The original Bid Documents, for Bid No. PWCN-14-0126 of the City of Virginia Beach are amended as noted in this Addendum No. 1, and the Addendum shall become part of the Bid Documents. Bidders must acknowledge receipt of this Addendum during the bidding process by notation on the Bid Proposal/Contract Forms when submitting proposals.

QUESTIONS & ANSWERS (Q&A):

The following questions were received about the solicitation:

Question #1

Is an ABS certified hydraulic dredge required for the project? Please note that most of the dredge area lies outside of the Boundary Line, the line outside of which an ABS certified dredge is required.

Answer

Compliance with USCG and marine regulations is required. The OWNER does not warrant the location of the Boundary Line, nor has the ability to control which level of certifications are necessary from authorities of jurisdiction.

Question #2

Is it up to the contractor to select the most practical pipeline route and beach landing location?

Answer

Yes, taking Contract Documents and Permits into consideration.

Question #3

What is the Engineer’s Estimate and/or City’s Budget for the project?

Answer

The engineer’s estimate and/or City’s budget for the project is not available at this stage of the procurement process.

Question #4

A lump sum price for dredging is extremely unusual for the industry. This payment format places all risks for shoaling that may occur, as well as survey inaccuracies for the supplied hydrographic survey, solely on the Contractor. The Contractor, in turn, must include in his price contingencies to account for these risks. We respectfully request that the payment format be revised to a), include a lump sum mobilization and demobilization bid item, and b), a per cubic yard unit price dredging bid item. The per cubic yard dredging bid item can be paid for by pre/post survey of either a), Rudee Inlet or, b), the beach template.

Answer

Section 102.04- Schedule of Prices – Page 22 of 22 has been revised to include unit price for mobilization/demobilization and dredging, and is attached with this addendum #1.

Question #5

The current Specification states that the Owner will perform pre/post surveys of Rudee Inlet for acceptance and that contractors are allowed a beach fill tolerance of +/- 0.5 ft. Is it the City’s intention to base acceptance upon, a), clearing of Rudee Inlet to the required grades, or, b), filling the beach template?

Answer

Section 901, Paragraph 2.5.7, Page 12 of 14 has been revised as noted below in this addendum #1. Acceptance is based on Section 901, Paragraph 3.0, Page 14 of 14.

Question #6

Are contractors expected to place the dredged quantity uniformly down the entire 3,500 ft. of beach or will beach placement end when the available quantity from Rudee Inlet is exhausted?

Answer

Beach placement will end when the available quantity from the inlet is exhausted, the goal is to dredge the channel, not build a beach. But the beach building needs to comply with the cross section. Refer to Project Drawings Sheet No. 3 of 4 and 4 of 4, attached with this Addendum #1.

Question #7

What are the anticipated cubic yard / linear foot for the beach placement?

Answer

Information is not available – refer to Typical Beach Fill Section of Project Drawings Sheet No. 4 of 4, attached with this Addendum #1.

The plan view drawing of the beach template and the typical cross section of the beach template do not correlate to one another. The plan view drawing is not showing the permitted seaward edge of berm at 300 ft. like what is shown on the typical cross section. Please clarify.

Answer

Construct beach fill as shown on the Typical Beach Fill Section of Project Drawings Sheet No. 3 of 4 and 4 of 4, attached with this Addendum #1.

Question #9

When was the last dredging project at Rudee Inlet?

Answer

Rudee Inlet was last dredged by Norfolk Dredging Company (Charleston) during period of April 3, 2010 through April 10, 2010 for the Outer Channel Deposition Area and by United States Army Corps of Engineers (Merritt) during period of June 16, 2013 through June 20, 2013 for the Entrance Channel.

We respectfully suggest that the overdepth quantity be included in the advertised quantity.

Material that is measured by the cubic yard, loose measurement or vehicular measurement, shall be hauled in approved vehicles and measured therein at the point of delivery. Material measured in vehicles, except stream bed gravel, will be allowed at the rate of 2/3 the volume of the vehicle. The full volume of the vehicle will be allowed for stream bed gravel. Such vehicles may be of any size or type acceptable of the Owner provided the body is of such shape that the actual contents can be readily and accurately determined. Unless all approved vehicles are of uniform capacity, each vehicle shall bear a plainly legible identification mark indicating the specific approved capacity. Each vehicle shall be loaded to at least its water level capacity, and each load shall be leveled when the vehicle arrives at the point of delivery.

When approved by the Owner in writing, material specified to be measured by the cubic yard may be weighed and such weights converted to cubic yards for payment purposes. Factors for conversion from weight to volume measurement will be determined by the Owner and shall be agreed to by the Contractor before they are used.

Dredging: Be advised that at the time of the Condition Survey shown in the Project Drawings, 70,000 CY of material was present in the channel above the required dredge depths specified herein, however, additional shoaling is expected to occur prior to commencement of work.

Demobilization shall include all costs associated with demobilization, the removal of all equipment, the spreading of the dredge material at the placement area and cleanup of the work site(s). Demobilization shall also include site work costs in hauling off channel debris, removal of warning signs and channel survey markers, and rough grading in the dredge material placement areas.

Add:

2.2.2 Payment No. 2:

DREDGING:

DREDGING: Required Dredging and Allowable Dredging shall include the cost of removal and placement of all material to be dredged as indicated on the Project Drawings and herein, exclusive of Mobilization and Demobilization. Dredging costs include channel debris removal,

and maintaining safe beach and channel access. All costs connected with dredging operations will be measured and paid for per cubic yard of material dredged. Utilizing the Pre- and Post-Dredge Hydrographic Surveys, the quantity of dredge material removed shall be computed by the OWNER using Hypack 2013 TIN vs. Channel Volume method.

Be advised that at the time of the Condition Survey shown in the Project Drawings, approximately 80,000 CY of material was present in the channel above the required dredge depths specified herein, however, additional shoaling is expected to occur prior to commencement of work.

The beach surface area shall be dressed to an acceptable vertical tolerance of 0.5 foot above and 0.5 foot below the designated finish elevation.

All costs for work to complete the Rudee Inlet Outer Channel Maintenance Dredging Project including Mobilization/Demobilization and Removal and Placement of Dredged Material as shown in Project Drawings and Project Manual will be paid for at the lump sum cost.

The lump sum price for the project will be paid upon the completion of dredging for Rudee Inlet, including the acceptance of the Post-Dredge Hydrographic Survey, demobilization of equipment, and restoration and cleanup of the work site(s).

3.1 MEASUREMENT AND PAYMENT:

3.1.1 MOBILIZATION/DEMOBILIZATION: All cost connected with the CONTRACTOR’s mobilization and demobilization of the dredging plant and equipment, as defined in Paragraph 2.2.1, will not be measured as such, but will be paid for at the lump sum price bid. Sixty percent (60%) of the lump sum price will be paid to the CONTRACTOR upon the completion of mobilization. The remaining forty percent (40%) of the lump sum price will be paid upon the completion of dredging, including the acceptance of the Post-Dredge Hydrographic Survey, demobilization of equipment, and restoration and cleanup of the work site(s) as defined in Paragraph 2.2.1.

3.0.2 DREDGING: All costs connected with dredging operations, as defined in Paragraph 2.2.2, will be measured and paid for per cubic yard of material dredged along with achieving the channel cut limits as presented in the Project Drawings. Utilizing the Pre- and Post-Dredge Hydrographic Surveys, the quantity of dredge material removed shall be computed by the OWNER using Hypack 2013 TIN vs. Channel Volume method.
