Rapid Urbanization of NCT Delhi - 97.5% urban population.
Population : 19.9 million (2016) to 23 million (2021).
Population Density : 112.97 pph (2011) to 225 pph (2021).
2103 km of road length per 100 km².
1500 vehicles added to city roads each day – total > 10 m Vehicles
Land Acquisition almost Impossible
Forest & Tree Cover : 20.2 % (2009) aiming for 33%.
Multiplicity of agencies.

Govt. of Delhi Initiatives - 1
PWD C&D waste plants proposed at two locations - Libaspur & Tikri Border - 500 TPD capacity each.
Mandatory for all Delhi Government agencies to use minimum 2% processed/recycled products from C&D waste in building works and 10% in road works.
Advisory issued to All ULBs in Delhi to mandate 5% use of recycled products for non-structural applications while approving building plans.

Recommendations :
Use Recycled Products for kerb stone, paver tiles in footpath,
silt/earth for filling in plinth, embankments, bricks in non-load
bearing partition walls, boundary walls, toe walls, recycled
aggregates in RCC of kitchen shelf, almirah shelf etc.
Milling and reusing the bituminous material recovered by
milling of existing bituminous pavement layers.
For Redevelopment Projects costing more than Rs. 500
crores, installation of a C&D Waste processing plant.

new ideas and innovative projects. (Unsolicited Proposal (UNP)

Stages for Swiss Challenge Method- PWD
Stage 8-Techno-Economic Credentials
The techno-economic credentials shall be assessed before the “In- Principle” approval.
Stage 7- Proposal BiddingProposal called for bidding, if competing bidder provides best financial offer, original proponent is given an
opportunity to match the same.
Stage 6- DPR Examination
DPR examined by E-in-C for technical inputs and submitted to committee for approval.
Stage 5 – Submission of DPR by project proponent
Upon approval from Council of Ministers PPP Cell shall advise project proponent to submit DPR.
Stage 4- Council of Ministers Approval
Before “In Principle” approval the committee shall obtain approval from Council of Ministers of GNCTD .
Stage 3-Technical Inputs
After Technical Inputs from E-in-C UNP is placed before the Committee for “In Principle” approval.
Stage 2- Comments from Concerned Depts
PPP Cell will obtain comments from concerned departments.
Stage 1- Preliminary Report
Submission of Preliminary Project Report & Techno Economic Credentials to PPP Cell .
