raw material yard will be located within the project site.

1.15 Facilities for treatment or disposal of solid waste or liquid effluents?

Yes During Construction phase: Total 100-150 labours shall work during the construction phase and hence the solid waste generation shall be 22.5 kg/day which shall be disposed off at municipal solid waste site. The waste water generated shall be discharged to septic tank via soak pit.

During Operation Phase: Solid waste of approx. 2597.55 Kg/day shall be generated. The total waste water generated shall be 645 KLD which will be treated in in-house STP of 780 KLD. Details of Water Management & Solid Waste Management are given in Environmental Management Plan.

1.16 Facilities for long term housing of operational workers?

No The workers during construction phase shall be hired from nearby areas and hence there is no need of providing long term housing. Only temporary shelters will be provided.

No Suitable drainage and waste management measures will be adopted in both the construction and operational phase which will restrict stagnation of water or accumulation of water. This will effectively restrict the reproduction and growth of disease vectors.

Yes During Construction phase: Employment opportunities provided due to the project will lead to better quality of life & will also set a standard for future developments in the area. Moreover this project will provide employment to about 100-150 local labours during construction phase. During Operation Phase: As it is a Plotted Township there shall be several services required which will generate direct & indirect employment for the people of the colony nearby area.

Yes During Construction phase: Generation of Solid waste during construction phase shall be 22.5 kg/day which shall be disposed off at municipal solid waste site. Excavated soil is being reused to extent possible. Top soil will be preserved and shall be used for landscaping to the extent possible. During Operation Phase: Solid waste of approx. 2597 Kg/day shall be generated from the colony during operational phase. Detailed Solid Waste Management is given in Environment Management Plan.

Hence, no adverse impacts on the land environment are envisaged. The unused soil shall be sent to landfill site only.

Water Supply: During Construction stage, water will be sourced through tanker supply which provides treated water of nearby STP Waste Generation / Handling: Excavated soil will be reused for backfilling and the fertile top soil will be reused for horticultural purpose. Spillage of oil from the machinery or cement residual from concrete mixer plants will be properly collected and reused in construction site. For construction labour, proper sanitary facilities & wash areas will be constructed and good hygienic conditions will be maintained.

There will not be any substantial effect on water demand of this region as the development will be as per the development plan.

The total waste water generation from the complex will be 645 KLD which will be treated in S.T.P of capacity 774 KLD respectively. A part of the treated water will be reused for flushing, gardening and miscellaneous purposes. 66 % of treated water will be recycled for re-use. Total excess treated water of 208 KLD shall be given to tanker supplier.

2.7 Give details of the water requirements met from water harvesting? Furnish details of the facilities created.

Rain water collecting tank shall be provided at site. No rain water harvesting shall be done. As ground water level in this area is high.

As the land is presently a vacant land, there occurs surface run off which creates water logging during rainy days, however after construction of complex; the same will be properly collected and will be treated and reused. During the construction phase, runoff from the construction site shall not be allowed into the roadside. It will be collected in a tank & after pre-treatment it will be reused for horticulture, etc.

Waste water during construction phase from labors shall be discharged into septic tank followed by soak pit. During operation phase 645 KLD of waste water from 780 KLD of S.T.P. capacity based on FAB technology. 66 % of treated water will be recycled for re-use. Excess treated water of 208 KLD shall be given to tanker supplier.

Shelter belt area has been designed to achieve a blend between modern building and various species of plants, shrubs to create a clean, healthy and aesthetic environment that will provide a visual retreat and relaxation to the visitors of these buildings. To minimize the impact, the provision of plantation area of 54141.18 Sq m area, with lawns, ornamental plants and trees shall be provided.

4. FAUNA

Core Zone: The proposed site is an open land and there are only some burrowing animals seen, so in existing conditions this place is not the habitat for local fauna. There will not be any type of displacement or any other effect on the local fauna due to proposed project activities. Buffer Zone: There are No wild life sanctuaries within 10 km radius of the project site.

4.2 Any direct or indirect impacts on the avifauna of the area? Provide details.

As there is no distinct plantation at site, hence no avifauna exists at site. Hence within the proposed project site, proper landscaping has been planned to provide a clean, healthy and beautiful green environment for the population. Common native variety of trees and ornamental flowering species will be planted in the green space which will attract avifauna Landscaping will have direct positive impact on the local avifauna, hence, this will provide shelter to local birds.

Parking shall be provided on surface, within the plots & community sites and proper route shall be provided for the traffic movement as well as pedestrian movement.

5.5 Will there be significant increase in traffic noise & vibrations? Give details of the sources and the measures proposed for mitigation of the above.

During construction, noise barriers shall be installed to reduce traffic noise & vibrations and during operation. Shelter belt developed within the complex will mitigate the traffic noise. Proper care shall be taken during design that there will not be any increase in traffic noise by providing proper traffic movement, hence no conjunction will cause, and hence, no honking within the complex will be maintained. The foundation shall be made very hard and paved with rubber flooring to minimize the vibration, also all other measures shall be adopted during designing that there will not be any causes of vibrations during the traffic density.

2.7 Water Management Water Requirement

During construction phase- Approx. 5 KLD of water will be required which will be arranged on temporary basis through the tankers.

During operation phase- Water requirement will be 923 KLD which will be met through HUDA.

The total water management has been given in Environment Report.

2.8 Rain water collection Details As the ground water level is only 3-4 m below road level, rain water collection tanks will be proposed in the complex for the collection of rain water.

2.9 Power Requirement& Back-up During Construction Phase- DG sets of capacity 62.5 KVA will be used during construction phase.

During Operation Phase- The total power requirement of the plotted colony is 31826.67 kW which will be met by Uttar Haryana Bijli Vitran Nigam Ltd. In case of power failure, power backup will be provided through DG sets. The DG sets of 2 x 1010 KVA, 1 x 380 kVA will be located on the surface.

2.10 Solid & Hazardous Waste Management During Construction phase- Soil will be excavated only for foundation. Total 23 kg of waste will be generated from labourers.

During operation phase- Total 2597 kg/day solid waste will be generated from the complex.

26 ltrs/month used oil shall be generated and 1 kg/month E-waste will be generated.

Battery waste shall be generated from inverters & UPS.

2.11 Parking Management During construction phase- Proper parking provisions of trucks and other construction vehicles shall be made. Proper spaces for loading and unloading shall be defined.

During operation phase- Total parking requirement will be 357 ECS. However, 357 ECS will be provided on surface only. Details are given in Environment Report.

2.12 Green Area Development The site is a vacant land. Development of Plotted Township includes development of a plantation area including big foliage trees and beautiful vegetation, herbs, shrubs that will be maintained at site. Total plantation area for the project will be approx. 54141.184 sq m which is 30% area of the net plot area.

3.4.2.2 During Operation

During operation phase, 31826.67 KW of electric load from Uttar Haryana Bijli Vitran Nigam (UHBVN) shall be supplied to the colony. Power backup shall be provided by DG sets of 2 x 1010 KVA & 1 x 380 KVA.

3.4.2.3 Conservation

Following are the measures adopted to conserve the energy:

i. Day light provision shall be made in Community sites, nursery schools, by using openable windows (use of sunlight in lieu of conventional power).

ii. We shall provide LED & T5 in common areas like corridors, and lobbies of commercial areas.

iii. Solar street lights & landscape lights shall be installed. iv. Transformers will be having efficiencies as per ECBC Norms. v. Solar Water Heater will be used to meet 20 % of hot water requirement

for all community sites.

3.7 ENVIRONMENT MANAGEMENT PLAN

The Environment Management Plan (EMP) is a site specific plan developed to ensure that the project is implemented in an environmentally sustainable manner where all stakeholders including the project proponents, contractors and subcontractors, including consultants, understand the potential environmental risks arising from the proposed project and take appropriate actions to properly manage that risk. Adequate environmental management measures need to be incorporated during the entire planning, construction and operating stages of the project to minimize any adverse environmental impact and assure sustainable development of the area.

The EMP presented below should be followed and regular monitoring of relevant parameters as stated in post project-monitoring schedule shall be carried out. The EMP is to be proactive in nature and will be upgraded if new facilities or modification of existing facilities, with environmental concerns, come up at a later stage.

EMP includes four elements:

� Commitment and Policy: Proposed project will strive to provide and implement the Environmental Management Plan that incorporates all issues related to air, land and water.

� Planning: This includes identification of environmental impacts, legal requirements and setting environmental objectives.

� Implementation: This comprises of resources available to the developers, accountability of contractors, training of operational staff associated with environmental control facilities and documentation of measures to be taken.

� Measurement and Evaluation: This includes monitoring, corrective actions, and record keeping.

3.7.1 ENVIRONMENT MANAGEMENT DURING

CONSTRUCTION

3.7.1.1 AIR ENVIRONMENT :-

Air quality around the project will be adversely impacted during the construction stage. Various construction activities especially related to lose material likely to

cause generation of dust that adversely impacts the air quality of the surrounding area of the project site. To minimize such impact, following measures will be taken:

� All the loose material either stacked or transported will be provided with suitable covering such as tarpaulin, etc and kept in and specific place.

� Water sprinkling will be done at the location where dust generation is anticipated.

� To minimize the occupational health hazard, proper mask will be provided to the workers who are engaged in dust generation activity.

Another cause of Air pollution during construction phase will be the emissions from DG sets, whereas no DG sets will be installed at the construction site.

The construction activity will obviously results in fugitive dusts. These fugitive dusts will be controlled by carrying out construction by covering the boundary of the proposed project site and as well by polythene cover to a particular height and also by intermittent spraying of water.

3.7.1.2 WATER MANAGEMENT:-

During the construction of the proposed project, the services required like water

supply and sewage facilities shall be arranged on a temporary basis and the same

will be maintained without any adverse impact on the environment. The water

required for curing and other construction purpose shall be arranged on temporary

basis from treated water from nearby STP or HUDA STP supplied through tankers.

During the construction period, runoff from the construction site shall not be

allowed to stand (water logging) or enter into the roadside or nearby drain.

Adequate measures shall be taken to collect such run off and will be disposed off

at the designated construction waste disposal location.

3.7.1.3 NOISE ENVIRONMENT:-

During the construction stage, expected noise level is in the range of 70 dB (A), which decreases with increase in distance. Hence all the construction activities will be carried out during the daytime.

As stated earlier, due to the construction activity undertaken for the project there will be some noise generation due to the movement of vehicles carrying construction materials and as this will only be a temporary phenomenon, it will be managed by properly regulating the movement of vehicular traffic so that the ambient air quality with respect to noise is adversely affected.

To prevent any occupational hazard, ear muff / ear plug shall be given to the workers working around or operating the plant and machinery emitting high noise levels. Operation of such plant or machinery shall strictly be prohibited during night hours. Careful planning of machinery operation and scheduling of operations shall be done to minimize such impact.

3.7.1.4 SOLID WASTE MANAGEMENT:-

During the construction, soil shall be excavated only for foundation of the building structures to come up. This excavated soil will be properly stacked under tarpaulin cover and will be reused for back filling purpose and road construction, etc. The top soil will be preserved separately and will be used for landscaping purposes only. The unused soil shall be sent to landfill site only identified by the Municipal Corporation.

Appropriate 22.5 kg/day of Municipal solid waste shall be generated from temporary labours shall be disposed off at Municipal Landfill Site .

No Used oil whenever generated from the DG sets shall be kept in a secured place and in leak prof container and shall be sent to approved recycler.

generation will be 645 KLD. The generated sewage will be treated in Sewage Treatment Plant capacity 780 KLD based on FAB technology. The treated water 613 KLD shall be generated from STP, out of which 405 KLD will be reused for flushing, cooling & misc. purposes and 208 KLD shall be given to tanker.

3.7.2.2.1 WASTEWATER TREATMENT

The Sewage Treatment Plant of 780 KLD offered has some distinct advantages over conventional activated sludge processes. The scheme is proven, under a variety of operating conditions, and is highly flexible in operation.

The characteristics of Raw sewage and the characteristics required for the treated water will be as given in Table 12 and 13 respectively.

Following description gives the salient features of the STP:

1. Small space requirement The concept of compact sewage treatment plant is promoted so that expensive conventional treatment is dispensed herewith. The treatment scheme is also versatile, in the sense that units can be re-arranged in any way in which the space and pile caps are available.

2. Lower operating power requirements The system utilizes aeration tanks of much smaller size, thereby reducing the overall power required in aerating the raw sewage. Since the bio-reactor depth is

more, efficient transfer of oxygen takes place, thereby reducing the overall power consumed in treatment.

3. Simplicity in operation and maintenance The system adopted has much less moving parts (only pumps and blowers). Further there is no moving part inside the bio-reactor. This gives the advantage of continuously running the bio-reactor system, under widely fluctuating conditions. All the maintenance on the mechanical systems can be done with normal skilled mechanics available.

The system is unique in operation, such that, only inlet and outlet parameters (i.e. raw sewage BOD / COD / TSS /TP and treated sewage BOD / COD / TSS / TP etc.) need to be analysed. Since the bio-reactor is self-sustaining, there is no requirement of recycling the biomass from the secondary clarifier. Hence, analysis such as MLSS / MLVSS / SVI (sludge volume index) / F / M ratio etc. is not required to be done. This greatly reduces the analytical load on the plant chemist / supervisor, and makes the system very simple to operate and control.

4. Removal of Nutrients & coliform The bio-reactor system adopted in the FAB based STP is provided with nutrients removal, and removal of disease causing E-coli bacteria.

Nutrient removal

The bio-reactor system operates at very food to micro-organisms ratio (F / M ratio). This helps in totally converting the Ammonical nitrogen to nitrate nitrogen. In the process of synthesis of organic substrate, about 40 – 50% of the total phosphates load is also reduced. The remaining phosphates can be precipitated by addition of aluminum ions dosed in form of Poly Aluminum Chloride (PAC). Phosphates react with aluminum ions and precipitate as aluminum phosphate, which is an insoluble salt. Thus the total phosphates load can be easily reduced by more than 90%.

Coliform removal

The outlet BOD of the bio-reactor system being very low (in other words, hardly any food is available to the E-coli), most of the coliform are killed in the reactor itself. The treated sewage outlet coliform count will conform to WHO standards.

5. Sludge handling The sludge generated in the bio-reactors is totally digested. Since the F / M ratio in the bio-reactors is very low, the excess sludge generation is lower than compared to the conventional ASP system. Normally, this sludge is anaerobically digested to stabilize the organic matter. The present system does not envisage any sludge digestion (since the sludge is aerobically stabilized in the bioreactors itself), making the system more suitable for operation with less manpower.

The excess sludge is separated in the secondary clarifier, and then disposed off either on drying beds, or can be directly used as soil conditioner.

3.7.2.2.2 HYDRAULIC FLOW DIAGRAM OF SEWAGE TREATMENT

3.7.2.2.3 TREATMENT PROCESS

The sewage is first passed through a Bar Screen Chamber & an Oil & Grease Chamber where any extraneous / floating matter gets trapped.

The sewage is then collected in a Receiving Sump where the variations in flow

and characteristics are dampened, which otherwise can lead to operational

problems and moreover it allows a constant flow rate downstream. Here the

sewage is kept in mixed condition by means of coarse air bubble diffusion.

The equalized sewage is then pumped to the Fluidized Aerobic Bed Reactors

(FAB) where BOD/COD reduction is achieved by virtue of aerobic microbial

activities. The FAB reactors run in series. The oxygen required is supplied through

coarse air bubble diffusers.

The excess bio-solids formed in the biological process, which are separated in the

downstream Plate Settler Tank. The clear supernatant is sent to the tertiary

treatment section comprising of a Dual Media Filter and an Activated Carbon Filter, and UV disinfections system. If needed Softener shall be provided.

The biological sludge generated from the FAB, which is settled in the Plate Settler,

is drained through the Filter Press.

3.7.2.3 NOISE ENVIRONMENT

The main sources of the noise pollution will be D.G sets. and traffic movement within the colony. DG sets & their capacity 2 x 1010 KVA, 1 x 380 KVA.

Mitigation Measures:

� DG sets shall be bought acoustically enclosed and shall meet the norms prescribed by CPCB.

� Planting of the trees at the boundary of the colony will help in reducing the level of the noise within the Complex.

3.7.2.3.1 ACOUSTIC ENCLOSURE / TREATMENT

There are two methods to reduce noise from DG Sets.

1. Acoustic Enclosures [when DG Set is kept outdoor] 2. Acoustic Treatment [when DG Set is kept indoor]

ACOUSTIC TREATMENT:

(a) MAIN FRAME:

3’ 1.5” rectangular pipe will be used to make main frame of the panel covered with 18 gauge MS sheet from one side.

Insulation by Glass Wool:

3” thick glass wool pad of high density covered with tissue paper will be used for absorption of sound.

Covering Layer:

Finally, the insulated material is covered with perforated galvanized (GI) sheet (24SWG) to prevent damage to insulating material.

(b) AIR VENTILATION SYSTEM

The acoustic lining defined in above results in accumulation of heat generated by DG Set. Therefore the temperature of the treated room may increase which may adversely affect the life of DG Set. To overcome the said problem, a proper ventilation system should be designed.

As per calculation of heat generated by DG Sets a regular fresh air is continuously sucked from the enclosure with the help of two 20” axial fans. There have been two 24” axial fans for the supply of fresh air. The pressure difference inside and outside of the room has been less than 8 mm WG, which does not affect the normal running condition of DG Sets.

(c) INSULATION OF AIR INLET AND OUTLET POINTS

The sound travels along with air therefore it is necessary to control the traveling sound with the help of insulated ducts [2” glass wool pads and perforated sheets] and louvers at inlet and outlet air points. The ducts have S-type shape to prevent any direct escape of noise.

(d) INSULATED SERVICE DOOR

The maintenance and servicing of DG Set is done using a suitable service door of 5’ x 7’ size. The door is made of MS sheet and frames fully insulated with 3” thick glass wool pad followed by perforated aluminum sheets.

PLANTATION:-

Green belt planning will be done with ecological perspectives for the project taking into consideration and availability of space and other aspects. This will help in increasing the aesthetic effect of the environment.

Since tree trunks are devoid of foliage, scrub should form there to give coverage to the trunks. The trees maintain the regional ecological balance and conform to soil and hydrological conditions. Indigenous species would be preferred.

Green belt/greenery shall be developed along most of the periphery of the project area as well as along roads. Area under plantation/greenery is 54141.184 sq m with trees and plants. The trees planted shall be of adequate height. Any trees that do not survive will be replaced. The plantation/greenery programme will be completed, simultaneously along with the project.

PLANTATION PROGRAMME LAYOUT:-

Plantation in the project area helps to arrest the particulate matter in the area and hence attenuate the pollution to a great extent and contribute positively to the environment. 2 VULNERABILITY ANALYSES

This is a Ruhil Township “Plotted Development” hence residents, staff & visitors

are vulnerable to risks.

3 RISK ANALYSES

The risk is likelihood of harmful effect big or small due to hazard, together with

severity of harm suffered. Risk also depends on number of people exposed to

hazard.

Risk analysis provides severity of harm from particular type of hazard.

3.1 Earthquake:

The project is located at seismic zone IV where earthquake can occur from 4.0-7.0

Ricter scale.

3.2 Flooding:

The project site is located in an area where no natural river or drainage exists.

However, flooding can occur due to excess rain.

3.3 Health Injuries

1. Safety nets will be provided at appropriate level and various shafts/ openings

will be kept covered to prevent falls, slips, trips etc.

2. Necessary safety belts, helmets and eye-masks as required will be enforced at

site.

3. Adequate guardrails will be provided to the staircases and common areas.

4. Adequate guardrails/ fences will be provided around the water storage spaces

to prevent drowning accidents.

5. Adequate protection/ fence will be provided around the excavated areas.

6. The machinery and the equipments will be regularly tested and maintained

with the specific emphasis against accidents failures.

7. The deployed Safety officers will ensure that the personnel/ labor will be kept

at a safe distance from working machinery to avoid accidents/ injuries due to

toxic gases/ chemical/ noise.

8. Moving parts of various parts of machineries/ equipments will be properly

guarded.

9. Rest rooms and first aid facilities will be made available for the workers.

3.4 Fire & Explosion:

Since it is a Ruhil Township “Plotted Development” fire can occur due to electrical

spark or gas leakage from kitchens.

Fire is mainly caused in due to carelessness, short circuits, and malfunctioning of

gas regulator, tube, and such related products.

3.5 Electrical:

The electrical current can pass to the floor & metals due to inadequate insulation

or accidently.

3.6 Mechanical:

The mechanical fault that can cause the risk & hazard include the elevators.

3.7 Radiation:

Due to use of wireless equipments there may be electromagnetic radiation.

3.8 Thermal:

Thermal heat can be generated from the D.G sets and the vehicles in the colony.

3.9 Chemical:

Chemical use in the Ruhil Township “Plotted Development” limited to cleaning

agents & medicines.

4.2 Disaster Management Plan

Disaster Management provides the opportunity to plan, prepare and when needed

enables a rational response in case of disasters/ mass casualty incidents (MCI).

Disasters and mass casualties can cause great confusion and inefficiency in the

hospitals. They can overwhelm the complex resources, staffs, space and or

supplies. Lack of any tangible plan to fall back upon in times of disaster leads to a

situation where there are many sources of command, many leaders, and no

concerted effort to solve the problem.

An internal risk management authority is formed which may undertake periodic

evaluation of safety precautions to be followed by each department for hazard

recognition with the following steps:

Building will be undertaken on a periodical basis to identify the measures taken

to prevent/reduce the impact of the potential hazards.

All peoples will be encouraged to routinely assess all activities to identify potential

hazards.

To make the proceedings easier, the all the persons will embark upon disaster

planning using a phase plan. The building emergency planning is divided into

three phases:

1) Pre disaster phase

Planning: Risk assessment and planning for preparedness will be done, the

building plans will be formulated and then discussed in a suitable forum for

approval.

The disaster manual: The building disaster plan shall be written down in a

document form and copies of the same should be available in all the areas of the

building.

Education and training: Regular training by suitable drills shall be undertaken in

this phase.

2) Disaster Phase

Phase of activation: Alter and notification of emergency.

Activation of the chain of command in the building.

Operational phase: This is the phase in which the actual tackling of mass casualties

will be performed according to the disaster/emergency plan.

Phase of deactivation: When the administration/ command of the building will be

satisfied that the influx of mass casualty victims is not continuing to overwhelm

the building facilities.
