Tripura State Pollution Control Board 1
1.0 Introduction:
Durga Puja is the famous festival of Tripura which is celebrated over
four days in autumn. This year this festival was celebrated during
October 20-23, 2015. During any festival loudspeakers, mikes, sound
boxes and other sound systems are used in all the puja pandles.
Indiscriminate use of microphones alongwith loudspeakers through
out the day and night produce sound that exceeds the tolerable limits.
Durga puja is no exception.
Moreover, people at large are on the roads moving from pandle to
pandle. The rapid pace of development, volume of mobilization,
construction of buildings, uncontrolled population growth including
unabated migration of people, use of air horns in vehicles, musical
systems in the street shops and different social gathering, all
contribute to an increasingly noisy environment. This has been
further exacerbated using sound box/loudspeakers during the festival
seasons.
The Durga puja festival are being celebrated throughout the State and
ends by the immersion of Durga idol in water bodies such as River,
Lake, Pond etc. The Durga idols are made up of degradable and non-
degradable components and paints containing heavy metals. In
Agartala, the capital of Tripura, maximum number of idols are being
immersed mainly in Dashamighat immersion site of Haora River.
Haora River is the lifeline of Agartala city because it fulfills the major
demand of drinking water as well as water for other purposes of the
entire population of Agartala city. The river originating from the
eastern side of the Baramura range flows westerly through the alluvial
plains and passes by the southern embankment of the capital city of
Agartala before finally flowing down into Bangladesh. Our present
work highlights the Pollution load assessment of Haora river water
after idol immersion along with noise level during the Durga puja
event in 2015.
2.0 Noise:
Physically noise is a complex sound with little or no periodicity and
psychologically noise may be defined as the sound that is unpleasant
and unwanted by the listener because of its bothersome nature,
interference with the perception of wanted sound or its harmful
physiological and psychological effects. Unpleasantness and harmful

effects of noise depend upon factors like intensity of sound waves,
frequency, and duration of exposure and intermittence of sound.
Excessive noise can damage the ear. Depending upon the intensity
and duration of noise, the person exposed to it, may suffer from
temporary or permanent noise induced hearing loss. When a person is
exposed to continuous but short period of high intensity noise, the
auditory sensitivity of the ear is reduced temporarily. In addition to
hearing loss, excessive noise may also cause physiological and
psychological disorders. These include nausea, dizziness, indigestion,
metabolic disorder, decreased heartbeats and variation in blood
pressure, breathing difficulties and harmful effects on limb
coordination and thinking ability. The mildest psychological effects of
noise are physical & mental fatigue and lack of concentration. These
in turn, lead to lowered efficiency, reduced output, increased
absenteeism and higher rates of accidents.
3. Immersion of Idols:
After the Durga puja worship, the durga deity of both the clubs and
houses of Agartala are being immersed mainly in the Haora River, the
lifeline river of Agartala. These Durga Idols are constructed by plaster
of paris, clay, cloths, small iron rods, bamboo and decorated with
different paints such as varnish, water colors etc. which can lead to
significant alteration in the water quality after immersion. Paints
which are used to color these idols contain various heavy metals such
as Mercury, Cadmium, Arsenic, Zinc, Chromium and Lead.
Particularly red, blue, orange and green colors may contain mercury,
zinc oxide, chromium and lead, which are potent carcinogens. Two
heavy metals such as Lead and Chromium may also add in the water
bodies through Sindoor which is a traditional red colored cosmetic
powder, usually worn by married women and often used in the
festivals. The floating materials released through idol in the river and
lake after decomposition result in eutrophication, increase in acidity
and heavy metal concentration. Heavy metal pollution caused by idol
immersion can damage the ecosystem as it kills fishes, damages
plants, blocks the natural flow of the water.

6.0 Objectives:
A. Noise Level Monitoring:
In order to assess the noise level during Durga puja, noise monitoring were carried out in and around Agartala city covering the impacts of almost every puja pandles during 20-23 October, 2015.
The main objectives of Noise Monitoring are:
To assess the ambient Noise Level status in and around Agartala
city during Durgapuja festival.
To compare the measured Noise Levels against ambient Noise standards and to asses the extent of violation during this festival.
To identify significant factors and its individual impact and
suggest alternative measures
To find collective significant factor and its collective impacts as to help to the planners to take decision at the earliest possible stage
To facilitate in evolving policy for laying down standards and to
formulate legal action for punishment and prohibiting, and preventing noise
To communicate the information gathered to the public for awareness
B. Water Quality Monitoring at Idol Immersion site:
The main objectives of water quality monitoring are:
Monitoring the water quality of Dashamighat idol immersion
point as because large number of durga idols immersed on this site of Haora River during the puja event.
To compare the water analysis result against standards value of
BIS (Bureau of Indian Standards) and to assess the extent of swinging during this festival.
To highlight the condition of this river water after idol immersion
with respect to the parameters analyzed.
To find collective significant factor and its collective impacts as to help to the planners to take decision at the earliest possible stage.

7.0 Methods of Measurement:
A. Noise Level Monitoring:
Sound Level Meters (SLM) SL-4001 (Make : Lutron) was used for
monitoring of noise levels. The noise levels were monitored at least for 30 minutes at each location during monitoring.
Leq Formula:
The „root mean square‟ quantity of a sound wave is known as
r.m.s. excess pressure or more commonly as sound pressure.
Sound level is the sound pressure level in decibels (dB) and is
20 times the logarithm to the base ten of the ratio of a weighted sound
pressure to the reference sound pressure. This is expressed as force
per unit area either in Newtons per square metre (N/m2) or in Pascals
(Pa).
“A- Weighted” means making graded adjustments in the
intensities of the sound of various frequencies for the purpose of noise
measurement so that the sound pressure level measured by an
instrument reflects the actual response of the human ear to the sound
measured.
Steady Sound pressure Level which over the given period of time
would have given the same total energy as the actual fluctuating time.
Thus Leq is the r.m.s sound pressure level taking the measurement duration as the averaging time. It is calculated as follows: n

B. Water Quality Monitoring: The water samples were collected from Dashamighat idol immersion
point during pre-immerse, immerse and post-immerse periods of idols
immersion. The first phase study i.e. before (Pre) was made to
understand the base line level of metal concentrations in the estuary,
whereas second phase i.e. during immersion was aimed to establish
actual impact of immersion of images, on the river Haora. The post-
immersion study was scheduled after one week of immersion activity,
and aimed to correlate the data with previous study. The water
samples were collected in well rinsed and pre-cleaned glass bottles
and immediately brought to the laboratory of Tripura State Pollution
Control Board. The analysis of the said water samples have been done
in the laboratory of Tripura State Pollution Control Board using
standard methods of APHA (2005). The different parameters studied
are as follows :

8.0 Monitoring Points:
A. Noise Level Monitoring: The noise monitoring were conducted in the 12 locations in and
around Agartala covering West Tripura District, 6 locations in and
around Udaipur covering Gomati District, 5 locations in and around
Ambassa covering Dhalai District and 6 locations in and around
Kumarghat town covering Unakoti District during Durga Puja festival,
2015. All the locations and monitoring points are given in Table-1-4.

B. Water Quality Monitoring: For assessing the impact of immersion of painted/colored deities
containing various toxic heavy metals such as Lead, Cadmium,
Copper, Zinc, Chromium etc. river water samples were collected at
Dashamighat, the stretch where maximum Durga idols of Agartala city
were immersed. The water samples were collected before, during and
after the immersion of idols during Durga Puja festival, 2015.
9.0 Findings:
A. Noise Level Monitoring : The findings from Noise Monitoring carried out by the Tripura State
Pollution Control Board during 20-23rd October, 2015 are shown in
the Tables 5-16. The comparative study of noise level at Agartala,
Udaipur, Ambassa and Kumarghat are at Tables 17-28. The graphical
representation of the noise level of Saptami, Ashtami and Nabami
during Day Time & Night Time at Agartala, Udaipur, Ambassa and
Kumarghat are at Figures 1-8.

10. Observation:
A) Noise Level Monitoring: During Durgapuja Festival the Tripura State Pollution Control Board monitored Noise Level
in 12 locations in and around Agartala, 6 locations in and around Udaipur, 5 locations in
and around Ambassa and 6 locations in and around Kumarghat town. Noise Monitoring
has been conducted in all the locations both at Day Time and Night Time.
The maximum and minimum noise level at Day Time and Night Time at Agartala, Udaipur,
Ambassa and Kumarghat during Durga Puja Festival-2015 are as follows:

From the above data, it has been revealed that the maximum noise level of Agartala was
at Bodhjung Chowmuhani (85.27 dB) at Day Time and at Bordowali (94.79 dB) at Night
Tripura State Pollution Control Board 37
Time on Astami Puja during the Durga Puja Festival. The high noise are due to
vehicular movement, playing of sound system & mike etc. The minimum noise level of
Agartala was at New Capital Complex Quarter (46.77 dB) at Day Time and at New
Capital Complex Quarter (36.52 dB) at Night Time on Nabomi Puja during the Durga
Puja Festival.
The maximum noise level of Udaipur was at Dhajanagar (74.56 dB) at Day Time and at
Brahma Bari (70.29 dB) at Night Time on Saptami Puja during. The high noise are due
to vehicular movement, playing of sound system & public gathering etc. The minimum
noise level of Udaipur was at Matabari (48.22 dB) at Day Time and at Matabari (44.45
dB) at Night Time on Astami Puja.
The maximum noise level of Ambassa was at Ambassa Market autostand (92.43 dB) at
Day Time and at Ambassa Market autostand (78.02 dB) at Night Time on Nabami Puja
during the Durga Puja Festival. The minimum noise level of Ambassa was at District
Hospital (57.99 dB) at Day Time on Astami Puja and at District Hospital (54.84 dB) at
Night Time during the Astami Durga Puja.
The maximum noise level of Kumarghat was at Kumarghat Cooperative Bank (86.05
dB) at Day Time on Nabami Puja and near Kumarghat Cooperative Bank (82.07 dB) at
Night Time on Astami Puja. The minimum noise level was near Kumarghat Hospital
(61.88 dB) at Day Time on Nabami Puja and also near Kumarghat Hospital (61.10 dB)
at Night Time on Nabami Puja.
B) Water Quality Monitoring:
It is observed from the result Table of 29, 30 and 31 that the average values of
Chromium, Lead and Cadmium for all the water samples collected during idol
immersion were slightly higher compared to the prescribed standards of BIS (Bureau of
Indian Standards). Moreover the value of Lead, Chromium and Cadmium comes again
into a normal value just after one week of immersion. The Value of Biochemical Oxygen
Demand (BOD) collected during immersion and after the immersion was relatively
higher than the water samples collected before the immersion. This slight increase of
BOD may be due to throwing of flowers, banana leaves and other related puja materials
into the water of idol of immersion area.

11. Conclusion:
From the present study it was observed that the noise level at New Capital
Complex Quarter of Agartala (36.52 dB) at night time on Nabami day and at
Matabari of Udaipur (48.22 dB) at day time on Ashtami day were within the
prescribed standard limits. The Noise Levels in all the other locations were
insignificantly higher than the standard level both at Day time and Night time.
This is mainly because of playing of mikes & sound boxes in different puja
pandles, beating of drums, vehicular noise, public gathering and other relative
influences.
The value of Lead, Chromium, Cadmium and other parameters for the water
samples of the Haora River at Dashamighat collected before and after the
immersion of idols were within the prescribed standard limits. However, these
values were slightly above the standard values during the period of immersion.
The BOD value for the water samples collected after the immersion were slightly
higher than the prescribed standard limits. The other parameters including heavy
metals were within the prescribed standard limits.
