"Female infanticide is the intentional killing of baby girls due to the preference for male babies and from the low value associated with the birth of females."

• It is the worst form of abuse of Human rights of a girl child.

• Women are worshipped as 'Shakti', 'Durga' but speaking in more practical terms men find it difficult to respect women.

• Destruction of female fetus is a clear violation of human rights of the child.

Pre-Birth Elimination of FemalesAn Immoral Practice

• When Girls go missing in a society.

• When a child is denied the right to life onlybecause she is a girl.

• Discrimination starts when a girl is in awomb and continues till the grave.

• When a girl’s right to bloom and blossom isnipped in the bud.

Can you sit back and ignore it ???

Female Infanticide: The murder of a female infant. It occurs often as a deliberate murder or abandonment of a young girl or infant.

Selective Abortion: Also called gender-selective abortion, sex-selective abortion, or female feticide-selective abortion. It involves the abortion of a fetus because it is a girl. Many women from communities or cultures with a preference for boys practice selective abortion.

The Girl Child forms

of discrimination

Female Genital Cutting (FGC): The practice that involves the removal or the alteration of the female genitalia. It is a centuries-old practice found in many countries among people from various religions and beliefs, most prevalent in Africa.

Honor Killing: The practice of killing girls and women who are perceived to have dishonored a family’s reputation by allegedly engaging in sexual activity or other improprieties before or outside of marriage. ‘Improper’ behavior justifies grounds for killing. It has expanded to include transgressions, which are not initiated by the girl, including rape and incest.

The Girl Child forms

of discrimination

Currently, 60 million girls are reported as “missing” as a result of infanticide, sex selective abortions, and neglect.

At least 130 million girls alive today have undergone Female Genital Mutilation, and 2 million more are at risk every year.

It is reported that at least 5,000 women and girls are murdered each year for “honor’s sake” by members of their own families.

United Nation statistics, national reports and studies initiated by non-governmental organizations repeatedly show that girls, as a group, have lower literacy rates, receive less health care, and more impoverished than boys.

INDIA

INDIA IS THE 125TH HAPPIEST COUNTRY IN THE WORLD

WHY ?

WHY NOT NO 1 OR NO 2 OR 3 ?

BECOS WE HAVE NO WOMEN EMPOWERMENT

Infanticide of infant girls continues to be a problem. Laws have been passed against this practice but this has led to more subtle yet even more cruel methods

of murder.

• DO YOU AGREE ?

Why save the girl child ??

Current status of sex ratio in Indiacensus 2011-11

SEX RATIO

SEX RATIO OF A COUNTRY IS DEFINED AS THE NUMBER OF FEMALES PER 1000 MALES IN THAT SET GEOGRAPHICAL AREA

OUR NATIONAL RATIO IS 914/1000

AND IN SOME STATES AS LOW AS 800/1000

What do we mean by Female Sex Ratio?

Female sex ratio commonly known

as sex ratio is the number of

females per every 1000 males in a

given place.

Where does Female Sex Ratio in India stand in Census 2011?

The female child sex ratio is 944 girl children per every 1000boy children of the same age group. The overall female sex ratio has increased by 0.75 % in theCensus 2011 as compared to the previous Census of 2001.

The adverse sex ratio creates “shortage” of women and has severe long-term implications

The „shortage‟ of women does not lead to their increased value, but to greater restrictions and control placed over them.

Indian social scenario

• Women suppression gender bias• Want of only male child or atleast one male child

for various social and religeous beliefs and family name continuation

• Female child not welcome• Advent of ultrasound as a tool for detection of sex• Advent of amniocentesis and cvs• Mushrooming of various such centres offering such

services in urban cities in the late 1980’s

Why this is happening in India ??

• Altered sex ratio in India

• Abuse of sex determination techniques

• Want of a male child only

• Social pressures on the couples and also on the providers

• No one complains as both parties are guilty

EFFECTS OF SON PREFERENCE IN INDIA

• MOST FAMILIES KEEP HAVING CHILDREN TILL THEY GET A SON

• BENEFITS OF SONS IN INDIAN SOCIETY

1.ECONOMIC UTILITY

2.SOCIO CULTURAL UTILITY

3.RELIGIOUS UTILITY

(DAUGHTERS ARE CONSIDERED ECONOMIC LIABILITY,DOWRY AND SYSTEM OF HEAVY COSTS WEDDINGS)

FEMALE SIBLING

• MALE CHILDREN ARE MORE LIKELY TO BE FULLY VACCINATED

• BOYS ARE BREASTFED FOR A LONGER TIME

• BOYS ARE FED MORE THAN GIRLS/AND GIRLS ARE MORE LIKELY TO BE STUNTED IN GROWTH

• EDUCATION TO GIRLS IS RESTRICTED

Reasons :

Poverty

Gender Discrimination

Lack Of Education

Traditional Practices

Future

Speculations(Education, Marriage, Dowry, etc)

How did all this begin ?• Amniocentesis test by AIIMS for genetic diagnosis a break thru in

India 1980’s• Tests were soon commercially available • Test abuse started for sex determination and for diagnosis of

female fetus• A lot of hue and cry was made by NGO’S and altered sex ratio was

detected in the census 1990• Govt committee, law drafted as pndt act, law modified as pcpndt

act…a lot of time taken for gazette notifications in states• Many clerical and administrative and forms to be filled• The punishment to DOCTOR was same for mistake in form filling

and actual sex determination• A lot of misunderstanding and misinterpretation of law by law

enforcing agencies• A lot of harrassment and no or very few people actually caught for

the crime( most cases for not filling forms correctly)• Many NGO’s like CEHAT and others in court as PIL’S• GOVT AND FOGSI AND IRIA NOW TAKING TO SIMPLIFY THE

REPORTING AND TO DEAL WITH THE ACTUAL CRIME

PC PNDT ACT

• A law was passed in 1994 prohibiting tests that reveal the gender of a fetus prenatally and abortions on the basis of fetal sex are also illegal but the laws are not well enforced.

SEX SELECTION AND PRENATAL DIAGNOSTIC TECHNIQUES WHAT ARE THEY ?

• SEX SELECTION TECHNIQUES PRECONCEPTION TECHNIQUES TO INCREASE PROBABILITY OF EMBRYO BEING OF A PARTICULAR SEX (THIS IS PROHIBITED UNDER THE ACT)

• PRENATAL DIAGNOSTIC TECHNIQUES (PROCEDURES AND / OR TESTS)

USG/FETOSCOPY/AMNIOCENTESIS/CVS/BLOOD TESTS/ANY TISSUE/FLUID OF MAN OR WOMAN BEFORE OR AFTER CONCEPTION

GOVT COMMITTEES

• PRENATAL DIAGNOSTIC TECHNIQUES REGULATION AND PREVENTION OF MISUSE BILL PRESENTED IN LOK SABHA IN 1991

• SETTING UP OF A JOINT COMMITTEE

• REINTRODUCTION OF BILL IN 1992

• ADOPTED IN 1994 AS ACT 57 OF 1994

• AMENDMENTS 2001(32 OF 2001)

• AMENDMENT 14 OF 2003 AS PC PNDT

PCPNDT ACT WHAT IS THIS ?

THE PRECONCEPTION AND PRENATAL DIAGNOSTIC TECHNIQUES

(PROHIBITION OF SEX SELECTION) ACT 1994(57 OF 1994)

• WE KNOW SOME OF OUR CLAN ARE STILL INDULGING IN THIS

• WE HAVE POINTED OUT THAT MAJORITY OF SUCH PRACTICE IS BEING DONE BY NON MEDICAL QUACKS AND SO IS THE ABORTIONS

• WE UNDERSTAND IT’S A SOCIAL PROBLEM AND A SOCIAL REVOLUTION HAS TO BE STARTED AGAINT THIS

• THE GOVT SHOULD UNDERSTAND THE OBJECTIVE & ETHOS OF THE LAW AND NOT THE FORM FILLINGS ONLY,BRINGING TECHNICALITY THE WHOLE PURPOSE OF THE LAW HAS BEEN DEFEATED
