Summer Nuclear Station (VCSNS) Units 2 and 3 combined licenses (COLs) numbers NPF-93 and NPF-94, respectively. Pursuant to the provisions of 10 CFR 52.63(b)(1), an exemption from elements of the design as certified in the 10 CFR Part 52, Appendix D, design certification rule is also requested for the plant-specific DCD Tier 1 material departures. The purpose of this letter is to notify the NRC of a change of scope for this LAR and Exemption Request with respect to the original submittal in letter NND-14-0390 dated July 17, 2014 (Reference 2). The requested change in scope effectively eliminates the CA02 containment internal structural wall module from the scope of this LAR and Exemption Request. Calculation APP-CA02-S3C-004, “CA02 Module Detailed Analysis and Qualification Report,” which evaluates the out-of-plane shear loadings on the CA02 in-containment structural wall module has been completed. In accordance with the provisions of 10 CFR 50.90, South Carolina Electric & Gas Company (SCE&G) requests an amendment to the Virgil C. analysis is being performed to address the thermal stresses on the module in accordance with the methodology previously provided. These analyses evaluate the out-of-plane shear loadings on the in-containment CA02 structural wall module that will determine the size of the steel plates, structural shapes, reinforcement bars, or tie bars and their embedment lengths needed to meet the applicable requirements of ACI 349 and AISC N690.

The thermal load calculation has been delayed and is expected to be completed and archived by November 7, 2014. Therefore, SCE&G is removing in-containment structural wall module CA02 from the scope of this LAR and Exemption Request. The change in scope strictly applies to the request for the use of steel plates, structural shapes, reinforcement bars, or tie bars between module faceplates for in-containment structural wall module CA02 to support localized loads and ensure compliance with applicable codes.

The requested amendment proposes to depart from Tier 2* information in the Updated Final Safety Analysis Report (UFSAR), plant-specific Tier 1 and corresponding COL Appendix C information, and involved UFSAR Tier 2 information to address changes in the UFSAR and design documents related to containment internal structural wall module design details.

This supplemental letter does not impact the conclusions of the technical evaluation, regulatory evaluation (including significant hazards consideration determination), or environmental considerations of the original LAR or exemption request.

In order to support the VCSNS Unit 2 construction schedule, a PAR (Reference 3) will be requested concurrently with this letter.

This letter contains no regulatory commitments.

In accordance with 10 CFR 50.91, SCE&G is notifying the State of South Carolina of this LAR by transmitting a copy of this letter and enclosures to the designated State Official.
