(6) DUTIES OF OFFICERS:

The chairperson shall preside at all meetings opening with a pray-er, oversee activities of the club, post names of all activity chair-persons, and call for reports from them.The vice-chairperson shall assist the chairperson and assume theduties in his/her absence.

The secretary shall keep accurate legible minutes of all meetings,shall read the minutes of the previous meeting, and ask for themto be accepted.The Treasurer (a member of the elected six person board) will givethe financial report and ask for its approval and file for an audit.

(7) ACTIVITIES:Each activity shall have a chairperson and vice-chairperson.

(8) FINANCE COMMITTEE:The Finance Committee consists of three (3) members who servefrom October 1 through September 30. Committee members willbe elected for three (3) years with one (1) being replaced each year. They may not succeed themselves. One of the membersshall be selected by this committee to be treasurer. The commit-tee is to meet at the hall at 9:00am before each meeting to hearrequests from members concerning expenditures of funds. Thecommittee is required to respond to requests before the nextmeeting. Any request turned down by the committee may be tak-en to a Monday meeting for discussion and vote. A majority ofvotes cast will decide the outcome. The committee shall NOT havethe authority to approve expenditures over two-hundred ($200)dollars. Any larger expense must be taken to a Monday meetingand submitted to the members for discussion and vote.

(9) AUDITORS:

The Auditing Committee shall consist of two (2) members appoint-ed by the February chairperson to audit the books. A report ofsaid audit shall be submitted to the members by the second Mon-day in March. The members shall serve until said audit has beenapproved. Members may succeed themselves.

(10) NEGOTIATING/PROPERTIES COMMITTEE:

The purpose of the committee is to act as liaison between thepark owners or management and the club. It is to recordand administer club properties.The committee is composed of three (3) members whoserve from October1 through September 30. They are electedfor a three year term with one to be replaced each year. Theymay not succeed themselves.



(11) NOMINATING COMMITTEE:

The February chairperson shall appoint a Nominating Committeeof five (5) to nominate the candidates for the finance committeeand the negotiating/properties committee. Committee membersshall serve from conception of the committee until new membersare elected. Committee members may succeed themselves. Nom-inations will be accepted from floor. Elections of new candidatesfor the committees are to held the first Monday in March.

(12) AMENDMENTS:These guidelines may be changed by submitting a written pro-posal at the regular meeting and to be voted upon at the follow-ing weekly meeting. Any submitted written proposal requires asimple majority of those attending and casting votes.

(12.1) December 12, 2003 changed the dates that the financeand negotiating/properties committee members are to serve.Instead of serving from January 1 through December 31, memberswill serve from October 1 through September 30. The nominatingcommittee shall be appointed in February instead of Novemberand all committee members are to be elected the first Monday inMarch. This amendment was further amended on December 27,2004 to include the auditing committee.

(12.2) March 29, 2004 states there shall be no soliciting, adver-tising, or selling of any product or business during any club meet-ing except those pertaining to health and wellbeing. If contacted,the chairperson may, after a vote by the club, arrange for a timeother than a club meeting for a presentation to those interested.

(12.3) December 15, 2008 changed the time all club meetings

begin from 10:00 am to 9:30 am on Mondays.

(13) DONATIONS:The club is limited to giving a maximum of two hundred ($200)dollars to charitable groups.

(14) CLUB DISSOLUTION:That for any reason the Rio Valley Estates Winter Texans Club isdissolved, all of said club’s assets will be disposed of at the sole

discretion of the members of the club which shall be decided andapproved by the majority vote of the members present.



(15) METHOD OF ELECTION:Except in the instance when only one name is placed innomination for the office of chairperson and/or vice-chairperson, the by-laws prescribe the method of electionshall be by ballot. After the nominees are asked whether heor she accepts or declines the nomination, the members will

vote for the chairperson and the vice-chairperson with sep-arate ballots. The sitting chairperson shall appoint threemembers to act as tellers to distribute, collect, and countthe ballots. The tellers shall report the results of each bal-lot to the chairperson who shall then announce the resultsof the ballot to the members.

(16) THESE GUIDELINES SHALL BE EFFECTIVE IMMEDIATELYFOLLOWING ADOPTION.

RIO VALLEY ESTATES PARK RULES AND REGULATIONS

(1) This is a senior park for persons who have reached age 55 or older.One person in the household may be no younger than age 35. Nochildren are allowed to live in the park as residents. Children arewelcome to visit in park for up to14 days per year. They must be

accompanied by an adult when using park facilities.

(2) If you are selling your mobile home, all future residents must completeapplication for residency and be interviewed by park manage

ment.

(3) PETS - one pet per unit under 20 pounds. Pets must be on a leash nolonger than 6 feet. Owners are responsible for all maintenance ofpet and/or any damage caused by the pet. Pets are not allowed in

the recreation area. This includes recreation halls, swimming poolarea, or laundry area. No dog runs or fences are permitted. DONOT WALK PETS ON LAWNS . Designated walk area is along thewest fence of the 99 section or your yard.

(4) Smoking is NOT PERMITTED in any building including rest rooms.

(5) Alcoholic beverages are prohibited in recreational areas except atapproved functions.

(6) Swimming pool rules are posted. No glass containers or foodallowed in pool area. The pool is closed from 7 AM- 8 AM forcleaning

(7) Conducting business in park is prohibited. NO SOLICITING!

(8) Garbage should be placed in bags and disposed of in the dumpsters

located at park shop enclosure or in the 99 section. Cardboardboxes must be flattened or be crushed and put in dumpster.

Grass clippings, plant cuttings, and all yard debris should bebagged and disposed in dumpsters.

All tree limbs should have the branches removed and shall notexceed 2” in diameter. Lengths are not to exceed 4 feet. Place at

curb for removal. All other tree debris must be removed by resi-

dent.

This debris shall be removed from curbs on Mondays, Wednes-days, and Fridays, if possible, during winter months, and Fridaysonly during summer months.



(9) All park and public utility easements must remain open for easy access.

All improvements to your homes or lots must be approved bymanagement before starting project. All building permits must beobtained by resident before starting project.

(10) Contractors must be licensed and bonded to work in park. They are

responsible for disposal of all trash. All workers are required tonotify office of their presence.

(11) When replacing water heaters, appliances, furniture, etc, RESIDENTS ARE RESPONSIBLE FOR REMOVAL.

(12) Skirting is required on all permanent and/or tied units. Skirting mustmeet management approval.

(13) Roller blades, roller skates, bicycles, and mopeds are NOT ALLOWEDon sidewalks, shuffleboard courts or near recreation areas. Excep-tions only for handicapped people who use these items.

(14) Donuts are required on all RV sewer connections.

(15) Owners/management absolve themselves of any liability and/orresponsibility for any loss, property damage, fire, theft, etc. to anyresident or personal property.

(16) Notify office when arriving and departing park.

(17) Mail will be forwarded for two (2) weeks after your departure. Anyreceived after the 2 weeks will be returned to sender. Change ofaddress cards are available in office.

(18) Addresses for the park are:

Mobile homes and 400 sections use 715 N Westgate Dr #____RV’s (1-34 and 99 sections) use 717 N Westgate Dr #____

(19) RV’s, utility trailers, or boats are not permitted to be stored

on mobile home sites. RV’s or trailers are allowed 72 hours or 3

days for loading or unloading at your residence. After 72 hours,vehicle must be put in assigned storage area.

(20) All mobile home lots must be maintained 12 months of the year.Lawn care service is available for a monthly fee by contractorsBoth inside and outside the park. Lots not maintained by renterWill be mowed by the park personnel at the cost of $30.00Per mowing.



(21) Electronic gate remote controls are available for sale to mobile home

andpark model residents for $20.00. Short time residents may lease orpurchase a remote. Time for gate opening and closing is announcedby management.

(22) Mobile home lot rate is $295 per month. This is subject to change. Allincreases begin March 1 of any given year.

Water is metered and will be read in February, June, and October withpayment due the first of March, July, and November. Present rate is$.0057 plus a 9% service charge.

Electricity is supplied by the provider of your choice and is payable tothem.

Single pay reservations require a $100.00 deposit at the time theReservation is made. Balance is due on Nov 1st for 6/6 plan. Other plansAre due at the time of check in. Reservations are taken on all lots. The tenantOccupying the lot as of the first Monday of February will have the first right

to reserve that lot, but must do so before the third Friday of February. Afterthat the lot will be available to anyone.. Deposits will not be refunded afterNovember 1st.



Single pay plans must be paid in full by December 1st.NO EXCEPTIONS!

A lot may not be sublet without the consent of manage-

ment. No refunds will be given for cancellations afterNovember 1st.

Rent on reserved lots begins on arrival or December 1stwhether the renter is here or not.

Free summer storage (June, July, and August) with 6months paid rent. Otherwise storage is $10.00 per monthafter a 4 months or more stay.

Only one vehicle per lot. Tenants should park their vehiclebehind their unit, parallel and facing west. Please do notpark on the grass.

(24) All mobile home and RV rates are based on 1 or 2 person

occupancy.Each additional person add $1.00 per day after a 14 day vis-it.

EARLY HISTORY OFRIO VALLEY ESTATES

In 1971, Al Young developed and opened the park for occu-pancy of mobile homes only. Gas light was at each curb and each

lot had a palm tree. The travel trailers had to park at the back ofeach lot in order to connect for services. Each trailer was given astrip of roofing material by their steps since there wasn’t any ce-

ment. Before 1973, the streets were all caliche, but in the fall ofthat year, the streets were paved. Of the 40 acres, only 20 acreswere developed. This was from the office building and to the north.South of the office building was a grapefruit and navel orange

grove where residents could pick what they wanted. Where the RVspaces are now was once a parsley field.

JR and Audrey Sigrist became managers of the park in1973. That year the swimming pool and hot tub were installed.The day both were opened and dedicated was a banner day com-

plete with a parade.

1974 saw JR and Audrey become owners of the park. Thefirst news letters were printed that year and the Monday morningpark meetings started. The office building served for all functions.A gift shop and small kitchen were available. All games wereplayed there. Friday night programs were mostly skits starring thepark residents. The northeast corner was made into a stage com-plete with a curtain. The Sigrists printed the first park book on le-gal paper in 1975.

In September of 1975, the park was sold to Mike and AnnMoreland. Walter Piper, Ed Lampman, and Leonard Reeves pur-chased the park in 1981. It wasn’t until 1985 that the park book’s

design became what we have today.

Rio valley Estates Winter Texan Club

Properties Committee Responsibilities

1. Generally, equipment that is “ part of the building” is Maintained by the park management/owners

2. Moveable contents are maintained by the club. There is

Finance Committee Responsibilities

1. The finance committee is composed of 3 members. Each member

Serves a 3 year term. A new member is elected each year and serves

from October to April. Members cannot serve 2 terms consecutively.

2. Year one member is responsible to obtain consumable materials usedin the halls, ie, coffee, sugar, disposable cups and plates, and any other

kitchen supplies used by the RVE club members for the hall activities.

3. Year two member is the treasurer of the RVE club and is responsible

for the weekly Monday morning report. They are also responsible for

taking in monies from activities, paying bills and maintaining a check-ing account for the club. A yearly audit will be conducted each spring.

4. Year three member is responsible for the overall running of the fi-

nance committee and helps where needed.
