1. OBJECTIVE To inform drivers of traffic rules and standards to be applied and respected on Highway 167, specifically, from ‘km 552’ to ‘km 648’, in conjunction with Stornoway Diamond Corporation’s (herein known as Stornoway) Renard Mine Project. 2. PURPOSE This procedure applies to all drivers using Highway 167 North from ‘km 552’ to ‘km 648’ in conjunction with the Renard mine operations. Highway 167 is located in the James Bay territory and is the responsibility of the Quebec Ministry of Transportation (MTQ) until ‘km 552’. Road conditions of Highway 167 are presented on the James Bay Development Corporation website: http://www.sdbj.gouv.qc.ca/fr/territoire_baie_james/conditions_routieres/#road11 (see road map section 3.2.1). 3. ROLES AND RESPONSIBILITIES FOR DRIVERS USING HIGHWAY 167 NORTH FROM “KM 552” TO

“KM 648” Stornoway has established a professional Asset Protection department (Security) reporting to the Vice President of Asset Protection (Security). The Asset Protection department is responsible for providing security risk identification, establish, communicate, and monitor Asset Protection standards, policies and procedures designed to protect employees, contractors, visitors and assets of the company. Furthermore, the Asset Protection department is responsible to establish, communicate and monitor this procedure. The members of the Asset Protection department will be identified by either wearing a vest or a coat which is lime coloured, with an inscription (SÛRETÉ). 3.1 Access Request Drivers whose final destination is the Renard Site, or who must drive between ‘km 552’ and ‘km 648’ on Highway 167 North must send an access request at least 24 hours in advance, by filling out the form located-at: http://www.stornowaydiamonds.com/English/survey/Survey-2/default.aspx

NOTE -Your access will be confirmed as soon as possible. No vehicle is allowed to travel the road without the receipt of the authorization. -Only the Asset Protection department (Security) may allow access by road.

3.2 Communication

For vehicles that travel to the Renard Site, it is mandatory to be equipped with a Stornoway FM band radio in addition to a CB radio.

• Vehicles traveling to the Renard site must also be equipped with a Stornoway FM radio in addition to a CB. With the exception of wide loads, occasional carriers must also use an FM radio (See section 3.6.2). Without this equipment, it is forbidden to use the roadway to travel to the Mine Site.

• It is mandatory to report your location using your CB radio Channel 15. You must announce your location where signage indicates, where visibility is reduced, clarifying your position using distance indicators (i.e.: truck northbound, ‘km 560’). Communication by radio may be either in French or in English.

• It is mandatory for transporters of all types (Trucks, transporters of hazardous materials, and oversized trucks), to communicate your presence to Stornoway’s Asset protection (Security) when passing the following points along the roadway. Stornoway’s Asset protection (Security) (637) can be reached by FM radio : o When leaving Chibougamau heading northbound to the Mine Site; o When passing the Témiscamie River at ‘km 404’; and o When passing the Eastmain River at ‘km 592’, indicate expected time of arrival at site. If

delayed, or turning around, you must advise the Security officer at the Stornoway mine site.

3.3 Health and Safety

Trucks be equipped with: • A first-aid kit • A portable ABC (5 lbs minimum) fire extinguisher • A good spare tire (small vehicles) • A Stornoway FM band radio • A good working CB radio • A driver signed copy of the present Road Operating Procedure • A vehicle in good road condition • A recovery kit for oil spills for hazardous materials carriers is mandatory.

One ton + vehicles must be equipped with the same as above and: • A back-up alarm • Breakdown (or long stop) equipment for protection from cold weather. • Good working overhead beacon. • A buggy whip flag in good condition.

Ensure sufficient fuel reserve on board for return trip. The last service station for fuel is in Mistissini. Refueling at the Renard Site is not possible or requires special authorization PRIOR TO ARRIVAL. 3.3.1 Speed and Circulation

• The speed limit is 50 km/h on the Stornoway road portion (‘km 552’ to ‘km 648’) and 70 km/h on the MTQ portion (‘km 304’ to ‘km 552’). Adjust speed according to road and weather conditions.

• Bridges are single lane and bidirectional. ONLY ONE VEHICLE. • When approaching bridges, reduce speed to 15 km/h. Use avoidance areas upstream and

downstream from bridges when a vehicle is travelling in the opposite direction and report your location on arrival via CB radio.

• If you need to stop along the road, you must do so in a safe place where there is good visibility downstream and upstream.

• It is mandatory to turn on the emergency flashing lights and operate your beacon. Ideally, park in designated areas.

• It is mandatory to report the your stoppage to the security officer at the Stornoway guard post, by FM radio

• Use of the road at night is not recommended (Not allowed for light trucks and service vehicles). If deemed necessary to use the road at night, approval MUST be obtained from the Asset protection (Security). Such authorization must be requested and approved at least 24 hours in advance of a planned trip to or from the mine site. Prior to authorizing usage of the road at night, the Asset protection (Security) will confirm with Logistics to ensure that use of the road at night is justified.

Stornoway is implementing speed control measures including the use of radar. Sanctions will be applied to offenders and transport companies. 3.3.2 Crossing Speed

• At all times, all vehicles must safely park on the side of the road and give priority to buses, school buses and emergency vehicles in service.

• You must respect the priority of passage to oversized vehicles, snow plows and heavy vehicles

• When a vehicle meets a second vehicle traveling in the opposite direction, both vehicles must reduce their speed to 25 km/h before arriving at the meeting point.

3.3.3 Over-Sized Vehicles

• All oversized transport vehicles must conform with the conditions attached to their Permit in reference to the Highway Safety Code.

• The oversized vehicles must be accompanied by an escort vehicle. • When a single escort vehicle is required, the escort vehicle must be positioned at the front of

the oversized vehicle when on Stornoway’s portion of the roadway from (KM 553 to KM 648). The escort vehicle must be fully equipped by law.

3.3.4 Winter Season Between November 1 and April 30, service vehicles and light trucks, in addition to meeting the requirements of this procedure, must:

• Light truck traffic is allowed by day only, from the first light to the last light, • Traffic is allowed only in convoys, meaning a combination of two vehicles (one light vehicle and

one heavy vehicle). • Weather conditions must be considered daily. In winter, access authorizations are conditional

to the weather conditions of the travel day. It is the driver's responsibility to contact the security officer to confirm the use of the road.

• During the winter season, road surface maintenance is generally performed during the day and occasionally during the night.

Light trucks and service vehicles includes pick-ups and vans that are intended for the transportation of goods and / or persons with a towing capacity less than 1587.5kg (3500lbs).

3.3.5 Firearms and Other Types of Weapons

Transportation, possession and/or use of firearms and/or other weapons are strictly prohibited on the road, at the mine and in designated areas, except where authorization has been granted by Stornoway. 3.3.5.1 Safety Zones

A security perimeter has been established around the Renard Mine which includes a ban on: 1. Fishing 2. Hunting 3. Trapping 4. Use of firearms (except in cases where authorization has been granted by Stornoway).

The security perimeter is covered within the Mecheshoo Agreement, dated March 2012. 3.3.6 Specific Rules

• No pets are allowed on the Renard site. • No vehicle passengers are allowed on the Renard site. • Access Request: Every user must fill in, sign and send a site access request by following this

• Authorization to Leave: Every transporter that needs to leave the Site must be preauthorized and inspected by the Logistics department. The driver must proceed to the shipping and receiving area for inventory pre-clearance.

• Daytime transportation should be prioritized (with snow removal awareness).

• Every user of the road must inform Asset protection (Security) by FM radio of any abnormal conditions, such as weather conditions i.e. fog, precipitation, road damage and must advise other road users.

• The Quebec Ministry of Transportation (MTQ) reminds heavy vehicle operators and shippers yearly that authorized load limits are reduced during the spring thaw on all public roads, due to lower carrying capacity on the road network during this period. Please refer to MTQ instructions for dates in each region.

• In case of EMERGENCY: casualty evacuation, highway accident or mechanical failure, contact the Stornoway Security officer as soon as possible.

3.4 Stornoway Digital FM Radios Stornoway digital FM radios are programmed with a roaming function. This feature allows the user to remain on the same frequency on the entire road network from 232 km to 650 km.
