An 80-room $15.5 million senior’s housing development in Rimbey has moved one step closer to becoming reality.

Barry Architecture & Associates from Red Deer has been hired for the proj-ect.

Hiring the architectural firm involved extensive research as a building com-mittee from Rimoka and the province reviewed candi-dates carefully.

“We went through a rigorous procurement pro-cess,” said Rimoka Housing Foundation board chairman Paul McLauchlin.

He is pleased with the selection.

“That architectural firm has a lot of experience building senior’s facilities,” he said. “I expect we can start seeing designs in the month of April. It’s excit-

ing.”McLauchlin said work

on the project is expected to begin this spring and should be completed by 2017.

“”People can expect to see a structure up there next year.”

The proposed facil-ity is to be approximately 480,000 square feet and is to be located on 8.64 acres of land south of the Rim-bey Best Western Rimstone Ridge Hotel.

Ponoka County gifted the land, worth ap-proximately $310,000, to Rimoka earlier. The prov-ince will pick up the tab for 80 per cent of the project, leaving Rimoka Housing Foundation with a bill of approximately $3.5 million.

Building designs could include a two-storey facil-ity. Each of the 80 rooms are to be more than 600 feet and suitable for double oc-cupancy.

The provincial budget brought down last Thursday has introduced a new health care contribution levy which will sharply affect the personal taxes of high wage earners.

The levy, to be brought into effect in July, will be charged on a sliding scale to those who make more than $50,000 annually.

Individuals who make more than $100,000 are looking at a tax increase of 0.5 per cent for each year for three years.

An additional 0.5 per cent tax rate will be added to the personal taxes of those who earn more than $250,000.

This method of putting more money into the prov-ince’s coffers could realize $396 million this year and $530 million in 2016.

The increased taxes high wage earners will be nailed with are expected to bring in $330 million next year.

As well as the hike in personal income tax, liquor, tobacco and fuel taxes will go up.

In a press release Pre-mier Jim Prentice says the 2015 budget reflects a bal-anced approach that will see the province return to surpluses within three years.

“The budget is the first step in a long-term strategy. This is the kind of planning and stability Albertans want for the long-term with im-

A shooting in the quiet rural countryside near Rim-bey has claimed the life of a local senior.

Rimbey RCMP Sgt. Mark Groves confirmed Paul Michanuik, 70, was killed by a single gunshot wound to the torso. A Calgary medi-cal examiner determined the death to be a homicide.

Michaniuk was found dead at around 6.15 p.m. on March 19 on Medicine Lake Road, a few kilometres northwest o Rimbey.”

“A local farmer called 9-1-1,” said Groves.

Red Deer RCMP’s Ma-jor Crimes unit investigated the fatality and discovered a

Shooting claims life of local area farmer

male suspect who was later found dead at a residence in the Rimbey area.

Groves said the two men knew each other.

“They had historical con-nections and had been close associates,” said Groves.

He said the name of the suspect is not being released.

While the tragedy leaves the rural community shocked and saddened, Groves said

he is gratified with the way the neighbours stepped up to the plate when they learned of the incident.

“This was a local area farmer and neighbours stepped right up to help look after the cattle.”

He said Range Road 34 was closed for a couple of days due to investigations and he is thankful for the help the RCMP received.

mediate action to get us on the right path immediately.”

However, Rimbey May-or Rick Pankiw is somewhat skeptical about the budget and the changes regarding the levy and the tax increas-es.

He is not sure how the town will fare, but finds it frustrating that the bulk of the money for capital proj-ects is going to the larger centres.

“The budget will af-fect all Albertans, that is for sure. And there will be a lot less disposable income around.”

On the flip side, a new refundable tax credit called the Alberta Working Family Supplement is good news for families earning be-tween $2,760 and $41,220 annually.

Families with one child may receive a maximum

annual benefit of $1,100 depending on income. Ad-ditional annual benefits will be provided for each of the next three children in a family with the maxi-mum benefit to be capped at $2,750.

The tax credit does little to compensate for a budget that is tough on taxpay-ers and easy on PC waste, said Wildrose Party, interim leader Heather Forsyth in a press release.

“Mr. Prentice is mak-ing Alberta families pay the price for the PC party’s waste and mismanagement through the largest tax in-crease and deficit in Alberta history,” she said. “

With a $7.7 billion defi-cit, Forsyth warns of the introduction of a provincial sales tax and even more damaging taxes after the election.

“The budget will

affect all Albertans, that is for sure. And there will

be a lot less disposable

income around.”

Mayor Rick Pankiw

The Canadian Biotech-nology Action Network (CBAN) has denounced the Canadian govern-ment’s decision to approve the first-ever genetically modified (GM) apple.

“Our government is not listening to Canadi-ans,” said Lucy Sharratt of CBAN. “Fruit growers had asked the government not to approve this GM apple and polls show that a ma-jority of consumers don’t want it on grocery store shelves.”

The GM apple is ge-netically engineered not to turn brown after being cut. If it gets onto the market, it would be only the second GM fruit sold anywhere in the world, after a Hawai-ian-grown papaya, and it would be the first GM fruit to be grown in Canada.

“The GM apple will mislead consumers be-cause it will look fresh even when its not,” said Teresa Lynne of the CBAN member group, Society for a GE Free BC, “The GM

apple threatens the repu-tation of apples as fresh, wholesome food. We don’t need it.”

A 2012 survey com-missioned by the BC Fruit Growers’ Association and the Federation of Quebec Apple Growers showed that 69% of Canadians didn’t want it approved.[1] Growers are concerned that the GM apple will negatively affect the entire market for apples.

“Growers are right to worry that without clear

labelling many consum-ers will buy fewer apples just to avoid this GM ap-ple,” said Thibault Rehn of the Quebec Network Vigilance OGM, a CBAN member group. “We need our grocery stores to step in to protect the consumer interest and the apple in-dustry by keeping their doors closed to this GM apple.”

The GM apple will not be labeled as geneti-cally modified though the company says that

fresh GM apples would be have a sticker bearing the company’s trademark ‘Arctic Apple’. The com-pany promises a similar logo on food products that have ingredients from the GM apple but it’s not clear how this would be imple-mented or enforced. Sliced GM apples used by the food service industry are unlikely to be labelled.

The US government has also decided to allow commercialization of the GM apple.

It is weird how that hap-pened.

Our house, once all busy and noisy with kids and telephones ringing and a dog barking, is now just quiet.

Strangely quiet.Actually, it’s kind of

nice. There is something very satisfying about walk-ing into a house that speaks quietly of neatness and or-der and stillness.

I like flowers on the table (yellow daffodils pre-ferred), and the fireplace going when I walk in. I like the counter clean and the

Top dog is weekend

visitor at my house

We have no pets!

floor devoid of clutter. That’s what I like. Nice,

neat stillness.However, that all

changed last weekend. It changed because of one thing and one thing only.

We acquired the dog. Now, the dog is not any dog, but the dog!

The dog, whom we were dog sitting for the weekend, did not realize he was only just a dog. In the fact the dog, was firmly convinced he was none other than the top dog!

He arrived at our house at about 4 p.m. Friday trot-ting all over my veneer floors, that look like, but are not hardwood, with his quick little muddy paws, checking things out. He sniffed and trotted and sniffed and trotted some more before settling in at the top of the stairs sink-ing his nose onto his paws to wait patiently for me to come home.

The thing is, the dog loves me. He follows my every move, walks when I walk and, horror of horrors, when I stretch out on the couch to watch a movie, the dog stretches out, too. It’s not a very big couch and, of course, one of us ends up all crunched up in a little tiny

corner with only a bit of blanket.

And, trust me when I say this, it’s not the dog!

Strangely in the time we had the dog I found myself becoming quite attached to him.

I fed him little bits of human food like toast and jam and most of my hus-band’s cookie (I didn’t want to share my own cookie). I also gave up my couch al-most willingly because he looked so cute all stretched out there like a little white fur ball with legs.

The day after it snowed and snowed some more turning our world into an upside down snow globe, I took him for a walk in the misplaced winter wonder-land that was supposed to be the month of March.

We had so much fun. The dog sniffed everything that moved and most things that didn’t and urinated pretty much everywhere. I just held his leash and squinted at the white on white world.

The walk soon got to be less than fun, however. The dog started out leap-ing through the snow like a giant white bunny who had arrived early for Easter. Soon, however, his leaps became less enthusiastic. It seems he was tuckered right out.

He looked at me with his imploring brown eyes and I squinted back at him and we both agreed on the inevitable.

He would have to be carried home.

I trudged home hold-

ing the dog kind of like one would carry a sack of pota-toes as he was really quite heavy and his back end kept slipping out of my grasp.

However, we made it, me huffing and puffing, but the dog not even out of breath

I hauled him up the kitchen sink and then spent considerable time spraying him with warm water to melt the snowballs sticking to his fur.

I dried him with a warm towel and he licked my face appreciatively. At least, I as-sume it was in appreciation.

The dog’s gone home now. Everything is all neat and tidy and I have the couch all to myself.

So why do I miss him so much?

After all, he’s only a dog!

Rimbey high school drama class is hard at work completing rehearsals for their production of The Lion, the witch and the wardrobe by C.S. Lewis.

The students have been working hard and teacher Shauna Murdoch is excited about bringing the play to the public.

“It was my favourite childhood play,” she said.

Costumes for the play have been rented from Rose-bud Theatre and are very authentic.

Stage manager Krissy Meinema said rehearsals have been going well.

“It’s been a long haul, but the kids are really into it,” she said. “Everyone is loving in.”

Some of the props for the set which were used in

Rimbey drama class to present

The Lion, the witch and the

wardrobethe play Peter Pan have been remade for this year’s play.

The Lion, the witch and the wardrobe is a fascinating tale that continues to enjoy popularity on a global scale.

It has been adapted as a major motion picture, an animated TV movie, a live-action TV serial and a play.

The Lion, the Witch and the wardrobe was the first of seven Chronicles of Narnia by C. S. Lewis.

The book did not gain im-mediate popularity, but over time it became a favourite in the literary world of fantasy stories for children.

The Rimbey high school production of The Lion, the witch and the wardrobe will be held as a dinner theatre at the Peter Lougheed Commu-nity Centre April 24 and 25.

Tickets may be purchased at the school.

Council to wait for area

structure planBY TREENA MIELKE

Council has complied with West Central Planning Commission’s request to give a yellow light to approving a subdivision application within the Town of Rimbey.

At its Monday meeting council agreed to table a de-cision regarding approval of the subdivision until the developers Allan and Glenn Olson prepare an area struc-ture plan.

In a letter to Lori Hillis, acting CAO for the Town of Rimbey and Dave Dittrick from Zap Municipal Consult-ing, Kemi D. Apanisile Burpi, municipal planner for West Central Agency said the application to create a 78.7-acre parcel had been received.

The parcel is located east of 40th Street and north of 50th Avenue in a rural part of town and is classified as urban expansion which allows for larger lots.

Representatives from West Central Planning Agency conducted a site visit to the proposed site and determined that the land characteristics were flat, with trees around the northern property line. Most of the line is open space.

“The opportunity for development in this area is sig-nificant given the scale of land to be subdivided and its proximity to existing urban land use,” Burpi said in his let-ter.

An area structure plan would provide a better under-standing of what the long range planning objectives are on the subject area including road layout, water capacity and land use compatibility and other infrastructure require-ments.

“This (requesting an area structure plan) is common practice,” said interim CAO Donna Tona. “It looks like it would be a high quality of development for Rimbey,” she added.

Extension granted by council to local businessman for subdivision

BY TREENA MIELKE

Rimbey town council has given thumbs up to an application for extension of subdivision approval for a local businessman who is developing land in the

Horticultural meeting

held

BY IRENE KURTA LOVELL

Fifteen members of the Horticulture Group enjoyed a lively meeting on March 15. The regular monthly meetings are held at the Drop-in at 10am on the third Wednesday of each month. This group is an extension of the Rimbey Agriculture Society.

At the meeting the cof-fee was on and a delicious cake was provided by Barb Patey. Business included setting dates for the Rose and Lilly Show, Rhubarb Day, and the Bench Show in August.

Many local people are familiar with the Show Book that is distributed (free) every year. And every year there are changes to it. If anyone has a recommen-dation that they would like to share, phone Maryanne ( 785-71350) or Gail (843-2539) or attend the next meeting on April 15.

All members were asked to bring their recommenda-tions for the floor plan for the bench show to the next meeting.

southeast corner of town.At its regular meeting,

Monday, council gave ap-proval for the extension to Steffen Olsen, who owns BRIX Construction.

The land parcel consists of approximately 61 acres.

Olsen is looking at de-veloping five lots for light commercial use. One lot has already been sold.

Olsen plans to subdi-vide the lots into two-acre parcels as they are sold. He plans to move ahead with

the rest of the development in phases.

The developer, who is well known in Rimbey, said he is pleased and ex-cited to move ahead with the project.

“Rimbey has the poten-tial for growth,” he said, noting it is in the centre of a thriving mixed farm-ing and oil and gas region. He also noted it is the gateway to recreational op-portunities and is in close proximity to Sylvan Lake, Gull lake and Pigeon Lake.

Olsen noted that several years ago a sizable parcel of land was annexed from Ponoka County. He said annexing the land showed foresight and helped pave the way for developers such as himself to allow the town to expand.

“From what I under-stand we are the only community (in the area) that has this much land available.”

Council donates to Lions Club, Chamber and

Outreach schoolBY TREENA MIELKE

Rimbey town council has agreed to cut checks to some local organizations and also donate to the West Country Outreach Awards and Graduation banquet.

At its Monday meeting, council agreed to contribute $500 to the Rimbey Lions Club for their annual pan-cake breakfast which serves approximately 350 people.

“I see no reason why we wouldn’t give them $500,” said Mayor Rick Pankiw. “The Lions do a lot of amazing things for the com-munity.”

Council also agreed to assist Rimbey Chamber of

Commerce with their expo to be held April 24 and 25. The theme of the expo is Shaping the Future To-gether.

The Expo provides businesses the opportunity to promote themselves and the event includes entertain-ment and food.

Victim Services has partnered with the Chamber for the expo to promote the services they provide to the community.

Council agreed this project would be of benefit to the town.

“I think it is good for us to promote the town as much as we can,” said Coun. Brian Godlonton.

Council also agreed to donate $150 to West Coun-try Outreach School, which will be presented as an award to a deserving stu-dent.

Council to apply for grant

BY TREENA MIELKE

Town council is hop-ing dollars from a small communities grant could be coming its way to help cover the cost of the re-placement of the main water reservoir pump house.

At its Monday meet-ing, council gave the green light to administration to apply for the $1.45 million grant which would require a $25,000 contribution from the town in 2015 and $461,333 in 2016. The

grant requires equal con-tributions from the federal, provincial and municipal governments.

Interim CAO Donna Tona said the infrastruc-ture needs to be replaced.

“Should it fail, raw wa-ter supply would have to be diverted using tanker trucks to transfer the raw water to the north east reservoir for treatment during the construction. The project addresses enhanced chlorine regu-lation, complete with upgraded control and alarm systems metering outgoing water and a new fire pump.”

Mayor Rick Pankiw said there is no guarantee that Rimbey will receive the grant, but council is hopeful it will come to fruition.

“We feel that we have a great case as to why

we should be granted the money.”

The application dead-line for the grant is April 2 and Pankiw said coun-cil should receive word regarding the outcome within a few weeks.

“We feel that we have a

great case as to why we should be granted

the money,”Mayor Rick Pankiw.
