He asked all to reflect on success of UCI Rotoract’s recent Passionfest and asked what would happen if we increased our funding for their club. Acknowledgement: Pres. Prez Uzo urged par]cipa]on at March 10, District Assembly held at Chapman University [see details p2] 4. Dave Halm – Consider donation to Polio Plus...RI Matching Grant program 5. March 15: Major Donor Award: Mike Abdellah Former RI Pres, Rotoract Pres to make presentation. 6. John Brainerd shared details of his team’s Polio Innoculation trip to India during India’s National Immunization day. India is removed from WHO’s list of endemic countries for having no new cases in over a year...!! Ride4Health: New Logo was unveiled, Marketing materials coming soon. Speaker: Pres. Uzo introduced rotarian Matt Kinley, of Treadway, Lumsdaine & Doyle, who informed us about the Patient Protection & affordable Care Act, better known as Obamacare. This federal statute was signed by President Obama on March 23, 2010. Comprising thousands of pages of regulations, it was intensely partisan compared to other key legislative changes like Social Security and MediCare. The statute provides for guaranteed issue in most cases, an individual mandate covering those left out by the private sector and govt programs and created the framework for a new Health Insurance Exchange. Funding for the act comes through annual fees for insurance providers, new taxes on Cadillac plans and income over $200k.The mandate alone will raise $100B over the next decade. The US Supreme Court review will start oral arguments this month with 150+ briefs filed. The outcome could redirect government in a way not seen since the New Deal. The Commerce Clause raises the question whether Congress has the power to require every citizen to purchase health insurance. Precedent of Wicker v. Filborn demonstrated that government can require individuals to participate in the aggregate for economic good. The State position is the mandate is an inappropriate attempt to make people buy something or face a fine/tax. Next Meeting Thursday, March 8th...
