RPLC AD 2.20 LOCAL TRAFFIC REGULATIONS

1. Airport regulations 1.1 At Diosdado Macapagal International Airport (DMIA) a number of local regulations apply. The regulations are collected in a manual, which is available at the Office of the Airport Authority or Safety Department. This includes the following:

a. aerodrome manual; b. aircraft emergency rescue organization

(AERO) manual; c. ramp safety manual; d. aircraft fueling procedures; e. procedures in handling fuel spill; f. operational safety on airport during

construction; g. designated helicopter landing and take-

off area; h. bird control and reduction program of

DMIA; i. handling toxic substances and

hazardous wastes; and j. fuel safety and quality management

standards at DMIA. 1.2 Marshaller assistance can be requested from TWR and further information about the regulations can be obtained from the DMIA authority. 1.3 “Local Regulations” may be requested in writing from:

1.4 Rwy 02R/20L Operations Rwy 02R/20L open to aircraft operations H24 daily. 1.5 Rwy 02L/20R Operations Rwy 02L/20R open to aircraft operations HJ daily due no runway lights.

2. Taxiing to and from stands 2.1 Arriving aircraft will be allocated a stand number by the Tower (TWR). General aviation aircraft will have to use the general aviation parking area. 2.2 Assistance from the “FOLLOW ME” vehicle other than the apron can be requested via TWR.

3. Parking 3.1 General aviation aircraft shall be guided by marshallers entering the parking area for small aircraft. 3.2 Helicopters shall be guided by marshallers entering the parking area. 3.3 Assigment of parking bays: a. North apron (Observe ground marshal for parking): BAY 2, 3, 4 & 6 – B747-400 and smaller aircraft category. BAY 1 & 5 – DC10 and smaller aircraft category

b. West apron: BAY 7, 8, 9, 10, 11 & 12

– B-747 and smaller aircraft category Note: Parking BAYs 7, 9, & 11 will be closed to aircraft operations whenever BAY nos. 8, 10 & 12 are occupied by B-747 aircraft.

4. Taxiing - limitations

4.1 Pilots shall not taxi aircraft at any time without communications with and clearance from Ground Control. 4.2 Aircraft being towed on the movement area shall have radio contact with Ground Control. If aircraft must be towed within the ramp area without radio contact with Ground Control, prior coordination and approval shall be obtained. 4.3 Any aircraft movement without radio contact, the Control Tower will be visually monitored at all times for light signals.

4.4 During emergencies when emergency vehicles are proceeding to strategic points, the Tower shall make a blanket broadcast: "All taxiing aircraft Hold, Emergency in progress." After the blanket broadcast or when the responding emergency vehicles are sighted, all aircraft will stop and hold until the Control Tower clears the aircraft to continue taxiing. 4.5 Taxiway Bravo and Charlie are closed to night operations because of inadequate lighting.

5. School and training flights, technical test flights and use of runways School and training flights must only be made after permission has been obtained from ATS and DMIA authority. IFR training is limited on Runway 02R/20L.

6. Helicopter traffic - limitation 6.1 Except when a clearance is obtained from an air traffic control unit, VFR helicopter flights shall not take-off and land at the Diosdado Macapagal International Airport within its control zone, or enter its aerodrome traffic zone: a. When the ceiling is less than 1,000 feet; b. When the ground visibility is less than 1.5 km (1 mile).

7. Removal of disabled aircraft from

runways When an aircraft is wrecked/disabled on a runway, it is the duty of the owner or user of such aircraft to have it removed as soon as possible. However, if the disabled aircraft is not removed immediately, the aircraft will be removed by the DMIA authority at the owner expense.

RPLC AD 2.22 FLIGHT PROCEDURES

1. Procedures for VFR flights The following air traffic procedures shall apply to all VFR flights operating within Clark Control Area. a. All VFR flights shall maintain continuous listening watch on Clark Approach 119.2 MHz while within Clark TMA. b. All departing VFR flights shall maintain a listening watch on Clark Control Tower frequency 118.7 MHz up to the exit points. c. All departing VFR flights shall climb to and maintain 500 feet before executing any turns. Aircraft departing OMNI shall climb to and maintain 300 feet before executing any turns. d. All departing aircraft shall advise the Control Tower of their departure direction at the holding point. e. All arriving VFR flights shall initiate contact and remain on listening watch thereafter with Clark Control Tower prior to entering the Clark Aerodrome Traffic Zone.

2. Procedures for VFR Departure flights 2.1 North Bound Aircraft a. Runway 20L Takeoff: Maintain straight out departure until cleared by the Tower to make a right turn to cross the final approach of Runway 02L. After crossing climb and maintain 1,500 feet for a downwind departure. Abeam the Control Tower turn left on a heading of 340 degrees and continue climb towards O'Donnell. b. Runway 20R Takeoff: Make a right turn and climb to 1,500 feet for downwind departure. Abeam the Control Tower make a left turn on a heading of 340 degrees and continue climb towards O'Donnell. c. Runway 02R Takeoff: Maintain straight out departure until cleared by the Control Tower to cross the final approach of Runway 20R. After crossing continue climb on a heading of 340 degrees towards O'Donnell.

d. Runway 02L Takeoff: Make a left turn and continue climb on a heading of 340 degrees towards O'Donnell. 2.2 South Bound Aircraft a. Runway 20L Take-off: Make a left turn on a heading of 160 degrees towards Guagua. b. Runway 20R Take-off: Maintain straight out departure until cleared by the Control Tower to cross the final approach of Runway 02R. After crossing continue on a heading of 160 degrees towards Guagua. c. Runway 02R Take-off: Make a right turn and climb to traffic altitude for a downwind departure. At approximately 1 mile south of Angeles turn left on a heading of 160 degrees towards Guagua. d. Runway 02L Take-off: Maintain straight out departure until cleared by Control Tower to cross the final approach of Runway 20L. After crossing climb to traffic altitude for a downwind departure. At approximately 1 mile south of Angeles turn left on a heading of 160 degrees towards Guagua. 2.3 West Bound Aircraft a. Runway 20L Take-off: Maintain straight out departure until cleared by the Control Tower to cross the final approach of Runway 02L. After crossing continue on a heading of 220 degrees and continue climb up to 5 NM. b. Runway 20R Take-off: Make a right turn on a heading of 220 degrees and continue climb up to a 5 NM. c. Runway 02R Take-off: Maintain straight out departure until cleared by the Control Tower to cross the final approach of Runway 20R. After crossing climb to traffic altitude for a downwind departure then turn right on a heading of 220 degrees and continue climb up to 5 NM. d. Request to cross the final approach of Runway 20L for straight in approach Runway 20R. If approved, cross and report when clear of the final approach of Runway 20L. When over Feliciano obtain clearance to cross the field towards the left side of the Control Tower maintaining 1,500 feet MSL. After the Tower make a right turn to join downwind leg at traffic altitude. c. Runway 02R Landing. Report to Clark Control Tower when over TIPCO. Join right downwind at traffic altitude. d. 5. Simultaneous Parallel Runway

Operations

5.1 Same Direction Simultaneous, same direction operations on Rwy 02L, Rwy 02R and Rwy 20L, Rwy 20R authorized for aircraft operation conducted in Visual Flight Rules only. 5.2 Opposite Direction Simultaneous, opposite direction operations on Rwy 02L, Rwy 02R and Rwy 20L, Rwy 20R authorized for aircraft operation conducted in Visual Flight Rules only.

6. Procedures for VFR OMNI Flights 6.1 General a. The OMNI Aviation Manager, or designated representative, shall obtain permission from Clark Control prior to conducting operations via hotline. b. OMNI Operations (130.4 MHz) is responsible in giving traffic information and relevant weather information to aircraft operating at OMNI traffic pattern and corridor. c. Departing aircraft and aircraft entering Clark Control Zone shall contact Clark Control Tower on 118.7 MHz. d. OMNI pilots shall maintain a continuous listening watch while operating within the Clark Aerodrome Traffic Zone. e. Traffic pattern position reports are not required unless requested by Control Tower. However, pilots operating in the OMNI traffic pattern shall broadcast their position, runway-in-use, and intentions to other OMNI traffic within the Clark Control Zone. f. Local operations at OMNI require Clark Tower approval and may be terminated or restricted if Clark traffic situation dictates. g. OMNI aircraft may use the main runway for practice approaches and landings anytime when traffic permits and approved by Clark Tower. 6.2 OMNI VFR Departures a. Runway 20 Take-off. Abeam Friendship bridge, make a left turn towards San Fernando

(090 degrees) maintaining 500 feet and flying west of McArthur Hi-way up to 5 NM then proceed to destination. b. Runway 02 Take-off. Make a right turn towards Magalang (080 degrees) up to 5 NM then proceed to destination. 6.3 OMNI VFR Arrival

a. Runway 20 Landing. Report to Clark Control Tower at 5 NM abeam Magalang (radial 060 degrees). Continue on a heading of 260 degrees towards Mabiga maintaining 500 feet. Join OMNI traffic pattern and land. b. Runway 02 Landing. Report to Clark Control Tower at 5 NM abeam Shoemart Department Store (radial 146 degrees). Continue flying east side or McArthure Highway towards Friendship Bridge then join OMNI traffic pattern and land.

7. Helicopter Operations 7.1 VFR Inbound Routes a. From the North and East: Contact Clark Control Tower when entering the Control Zone not above 500 feet. Fly over the south bank of Bamban River so as to cross the final approach of Rwy 20 at 200 feet. Advise Control Tower when clear of the final approach and make a left turn before Expo Pilipino then follow designated arival procedure or as instructed by Control tower. b. From the South: Contact Clark Control Tower when entering the Control Zone not above 500 feet. Fly over the north bank of Porac River so as to cross the final approach of Runway 02 at 200 feet. Advise Control Tower when clear of final approach and make a right turn maintaining 1 1/2 NM from the extended centerline of Runway 02L. Report when abeam Sapangbato and follow designated arrival procedure or as instructed by the Control Tower. c. From the West: Contact Clark Control Tower when entering the Control Zone not above 500 feet. Fly west side of Runway 02L maintaining 1 1/2 NM from the extended centerline of Runway 02L. Report abeam Sapangbato and follow designated arrival procedure or as instructed by the Control Tower.

West Bound: Fly towards Holiday Inn Holiday Inn Hotel. Turn left maintaining 2 1/2 NM from the extended centerline of Runway 20R. After crossing Porac River make a right turn and report leaving the Control Zone. 7.3 VFR Arrival Procedure a. Southwest Arrival: Fly towards Air Force City Marker (T-33). Turn right so as to intersect the extended centerline of Taxiway Delta. Turn left and land on the designated Helipad or as instructed be the Control Tower. b. Northeast Arrival: Fly towards Lilly Hill and proceed over the Airport Passenger Terminal. Intersect Taxiway Delta and land on the designated Helipad or as instructed by the Control Tower. 7.4 VFR Departure Procedure a. Southwest Departure: Lift-off at 300 feet and turn right abeam Air Force Marker (T-33). Follow designated outbound route or as instructed by the Control Tower.

b. Northeast Departure: Lift-off at 300 feet and left turn after passing the Airport Passenger Terminal towards Lilly Hill. Follow designated outbound route or as instructed by the Control Tower.

8. Training Areas

Low Altitude a. Charlie one – located northwest of Mt. Arayat, bordered by a line starting on magalang town; then north to Concepcion town eastward to Zaragosa; southward to the intersection of Rio Chico and Pampanga river and eastward along the base of Mt. Arayat back to Magalang. Vertical limits are 2,000 feet to 3,000 feet. b. Charlie two – located adjacent to the eastern border of Charlie one from Zaragosa to Santa Rosa southward to Gapan and back to Rio Chico and Pampanga river intersection. Vertical limit is surface to 3,000 feet. c. Charlie three – located adjacent to the southern border of Charlie two from Gapan town, south to San Miguel town; westward to Candaba town then north up to the town of Arayat and ending on the intersection of Rio Chico and Pampanga River. Vertical limit is surface to 3,000 feet. d. Charlie four – located southwest of Mt. Arayat, bordered by a line starting on Mexico town then north to Magalang town; eastward along the base of Mt. Arayat up to the intersection of Rio Chico and Pampanga River southward to Candaba and back to Mexico. Vertical limit is 3,000 feet. e. Crow valley (RPD-30) – the Crow Valley is located 12 ½ miles northwest of Clark. It is a surface gunnery, which lie within the confines of airspace from surface to 10,000 feet.

RPLC AD 2.23 ADDITIONAL INFORMATION

Bird concentration in the vicinity of the airport

Alarming activity of flocks of birds, such as gulls, house sparrows and albatross takes place seasonally in the airfield during the months of August to November. When transient and resident birds fly from nesting area from thresholds of both runways 02R and 20L to holding bay 3 (H3) and on taxiways. However, dispersal activities/techniques to minimize if not remove the presence of birds and other widelife at the aerodrome is currently implemented, i.e.: a. trapping methods (Bird traps and Bird nets); b. dispersal methods (light and sound such as rotating beacon and power sirens);

c. environmental management (Removal of basic attraction of birds such as foods and nesting sites); d. use of pyrotechnic device to scare the birds quickly; and e. use of live ammunition. Dispersal activities is done by the use of running/operating vehicles sounding distress calls from the threshold of the runways and vice versa prior to the take-off and landing on pilot request. During the above periods pilots of aircraft are advised, where the design limitations of aircraft installations permit to operate landing lights in flight, within the terminal area and during take-off, approach to land and climb and descent procedures.
