CHAPTER – I
INTRODUCTION
1. ORGANISATION
The Sports Development Authority of Tamilnadu is an organisation registered under the Tamilnadu Societies Registration Act 1975. It is headed by the Hon’ble Chief Minister of Tamilnadu as its Chairman. The Management of the Authority is entrusted with an Executive Committee chaired by the Hon’ble Minister for Sports and Youth Welfare as its Chairman. The head office of The Sports Development Authority of Tamilnadu (SDAT) functions at 116-A, Periyar EVR High Road, Nehru Park, Chennai –84 and its District Offices / Stadia all over the State of Tamilnadu Covering all the Districts. In Chennai the Modern Stadia namely, SDAT-Jawaharlal Nehru Stadium, SDAT-Multipurpose Indoor Stadium, SDAT-Mayor Radha Krishnan Hockey Stadium, SDAT-Tennis Stadium, SDAT-Aquatic Complex and the Chennai District Unit Office at Shenoy Nagar Swimming Pool Complex are also functioning under SDAT. In all the District Head Quarters, SDAT’s District unit offices are functioning in the Stadium Complex situated in the heart of the district head quarters. Contact Person: The Deputy General Manager, having knowledge of the functions of SDAT is posted as Public Information Officer, at the Head office, Chennai and Regional Senior Managers of Regions, District Sports Officers of Districts may also be contacted. FEE: Every application for obtaining information under section 6(1) of the Act shall be accompanied by an application with a fee of Rs.50/- by Cash / DD / Bankers Cheque payable in favour of the Member Secretary, Sports Development Authority of Tamilnadu, Chennai.

OBJECTIVES
To providing opportunities for talent identification.
To develop identified talent to excellence at State, National and
International levels.
To bringing in a competition culture throughout the State in order to
promote physical fitness, talent identification, competitiveness and
brotherhood.
To establishing sports infrastructure and encouraging the same in the
private arena to suit a wide range of requirements – from community
level sports meets to that of international competitions.
To develop appropriate coaching methods through coaching clinics,
workshops, courses in India and abroad so as to ensure that correct
techniques are taught at the learning stage and appropriate techniques
towards international performances are in line with research based
advancements abroad.

That everyone in Tamilnadu will develop a passion for physical fitness and sports. That every talented child will have an equal opportunity to develop and
achieve excellence to the extent of his abilities.
OUR MISSION Providing need-based assistance and involvement within our available
financial resources to build and support all those participating at each level of
our strategy towards ultimate sporting excellence in the international sphere.

CHAPTER 3 – (Manual –2)
Powers and Duties of Officers and Employees.
The SDAT is governed by the Executive Committee constituted by the Government under the Chairmanship of the Hon’ble Minister in-charge of Sports and Youth welfare to look into the functioning of the Sports Development Authority of Tamilnadu. Further a Stadium Committee is constituted in each district of Tamilnadu where sports infrastructure projects are taken up. The Stadium Committee of the district is chaired by the District Collector of that district and other members such as MPs, MLAs of the district, sports philanthropists and prominent citizens of that district to look after the implementation of the sports infrastructure projects allotted to their districts.
Member Secretary is the Chief Executive Officer of SDAT monitoring all the wings of Administration, Creation and maintenance of Sports infrastructure facilities, organizing sports and coaching programmes. Providing recognition and affiliation to State Sports Association.

The Sports Development Authority of Tamilnadu is functioning as an autonomous body under the Sports and Youth Welfare Department, following the Rules and Regulations framed by the Government of Tamilnadu and the Executive Committee of the Authority

Policy proposals are evolved and formulated by SDAT and with the recommendation of the Executive Committee, send to Government for its approval.

Under the Sports Scholarship Scheme, outstanding sportspersons (minimum eligibility: National Medal Winner) in 27 disciplines are given a one-time scholarship of Rs.5000/- for a student of High School / Higher Secondary School and Rs.6500/- for a student of College / University.
Pension Scheme To Sports Persons Who Are In Indigent Circumstances
Outstanding sportspersons of yesteryears in indigent circumstances, whose monthly income does not exceed Rs.2,000/- and who have crossed the age of 58 years, are provided with a financial assistance of Rs.500/- per month during their life-time.
Sports Persons’ Welfare Fund
A Sportspersons' Welfare Fund has been created for providing financial help to those who are injured during their participation in National and International level competitions.
Reservation in recruitment for outstanding sportspersons
10% Reservation of jobs for outstanding sportspersons in recruitment in Police has been extended to other Uniformed Services like Prisons and Forest and will be extended to Fire and Rescue Services.

Chief Minister's State Sports Award for Outstanding Sports Persons
The Chief Minister’s State Sports Award consists of a Citation, a Replica and an award of Rs.1 lakh. Till date, Twelve outstanding sportspersons who have brought laurels to the State in International competitions have been awarded with the Chief Minister’s State Sports Award.
CHIEF MINISTER’S AWARD FOR COACHES AND PHYSICAL EDUCATION TEACHERS
Every year, Chief Minister’s Award will be given to 2 Coaches and 2 Physical Education Teachers with proven excellence in having produced excellent sportspersons. Each individual will be entitled for Rs.1 lakh Cash award and a citation.
Cash Incentives
The Govt. of Tamil Nadu have announced the Cash Incentives in lieu of House / Flat / Plot to the sportspersons of Tamil Nadu who win medals in Olympics, Asian Games and Commonwealth Games which are conducted once in 4 years and for South Asian Federation Games and National Games which are being conducted once in 2 years vide G.O.Ms.No.5, Youth Welfare and Sports Development Department, dated: 24.1.2002 as follows:-

SPECIAL DEVELOPMENT CENTRES
Special Development Centres (SDCs) have been established in places that show promise in specific sports disciplines. At SDAT, our objective is to identify such sports, tap the talent pool, and work to nurture/support sports persons who have the passion and the potential. Currently, in different parts of Tamilnadu, there are SDCs that deal with weightlifting, hockey, and basketball.

Joint Sports Development Centre
In order to develop talent among sportspersons in Colleges and to encourage them to achieve laurels at national and international levels, the Government have permitted the establishment of Joint Sports Development Centers in Colleges by utilizing the available infrastructure facilities in 7 Colleges for Men and 5 Colleges for Women. The Government also prescribed the minimum eligibility and permitted college authorities to select 230 students (Men & Women) for the scheme. Students of these colleges with outstanding performances are enrolled in the Joint Sports Development Centers. The Sports Development Authority of Tamil Nadu provides financial assistance to the selected sports persons of concerned colleges as indicated below:-

SPORTS HOSTEL OF EXCELLENCE
The Government sanctioned the establishment of the Sports Hostel of Excellence with a strength of 50 at Jawaharlal Nehru Stadium, Chennai during 1994-95. The Sports Hostel of Excellence has been established for college students in Athletics, Basketball, Boxing, Swimming and Volleyball. The purpose of this hostel is to ensure that the best sportspersons in the disciplines mentioned are encouraged to continue their college studies while preparing themselves for sporting excellence.

This Stadium with seating capacity of 40,000 has facilities such as an International standard Football field (Grass) and 400m eight lane Synthetic Athletic Track. This Stadium has flood lights and electronic Score Board Facilities.
2.Multi Purpose Indoor Stadium, Periamet, Chennai.
This Stadium with seating capacity of 8,000 with centralized Air-conditioning has facilities for Volleyball, Basketball, Table Tennis, Badminton, Boxing, Wrestling, Weight Lifting. Now a International standard Roller Skating rink and Roller Skating Hockey rink have also included.
3.Hockey Stadium, Egmore, Chennai.
This Stadium has a seating capacity of 4000. The Hockey field has been relaid with a new mega turf Synthetic Hockey Surface with 30 x 15m practice pitch. Flood lighting for Color TV Broadcasting facility has also available.
4. Aquatic Complex, Velachery, Chennai
This stadium with a seating capacity of 4000 has a Racing pool (40x25m), a diving pool (18x25m) and a warm-up pool (20x25m)
5. Tennis Stadium, Nungambakkam, Chennai
This stadium has a seating capacity of 5000 in the artificial surface center court and 2000 in the other six artificial courts of International standard with flood lighting facilities.
6. Squash Court at State Sports Complex, Nehru Park, Chennai.
As a part of Joint Infrastructure Development Programme eight International Standard Squash Courts have been developed in the State Sports Complex, at Nehru Park, by the Tamilnadu State Squash Rocket Association as a Joint Venture.

Sports Development Authority of Tamil Nadu, Chennai-84 Appellate Authority - General Manager
Public Information Officer - Deputy General Manager
The applicant requiring any information or document have to apply in written to
the Public information Officer-Deputy General Manager, SDAT.
The applicant will have to remit a sum of Rs.50/- in the form of demand draft
drawn in favour of Sports Development Authority of Tamil Nadu per request and
submit it to the Public Information Officer-Deputy General Manager, in the
prescribed format.
The applicant will have to indicate the exact information required-subject matter.
The specimen format in which the applicant has to indicate the information is
herewith enclosed.
Along with the official Name Board of the Deputy General Manager indication of
the Public Information Officer-Right to Information Act will also be displayed
and Appellate Authority-Right to Information Act will be displayed in the
Official-General Manager Name Board.
The Public Information Officer-Deputy General Manager after receiving the fee
will scrutiny the applicant’s request whether the subject matter is related and dealt
in SDAT and after ascertaining will remit the fee in the SDAT account.
The Public Information Officer-Deputy General Manager will call the concerned
next level Officer who is dealing the subject matter along with connected
information and file.
If the information could not be given at that time to the applicant due to non-
availability of the concerned file, etc., the Deputy General Manager will fix a date
and time for the disclosure of the information or inspection of document to the
applicant.
The Deputy General Manager will inform the applicant the date and time fixed by
a written information letter, and entry in the application form.

After fixation of date and time the applicant may contact the DGM on the fixed
date and time.
During the date and time fixed by the DGM for the disclosure of information or
inspection of document required by the applicant, the concerned next level
dealing Officer will have to be physically present with the DGM.
If the applicant require copy of the document, after getting due permission from
the Member-Secretary, the DGM will issue the Xerox copy of the document.
In the absence of DGM, the Senior Manager will act as the Pubic Information
Officer.
If any dispute arises during disclosure of information or inspection of document,
the Public Information Officer-DGM will refer the matter to the Appellate
Authority, the General Manager. If the dispute continues the matter will be
referred to the Member-Secretary of SDAT and so on. The matter will also be
informed to the Secretary to Govt., Youth Welfare and Sports Development
Department, Secretariat, Chennai-9.
The DGM will maintain the application, which will be self explanatory on the
action taken on each application.
A register will also be maintained for easy tracking of applications.
