(603) 899-5181 Fax (603) 899-2101 TDD 1-800-735-2964 Minutes for Meeting of January 23, 2020 Conservation Commission members present: Joseph Desruisseaux, Al Lefebvre, Paul McPhie, Fred Rogers, Richard Mellor, Phil Simeone Alternates in attendance: Deni Dickler, Bill Preston, Fred Dodge, Doreen Richards, Rob Rubendall Meeting convened at 7:00 pm OLD BUSINESS Playscape – Richards reported she and Dan Bemis were setting up a call with another playscape company. Rubendall offered to assist. Earth Day 50 th Anniversary in 2020; Climate Change and future presentations – Dickler reported that she is still trying to locate a speaker. Rogers indicated that he has a lead for a speaker on climate change and Dickler will follow up with the contact. Converse benches 2 new one – Taylor Burke emailed to let the Commission know that she had 2 more benches. The Commission decided to place one at the Town Forest and one on the Loop trail landing at Contoocook Marsh. RCC 2020 Schedule of Meetings and workdays – changes? – no one reported any needed changes to the schedule of meetings and events. Fundraising updates – Lefebvre reported that the subcommittee was working on identifying potential grants and local businesses who might contribute to the fundraising efforts. Dickler is working on designing fundraising campaign material and possible strategies to use. McPhie reported on his list of businesses to contact when the campaign begins. Lefebvre is focusing on grants and possible match grants. The subcommittee shared a proposed design and will look for a pro bono designer to help with layout. Maintenance of current grants – Desruisseaux reported that his subcommittee will now be referred to as the Grant Oversight Subcommittee. It has reviewed the status of each grant that has been received so far. The subcommittee feels it would be wise to work on a purchase and sale agreement as the process moves forward. NEW BUSINESS

Minutes for Meeting of January 23, 2020

NEW BUSINESS CD Status – Lefebvre reported that he had reviewed the status of the Commission’s Certificate

of Deposit at TD bank and found that it needs to be continued for another period of time on Jan. 27, 2020. Due to the status of the land purchase he recommended extending the CD for another six months at which time the Commission can decide how to handle the CD going for-ward. Simeone motioned and Rogers seconded to extend the CD for another 6 months. The Commission voted and approved the motion. Commission members approved the motion.

ROST meeting (Regional Open Space Team) – Preston reported on the quarterly meeting that he and Lefebvre attended in Milford on January 16. They reported on the discussion about monitoring conservation lands and Lefebvre shared the spreadsheet that the Amherst Conser-vation Commission uses to track its lands and the procedures it uses for visits to lands with easements that the Town holds. They learned too that conservation lands cannot be sold by a Board of Selectmen.

Intent to Cut – Christopher Marcotte, Map 9, Lots 18 & 21, Chadwick Rd.(off Ingalls Rd) – Desruisseaux reviewed the applicant’s details with the Town map.

APPROVAL OF PREVIOUS MINUTES: Jan 13, 2019 - Rogers motioned and McPhail seconded to approve the minutes of January 13. The Commission approved with Simeone and Richards abstaining. CONSERVATION COMMISSION EMAILS - NoneCORRESPONDENCE - None OFFICIAL NOTICES –

NH DES 2019-03965, Map 44 Lot 3, Shoreland Impact Permit, 42-2 Lake Rd, Lake Contoocook, Jonathan & Sandra Freiman – reviewed by Desruisseaux

NH DES Variance Application with BOA and Application for Special Exception, M 4, Lot 33, Route 119, Kevin & Shelly Kinnunen for Cynthia Cooper. Kirk Stenerson attended the meeting to represent Cynthia Cooper and explained that approval is needed for a road off Beaver Dam Rd into the property which will run through wetlands and for a septic field that is only 75 feet from wetlands. He explained that NH DES has approved (no papers provided of such approval which will come after application is made). He explained that steps are outlined in the plan will protect the water/wetlands in the area. The Commission had serious problems with the plans not following the Town’s 100 foot setback from wetlands requirement. Stenerson said the plans are acceptable to the State. The Commission reviewed the plans and decided to conduct site review on Jan 27 at 3:30.
