INTRODUCTIONRoamerXchange Overview

RoamerXchange Overview

RoamerXchange is a database management system designed to meet wireless carriers’ roaming administration needs. It provides a data repository for all your vital roaming information, including roaming agreements, rates, markets and NPA/NXXs.

By providing a user-friendly interface and Local Area Network (LAN) access to the application, RoamerXchange enables you to easily and efficiently enter and retrieve information from your desktop computer.

After you have set up your database and entered your information, you can share the data electronically with other carriers, or internally with other departments, thereby eliminating unnecessary and time-consuming paperwork. You will, in turn, receive the changes made by other carriers to their roaming information.

The RoamerXchange application actually consists of several modules:

• Roaming (also known as the “Core” application)

• Administration

• Customer service (optional)

This user guide explains how to use the features and functions of the roaming and customer service modules only.

For information about the administration module, see the RoamerXchange Application Administration Guide.

The core roaming module facilitates the updating and internal distribution of:

Customer Service Module

The customer service module is an optional module that provides customer service representatives (CSRs) with easy access to information maintained in the core roaming module. When a CSR enters a roamer’s mobile number, the application immediately displays the roamer’s home carrier profile. If the CSR enters the city where the subscriber plans to roam or is currently roaming, RoamerXchange displays a split-screen view of the home and serving markets. This split-screen view provides information about:

• Roaming agreements (whether one exists or not)

• Validation systems

• Call delivery systems

• Dialing patterns

• Customer service contacts

• NPA/NXXs that have been pulled for fraud (“brown-outs”)

• Wireless telephone models and features

GETTING STARTEDIntroduction

Introduction

The Getting Started chapter explains how to access RoamerXchange. It includes an overview of the main application window and a summary of all the available features and functions.

It also explains how to use some of the application’s common functions, such as Find, Add, Delete, Cancel, Save, etc.

RoamerXchange runs on the Microsoft Windows operating system. For detailed information about working in a Windows environment (e.g., operating a mouse, making menu selections), please refer to the user manual included with your purchased copy of Microsoft Windows software.

Log On

To log on to the RoamerXchange application:

1. Click the Start button, point to Programs, point to RoamerXchange(r), and then click RoamerXchange.

The RoamerXchange welcome window appears.

2. Type your user ID. The initial default ID is GTE. Your system administrator will assign a permanent ID for each system user.

3. Type your password. The initial default password is GTE. Your system administrator will assign a permanent password for each system user.

4. Click OK.

NOTE: When entering your ID and password, the cursor must be in the first character position.

Application Window

The main RoamerXchange application window is your gateway to performing RoamerXchange activities. You use the menus and toolbar icons on this window to access the application’s features and functions.

This component Lets you . . .

Application system title bar View the name of the application.

Icons Invoke a function (e.g., view rates). It is faster to invoke an application function by clicking an icon than to open a menu and click a selection.

Menu bar Access menus to select application functions.

Status bar View a description of a selected menu item, icon, or field.

Minimize button Minimize the window so it appears as an icon at the bottom of your screen.

Icons

With the exception of the Identify and Logout icons, all of the following functions are also available as menu selections on the File menu.

Access the roamer database. From here, you can create and work with carrier and market records. You can also create roaming agreements.

Perform a quick query of records according to carrier, market, SID/BID, or NPA/NXX.

Quickly and easily access home and serving market information to assist roaming customers.

Perform a quick inquiry of default and preferred wholesale rates between a home and serving market.

Track the pulled NPA/NXXs belonging to you or your roaming partners.

Select a carrier perspective from which to perform RoamerXchange tasks. This icon may be unavailable if the function is not applicable. For more information, see the RoamerXchange Application Administration Guide.

Log out of the application but still leave it open for another user to log on.

Close the RoamerXchange application.

User Setup View and maintain user identification accounts, including changing passwords.

Security Assign and modify security privileges for users.

Settlement Information Load your carrier’s most recent settlement data into RoamerXchange.

Update Phone Info Update wireless phone information in RoamerXchange using a pre-loaded diskette.

Reindex Files Perform maintenance of RoamerXchange tables.

NOTE: Because the Options menu contains the application’s administrative functions, those activities are explained in the RoamerXchange Application Administration Guide.

Common Functions

Many RoamerXchange windows use the same common functions, represented by buttons. These functions work the same way, regardless of what screen you are accessing them from.

Click To . . .

Locate a specific record more quickly, using selected search criteria.

Preview and print reports from the active window.

Create a new, blank record in the database.

Delete a record from the database.

Save a new record or changes you have made to an existing record.

Undo the action you just performed.

Access RoamerXchange online help.

Exit out of the active window.

Note: In some windows, you will use the button in the upper right corner to exit.

Status Bar

The status bar at the bottom of the window provides helpful information about the particular icon, field, or button you have selected. The bar lets you know when you have added or modified a record. The bar also displays the computer’s clock time and statuses for the Insert, Num Lock and Caps Lock keys.

Look-Up Windows

RoamerXchange was designed to help minimize data entry and maintain data consistency. Convenient look-up windows enable you to make selections from lists instead of having to type in the information. For example, instead of typing a state abbreviation into an address field, you can use a look-up window to populate that field. You access these windows, where applicable, by pressing F2. If a look-up window is available, the status bar will prompt you to press F2 for a pick list. In some look-up windows, you can add, edit, and delete items in the list.

This chapter explains how to use the features and functions of the roaming module of the RoamerXchange application. Topics covered include:

Using the information outlined here, you can search, browse, add, edit, and delete records in the RoamerXchange database.

Roamer Database

The roamer database is the “heart and soul” of the roaming module. It contains profiles of all wireless and PCS carriers with whom you can potentially have a roaming agreement. From this database, you can view, update, and add the following types of information:

• Carrier addresses

• Band selections/technologies

• Roaming agreements

• Doing Business As (DBA) names

• Contacts

• Notes

• Dialing patterns and call delivery services

You can also print carrier information using several report options. Reports are covered in more detail in Chapter 5 of this user guide.

While RoamerXchange enables you to access industry-wide carrier information, changes you make to carrier and market records are restricted to your database unless you indicate that the changes are to be sent to GTE TSI via the RoamerXchange server. GTE TSI then makes the updates available to other RoamerXchange participants.

NOTE: You cannot update the profile of another carrier if that carrier is a RoamerXchange participant. The carrier must change its own profile.

Carrier vs. Market Records

The roamer database consists of both carrier and market records. Carrier records provide information about a company at the corporate level. Market records contain information specific to a particular market; therefore, markets are a subset of the carrier information.

You will notice as you browse through the database that some of the fields and icons are identical in both types of records; however, the information in those fields may be different. For example, Doing Business As (DBA) names and contact names entered into a carrier record will filter down to the market level. But notes entered into a carrier record are only available from that record and will not carry over to any market records for that carrier.

Carrier Records

Carrier records contain the following information:

• Carrier profile (company name, address, operating band, etc.)

• Carrier rates

• Roaming agreements

• Billing vendor/ARP

• Customer service phone numbers and hours

• Doing Business As (DBA) names

• Contacts

• Carrier notes

Select Carrier Record

You can search for carrier records in the roamer database using one of three carrier identifiers:

• Carrier name

• Doing Business As (DBA) name

• Carrier code

To search for and display a carrier record in the roamer database:

1. Click .

—OR—

Click File, and select Roaming.

The Roamer Access dialog box opens and displays a list of carriers, ordered by the selection in the Look for list.

2. In the Look for list, select the identifier on which you want to search. To view additional choices, click the Look for arrow:

3. Click your choice to select it.

The list box refreshes to display all records in the database, sorted alphabetically or numerically by your chosen identifier.

NOTE: If you want to save the identifier as the default for future searches, click the Save as Default check box.

4. To make a selection, take one of the following actions:

• Type the first few characters of the carrier name in the Search For field, and press Enter.

—OR—

• Use the scroll bar or arrow keys to move down the list to your selection.

5. Click your choice to select it. (Double-clicking your selection produces the same result as clicking it once and then clicking the Edit button.)

6. Select the function you want to perform:

Edit View, update, and add information to a record. If a carrier is a RoamerXchange participant, you will not be able to edit their profile (i.e., address, band, operating technology).

View View carrier information. Text entries are dimmed, indicating that no changes are allowed.

Close Close the dialog box and return to the RoamerXchange application window.

Carrier Window

After you have located a carrier in the Roamer Access dialog box and clicked the Edit or View button, the RoamerXchange - Carrier window appears. From this window, you can access and enter a variety of data at the carrier level. If you selected View, you cannot change information.

Edit Carrier Record

To edit a carrier record:

1. Display the carrier record you want to modify.

2. Tab to or click the fields you want to modify, and type the new information.

3. To select a new operating band, click a band box. Clicking again deselects the band.

NOTE: You cannot modify the Carrier Code or RoamerXchange Participant fields. These fields are populated for you by the RoamerXchange server.

4. Click to save your changes.

5. Click to return to the Roamer Access dialog box.

Display New Carrier

You can browse through the roamer database and display a new carrier record without leaving the Carrier window. You have two ways of viewing another carrier record:

• Select a sort order, and page through records using the paging buttons.

• Use the Find button to locate a specific carrier record.

Sort and Page

Use the current sort order (Carrier Name is the default) or a new sort order to page through all carrier records. When a record is displayed, all related information (roaming agreements, DBA, Contacts, etc.) is available for the selected carrier.

1. To change the Sort Order, use the down arrow to select another item from the list.

When you change the sort order, the record currently displayed remains, but records in the database above and behind it are rearranged in the new order.

To locate a specific carrier record:

1. Click (or press Alt+G.)

The Find a Carrier dialog box appears. Carriers are listed by the default sort order, Carrier Name.

2. You can use the List of Items by Index list to change the current sort order. The list of carriers re-orders according to your selection.

Roaming Agreements

A roaming agreement is a formal document that describes the specific terms which you and another carrier have agreed upon to provide roaming service to each other’s home subscribers. Use the Roaming Agreements function to record new roaming agreements and changes to existing agreements.

If no roaming agreement currently exists, the Carrier window indicates No Agreement next to the Roaming Agreements button.

To add or edit a roaming agreement:

1. On the Carrier window, locate the record for the carrier with whom you want to record roaming agreement information.

2. Click .

If this is a new agreement, a message box appears asking if you wish to create a roaming agreement. Click Yes to continue.

The Roaming Agreements window appears.

From the roaming agreements window, you can add, change, or remove roaming agreement exceptions at the SID level. You can also indicate whether you want the information to be sent to GTE TSI so that it will undergo roaming agreement edits during the monthly clearing and settlement process. Otherwise, the information will only be sent to your roaming partners.

3. If you want the new roaming agreement information to be sent to GTE TSI, be sure the Send to GTE field contains “Y.” (This field may already be filled in for you if your application administrator has set it as a default.) If you do not want this information to be sent to GTE, you can override the default by typing “N” in the Send to GTE field.

4. The Agreement Status indicates if the roaming agreement applies to incollects, outcollects, or both.

• Y - A roaming agreement exists between these two carriers. A “Y” in the Incollect box means that your subscribers can roam in all of your partner’s SIDs and you will be billed. A “Y” in the Outcollect box means that your partner’s subscribers can roam in all of your SIDs and you will bill the partner.

• N - No roaming agreement exists between the carriers.

• E - A roaming agreement exists between the carriers, but there are exceptions at the SID level.

NOTE: You can add or delete roaming agreement exceptions only if you have been given sufficient privileges by your application administrator. If you do not have modify roaming privileges, you can only view exceptions.

5. To add an exception at the SID level:

• In My SIDs, select the SID from your list to be included in the exception.

• In Other SIDs, select the other carrier’s SID to be included.

• Click the Add Exception arrow button. The SID combination appears in the Exceptions list.

• Check Incollect, Outcollect, or both to indicate how the exception is to be applied.

• Enter dates for each exception in Start Date and End Date. The start date can be no sooner than tomorrow’s date. Use mm/dd/yyyy format.

The incollect and outcollect boxes under Agreement Status in the upper left corner change to reflect the existence or absence of exceptions.

6. To change an exception:

• In Exceptions, select the exception. Incollect/outcollect status and dates appear for your selection.

• You can change Incollect, Outcollect, and dates. You cannot change the SIDs. If the SIDs are incorrect, remove the exception and add it again.

7. To remove an exception:

• In Exceptions, select the SID combination to be deleted.

• Click the Remove Exception arrow button. The SID combination disappears from the Exceptions list and the SIDs reappear in My SIDs and Other SIDs.

Incollect Outcollect Means

Exception exists; my customers can’t roam in their market and their customers can’t roam in my market.

Agreement exists; my customers can roam in their market and their customers can roam in my market.

Exception exists; my customers can’t roam in their market but their customers can roam in my market; I can serve them.

Exception exists; my customers can roam in their market but their customers can’t roam in my market.

8. When you are finished working with the roaming agreement, you have several other options available to you:

Non-active Agreement

If you have a roaming agreement with another carrier that is no longer valid, you do not delete it in RoamerXchange. Instead, you make it a non-active agreement.

To make a roaming agreement non active:

1. Locate the carrier record for the carrier with whom you have the agreement.

2. Click Roaming Agreements.

The Roaming Agreements window appears.

3. Press Tab to highlight the Incollect and Outcollect boxes located under Agreement Status.

4. Override the existing status by typing an “N” over the “Y” or “E.”

Two warning boxes appear, one for Incollect exceptions and one for Outcollect exceptions.

5. Click Yes to continue, or click No to cancel.

6. Click Exit again to return to the Carrier window.

The agreement status changes to reflect a non-active agreement.

Print a Roamer Agreements report for this roaming agreement. (See Chapter 5 for more information on RoamerXchange reports.)

Return to the Carrier window. You will be prompted to save any changes before selecting another carrier record.

RoamerXchange provides a place for you to enter miscellaneous information about carriers. For example, you might want to let other RoamerXchange users in your company know that your company is currently undergoing contract negotiations to establish a roaming agreement with a particular carrier. You can keep track of that information in the notes area, periodically updating the status of the negotiation process. The notes entered into carrier records are for your internal company use only. They are not transmitted to the RoamerXchange server for other carriers to see.

To add or edit carrier notes:

1. Display the carrier record for which to want add or edit a note,

and click (or press F6).

The Notes for (CARRIER NAME) dialog box appears.

Any existing note entries for your selected carrier are listed. The date, time, and User ID display above each note entry.

2. Type new or edit existing note information, as applicable.

3. When you are finished, click OK. To exit the window without saving the notes, click Cancel.

After a note has been entered, the Notes button on the Carrier record appears yellow.

Click from a carrier record (or press F7) to display a list of markets for that carrier.

You can then select a market and click Goto to display the market record.

Rates Button (Carrier)

Click the Rates button from a carrier record to access the Rates window, which displays the wholesale and retail rates currently in effect between the two carriers. You can only view rates from this screen.

More Button (Carrier)

Click the More button from a carrier record (or press F8) to display the Carrier Rates, Services, and Dialing Patterns window, which provides information about call delivery, call validation, clone system, and switches.

Rates are view only; however, you can edit the other sections of this window. Click OK to return to the Carrier window. You will be prompted to save any changes before selecting another carrier record.

Messages (Msgs) Button

Click the Msgs button from your own carrier record to enter any “blanket” comments that you want to send to all RoamerXchange participants. You can also view messages sent by other carriers.

Market records are SID-specific. They contain the following information:

Select Market Record

You can search for market records in the roamer database using one of three market identifiers:

• Market SID/BID

• Market city

• Market NPA/NXX

To search for and display a market record in the roamer database:

The Roamer Access dialog box opens and displays a list of carriers, ordered by the selection in the Look for list.

2. In the Look for list, select the market identifier on which you want to search. To view additional choices, click the Look for arrow:

The selection box refreshes to display all records in the database, sorted alphabetically or numerically by your chosen identifier.

4. To make a selection, take one of the following actions:

• Type the market city or SID in the Search For field, then press Enter.

• Use the scroll bar or arrow keys to move down the list to your selection.

5. Click your choice to select it. (Double-clicking your selection produces the same result as clicking it once and then clicking the Edit button.)

NOTE: If you want to save the identifier as the default for future searches, click the Save as Default check box.

Market Window

After you have located a market in the Roamer Access dialog box and clicked the Edit or View button, the RoamerXchange - Market window appears. From this window, you can access and enter a variety of data at the market level. If you selected View, you cannot change information.

Edit Market Record

To edit a market record:

1. Display the market record you want to modify.

2. Press Tab until the field you want to edit is highlighted.

4. If you want information (i.e., customer service hours, dialing patterns, etc.) from the corresponding carrier record to automatically populate this market record, click the Update button.

• You will receive a message box warning you that this will overwrite any market-specific data you may have entered.

• Click Yes to continue or No to cancel.

5. If this market includes more than one city, click Other Cities to add them.

6. Click to save your changes.

Display New Market

You can browse through the roamer database and display a new market without leaving the Market window. You have two ways of viewing another record:

• Select a sort order, and page through records using the paging buttons.

• Use the Find button to locate a specific market record.

Sort and Page

Use the current sort order (SID/BID is the default) or a new sort order to page through all market records. When a record is on display, all related information (NPA/NXXs, rates, notes, etc.) is available for the selected market.

To sort and page through records:

1. To change the Sort Order, use the down arrow to select another item from the list.

When you change the sort order, the record on display remains, but all records in the database above and behind it are rearranged in the new order.

NOTE: You cannot modify the Carrier Code or Band fields. These fields are populated for you by the RoamerXchange server.

1. To edit NPA/NXXs for a particular SID, click in the Market window(or press F7).

All existing NPA/NXX entries for your selected market are shown.

2. Highlight the NPA/NXX record you want to change. The lower half of the window fills in the information for your selection.

Other Market Options

Notes Button (Market)

Click the Notes button from any market record to record miscellaneous information about that market. For example, you might want to let other RoamerXchange users in your company know that a particular area within a market is not processing calls due to a system failure. You could keep track of the problem in the Notes area and indicate the expected downtime. Customer Service Representatives (CSRs) using the customer service module will then have this information available to them. Any notes entered into market records are for your internal company use only. They are not transmitted to the RoamerXchange server for other carriers to see.

To add or edit market notes:

1. Display the market record for which to want add or edit a note,

and click (or press F6).

Shared Information

In RoamerXchange, some information is shared by both carrier and market records. These shared records include:

• Doing Business As (DBA) entries

• Contacts

This means that if you enter data into one of these screens from the carrier window, that same information can be accessed by clicking the identical button from the market window. You will know there is data in one of these screens if the respective button is yellow.

Doing Business As (DBA)

Many carriers operate under one or more DBA names. RoamerXchange enables you to add, edit, and delete DBA entries.

Add DBA

1. Display the carrier or market record for which you want to add a DBA entry,

and click (or press F4).

The DBA’s for (CARRIER NAME) dialog box appears.

If this is your first DBA entry for this carrier or market, the list box is empty and the Doing Business As text box is automatically highlighted. Notice that the Add and Del buttons are dimmed.

2. Type the Doing Business As name in the highlighted text box.

1. In the DBA’s for (CARRIER NAME) dialog box, select the DBA you want to delete by clicking it in the list box.

3. When the Confirmation of Deletion box appears, click Yes.

Contacts

RoamerXchange enables you to keep all of your contact information — such as names, addresses, and phone numbers — in one place so that it is easily accessible. You can add, edit, and delete contacts for your own company or for other carriers. If you key an address into a carrier’s profile on the Carrier screen, that information will automatically carry over to that carrier’s Contacts screen, thus minimizing data entry. RoamerXchange also designates whether a contact was entered by your company (“My Contact”) or by the carrier itself (“Carrier Contact.”)

Add Contact

1. From the Carrier or Market window, display the carrier record for which you

want to add a contact, and click (or press F5).

The Contacts for (CARRIER NAME) dialog box appears.

If this is the initial contact entry for this carrier, the list box will be empty and the Add and Del buttons will be dimmed.

2. Type a contact name in the Name text box and press Tab.

1. Select a sort order. (Carrier name is usually the most common choice.)

3. Press Enter, or click .

The first record containing the characters is displayed and highlighted in the Quick View Listing.

4. If any notes have been entered for this carrier, click to view them. (If any notes exist, the button is yellow.)

5. After you have highlighted a carrier in the Quick View Listing, you can view its carrier detail record by:

To view existing NPA/NXXs that were pulled for fraud:

1. Indicate the pulled NPA/NXXs you want to view by clicking one of the following:

• All NPX/NXXs

• My NPA/NXXs

The list box refreshes based on your selection.

2. Select a sort order from the Order By list. You can sort records by Market, SID, NPA/NXX, or Reload Date.

3. Highlight a market by clicking it. The detail for that NPA/NXX appears below the list box.

Add NPA/NXX

1. To add a pulled NPA/NXX, the text fields must be cleared. Click to clear them.

2. Enter the pulled NPA and NXX in the appropriate fields.

3. Press Enter. The line range list box populates with line numbers.

4. You can select a complete line range or specify only part of a line range to be pulled.

• To specify a subrange, in the Line Range field, type the start and end numbers, separated by a hyphen (e.g., 0000-5999), and press Enter.

• To select a complete line range, double-click an entry in the list box.

NOTE: You can pull your NPA/NXX from another carrier’s market, or you can pull another carrier’s NPA/NXX from your market.

The Vendor feature enables you to establish and work with vendor records. Any of the following can be the basis for a vendor record:

1. Click File, and select Vendor.

The Vendors dialog box appears.

View Vendor Records

You have two ways of viewing vendor records:

• Select a sort order, and page through records using the paging buttons.

• Use the Find button to locate a specific vendor record.

Sort and Page

Use the current sort order or a new sort order to page through vendor records. You can sort by vendor code (the default), vendor name, or order of entry. If you select order of entry, vendor records are displayed in the order they were entered into the database.

1. To change the sort order, click the Sort Order arrow, and select an item.

When you change the sort order, the record currently displayed remains, but all records in the database above and behind it are rearranged in the new order.

2. To view other records, use the paging arrows in the top left corner.

Find Specific Vendor

To locate a specific vendor record:

1. Click .

The Find a Vendor dialog box appears.

By default, vendors are listed numerically by vendor code.

2. You can use the List of Items by Index drop-down list to change the current sort order. The list of vendors re-orders according to your selection.

3. Select a vendor from the list box:

• Type the first few characters of the vendor code (or the vendor name if you selected that as your sort order) into the Item to Find text box and press Enter.

—OR—

• Use the scroll bars to move down the list and click your choice.

4. Click Find.

The selected vendor record appears.

Add Vendor

To add a vendor record:

1. Click .

A blank Vendors record appears.

2. Type the vendor code. This code can be up to five characters — alpha, numeric, or a combination of both.

3. Press Tab to advance to the Name field and type the vendor name.

4. Press Tab to advance to the Vendor Type field. Press F2. The Vendor Type Lookup window appears.

5. Select a vendor type and click OK. If you do not see the vendor type listed:

• Click Add. The Vendor Type dialog box appears.

• Enter the new vendor type and description.

• Click Save to add the vendor type to the lookup list, or click Cancel to exit without saving changes.

NOTE: Vendor Code and Vendor Type are required fields.

6. Enter any other available information for the new vendor (i.e., address, contact, etc.). Click a specific field or press Tab to move between fields.

7. Click .

NOTE: Once you have added a new vendor type, it will be accessible from the Carrier window by pressing F2 with the cursor located in either the ARP or Bill Vendor fields. However, to add, edit, or delete a vendor type, you must access the Vendor Type Lookup window through the Vendor screen.

To edit an existing vendor record:

1. Display the vendor record you want to modify.

2. Edit the data fields as needed.

3. Click to save your changes.

Delete Vendor

To delete a vendor record:

1. Display the vendor record you want to delete.

2. Click .

3. When the Confirmation of Deletion box appears, click Yes to delete or No to cancel.

CUSTOMER SERVICE MODULEIntroduction

Introduction

The RoamerXchange customer service module is an optional feature designed to assist Customer Service Representatives (CSRs) in troubleshooting customer problems.

The module enables CSRs to locate and view detailed home and serving market information. For example, if a customer calls customer service and inquires about roaming in another city, the CSR can enter the customer’s wireless phone number and the destination city. At a glance, the CSR can tell the customer if a roaming agreement exists and if so, what the applicable rates are.

If a customer is unsure how to activate a particular feature on a wireless phone, the CSR can quickly access the information from the RoamerXchange customer service module.

To access the customer service module:

1. Click .

Notice the lower portion of the window is divided into two sections with identical fields for both the home and serving markets.

2. Type the customer’s Mobile Identification Number (MIN) in the highlighted Customer Phone field.

3. Press Tab or Enter.

The Home Market portion of the screen fills in the information for your selected entry, and the City field is automatically highlighted.

4. Use the City, State, and SID fields to display serving market information:

• Select the City or SID field.

• Type the city or SID.

NOTE: If you select a city with more than one name in the database (e.g., Albany), the Look Up Serving City & Carrier window appears. Select your city name with the appropriate state and click OK.

The Customer Service window offers several additional options:

Click To . . .

View NPA/NXX information for either the home or serving market. Text entries are grayed out, indicating no edits are allowed.

Access up-to-date information about wireless telephone equipment.

View contact information for either the home or serving carrier.

View any notes that have been entered for either the home or serving market. If no notes exist, the button is unavailable.

Clear the search fields to enter another wireless phone number.

View SID-to-SID retail rates. If there is no roaming agreement in place, the button is unavailable.

Exit the Customer Service window and return to the main application window.

Phone Equipment

Using the RoamerXchange customer service module, you can also access information about a wide range of wireless telephone models and features. For example, if a customer calls in and doesn’t know how to display the MIN on his phone, you can quickly view instructions for using that feature on a particular phone brand and model. This information is updated periodically and sent to your application administrator to load into RoamerXchange.

To access the Phone feature:

1. Click in the RoamerXchange - Customer Service dialog box.

The Phone Feature Instructions window appears.

2. In the three drop-down lists, select the manufacturer, model, and feature of the phone.

The key sequence for using the selected feature displays in the Instruction box below.

3. Click OK.

Introduction

RoamerXchange enables you to produce a variety of reports from your database. You can print both detail and summary reports for all carriers or a selected group of carriers, such as your roaming partners. Some reports, such as roamer guides and technical data sheets, can be exported to other applications. This chapter describes the reports available in RoamerXchange and explains how to generate and print them.

Generating Reports

You can generate a report in RoamerXchange in one of two ways:

• Make a selection on the Reports menu.

—OR—

• Select the Print option when it is available from a dialog box, list box, or window.

Print Options

All reports have three options for printing:

• Print

• Preview

• Close (or Cancel)

Preview

To review reports before sending them to the printer, click Preview.

The Page Preview window appears.

Initially, the view is zoom out. This view shows the entire page in condensed form, revealing the formatting for your requested report.

You can take any of the following actions from the Page Preview window:

• To review the next page, click Page.

• To return to the previous page, click Previous.

• To go to a particular page in the report, click in the box next to the Page button. Type the page number or use the scroll buttons, and click Page.

• To view detail, click Zoom In. Use the horizontal and vertical scroll arrows to move around the report. You can also toggle between Zoom In and Zoom Out by clicking in the gray area of the report.

• To close the Page Preview, click OK.

To close the report without printing or previewing, click Close. To cancel the print command, click Cancel.

NOTE: The reports in RoamerXchange are preformatted. You can choose your page orientation (portrait or landscape) but column headings and widths cannot be adjusted.

Carrier Reports

From the Carrier Reports window, you can generate two types of carrier reports, detail and summary. The Carrier Detail report provides a complete listing of all carriers, including the carrier code, carrier name, and address. The Carrier Summary report lists only the carrier code and name.

You can also generate mailing labels for each of your carrier contacts.

1. To generate a Carrier Detail/Summary report, take one of the following actions:

• From the Reports menu, select Carrier.

This report creates mailing labels for all of your roaming partners based on the carrier contact information you have entered into RoamerXchange.

1. To generate mailing labels, take one of the following actions:

2. From the Carrier Reports list box, select the type of label to print:

4. Select a job position (e.g., Roaming Coordinator) from the list.

5. Click Print.

The appropriate contact names (e.g., all roaming coordinators) and addresses will be printed on your mailing labels.

Market Summary Report

You can generate four different types of Market Summary reports, depending on how you want the information sorted.

The Market Summary report provides critical information for each SID/BID associated with a carrier.

1. To generate a Market Summary report, take one of the following actions:

• From the Reports menu, select Market.

• On the Market window, click .

The Market Reports window appears.

2. From the Market Reports list box, select the type of report to print:

• Market Summary - Sorted by SID

• Market Summary - Sorted by City

• Market Summary - Sorted by State

• Market Summary - Sorted by Carrier

SID-to-SID Rate Exceptions Report

To generate a SID-to-SID Rate Exceptions report for all of the SID-to-SID combination entries you have made, for all carriers or a specific carrier:

1. From the Reports menu, select SID-to-SID Rate Exceptions.

The SID-to-SID Rate Exceptions Report window appears.

2. Select the type of report you want to generate:

• All Carriers

• Specific Carrier

3. If you select Specific Carrier, type an entry in the Carrier Code field, or use the F2 search function to make a selection from the Carrier Lookup list box.

4. Click OK. The RoamerXchange - Print Report window appears.

5. To finish, click Print, Preview, or Cancel.

A Roamer Guide provides detailed information about your roaming partners, sorted by state. The guide includes the following information, broken down by state:

• City

• Carrier name

• Operating band (A or B)

• Customer service phone number

• Roamer access phone number

• Local and toll dialing instructions

• Rates for daily, peak, and off peak

• Call delivery system

To generate a Roamer Guide:

1. From the Reports menu, select Roamer Guides.

The Roamer Reports window appears.

2. You can print this report to a printer, or you can export it to a file format that can be used by other applications:

• DBF file - produces a database file for use in a program likeMicrosoft Access

• Delimited file - produces a comma-delimited text file for use in word processing documents or spreadsheets

Technical Data Sheets provide information critical to the maintenance of roaming agreements, including:

• Daily and peak rates

• Contact information

• SID/BID

• Band

• Customer service phone numbers

• Roamer access phone number

• NPA/NXX

• Line range (Responsible and Actual)

• MSCID

• Point code

• CLLI code

• ESID

• Effective date and end date for NPA/NXXs

To generate a Tech Data report:

1. From the Reports menu bar, select Tech Data.

The Tech Data Sheet window appears.

2. Select one of the following options from the list in the upper right corner of the window:

• All Carriers

• Carriers with agreement

3. In the Carriers list box on the left side, click the carrier that you want to include in the report, and then click Add.

The carrier is added to the Selected Carriers list box on the right side. Repeat for each carrier you want to include in the report. If you want to include all carriers, click Add All.

4. To remove an entry from the Selected Carriers list, click to select the carrier, then click Remove.

The carrier moves back over to the Carriers list box on the left side. Repeat for each carrier you want to remove. To remove all selections at once, click Remove All.

5. After you have chosen the carriers to be included in the report, use theTo list to select the type of file you want to generate. You can print this report to a printer, or you can export it to a file format that can be used by other applications:

3. Enter Selection Criteria (if desired). If none are entered, RoamerXchange selects all SIDs. Pull and Reload dates should be in mm/dd/yyyy format.

To generate a Quick View report:

1. From the main RoamerXchange window, click .

3. Enter Selection Criteria, if desired. If you only want to print one carrier, SID or NPA/NXX, enter the same number in both fields.

4. Select a Sort Order.

5. To finish, click Print or Cancel.

Option chosen by a serving carrier to allow a roamer system access when a validation response is not received within a specified amount of time. More commonly known as Assume Positive.

ACCESSSee Automated Clearinghouse Calls Exchange Settlement System.

access chargeA flat monthly fee that a subscriber is charged for using a wireless system (whether or not the subscriber makes or receives any calls).

Advanced Mobile Phone System (AMPS)Wireless network used in North America and developed by Bell Laboratories.

AMA See Automated Message Accounting.

ARPSee Authorized Receipt Point.

Authorized Receipt Point (ARP)The entity (e.g., ACCESS) authorized by a wireless carrier to receive roamer call data on behalf of the carrier for purposes of settlement and exchange with the carrier’s roaming partners. Also known as a settlement and exchange service provider or clearinghouse.

Automated Clearinghouse Calls Exchange Settlement System (ACCESS)A roamer settlement and exchange service provided by GTE TSI to meet the data exchange, control, and financial settlement needs of wireless carriers.

Automated Message Accounting (AMA)The process by which call detail data is captured at the Mobile Telephone Switching Office (MTSO), recorded on magnetic tape, and forwarded to the rating/billing vendor. This data may include MIN/ESN, date and time of call, dialed digits, etc.

Autonomous Registration (AR)Feature that allows a roamer whose wireless unit is turned on to be automatically regis-tered for call delivery and/or validation without receiving or placing a call, or dialing a star (*) code. This feature is only supported by wireless switches that support IS-41. A (and later revisions) standards. Also referred to a power-up registration.

Bband

A/B flag that identifies band for cellular SID/BID or A/B/C/D/E/F flag that identifies band for PCS SID/BID.

Billing Identifier (BID)A five-digit code that can be used instead of a SID to indicate a specific service area part-nership.

billing vendorThe vendor that rates the AMA data received from the local MTSO and sends rated roamer messages to ACCESS. This vendor may also send out bills to the home subscrib-ers.

brown outRefers to an NPA/NXX that has been pulled for fraud.

Ccall delivery

Feature that allows calls to be forwarded automatically to a wireless customer roaming in an IS-41.A switch environment without the customer having to key in a star (*) code in each new market. The Rev. A markets must have autonomous registration activated.

call delivery systemSystem used to provide call delivery services, such as North American Cellular Network (NACN) and Follow Me Roaming®.

carrier codeA unique 5-character identification that GTE TSI assigns to all ACCESS members. All carrier codes begin with the letter C and end with 4 digits (e.g., C8315).

CDMASee Code Division Multiple Access.

Cellular Intercarrier Billing Exchange Record (CIBER) The industry standard format for the exchange of billing information among carriers.

CIBERSee Cellular Intercarrier Billing Exchange Record.

CIBERNETA subsidiary of the Cellular Telecommunications Industry Association (CTIA) that administers the CIBER format standard.

Code Division Multiple Access (CDMA)Digital technology used by many wireless carriers that uses advanced coding to allow sev-eral users to share one block of bandwidth spectrum. CDMA systems digitize all voice and data traffic and overlap all calls over the entire width of the RF channel and in every time interval.

Common Language Location Identifier Code (CLLI)Unique 11-digit identifer for a switching entity (e.g., central office, MTSO, etc.)

Customer Care Mobile NumberStar code number (e.g., *611) to reach customer care service.

Ddeny unknown

Eediting

A process by which settlement and exchange service providers (such as ACCESS) and billing vendors review roamer call data to ensure that CIBER standards and other require-ments are met. As a result of the editing process, valid call records (i.e., messages) are for-warded for payment, and rejects are returned to the serve carriers.

EDTSee Electronic Data Transfer.

Electronic Data Transfer (EDT)A network transportation medium used to transfer roamer call data between carriers, bill-ing vendors, and settlement and exchange service providers.

Electronic Serial Number (ESN)A unique number hardwired into each wireless telephone by the manufacturer. The ESN is transmitted by the unit whenever it is being used and is detected by the wireless switch, identifying the unit (and its owner) for billing purposes. ESNs are commonly expressed in either decimal or hexadecimal format.

ESIDSee Extended System Identifier.

Extended System Identifier (ESID)Number that consists of SID and node in xxx-xxx-xxxxx format. Used specifically for AT&T switches.

ESNSee Electronic Serial Number.

EXMExchange name typically containing city name of the signaling point. Used specifically for Ericsson switches.

Ffile server

Computer specifically used for storing files that are shared over a network.

A digital wireless system, compatible with the digital ISDN fixed wire phone system, used throughout Europe and gaining popularity as a “next generation” system in many parts of the world now using analog systems.

Of or pertaining to markets, switches, or subscribers belonging to a carrier.

home callsCalls made by home subscribers in the home market.

home carrierThe subscriber’s carrier; the company the subscriber pays for basic wireless service. In roamer administration processes, the home carrier is identified by cross-referencing the caller’s MIN (telephone number) with a routing file.

Iincollects

Records for calls made by your subscribers roaming in your roaming partners’ markets. The amount you owe to other carriers; also known as payables.

Industry Negative File (INF)A database of all MIN/ESN combinations that have been reported negative by member and nonmember carriers. Negative reasons include: bandit, flagged, nonpayment, restoral, and special.

Industry Net Settlement (INS)A process that automates monthly settlement among roaming partners belonging to different settlement and exchange services. INS is administered by CIBERNET through the Chase Manhattan Bank.

Local Area Network (LAN)Short-distance data communications network used to link computers and peripheral devices under some form of standard control; typically limited to a building or campus.

Mmarket

Geographic area assigned by the FCC for the licensing of wireless phone services. There are two types of markets: MSAs (metropolitan statistical areas) and RSAs (rural statistical areas).

MIDSee Mobile Identification Digits.

MINSee Mobile Identification Number.

MIN/ESNThe unique combination of a mobile identification number (MIN) and an electronic serial number (ESN). Normally, this corresponds to an individual wireless telephone (unit), although a fraudulent user may create many MIN/ESN combinations with a single device.

Mobile Identification Digits (MID)Telephone number (NPA-NXX-line). Same as MIN.

Mobile Switching Center Identification (MSCID)Unique number made up of a five-digit SID and a three-digit switch number, that identi-fies each wireless switch.

Mobile Telephone Switching Office (MTSO)Located between a cell site and a conventional telephone switching office, the MTSO is the link between a wireless phone and the rest of the phone system. The MTSO also handles the routing of traffic within a system and records call details.

Nnegative file

A file containing the mobile identification numbers (MIN) and electronic serial numbers (ESN) that have been blacklisted and should be denied service. GTE TSI maintains an Industry Negative File (INF), while carriers maintain a local negative file of ESNs in their switches.

negative file bypassAgreement among carriers that are connected in a switch-to-switch environment or use an SS7 network to forward certain call records (designated by SID combinations) for pro-cessing regardless of their status on the industry negative file (INF). This agreement with roaming partners ensures the carriers that they will be reimbursed for all served subscrib-ers, including those who have an entry on the INF.

net dataA SID-to-SID summary of the activity between you and your roaming partners and net position.

Network Interface Card (NIC)Hardware card that allows a PC to communicate with other nodes on a LAN/WAN.

nonwirelineA wireless carrier that has no involvement in providing conventional telephone service. Also known as an A-Band carrier.

NPA-NXXThe first six digits of a 10-digit telephone number; the area code (NPA) and exchange (NXX); (e.g., 813-555).

Ooff-peak

The hours during which a system is least used. In wireless systems, off-peak time is usu-ally defined as being between 7:00 p.m. and 7:00 a.m., as well as weekends and holidays. Rates are usually lowest during this period.

outcollectsRecords for calls made by your roaming partners’ (other carriers’) subscribers roaming in your markets. What other carriers owe you; also known as receivables.

Ppayables

Records for calls made by your subscribers roaming in your roaming partners’ markets. The amount you owe to other carriers; also known as incollects.

peakThe hours of heaviest usage of a system. In wireless systems, peak time is usually defined as being between 7:00 a.m. and 7:00 p.m., Monday through Friday. Usage rates are higher during peak time than during off-peak time.

positive fileA file containing the mobile identification numbers (MIN) and electronic serial numbers (ESN) of valid wireless subscribers.

Rrating

The process of determining the appropriate rates for calls. Rate factors include the time of day when the calls were made, applicable discounts, promotions, holidays, etc.

receivablesRecords for calls made by your roaming partners’ (other carriers’) subscribers roaming in your markets. What other carriers owe you; also known as outcollects.

receiving carrierThe carrier designated to receive the valid call records (i.e., messages) for a SID/SID combination (batch or pack); commonly referred to as the home carrier.

reload dateDate that line range pulled for fraud is reloaded into a carrier’s switch.

retail ratesAmount per day you charge your home subscribers for roaming in other markets.

returnsCall records (i.e., messages) that fail either the primary or secondary editing process and are returned to the serve carrier’s billing vendor. Same as rejects.

roamer(1) A wireless customer placing one or more calls outside of the customer’s home service area, whether or not the visited area is serviced by that customer’s wireless carrier or another carrier. (2) A call made by a customer of another mobile system.

roamer access number (RAN)Number that must be dialed prior to dialing the phone number when calling a roamer. Each city (market) has its own unique RAN(s); the number identifies the city the roamer is visiting.

roamer surchargeA charge applied for a roamer using a phone in an area outside of the home market (carrier dependent).

roaming agreementA legally binding document executed by two wireless carriers to provide wireless service to each others’ roaming subscribers with provisions for rates, privileges, and how to han-dle fraud.

roaming partnerAny carrier that has a roaming agreement with a given carrier. For example, if Carrier A has roaming agreements with Carriers B, C, and D, those carriers are roaming partners of Carrier A, and vice versa.

servingOf or pertaining to markets or switches belonging to a carrier who provides wireless service to roamers (i.e., customers placing calls outside of their home markets).

serving carrierThe carrier providing wireless service to a roamer.

settlement dataResults of the settlement and exchange process; the end product of CIBER data processed by ACCESS and other settlement and exchange service providers. These results provide a comparison of the subscriber transactions that occurred between roaming partners.

settlement periodThe monthly accounting period for settlement and exchange service providers, currently running from the 16th of one month through the 15th of the next.

SIDSee System Identification.

SPCSignaling Point Code in xxx-xxx-xxx format. Used specifically for Ericsson switches.

subscriberCustomer of a specific wireless company.

switchThe equipment that represents either the origination or the destination location for a wireless message transferred over a network.

System Identification (SID)A five-digit code assigned to each carrier by the Federal Communications Commission (FCC). More than one SID may be assigned to a carrier. The home SID identifies the carrier and market of a customer receiving service from a visited market while roaming. The serving SID identifies the originating carrier/visited market providing service to a roamer.

Time Division Multiple Access (TDMA)Technique used to separate multiple conversation transmissions over a finite frequency allocation of through-the-air bandwidths. TDMA allocates a discrete amount of frequency bandwidth to each user in order to permit many simultaneous conversations. A digital wireless telephone system using TDMA may, for example, assign 10 timeslots for each frequency channel; wireless telephones then send packets of information during each timeslot. The packets are reassembled by the receiving equipment into the original voice component.

Uunique roamer

A term used in ACCESS to describe a roamer (ESN/MIN combination) who obtained ser-vice in another market at least once during the settlement period. A unique roamer is counted only once, no matter how many days the service was used.

Vvalid messages

Call records processed by ACCESS (or another settlement and exchange service provider) that meet CIBER standards.

wholesale ratesAmount per day you charge a roaming partner to provide service to its subscribers in your markets.

wirelineA wireless carrier that also provides conventional telephone service. Also known as a B-Band carrier.
