The Government agencies are the Governement´s most important instrument in carrying out its policies and their work is followed up by annual reports and evaluations

It´s a quite substantial scope for steering the operations of government agencies but the government has no power to intervene in an agency´s decision in specific matters relating to the application of the law or the due exercise of its authority.

Agencies responsible for the cultural heritage

A total of 24 agencies has assignments concerning different perspectives of collecting, preservation, digitisation and dissemination of cultural heritage information and artefacts

In November 2009, the Swedish Government initiated a work process aiming at a national strategy for digitisation, online accessibility and digital preservation.

All government cultural heritage institutions (archives, libraries and museums) were assigned to give basic information. Other cultural heritage institutions were also invited to answer.

The national strategy for digitisation, digital access and digital preservation

• The national strategy for digitisation, digital access and digital preservation was established by the Swedish Government on 21 December 2011.

• The aim of the strategy is to regulate the work for the government agencies and institutions that collect, preserve and make cultural heritage information available for the end users.

• The strategy covers the whole range of digitisation issues, from selection to preservation and use. The focus is on the opportunities digitisation offers for use, reuse and creativity, and what is necessary for this to be possible.

Objectives

To increase digitisation and accessibility and to enhance digital preservation of digital cultural heritage holdings and collections online.

In the strategy it is decided that all government agencies and institutions covered by the strategy will deliver plans for digitising and making available their archives, collections and libraries.

Plans will include selection criteria priorities, and the volume of digitised material to be presented.

Digisam is a taskforce…

• and the result of the Governments decision to broadly embrace the field of digitisation, digital preservation and online access to the digital cultural heritage

• The main task is to coordinate the work with national digital strategy between 2012-2015– Present recommendations for coordinated digital

information management of collections and holdings. – Develop proposals for cost-effective long-term digital

preservation of collections and holdings.– Define roles and responsibilities for the work on

aggregation, access and preservation of digital cultural heritage information.

Enumerate is an EC-funded project.

The primary objective is to create a reliable baseline of statistical data about digitization, digital preservation and online access to cultural heritage in Europe.

In early 2012 the ENUMERATE network carried out a short Core Survey across Europe.

More than 2500 institutions from 29 European countries participated in the survey and the number of valid responses is close to 2000.

The Core Survey has gathered data about:– The digitisation of collections– The cost of digitisation efforts– Access to digitised heritage collections– The preservation of digital heritage materials

Some highlights of the findings

• c20% of all collections have been digitised and• c57% still needs to be digitised (for 23% of

collections over all there is no need to digitise);• More than 50% of cultural heritage institutions

collect born digital materials;• c34% of institutions have a digitisation strategy;
