During the calendar year 1992, a total of eighteen re leases from SSFL occurred. Due to the adoption of new permit conditions an d reporting requirements in late December 1992, only seventeen of these discharge events are being included in this report. The final discharge of 1992 occurred on 29 December under revised permit conditions, and will be included in next year' s annual report using the revised permit guidelines . Analytical monitoring results for the seventeen discharge events which occurred under the previous permit conditions are summarized in both tabular and graphical form and are presented in Attachment No . 1 . Of the seventeen discharge events summarized in this report, twelve events were rainfall induced and included significant volumes of stormwater runoff . Five discharge events occurred during dry weather and were necessary due to under-utilization of reclaimed wastewater and treated groundwater . Sixty-seven percent of off-site discharges occurred through Outfall 002 (R-2A Pond), while the remaining thirty-three percent occurred through Outfall 001 (Perimeter Pond) . In addition to monitoring surface water discharge, Rocketdyne is required to conduct influent and effluent monitoring for two on-site sewage treatment plants . Monitoring data for Sewage Treatment Plant I (STP I) is included as Attachment No . 2 . Monitoring data for Sewage Treatment Plant III (SIP III) is included as Attachment No . 3 . In reviewing all the monitoring data summarized, the only potential areas of noncompliance appear to be linked to operation and monitoring of the two on-site treatment plants . Gentlemen:

Pursuant to the referenced permit, whereby Rockwell International CorporationRocketdyne Division (Rocketdyne) is directed to conduct a monitoring program forsurface waters discharged from the San ta Susana Field Laboratory (SSFL), the 1992Annual Report is hereby submitted .

During the calendar year 1992, a total of eighteen releases from SSFL occurred. Due tothe adoption of new permit conditions and reporting requirements in late December 1992,only seventeen of these discharge events are being included in this report. The finaldischarge of 1992 occurred on 29 December under revised permit conditions, and will beincluded in next year' s annual report using the revised permit guidelines . Analyticalmonitoring results for the seventeen discharge events which occurred under the previouspermit conditions are summarized in both tabular and graphical form and are presented inAttachment No . 1 . A review of monitoring data for STP I and III indicates instances ofnoncompliance with the permit condition to achieve an average BOD percentremoval rate of 85 percent. Monthly average calculations ( using weekly sampleevents) indicate the following :

A calculation of annual average data indicates the following :

It should also be noted that discharge from each of these plants is to the SSFL waterreclamation system and not directly off-site . A review of off-site discharges through

Outfalls 001 and 002 indicates an average BOD concentra tion of 3.7 mg/1, and 100%compliance with the 30 mg/I BOD effluent concentration limit .

However, during August, Rocketdyne realized that operational problems with thetreatment plants would prohibit meeting the 85 percent removal standard on a consistentbasis. The operational difficulties were due to significantly fluctuating influent loadingto both treatment plants . This fluctuation has been traced to two major causes :

Cause/Corrective Action No. 1

When originally designed, each sewage treatment plant was intended to service a muchlarger population than is currently available. The efficiency of an aerobic treatmentprocess is greatly dependan t on the amount of organic material or, "food ", available . Dueto the minimal volume of organic loading available to the aerobic treatment processes ofSTP I and STP III, the plants have been operating in a "feed /starve " mode. As a result ofthese fluctuations, treatment efficiency becomes highly unpredictable. As a result,Rocketdyne has contracted with Alco Chemical Company to review treatment plantoperations and loading patterns in an attempt to provide 'a more stable operatingenvironment . During August, the first experiments at introducing "breeder" bacteria intothe treatment process were conducted to enhance biological processes . Theseexperiments are ongoing as different climatological effects require constant monitoringand modification of breeder bacteria .

Cause/Corrective Action No . 2 .

Due to the age of SSFL, much of the facility ' s sewage collection system suffers fromintrusion and infil tration. This damage has become especially apparent during periods ofrainfall , when flow rates through the plants noticeably increase . This "dilution" ofsewage strength has compounded the issue described above (see Cause No . 1) and furthereffected treatment plant operational efficiency . As a result , Rocketdyne has initiated aprogram to identify and repair, as required , areas of intrusion and infiltration as quicklyas possible . It is believed that this effort, in concert with other treatment plant operationinvestigations , will result in Rocketdyne's being able to achieve and maintain consistentcompliance with treatment plant operational standards .
