RISK ASSESSMENT AND DISASTER MANAGEMENT PLAN

1.1 INTRODUCTION

Risk Assessment is all about prevention of accidents and to take necessary steps to

prevent it from happening again. The quarry operations are carried out under the

management control and direction of a qualified Quarry Manager. The DGMS have

been issuing a number of standing orders, model standing orders and circulars to be

followed by the quarry management in case of disaster, if any.

To overcome such risks, help/aid would be sought from emergency services providers

like Police Station, Fire Station, Hospital and Ambulance services in the vicinity of the

quarry site. Their telephone numbers and communication facilities are to be provided

and displayed on the board at the quarry office as well as quarry site. Responsibility of

coordinating the rescue activities is entrusted with the Quarry-in-Charge at the quarry

site in addition to Quarry-in-Charge is also looking after statutory obligatory under Mines

Act,1952. A Primary Health Centre is available in Semangalam for medical

emergencies, about 2 km from the quarry on the eastern side. The name and address

of the contact person for coordination in case of eventuality is stated below:

However, the following natural/industrial hazards may occur during normal operations.

5 Failure of Mine

Benches and Pit Slope

➢ Ultimate or overall pit slope shall be 45° and each

bench height shall be 6m equal to the boom height

of excavator and vertical.

➢ During working normally 3-6m will be maintained as

per the Scheme of Mining.

6 Failure of Waste

Dumps

➢ Stabilization of dump with topsoil and tree plantation shall make the dump more stable.

➢ Garland drainages around the dump shall prevent

under wash of dump by hydrostatic pressure to be

developed by surface water and control wash outs

and collapse.

7 Dust ➢ Periodical wetting of land by spraying of MgCl2

solution

➢ Regular water sprinkling on haulage roads

➢ Provision of dust masks to workers

➢ Greenbelt shall be maintained within the quarry

premises by planting trees to improve the aesthetics

of the area and also to reduce the pollution outside

the activity area.

8 Noise ➢ Rotation of workers to minimize the exposure time of

noise

➢ The equipment and machinery shall be maintained

properly with regular service

➢ Provision of earmuffs and ear plugs to workers

9 Transportation ➢ Convex mirrors should be kept at all corners of the

site

➢ All vehicles should be fitted with reverse horn with

one spotter at every tipping point

➢ Ensure loading according to the vehicle capacity

only

➢ Regular checking of brakes to avoid failures

➢ Periodical maintenance of vehicles shall be done

10 General Measures ➢ No entry for any unauthorized persons

1.1.1 Care and maintenance during temporary discontinuance

Watch and ward are provided permanently in the quarry premises to monitor the quarry

openings to prevent inadvertent entry. Topsoil bund is made partly and stone fencing is

proposed all around the lease boundary to safeguard the quarry and the adjacent

livings. Temporary discontinuance will be minimal as there is good demand for this

material in tiles industries.

1.1.2 Economic repercussions of closure of quarry and manpower retrenchments

1.1.2.1 Number of local residents employed in the quarry, status of continuation

of family occupation and scope of joining occupation back

12 persons are employed in the quarry. Most of the labourers are agriculturists. In case

of closure of the quarry, they may continue their own work. Being an existing quarry

immediate retrenchment may not arise.

1.1.2.2 Compensation given or to be given to the employees connecting with

sustenance of themselves and their family members

In case of any closure of the quarry the compensation under Industrial Dispute Act will

be paid as per law. All workers shall get retrenchment benefits as per labour laws under

enforcement.

1.1.2.3 Satellite occupations connected to the mining industry – number of

persons engaged therein – continuance of such business after quarry closure

The quarrying activity shall lead to development of several ancillary units and business,

which are explained below:

i) Other than quarry employment, workshops, spare parts, tyres and tubes and

related several self-employment opportunities shall arise.

ii) Several shops and service providers shall grow in the public places adjacent to

the quarry.

iii) Schools and city development shall also be possible owing to the fact of

economic growth in the village.

1.1.2.4 Continued engagement of employees in the rehabilitated status of quarry

lease area and any other remnant activities

In the event of closure of the quarry, the quarry workers shall get alternate work or

business like agriculture. No serious repercussions are envisaged in the event of

cessation of the quarrying activity, as they will be provided employment in other quarries

owned by the company.

1.1.2.5 Envisaged repercussions on the expectation of the society around due to

closure of quarry

Persons on roll at the time of closure of the quarry will get benefits as per the State

Govt. guidelines as applicable at the time of retrenchment.

1.1.3 Time Scheduling for Abandonment

The following works are scheduled before abandonment of the quarry:

i) Parapet wall of 2m height will be constructed around the pit, and

ii) Planting and monitoring of afforestation programme will be undertaken.

There is no proposal for closure of the quarry for the next 3 years. The parapet and

plantation developments will be completed during the period 2018-2021. In case of any

abandonment the following time is required:
