General introduction

Introduction and project scopeThe Rural Distribution Project (hereinafter called "RD Project"' focuses on rehabilitating

and increasing the capacitv of existincg distribution lines md sub-substations and

standardizing them to 110. 35 and 22kV to meet the zrowing demand on electicity more

efficiently, provide better quality and quantity of electric power for production uses, and

reduce power svstem loss.

The Rural Distnrbution Project is carried out in 113 communes of 8 districts belonging to

Thanh Hoa province.

2. 1 Rural Distribution Project (RD)

The Rural Distribution Project of Ninh Binh province aims at a stable electricity supply,

loss reduction, reliability increase for Ninh Binh province and its adjacent areas.

Meanwvhile, the project would enable flexible network operation for the provincial socio-

economic growth.

2.2 Rural Distribution Project (RD) of Thanh Hoa

2.2.1 Brief discription of Thanh Hoa socio-natural conditions in project areas

a, Natural and environmental characteristics

Thanh Hoa province is in the middle land of Northern VietNam. It is about 150 km away

from HaNoi capital and 1560 km away from Ho Chi Minh city. It borders Son La, Hoa

Binh . Thanh Hoa to the north, Nghe An to the south, Hua Phan province of Lao

countrv to the west. Gulf of Tonkin to the east

The total area of Thanh Hoa province is 1.112.003 ha, including 24 rural districts and

Thanh Hoa city, 2 towns ( Bim Son, Sam Son) and is divided into 466 communes.

b, Terrain

Thanh Hoa terrain is diversified; lowered gradually from west to east, divided into 3

region clearly:

- Mouintainous area: Area of natural land: 839,037 ha reaching 75.44% of the provincial

area, everage height of hill is :600-700 in slope is above 250 . everage height of midland

is 150-200 m. slope is 15'-200

Plain region is 162.341 ha reaching 14.61% of the provincial area, everage height is 5-

15 m, slope is above 25", intermigling with hills and independent limestone- Coastline region is 110,655 ha reaching 9.990' of the whole provincial area, the

coastline is 102 Km long, terrain is even. along well-known Sam Son beach and resorts

such as: Hai Tien (Hoang Tien), Hai Hoa (Tinh Gia)...

c, Climate: Thanh Hoa's climate is distinctly with 4 seasons.

An average annual rainfall of 1600-2300mm, each year has about 90-130 rainy days.

Average humidity is 85% - 87%, average sunshine is about 1600-1800 hours. Average

temperature is 23oC-24uCd.

d) Land resources:

Total land of Thanh Hoa Province: 1,112,003 ha, in which: 245,367 ha of aEicultural

land, 553,99 ha of forestry land, 10,157 of aquiculture land, used land: 153.520 ha.

e) Potential landscape

There are Ben En national park in the West - South region, Phu Hu, Xuan Lien Natural

reserve West-North . where maintained gene bank of valuable and rare animals and

plants, Sam son beach in Sam Son town ... are attractive tourists.

2.2.2 Project area in Thanh Hoa

The Rural Distribution Project of Thanh Hoa province is to improve access to

rehabilitation and installation of medium network T/L to 17 disticts and a town: Hoang

Hoa, Quang Xuong, Nong Cong, Ha Trung, Nga Son, Trieu Son, Hau Loc, Tinh Gia. Yen

Dinh, Cam Thuy. Thach Thanh. Ngoc Lac, Thuong Xuan, Nhu Thanh, Tho Xuan, Dong

Son, Thieu Hoa, and Bim Son of Thanh hoa province.

3. Description of major pre-construction and construction activities according

to sequence of implementation

* Land clearance:

Ground clearance is mainly on removing of vegetation cover or cut down of trees,

obstructions located in foundation locations, trees above 4 m and houses on ROW

* Houses on ROW would not be affected so no clearance is needed

* Trees at poles locations are mainly crops (rice, maize and sweet potato,

orchards), bamboo, betel, District People's Committee, Provincal People's

Coimmittee project area of are unanimous in our support for implementation of

compensation and ground clearance according, to stipulation in order to ensure

implementation of construction implementation right after crop harvest.

Cutting trees of above 4 m on ROW may be implemented prior to wire oulling.

* Compensation is implemented by electricity of Thanh Hoa.

So that, Provincal People"s Committee is required to complete procedure for land

recover and allocation to handover ground to construction units.

Thanh Hoa provinceTo ensure maintenance of materials, equipment, accommodation for workers. The

temporary structures are constructed include:

+ Close warehouse for cement, electric materials and fittings, cubicles, swiches: 30

m2 x 48 sub projects = 1.440 m2

Open warehouse with fence for transformers, medium voltage conductor,

construction tools, arms, supports. pull tight: 40 m2 x48 subprojects=1920 m

+ Temporarv tents for workers during construction time: 20 m2 x48

subprojects=960 m2

+ Close warehouse and temporary tents are made of bamboo frames, roofs, oil

paper.

Construction materials and equipment etc are transported to the site:

Types .of equipments, materials such as: conductor, insulators bought in Ha Noi

and transported by lorries to central of ROW of each project component (site

pens).

Commodities are transported from Ha Noi to construction site such as:

+ Protection, switching, equipment, insulators, electric cable with small packing,

commodities are collected and transported by car to construction site and unloaded

bv hand.

+ Conductors of large volume are transported by car of 5 tons to construction site

and unloaded or loaded by crane of 5 tons.

+ Concrete poles bought in Ha Noi or Thanh Hoa are transported by specialized

KMAT of 7.5 tons to construction site and unloaded/loaded by crane of 5 tons,

one trip carried 6 pole sections, unloaded or loaded by crane of 5 tons. Poles are

gathered together in ROW and transported along ROW by hand and motorcycle.

+ Other materials such as: spare parts, transverse beams... are exploited and

transported from Ha Noi by truck of 5 tons to construction site and unloaded or

loaded by hand.

+ Cement is bought in districts, transported by trucks of 5 tons to construction site

and unloaded or loaded by hand.

+ Sands and stones are bought in involved districts, 20 km away, transported by

trick of 5 tons to construction site and unloaded or loaded by hand.

5. Proposed transportation methods of equipments, materials to construction

site

+ Cement and electric materials, equipment are transported to construction site

from close warehouses along ROW with average interval transportation distance:

450 m for MV lines, 300 m for substations.

+ Centrifugal concrete poles for are transported by renovation cart and by hand to

construction site with average interval transportation equal to that for cement.

+ Other materials are transported bv renovation and by hand :o construction site

from close warehouses with average interval transportation equal to that for

cement.

+ Executive time estimated: 04 months, number estimates of workers concentrates

15 persons which maximum in each site.

INSTITUTIONAL AND LEGAL FRAMEWORKThe report on enviromnent impact are prepared basing on:

The Government of Viet Nam promulgates lawvs and regulations on environment

protection. These include:- The constitution of Viet Nam on April, 1992 confirms that state-owned enterprises,

GOV's bodies. cooperations, national defence units are responsible for implementing

policies on environment protection to ensure reasonable use of natural resources and

environment protection.* The Environment protection Law on 29 November 2005. revised and adopted by the

National Assemblv and replaced for 1993 law. which clearlv specify the

responsibility of central governments, organizations, individuals to prevent

environment recession, meanwhile carry out specific functions of environment

protection.* The Lawv on Forest Protection (1992) regulates managemenT, protection, development,

exploitation of forest, prevention of trees cutting, forest destruction.

* GOV's Decree No 80/2006 ND-CP dated 9thf, August. 2006 stipulates in detail and

gives guidance on implementation of the revised Environment protection Law on

2005.* GOV's Decree No 81/2006 ND-CP dated 9th, August. 2006 on iunishment of

violation of The Environment Protection.

* GOV's Decree No 106/1999ND-CP dated 17'. August, 2005 stipulates in detail and

gives guidance on implementation of the Law on Protection of .IV power project

(Addmendment to Decree No.54/1999/ND-CP).

* GOV's Decree No52/1999 ND-CP: Reoulation on construction investment

management with modification, suplementation of environment problems in

construction management.* Circular No 08/2006 TT-BTNMT dated 8h, September, 2006 stipulates in detail and
