Purpose
Now we are in the midst of a second lockdown in England, with continuing restrictions in other nations, we will be holding these clinics to focus on Covid-19 until the end of the lockdown.
In today’s clinic we will be highlighting some of the Covidrelated issues we have picked up during audits our team has undertaken. We also have some guest speakers who will be sharing their insight with you.

Covid-19 Restrictions Update
• The firebreak in Wales ended yesterday – the following now applies in Wales:
• All sport and leisure facilities are now allowed to be open in Wales
• Activities, including exercise classes can take place indoors in groups of up to 15 people (simultaneously)
• Sport or exercise can take place in a group of up to 30 people outdoors
• Children under 11 are not included in the above numbers

• Activities involving staggered starts should not be allowed if there is a risk of breaching the numbers
• Face coverings must be worn when preparing to exercise, changing or undertaking any activity that isn’t strenuous.
• The above is subject to other measures such as social distancing and adequate ventilation

Covid Audit Questions
• Prior to lockdown we completed a number of health and safety audits which included Covid-19 questions.
• Whilst a few facilities were fully compliant, many areas for improvement were identified. Questions include:
• Has the workplace, including activity areas, been designed to maintain social distancing through the removal or re-positioning of equipment? Areas in changing rooms, toilets and offices had not always been considered
• Have maximum capacities been calculated based on 100sqft per person or 2m distancing (whichever is the lowest)?Facilities could not always state how capacities had been calculated
• Has the cleaning schedule been revised to increase cleaning throughout the facility, including frequent sanitisation of touchpoints?Whilst additional cleaning was being done, sitescould not always evidence this

• Have instructors who move between sites been considered within the risk assessments and efforts made to reduce the number of venues which they work at?This could not always be evidenced or had not been considered
• Are contractors and visitors asked to sign in via a hygienic process?Often our team were asked to sign in using a shared pen
• Is there a Covid-19 risk assessment in place that has been regularly reviewed to reflect government guidelines and NGB guidance (as applicable)? Risk assessments were sometimes out of date or had not been made site specific
• Has a screen been put in place to protect front of house staff from aerosol and droplets from customers?On occasions, reception staff were not fully protected by a screen or were sat in areas where the screen was not in place
• How compliant would you be on re-opening?

Training During Lockdown - England
The Health Protection (Coronavirus, Restrictions) (England) (No.4) Regulations 2020 comes into force on Thursday5, November 2020. Guidance from the government in England is available here.

First Aid training and assessment
The HSE and DfE have not relaxed their rules on maintaining adequate first aid provision in the workplace. Therefore, whenever an employer needs to maintain mandatory first aid provision by sending a first aider on a relevant first aid training course (whether on furlough leave or not), this should be the primary driver behind ATC/Ps continuing to deliver training courses during the lockdown period.
Please note - if you intend to deliver training and assessments within swimming pools, you should seek clarification and authorisation from your local authority (EHO).

Update 03/11/2020Due to the ongoing issues with restrictions, and lockdowns across England, Wales, parts of Scotland, Republic of Ireland and Northern Ireland; we have gained permission to extend some RLSS UK qualifications and awards again.• First Aid at Work and Emergency First Aid at Work• Paediatric First Aid and Emergency Paediatric First Aid • Trainer qualifications • All other RLSS UK and IQL UK regulated and, non-regulated

FAW & EFAW – not changed FAW or EFAW certificates that expired after 16, March 2020 can remain valid until 31,
October 2020, or 6-months from the date of expiry, whichever is later. All
requalification training for these certificates should be completed by 31, March 2021.
PFA & EPFA – not changed If PFA certificate requalification training is prevented for reasons associated directly
with the coronavirus (COVID-19) pandemic, or by complying with related government
advice, the validity of current certificates can be extended to 25 November 2020 at the
latest. This applies to certificates expiring on or after 16 March 2020.

Special Considerations
Should be completed by learners wishing to apply for special considerations for training or qualification-related purposes in cases where the learner is unable to submit the application to the Approved Training Centre/Provider (ATC/P) Co-ordinator or the Trainer Assessor may submit the application on their behalf.

Competency Assessments
Operators are responsible for ensuring employees are competent to work as a lifeguard.
If pools in England can open early December do I need to competency test all lifeguards?
You need to consider………………..• When they trained last?• When they are due to train next?• Has training been completed during lockdown?• Have they completed any online training?• Can you demonstrate they are competent?
