RULES OF THE ROUNDS
PRELIMINARY ROUND I
1. Teams will be divided in their respective Houses through draw oflots.
2. The two teams under each House will compete against each
other.
3. Each team consisting of two speakers and a researcher will be
allowed 30 minutes to speak which includes the Bill presentation
and questions from the jury.
4. An individual speaker from a team is allowed to speak maximum
for 20 minutes only.
5. Once both the teams are done with their Oral Presentation each
team will be allowed 10 minutes time for the rebuttal in addition
to the 30 minutes allotted to the teams.
6. Only the researcher of each contending team is allowed to ask
the question from the opposite team or answer the question
forwarded to ones team.
7. Discussion on arguments or disapproval on such questions is at
the discretion of the jury only.

1. A draw of lot will be held to decide the contestants.
2. The two teams under each House will compete against each
other.

SEMI-FINAL ROUND
1. The exchange of legislative initiatives will be decided on the
basis of draw of lots amongst the top four scorer teams of
quarter finals.
2. Each team consisting of two speakers and a researcher will be
allowed 30 minutes to speak which includes the Bill presentation
and questions from the jury.
3. An individual speaker from a team is allowed to speak maximum
for 20 minutes only.
4. Once both the teams are done with their Oral Presentation each
team will be given maximum of 10 minutes for the rebuttal in
addition to the 30 minutes allotted to the teams.
5. Only the researcher of each contending team is allowed to askthe question from the opposite team or answer the question
forwarded to ones team.
6. Discussion on arguments or disapproval on such questions is at
the discretion of the jury only.
FINALS
1. The finalist teams will be allowed 45 minutes to present their Bill.
No individual speaker from a team is allowed to speak for more
than 30 minutes.
2. Each researcher in the final rounds will be given 15 minutes to
direct questions to the researcher of the opponent team and
such questions are open to arguments only for the researcher.
3. Extent of arguments between the finalists researchers are at the
discretion of jury only.
