DATA ASSESSMENT
The current USEPA Region II Data Validation SOP for the Volatile Organic Analysis of Ambient Air in Canister (Revision 0, April 1994) was used for data review.
For samples collected by charcoal tubes, the data were reviewed by using principles outlined in USEPA Region II Data Validation SOP for Validating Volatile Compounds by SW-846 Method 8260 (Revision 0, April 1995).
All data are valid and acceptable except those analytes rejected "R"(unusable). Due to the detection of QC problems, some analytes may have the "J" (estimated), "N"(presumptive evidence for the presence of the material, "U" (non-detect) or "JN" (presumptive evidence for the presence of the material at an estimated value) flag. AH action is detailed on the attached sheets.

On April 13 and 14,2005, USEPA Region II Removal Support Team (RST) personnel collected 09 air samples following EPA Method TO-15 and 15 air samples following NIOSH Method 1003 for volatile organic compound analysis, from the American Drive-ln Cleaners Site, 3801 Hempstead Turnpike, Levittown, New York. Within 24 hours of collection, these samples were shipped to Data Chem Laboratories, 960 West LeVoy Drive, Salt Lake City, Utah. The laboratory verified that samples were received intact and no problems were noted.

The amount of an analyte in a sample can change with time due to chemical instabilitv degradation, volatilization, etc. If the specified holding time is exceeded, the data may not be valid Those analytes detected in the samples whose holding time has been exceeded will be qualified as estimated, "J" . The non-detects (sample quantitation limits) will be flagged as estimated, " J " , or unusable, "R", if the holding times are grossly exceeded.

2. SURROGATES
All samples are spiked with surrogate compounds prior to sample preparation to evaluate overall laboratory performance and efficiency ofthe analytical technique. If the measured surrogate concentrations were outside contract specifications, qualifications were applied to the samples and analytes as shown below.

3. MATRIX SPIKE/SPIKE DUPLICATE, MS/MSD:
The MS/MSD data are generated to determine the long term precision and accuracy ofthe analytical method in various matrices. The MS/MSD may be used in conjunction with other QC criteria for additional qualification of data.
All recoveries were within the control limits for LCS and LCSD.
4. BLANK CONTAMINATION:
Quality assurance (QA) blanks, i.e., method, trip, field, or rinse blanks are prepared to identify any contamination which may have been introduced into the samples during sample preparation or field activity. Method blanks measure laboratory contamination. Trip blanks measure cross-contamination of samples during shipment. Field and rinse blanks measure cross-contamination of samples during field operations. If the concentration ofthe analyte is less than 5 times the blank contaminant level (10 times for common contaminants) the analytes are qualified as non-detects, "U". The following analytes in the sample shown were qualified with "U" for these reasons:

5. MASS SPECTROMETER TUNING:
Tuning and performance criteria are established to ensure adequate mass resolution, proper identification of compounds and to some degree, sufficient instrument sensitivity. These criteria are not sample specific. Instrument performance is determined using standard materials. Therefore, these criteria should be met in all circumstances. The tuning standard for volatile organics is Bromofluorobenzene(BFB) and for semi-volatiles DecafluorotriDhenvl-phosphine (DFTPP). F y
If the mass calibration is in error, all associated data will be classified as unusable "R".

6. CALIBRATION:
Satisfactory instrument calibration is established to ensure that the instrument is capable of producing acceptable quantitative data. An initial calibration demonstrates that the instrument is capable of giving acceptable performance at the beginning of an experimental sequence. The continuing calibration checks document that the instrument is civine satisfactory daily performance.
A) Response Factor GC/MS:
The response factor measures the instrument's response to specific chemical compounds The response factor for the Target Compound List (TCL) must be > 0.05 in both initial and continuing calibrations. A value < 0.05 indicates a serious detection and quantitation problem (poor sensitivity). Analytes detected in the sample will be qualified as estimated " J " All non-detects for that compound will be rejected "R". '

B) Percent Relative Standard Deviation (%RSD) and Percent Difference (%D):
Percent RSD is calculated from the initial calibration and is used to indicate the stability of the specific compound response factor over increasing concentration. Percent D compares the response factor of the continuing calibration check to the mean response factor (RRF) from the initial calibration. Percent D is a measure of the instrument's daily performance Percent RSD must be < 30% and %D must be < 25%. A value outside of these limits indicates potential detection and quantitation errors. For these reasons, all positive results are flagged as estimated, "J" and non-detects are flagged "UJ". If %RSD and %D erosslv exceed QC criteria, non-detects data may be qualified "R".

10. CONTRACT PROBLEMS NON-COMPLIANCE:
Method TO-15 required using average RRF to calculate the final concentration of a compound detected in the sample analysis. The laboratory used the RRF from continuing calibration standard for sample quantitation. The impact is insignificant because die percent differences between the initial and continuing calibrations were within the control limit. The laboratory results can be used.

12. OTHER PROBLEMS
As per DataChem, a batch of six canisters will be cleaned on a train. Based on the analytical results of samples collected with these canisters, the dirty one was subjected to analysis to verify the effectiveness of cleaning. The canister analyses showed various analytes were detected at concentrations of less than 1 ppbv and none of those canisters were used for sampling conducted for this site.

Analysis / Method: Method T015 is an EPA method used in the analysis of air samples for volatile organics by GC/MS, which have been sampled in a silonized canister.
General Set Information: DataChem Laboratories received nine silonized canisters for VOA analysis, the samples were analyzed within fourteen days of sampling. Recoveries of target analytes are reported on the Sample Analysis Data Sheet in units of ppb v/v and ug/m3.
Sample Preparation: This method has no extraction procedure for air samples. The sample preparation date is the same as the date of analysis. Two hundred milliliters of air sample and 100 milliliters of Internal Standard were trapped using an Entech 7100 microscale purge and trap concentrator.
Instrument Calibration: The GC/MS was hardware tuned to meet the criteria for 50 ng of 4-Bromofluorobenzene as specified in the method. This tune check is valid for 24 hours.
Initial and Continuing Calibration Verification: The initial calibration curve, which was analyzed prior to sample analysis, met the specified criteria ofthe method. For the initial calibration curve, the %RSD of the response factors for the TO-15 analytes were checked.
A continuing calibration standard (CCS), which is used for the quantitation of each target compound, was also analyzed prior to sample analysis. The CCS met the criteria as specified in the method. The response factors of the TO-15 analytes were acceptable when compared to the average response from the initial calibration curve.
Method Blank Analysis: A laboratory method blank (BL-230738-1) was prepared using 200 milliliters of humidified ultra high purity nitrogen and 100 milliliters of Internal Standards and analyzed prior to sample analysis. The blank was free of volatile organic contaminants.
