 2016 andlater years it is 2.5% of incomeor $695 per person. Aft er thatit is adjusted for infl ation.

If you are uninsured justfor part of the year, 1/12 of theyearly penalty applies to eachmonth you were uninsured.

Last night, Californians im-mediately leapt to social media to propose their theories of the phenomenon, ranging from a nuclear missile attack to meteors. Law agencies and news media in San Diego were fl ooded with calls about 6 p. m. from people reporting everything from a fl are to a comet to a nuclear bomb in the western sky, reports the San Diego Union Tribune.

Just a day earlier, the FAA had issued fl ight restrictions for the Los Angeles International Airport, denying aircraft access to one of the most frequent ap-proach paths for international and domestic travel.

Th e offi cial explanation is a lie

Th e offi cial explanation of this event and remember that offi cial explanations are almost always cover stories is that the U. S. Navy launched a test missile just because they routinely test missiles.

Media in California con-fi rmed that the light came from an unarmed Trident missile fi red from the USS Kentucky navy submarine, reports the BBC. While they call the missile un-armed, they fail to mention that the Trident missile normally car-ries a thermonuclear warhead. Th eres also no way for the media to know whether this missile was really unarmed or not, as the sole source on that question is the U. S. Navy itself.

Apparently the media thinks the public is so incredibly stupid that theyll believe the U. S. Navy has nowhere else to launch a test missile other than right next to Los Angeles. Somehow were supposed to believe the entire Pacifi c Ocean wont work for such a test launch, so they have to launch it adjacent to the air-port and thereby inconvenience commercial aviation traffi c for an entire week.

Obviously, the offi cial cover story is pure bunk. So whats the real story behind this? It all has to do with China and the covert war thats already underway be-tween China, the US and Russia.

Th e report states:China is building a modern

and regionally powerful navy with a limited but growing capa-bility for conducting operations beyond Chinas near-seas re-gion. Observers of Chinese and U.S. military forces view Chinas improving naval capabilities

as posing a potential challenge in the Western Pacifi c to the U. S. Navys ability to achieve and maintain control of blue-water ocean areas in wartime the fi rst such challenge the U. S. Navy has faced since the end of the Cold War.

Chinas naval modernization eff ort encompasses a broad ar-ray of platform and weapon ac-quisition programs, including anti-ship ballistic missiles (AS-

BMs), anti-ship cruise missiles (ASCMs), submarines, surface ships, aircraft , and supporting C4ISR (command and control, communications, computers, intelligence, surveillance, and re-connaissance) systems.

Th e most important section of this report, in my assessment, is this description of Chinas ship-killing ballistic missiles:

China is fi elding an ASBM, referred to as the DF-21D, that is a theater-range ballistic mis-sile equipped with a maneuver-able reentry vehicle (MaRV) designed to hit moving ships at sea. DOD states that China con-tinues to fi eld an ASBM based on a variant of the CSS-5 (DF-21) MRBM that it began deploying in 2010. Th is missile provides the PLA the capability to attack aircraft carriers in the western

Pacifi c. Th e CSS-5 Mod 5 has a range exceeding 1,500 km [about 810 nm] and is armed with a ma-neuverable warhead.

China, in other words, has weapons capable of destroying U.S. aircraft carriers, destroyers and other ships. Th e 1,500 km range is key because it allows a very wide operational range.

Just recently in August, the Chinese and Russians held their largest naval joint exercise in his-tory as a way to counter U.S. in-fl uence in Asia. As reported by Collapse.news:

Th e Russian and Chinese na-vies are set to hold their largest joint exercises ever, featuring scores of warships, hundreds of troops and an amphibious landing, in what appears to be a deepening of ties meant to coun-ter a rising U.S. military presence in Asia.

In September, Chinese war-ships were spotted operating near the coast of Alaska. Th is was reported across the main-stream media, including in the Wall Street Journal in an article entitled, Five Chinese Navy Ships Are Operating in Bering Sea off Alaska.

rial provocation, the U. S. Navysent the USS Lassen destroyer towithin 12 nautical miles of Chi-nas newly-constructed militarybases in the Spratly Islands.

Necks craned over, wander-ing aimlessly, they are unable to feel the real world around them. Th ey stare into pixels for hours on end, forgetting what it

was like to look into each oth-ers eyes for just a second or two. Trying to recreate close-ness through the emoticons in the chat box, they have forgot-ten the bond only human touch can satisfy.

Everyone is present in the room, but their minds are

somewhere else, swept up in a virtual reality. Th eir energy so distracted and scattered into the wind, like embers blown away. No more warmth, no more comfort, no more light of a blazing fi re that crackled and echoed of stories and tales long into the night.

Facebooks new technology to put an end to human connectionTh e last vestiges of human

connection are dimming as Facebook prepares to take its us-ers into a deeper level of virtual reality. Facebook chief technol-ogy offi cer Mike Schroepfer has recently unveiled new teleport-er technology that would make users feel like they have been transported to a simulated world that they can interact in. Th e project was unveiled at a press event at the 2015 Web Summit in Dublin.

Facebook wants to give its us-ers headsets and controllers that allow them to navigate simulated worlds. To do this, Facebook bought out a virtual reality head-set company named Oculus for $2 billion. Th e Oculus technol-ogy removes people from reality

and lets them travel where they want. Th is technology may put an end to human communica-tion as we know it. Households with this technology may stop interacting altogether, as fam-ily members sit on the couch and put their headsets over their faces.

Brothers and sisters and moms and dads could eas-ily just disown each other and drift off into their virtual worlds where they choose new family members. Virtual reality headsets would invite the most promiscuous circumstances, as spouses drift off into their headset to seek out some sort of simulated aff ection and af-fair. (Aft er all, hackers revealed that thousands of government

workers had Ashley Madison accounts used exclusively for aff airs. With virtual reality headsets, Facebook gives gov-ernment workers and everyone else a playground to try out their double lives.)

Facebooks Mr. Schroepfer even told Business Insider that the companys future plans are to eff ectively build a teleporter.

Facebook wants to build a device that allows you to be any-where you want, with anyone, regardless of geographic bound-aries, he said.

Facebook intends to do this by fi rst designing virtual worlds that mimic real world places. Th en they want to create an in-terface that convinces users the simulated world is a real place.

Th e interface would have to al-low users to see their own hands and feet. Th e fi nal goal is to em-power users to create their own worlds and explore them how they wish.

Th e fi rst prototype is set to re-lease in 2016 a VR-visor named Rift . It will be accompanied by the release of Oculus Touch, which is a set of controllers that

allow users to see their own hands and interact with the simulated worlds. In late 2016 a third tech-nology is set to come out to allow users to create virtual 3D objects to use and navigate in their arti-fi cial worlds.

If this technology becomes as popular as

Facebook itself, it is bound to destroy whatever bit of human interaction that still exists to-day. Th ose who wish to live in the real world may have no choice but to get together, run away, and move to some re-mote part of the world, perhaps in a rain forest, where they can start a new tribe that connects on a natural, human level.

Censorship

I had a friend, or so Icon-sidered her, who we got in a Facebook debate with over a bombing in Palestine. Lat-er I received a text from her un-inviting our family to a birthday party. I was also called an anti-Semitic ter-rorist supporter, who evi-dently got paid by Hammas for slamming Israel. Never thought that growing up in the Soviet Union, where people were murdered and imprisoned in millions for speaking their mind, being teased in the 90s for being a Jew, and then moving to USA on a status of a Jewish refugee to be finally free of censorship, my freedom of speech would be compro-mised by a fellow Russian friend. This incident and the overall trend Ihave no-ticed among my circle of friends of not discussing touchy subjects, such as politics and religion, made me question the hypocrisy in the world we live in and what freedom of speech truly means to each one of us.

Here is the irony of cen-sorship if I was to compare it between Russia and USA. Back in the Soviet Union era people could not openly speak their mind, even in the comfort of their homes, as anyone opposing the gov-ernment was automatically accused of being a politi-cal traitor and eradicated. Currently in Russia, people

freely talk about politics as part of a social dialog, while having a cup of tea or a shot of something stron-ger. Folks argue, share a few anecdotes and agree to disagree on their views; all while keeping their opin-ions strong and, more im-portantly, their sense of humor alive. Yet, it is un-safe to go out on demon-strations related to political causes or become a public figure criticizing the gov-ernment, as that could lead to an accusation of spy ac-tivities or sponsorship from foreign aids and ultimately result in an imprisonment or even assassination.

In USA, public demon-strations have been fairly safe and people are often encouraged to get out on the streets and voice their concerns, as long as the events are peacefully or-ganized. We have seen the effectiveness of such dem-onstrations during the Vietnam War. I have per-sonally attended a few pro-tests against a possible con-flict with Iran. But here is a caveat to this freedom. We dont talk politics at work or even in the circle of our friends. It is a banned topic, extremely protected with all kind of politically correct and anti- discrimination causes. The oddest part of it all, we cant even discuss politics with our Russian friends because they seem to have left their opinions behind when they immi-grated, along with their sense of humor. Where is the logic?

I am not going to dive into cultural differences and the cause behind this phenomenon, thats a whole topic on its own. There are plenty of historical reasons explaining each countrys freedom of speech or lack of, but the bottom line is that censorship is alarm-ing in both places. So is the news propaganda.

We have all seen the cov-erage of Palestinian/Israeli conflict. Despite numer-ous reports from UN on violation of human rights and accusation of geno-cide against the Palestinian people, news channels con-tinued to paint Palestin-ians as terrorists, as if every single citizen of this God forgotten state is a member of Hamas militant group. I have actually seen Face-book posts with pro-Israeli folks cheering and praising the soldiers as the bombs landed on the Palestinian land, killing its residents by thousands.

Do I think Palestinians are innocent in the conflict? Certainly not. Do I think other nearby Arab coun-tries could have invested in its development and educa-tion instead of financing its military opposition? Abso-lutely. Do I believe none of us know the full truth be-hind the conflict and what we are being shown by the media is only a glimpse of reality? Yes and yes.

Politics aside, what about the regular people, individ-uals like you and me, who are just living day by day, who want nothing more than safety for their chil-dren and an opportunity to work and make a decent living? What about the chil-dren who are growing up surrounded by war, hunger and hate? What future do we envision for them? What can we possibly expect from these kids when they grow up besides more hate for the world? Do we really believe that every single person liv-ing in Palestine is a suicidal terrorist? What if one of us was to wake up tomor-row and find himself on the other side of the fence? Do we think we wouldnt fight for our childrens safety and freedom? I know I would pick up a stone, knife or a gun, if I had to protect my family, so would my hus-band. We are simply blessed to be living in a safe zone, but what if the tables were turned, how would we view the world then? Who would we call a terrorist then?

I took an amazing class called Human Evil. Ordi-nary People Committing Extraordinary Crimes in college. During the first session, our professor told us that by the end of the course we would all agree that any one of us was capa-ble of committing a despi-cable crime, not out of self-defense, but out of hate. We all shook our heads and laughed. Obviously, most of us, students, thought that crime of murder or torture could only be committed by humans predisposed to vio-lence. Suggesting that one of us could become a cold blooded murderer sounded absurd.

What our professor was determined to demonstrate through facts and histori-cal data was that awful acts of cruelty have and are still being committed by normal people, like you and me, and not by a bunch of serial killers. Like you, Iraised my eyebrows at the professor thinking he was completely out of his mind. I can say

with all honesty that by the end of the course the whole class was convinced. What that remarkable profes-sor was able to prove to us, through numerous histori-cal examples and analysis of human behavior, was that every ordinary human can commit an extraordinary crime because we have all mastered a unique trait: an ability to disassociate our-selves from another race, religion, skin color, ethnic-ity, gender, sexual orienta-tion, etc., when it suits our agenda.

If we were to look at every conflict on earth from Ger-many to Vietnam, from Af-ghanistan to Rwanda, from Ukraine to Syria, most of the crimes have been com-mitted by ordinary people. What did it take for them to cross that line? Based on numerous experiments con-ducted, when people are iso-lated in groups, they often turn against the other group as they become different or unlike them. Careful political propaganda that starts with name calling, cartoon drawing, racial jokes, residential segrega-tion and blame pointing, sparks up the antagonism. All we need as humans to justify wrongdoing against another group of humans is to prove that they are not us, therefore they dont think as us, they dont act as us, they dont feel pain as us, they dont deserve the same life as us. We can go back hundreds, even thousands of years, pick any country on any continent and see the theory apply.

This concept has stayed with me through the years and I always think about it when I witness people ste-reotyping each other. I no-tice how we choose to look for differences instead of trying to find similarities. It is mind-blowing how we associate a countrys leader with the rest of the popula-tion and if he happens to be a tyrant and murderer, we have no inclination to help, instead we generalize them all to be a threat to our own security. I reflect on how easily we proclaim someone an antagonist and how fast the crowd catches on to the animosity and goes on de-manding justice against the enemy.

It scared me when 9/11 happened and all of a sud-den USA, one of the most tolerant countries in the world, basically declared a war against Islam and de-cided to invade Iraq, whose guiltless people had noth-

ing to do with the terrorist attack. I could see through the propaganda and a need to find a political scape-goat at the time and could not believe how passionate people all around me were about killing Iraqis and sending US soldiers to sac-rifice their lives for noth-ing. I witnessed the same hate blind people in Russia, when a conflict with Ukrai-nians was started and all of a sudden our brothers and sisters next door were con-demned. It is chilling to see the anti-American propa-ganda spread through my Motherland right now and watch the animosity be-ing imbedded into peoples minds, blaming everything from diseases to financial crises on America. The speed with which societ-ies around the globe turn against each other is shock-ing. All it takes is a bit of fuel from the media and a bite of censorship from the within and we become oblivious to the pain we im-pose on other people be-cause they are not us.

Many would ask, why talk about it if there is noth-ing we can do? I oppose this argument, as I believe there is always something we can do. It starts with education and acceptance of each others beliefs and values. It starts with toler-ance and ability to relate to each other. We need to learn to look beyond the skin and appearance and realize that we are all created different for a reason. While we come from diverse cultural back-grounds, have various fam-ily traditions and religious beliefs, we are all equal in one desire to live in safety and raise our children in peace. If someone is forced to pick up a gun and fight for freedom, it is a global tragedy and a cause for me-diation, not a validation for extermination.

We can share our views with our family and friends. We can vote and perhaps influence presidential elec-tions and the course of pol-itics in the future. The least we can do is stop judging and categorizing each other according to our race, re-ligion or political views. If we talk about it, then those people matter, then the top-ic is alive, the suffering ex-ists and we are forced to do something about it.

Silence promotes inac-tion. Ignorance leads to judgment. Propaganda and censorship cause clashes. Start the conversation. Stop the conflict.

Th e international childrens festival was very enjoyable again this year. Aft er attending for several years, each years seems to be more enjoyable. Th is year, I especially noticed the performance of the violin students. Levy Kaminer performed a Hebrew melody in a very poignant fashion, sound was excellent with mature vibrato and great dynamics.

Also, the quartet with Viktor Frolkov, Levy Kaminer, Jay Park and the piano accompanist was quite enjoyable with excellent balance of sound and the ending chord took my breath away.

Th e Vivaldi Concerto, performed by Yohan Lee, the youngest of all students from Larisas studio, was performed in Baroque style, with strong sound and feeling of a professional artist.

Th e ensemble with all students performing the Italian song Santa Lucia, was quite impressive, as the music script has four diff erent violin voices. Th e sound was so smooth and beautiful, it inspired the audience to sang along with the music.
