Project Description

- Located between I-295 (Petersburg) and Route 58Suffolk), South of Existing Route 460

- 55 miles long, four-lane divided, limited access hwy.with nine interchanges

- Part of the National Highway System & Strategic Highway Network

- Existing Route 460 was widened to four lanes in the1950’s and has no medians or shoulders

- New roadway needed to address safety, freight traffic,military connectivity, hurricane evacuation capability, and meet legislative mandates

-Fourteen Member Panel Selected by theSecretary of Transportation

-Received Input from Impacted Jurisdictions-Panel Held Four Meetings to Include OneDedicated to Receiving Public Comments

-Meetings Were Open to the Public andHeld at Various Locations Along the Corridor

Purpose of the IRP

- Review and Evaluate the ThreeConceptual Proposals (Cintra, Itinere,VCP)

- Recommend Proposals to Advance to theDetailed Review Phase

- Provide Recommendations to Support Successful Project Development and Implementation

- Qualified and Capable Proposal Team- Technically Feasible Proposal- Viable Proposal Financial Plan- Input from Affected Jurisdictions- Input from the Public

- All Three Proposals Advance to the Detailed Proposal Phase

- Study the Innovative Option forImprovements to the I-64 Corridor(Richmond to Hampton Roads) Independent from the Route 460 Project

Recommendations- VDOT Should Identify Innovative or AcceptableProject Scope Changes to Improve Project orReduce Costs

- Detailed Proposals Should Consider Impacts ofthe Proposed Project Upon:

Adjacent Secondary RoadsAccess to Impacted PropertiesWetlands, Agricultural, historical and Residential Properties

- Corridor InterchangesConduct Operational Analysis of Eastern and Western Termini to Define a More Effective Location and Design Determine Minimum Number and Location of Corridor Interchanges to Facilitate Traffic and Emergency EvacuationDevelop a Methodology to Determine Phased Development of any Additional Future Interchanges

- Determine Project Requirements relatedto the VDOT Policy for Integrating Bicycleand Pedestrian Accommodations

- Detailed Proposals Should IncludeSpecifics on Improvements to Existing Route460 and Associated Costs

- Detailed Proposals Should Include IncentiveOptions to Encourage Freight and throughTraffic to use the new Route 460

- VDOT Should not Issue a Request forDetailed Proposal until the Project isIncluded in the Appropriate ConstrainedLong Range Plans (CLRP)

- VDOT Should Establish a Relationshipwith the Hampton Roads TransportationAuthority

Recommendations

- VDOT Shall Perform a ComparativeFinancial Analysis of the Various Financing Methods to Determine a Feasible Mix of Sources to Support theCompletion of this Project
