Mayor & City Council Monthly Summary Report

January 2013

City Administration: 1. Larry Hansen:

• Continued work on the Fire Department operations, organization and preparations for transition to the new Chief to be hired and on board hopefully by April 1, 2013.

• Continued work with Department Heads and staff on emergency operations and preparations and upcoming training for all city staff.

• Reviewed FEMA ICS courses 300 and 400, intermediate and advanced training. • Continued work on petition by Destination Homes for rezone to MFROZ. • Follow-up continues to gather pertinent information about the Roy Historical Museum

request. • Developed proposals for amending leadership positions: Fire Chief and Community

projects • Attended ULCT Legislative Committee meeting as City Recorder Representative • Researched Riverdale’s alcohol licensing laws and sent our compliance letters to

businesses to ensure the city is following our ordinances and Utah state law • Compiled history of Riverdale’s agreements and contracts • Assisted business owners in acquiring Riverdale Business Licenses including

coordinating fire inspections with Fire Department and alcohol and firearms licensing with DABC and ATF

• Renewed city business licenses and alcohol licenses for 2013 • Created a list of all Riverdale commercial businesses and contact info in the event

of an emergency for Riverdale’s police department • Researched and priced items for city employee 72 hour kits

Jeannette Hall:

Youth Basketball: We started boys’ basketball league for 3rd grade through 9th grade. We have games on Monday and Wednesday nights from 5:30 pm to 8:30 pm. We have 88 participants. High School Basketball: 8 teams have signed up to play in our league. We have 64 participants. Play started in January and will continue through mid March. Intramurals: Dodge ball is the activity of the month. There are 120 participants enjoying this activity. Family Activity: Table Tennis is the activity for the month. There hasn’t been the participation that was anticipated. Exercise Classes: There have been between 10 & 12 participating in Zumba class twice a week. Rachel Mori is donating her time to teach this class. There have been between 10 & 12 participating in the Boot Camp one day a week. Katie Ellis is donating her time to teach this class.

Fire Department: This last month the Riverdale Fire Department has brought aboard two new employees, Shift captain Bret Felter and Firefighter Nate Tracy. Both of these individuals bring knowledge and experience to the fire department and we anticipate great things to come from these gentlemen. The Riverdale Fire Department hosted a state certification written and manipulative skills test to be certified Chapter 5 Urban Search And Rescue technicians. Riverdale Fire Department certified four employees along with other members of the Weber county USAR team from Roy Fire Department, Weber Fire district and South Ogden Fire Department. We are currently working on improving our Fire Inspection process with a joint effort with the building-planning department through a training that will be administered by the Riverdale City Fire Inspector/Code Enforcer. We have 22 people currently enrolled in CERT class. The new CERT members are on class 2 of 7. March 16th will be the final class with a mock disaster drill. This will bring our total active CERT roster to 52 members. Public Works Department: Continued work with FEMA. Continued work with Bicycle and Pedestrian Committee. Started building light retrofit Project. Worked on Cherry Drive Storm Drain Project. Worked on East Bench Sewer Liner Project. Completed Utah Division of Water Rights Annual Use Report. Community Development Department:

Police Department: Officer Bingham discovered that a suspect was staying at the Motel 6. He had several felony and misdemeanor warrants for his arrest for violent crimes. The suspect was also wanted in Salt Lake County for making terroristic threats against police and school children. Officer Bingham and Jensen went to his room and knocked on the door. The suspect answered the door, but then slammed it shut. Officers entered the room and took the suspect down to the ground and arrested him after a short struggle. He was booked into jail. Officer Engstrom responded to Roy to assist them with a large party where a fight was occurring. When he arrived he observed two people walking down the street. He asked them to stop and could see that the male was holding something; however, it was very dark. Officer Engstrom then observed that the male had an assault rifle. He ordered him to drop the weapon and thankfully he complied. The male suspect had been involved in the altercation and is a member of a local motorcycle gang. He stated he was taking the gun back to the party to defend himself. He was turned over to Roy PD for charges.

Officers have kept very busy during the storms this month. The storm on January 10th which dropped a lot of snow at commute time was particularly bad. Officers worked extremely hard through out the night to keep people moving and take care of multiple cars that had slid off the road. There were numerous accidents and slide offs. Officer Bingham and Kelley were at Motel 6 attempting to locate an individual with a warrant. They knocked on the door and could hear people inside; however, there was no response. Officer Kelley went outside and observed the wanted person jump out of the second story window. When he landed on the ground and attempted to run, Officer Kelley pushed him to the ground and handcuffed him. The suspect had a backpack that was full of marijuana and hash. It was an extremely large amount of both, so much that the police department smelled like marijuana for a week after this incident. The suspect was from the Vernal City area where they grew the marijuana. He stated that they walk around the area looking for people who appear to use marijuana talking in code known to drug users. They would then ask if they want to buy. The suspect was booked into jail. Officer Thompson was on patrol in the area of Gibby Floral late at night when he observed two females in the parking lot smoking near a vehicle. He began to talk with a male in his mid 40’s male who was with them. Because of their clothing and statements that were made he believed that the male suspect was pimping the two female juveniles as prostitutes. A lengthy investigation began at this point by the detectives which later in the week resulted in numerous search warrants being served on the suspects home and escort business. The suspect was arrested and the investigation is still ongoing. Officer Peterson received a phone call from Primary Children’s Medical Center involving a 4 month old infant who had been brought in to the hospital with severe injuries including a skull fracture, brain bleeds, broken bones in both legs, a broken collar bone and a bleeding adrenal gland. The father of the child who is the suspect in this case was picked up by Officer Peterson and brought to the office where Officer Peterson interviewed him. The suspect gave a detailed confession of how he had abused the baby causing the injuries. The baby is going to recover and the suspect was booked into jail. Officer Bingham was on patrol and observed a suspect at the apartments located at 1194 W. 4400 S. who had warrants for his arrest. The suspect is a known gang member. The suspect saw Officer Bingham and went inside. Officer Bingham asked a female at the apartment to go and get the suspect. The suspect opened the door, but refused to come out and began to scream profanities at Officer Bingham. Officer Bingham grabbed a hold of his arm and the suspect began to resist him by trying to pull away. A struggle to get him into custody ensued and Officer Bingham was able to get him into handcuffs. The suspect continued with his extreme profanity and taunting of the police all the way to the jail. He was booked for his warrants and resisting arrest. Sgt. Warren received a call from a business at 860 W. Riverdale Rd. that they had two individuals who were having work done on their car and believed that both men were intoxicated. The vehicle left before Sgt. Warren arrived; however, he located them at 300 W. Riverdale Rd. He attempted to stop them but they would not pull over and continued to drive. They stopped for the traffic light at 36th and Riverdale Rd. Sgt. Warren exited his vehicle and ordered the male driver to get out of the car. The driver was taken into custody and it was determined that he was DUI and blew well over the legal limit. He was booked for DUI and felony evading.

Investigations Detectives located a suspect on a burglary charge. The suspect was identified from a latent fingerprint lifted at the scene of the crime. He was later identified from video surveillance using a credit card stolen from the burglary. He was booked into Weber County jail. A female was detained after an Ogden city traffic stop, in her possession were numerous stolen checks. Detectives had an open case on the checks and were contacted by Ogden City. Detectives interviewed the female concerning the checks. She admitted to passing numerous checks. She stated that she had a methamphetamine problem and needed money. Detectives interviewed a suspect on an unlawful use of a credit card case. The suspect was located in the Davis County Jail. He was interviewed concerning his participation in the use of the cards. He admitted to making the purchases at Sportsman’s without consent of the owner. He then admitted that he was the person that burglarized the victim’s car to get the credit cards. He was charged with the burglary and the unlawful use of the transactions cards. Detectives tracked down a suspect on an identity takeover case. The suspect gained the personal information of a female and applied for a loan. Detective’s interviewed the suspect who admitted to illegally opening the account and applying for the loan, He was charged. Detectives and patrol worked a case involving exploitation of a minor and procuring prostitution. Patrol officers located two underage females that had been smoking and drinking alcohol. After interviewing the minors it was believed that they were participating as escorts with the purpose to perform prostitution. The male that was with them was believed to be their pimp. A sting was performed to verify if the purpose of the business was prostitution. A female arrived as an escort and consented to perform sexual acts for money. She was arrested and admitted that the purpose of the escort business was to provide sexual acts for money. Search warrants were served on the owner of the business and records and other items were seized as evidence of the crime. The owner was booked for aggravated exploitation for prostitution. Case is ongoing.

COMMUNITY DEVELOPMENT PROJECTS STATUS REPORT

February 15, 2013

In-N-Out Burger has scheduled a pre-construction meeting on March 6th to move forward with the building of a restaurant in front of the old Toys-r-Us building.

Tony Divino Toyota / Scion is finishing up construction on a 4,209 square foot addition to their dealership on the corner of 700 West and Riverdale Road.

Men’s Wearhouse is in the process of opening a store to be located at 4093 S. Riverdale Road.

Enterprise Rent-a-Car located at 4560 South 900 West is planning to build a small car washing building on their existing lot.

Chrysalis, a company providing support and opportunities for Indi-viduals with disabilities, will open an office in the Brookhaven office building at 4933 South 1500 West.
