A. INTRODUCTION This document introduces and details the basic competencies and safety

training required by the UK Offshore Oil & Gas Industry for persons involved in Rigging and Lifting Operations, generally referred to as Riggers. It explains how competence shall be assessed and certified for Stage 3, Assessment. It should not be seen as a replacement or equivalent of a Level 3 rigger qualification, but can be used where gaining of this qualification is not practical e.g. due to changing work locations or employers.

The industry recognises that a major objective is to prevent incidents occurring, and if they do occur, to control them and minimise their effect. It is important therefore to set common standards and to ensure that they are maintained.

The attainment of competency will require personnel to demonstrate both theoretical knowledge and practical skills. Dependent upon the experience of personnel, the following steps in training and assessment must be undertaken: 1. Basic training and knowledge assessment normally carried out

at an onshore training establishment. 2. Supervised workplace training and practice. 3. Assessment of competency either in the work place or at a

suitable onshore facility. 4. Ongoing workplace development and skills enhancement.

The purpose of this document is to set out Stage 3 Assessment requirements for Rigging and Lifting Operations when the assessment is undertaken at an onshore training establishment.

A.1 Development of Standard

The Standard has been developed using the UK national competence model. This involved the analysis of functions required of personnel who carry out rigging and lifting operations. These Statements specify what personnel are required to do whilst undertaking Rigging and Lifting Operations.

Using this competence based approach; the following were identified and developed:

(a) What Rigging & Lifting Personnel were expected to do.

(b) The knowledge and skills they would require to enable them to

do what was expected of them.

(c) How they could demonstrate what was expected of them.

(d) How their performance would be assessed.

Using the identified knowledge and skills the content of this programme was developed. This approach has ensured the content is relevant with the benefits being focused and effective assessment leading to safer practices adopted at the worksite.

OPITO, as a custodian of occupational standards, has a responsibility to industry to maintain, develop and update these standards.

A.2 Performance Assessment

Delegates (referred to as candidates during assessment) attending this assessment programme will be given a series of practical exercises which will allow delegates to demonstrate their skills, knowledge and understanding of Rigging and Lifting Operations. Assessment of the delegates' performance will be against the stated learning outcomes. Should a candidate be assessed as ‘Not Yet Competent’ during this programme, a report should be generated identifying training needs.

A.3 Certification & Recording

Providing this assessment has taken place on shore at an approved training centre an OPITO Certificate will be issued to all delegates assessed as meeting the stated outcomes. This will detail that they are competent to proceed to the workplace and undertake rigging and lifting operations. It is envisaged there will also be ongoing performance development. Delegates’ details will also be registered in the OPITO Central Register

Following satisfactory assessment the training provider carrying out the assessment will issue every candidate a certificate.

Competent Person (LOLER Focal Point)

The successful completion of this assessment does not imply that the candidate can take on the role of the ‘Competent Person/LOLER Focal Point as defined in the Step Change Lifting and Mechanical Handling Guidelines. For this role at least three years operational experience is required that includes experience in producing ‘Task Based Risk Assessments’ and detailed ‘Lifting Plans’. For the purpose of this standard the candidate should be able to identify the hazards associated with a lifting operation and specify how these hazards can be eliminated or adequately controlled. In addition the candidate should be able to produce a basic lifting plan.

B GUIDANCE TO THE ASSESSOR / TRAINER

The Industry Standard for Rigger Assessment defines the skills and knowledge candidates will be required to demonstrate. It is for the training providers to design assessment exercises that will enable the candidates to demonstrate the required skills and knowledge.

It is essential that this Section “Guidance to the Assessor” is read and understood by the training provider

• What is in this document? This document sets out the minimum physical and human resources required to provide off the job assessment in rigging and lifting operations. It describes the evidence that an assessor should seek in order to make a judgement on each candidate’s competence and it includes assessment sheets.

• Where and how will candidates be assessed Candidates will be assessed onshore during simulated exercises at an OPITO approved training facility which contains facilities/equipment as stipulated within this document. The assessment will take the form of observation of the tasks being performed supported by oral or written questions.

• Who can be an Assessor/Trainer

(a) Assessors/Trainers must be:

• Discipline experts trained and qualified in assessment techniques.

(Assessors may be assisted by other assessors and competent instructors when gathering evidence.) (b) Prior to the assessment taking place the assessor must:-

• make the candidate(s) aware that they are to be assessed, • ensure that the candidate(s) understands the standard which they

will be assessed against, • ensure that the assessment site and conditions for assessment are

suitable.

(c) Having ensured (a) and (b) you (the assessor) should clearly explain to

the candidate(s) the task(s) to be performed indicating also how you intend to gather evidence (e.g. observation of simulated exercises, oral or written questions).

(d) Allow an opportunity for feedback from the candidate.

(e) Start the assessment, allow the candidates to continue with the tasks

unless there is a breach of safety at which point the assessment should be stopped. The exercise may continue when safety has been restored in order to identify any future training or development needs. Candidates should not be guided or prompted during the assessment. However, it will be necessary by using an appropriate questioning technique to ensure the candidates have the necessary underpinning knowledge and understanding to perform the tasks effectively and safely.

Any candidate not yet demonstrating competence in a particular task should be informed that he/she is not yet competent and this decision should be recorded

The 'Recording’ may later be superseded by a 'competent' statement if, following further coaching and/or practice, the candidate is able to demonstrate competence.

In such cases the candidate's number and details of any training development needs which have been identified should be entered in the appropriate place on the candidate’s training record.

(g) Assessors should be aware that an assessment of competence is a judgement to be made by the assessor. Appreciation should be given to tasks some of which are of critical importance and some of which are not. In making a judgement it may be necessary for the assessor to consult with other assessors or competent instructors who may also have witnessed the candidate's performance. The Assessor's recording method is an aid to the assessor in making this judgement.

C. THE ASSESSMENT The information in this section is for assessors. It details the requirements

for assessment stage 3

C.1 Target Group

This programme is designed to meet the assessment requirements for personnel carrying out rigging and lifting operations in the workplace without close supervision

C.2 Delegate Pre-requisites

Delegates will be required to provide evidence that they have at least two years recent experience working on rigging tasks on a full time basis, and have an awareness of manual handling. This should be in the form of written testimony from their current/previous employer (Note: contact details, e.g. telephone number, e-mail, etc. should be included on the testimony). Delegates should bring with them, blank copies of their company’s pro-formas for risk assessment, lifting plans and toolbox talks.

C.3 Learning Outcomes Assessment must be in line with national / industry standards of

competence During a series of exercises candidates will be assessed against the performance criteria laid down in this standard.

C.4 Candidates will Demonstrate:-

C.4.1 Knowledge of:

• Relevant legislation (Loler, Puwer), personal responsibilities, ACOPs, relevant standards and guidelines.

• Safe systems of work (permits, procedures, tool box talks) • Risk assessment and control measures • Housekeeping • The planning of lifting operations • Team work • Communications

C.4.2 Knowledge of:

Different types of ropes, slings and lifting equipment. Equipment pre and post use inspection, including certification of

equipment. Safe and correct use of equipment. Equipment identification and selection.

C.4.3 Knowledge of:

Rigging principles and terminology (e.g. angles and tensions in slings, centre of balance and security)

Weight identification and estimation Placements of loads Disconnection of loading equipment

C.4.4 Awareness of Manual Handling C.4.5 Appreciation of dynamic factors which could influence a lifting operation

(e.g. FPSO’s, MODUs, Semi submersibles, and construction and support vessels)

C.4.6 Ability to, as part of a team,

• Cross haul/transfer loads • Change lifting equipment during a lift • Locate centre of balance when offset on a load • Move loads in confined spaces or with restricted access

C.5 The Assessment Programme The programme outlined in the following sections will assist delegates to

meet the stated outcomes. The assessment programme comprises of an introduction session followed by the candidates undertaking a number of exercises designed to meet the requirements detailed in Element 1.1 and Element 1.2

C.5.1 The Introduction Session

Candidates should be given further training in the roles and responsibilities associated with rigging & lifting operations to ensure their knowledge is current. (Note this session should last no longer than 2 hrs) This session should focus on: • Relevant legislation (Loler, Puwer), personal responsibilities, ACOPs,

relevant standards and guidelines. • Risk assessment and control measures • Lifting plans for lifting operations

Note: Candidates should be given a handout summarizing the session which

can be used for reference during their assessment C.5.2 Risk Assessments, Lifting Plans and Exercises C.5.2.1 Prior to each lifting operation the candidate for assessment should be

questioned on the risks identified and the control measures required. These should be assessed against a model risk assessment for the task prepared, in advance, by the training provider

C.5.2.2 Prior to each lifting operation and following the above questioning, the

candidate for assessment should be asked to describe the steps required to complete the task and to produce a basic lifting plan. These should be assessed against a model lifting plan prepared, in advance, by the training provider.

C.5.2.3 The candidate may be provided with the model risk assessments and

Lifting plan to use for one of their exercise and given the opportunity to brief the team.

C.5.2.4 Each candidate will be expected to complete, as the person in charge,

two assessable exercises, each of approximately one and a half hours duration, taken from a bank of exercises (complete with risk assessments and lifting plans) prepared in advance by the training provider. The candidate will be identified by means of a tabard/waistcoat and will be expected to brief the team (toolbox talk), allocate tasks and direct the operation. Note: with a maximum of 8 exercises per course this bank should number at least 12.

C.5.2.5 Each exercise should provide opportunities for the assessor to obtain

evidence to meet all the criteria in the learning outcomes within this standard.

UNIT 1 PLAN, PREPARE, LIFT AND MOVE LOADS ELEMENTS 1.1 Plan and Prepare for Lifting and Moving Loads 1.2 Lifting and Moving of a Load SPECIFIC APPLICATION This unit refers to the competence required to plan, prepare for and complete the movement of loads. The candidate’s responsibility extends beyond the selection of the lifting equipment to the determination of a safe transit route for the load and an assessment of load requirements. In some cases the candidate may still be expected to refer to others for final authorisations, even though responsibility for identifying and implementing decisions remains with the candidate. Factors which, when present individually or in combination, define the scope of this unit and describe relevant applications are as follows: Load characteristics

The movement of the load is complicated by one or more of a range of features which reflect the very large size of the load and/or the uneven weight distribution of the load and/or the fragile nature of the load which means it is easily damaged or disrupted by the actions of moving it and/or the fact that it is difficult to access suitable lifting points on the load. Typical loads could be:

• Structural steelwork • Structural steelwork assemblies • Pipework assemblies • Plant and equipment

Moving methods Moving may be through the use of manually controlled or automated equipment. Typical equipment could be:

• Trolleys • Winches and hoists • Jacks • Rollers • Skids

C.6 Duration of the Assessment

The optimum 'contact time' for this assessment is seen as 15 hours. It is suggested that a ratio of 20%/80% introduction/practical is appropriate. The total contact time per day shall not exceed 8 hours. The total assessment day shall not exceed 10 hours (the total training day includes contact time, coffee and meal breaks, and travel time between training sites where applicable).

D. RESOURCES In order that a competence programme may be delivered successfully it is

essential that the right people are present to support the programme and that the appropriate facilities and equipment are in place.

This section looks at each of these and sets out important guidelines. D.1 Staff Instructional staff will be required to carry out training and Assessors will be

required to judge candidate’s competence. It is important that the staff involved have the appropriate qualifications and experience.

D.1.1 Qualifications & Experience D.1.1.1 Instructional Staff

All instructional staff must: (a) Have appropriate experience in portable rigging and lifting activities. (b) Be trained in instructional/lecture techniques and/or have proven

instructing/teaching experience. (c) Be included in an ongoing staff training programme which enables

them to maintain and update skills and knowledge. D.1.1.2 Assessors

All Assessors must be: (a) Competent in the area being assessed; ideally they will hold a level 3

rigger qualification, but as a minimum must provide evidence of extensive practical rigging experience

(b) Trained and qualified in assessment techniques

D.1.1.3 All Staff

All staff must have:

(a) The appropriate competences to conduct/assist the element of training/assessment being conducted.

D.1.2 Instructor/Delegate Ratio

(a) It is recommended that the maximum number of delegates attending this programme is 4.

D.2. Facilities It is important to make sure that facilities as listed below are available.

Administration arrangements to support delegates from booking through registration and assessment to certification. Theory training area(s) so designed to enable each delegate to participate fully. Practical training areas so designed to enable each delegate to participate fully in the following:

(a) The control and issue of rigging equipment (b) Movement of loads in excess of 250 kgs (c) Restricted lifting and landing using portable lifting equipment (d) Valve/spool/motor lifting removal and placement

(e) Offset lifts using multi lift points over obstructions (f) Cross hauling/transferring loads (g) Removal and placement of a load with an offset centre of balance Note: Both wire and webbing slings must be used during exercises

All facilities must be maintained and where appropriate, inspected and tested in accordance with current standards/legislation.

E. GENERAL REQUIREMENTS

Training Establishments are responsible for the following:

(a) The issuing of certificates direct to the delegate completing the programme and to the sponsoring company (when required). Each certificate must indicate that the delegate has been assessed against the agreed training outcomes and must contain the following:

• Establishment Name

• Full OPITO Course Title stating that it is OPITO approved

• Delegate's Name

• Course Dates

• Certificate Number

• Establishment Signatory

(c) All Joining Instructions contain information, on the content of the standard and the expectations, and which indicate certain aspects of the course are of a physical nature. The responsibility for the individual completing the course without any adverse effects to their present state of health lies with the delegate and/or company sponsoring the delegate.

(d) Prior to each course commencing, delegates must sign a declaration

indicating they have read and understood a written statement regarding the physical nature of the programme and the need for delegates to be in good health. Instructional staff should also read out a statement indicating this at the time.

Where doubt exists regarding the medical fitness of any delegate the establishment should seek the advice of a medical examiner.

(f) Risk assessment of all training areas and provision of all appropriate

safety equipment. (g) Written statements of organisation for all sessions, which clearly define

responsibilities and relationships for all staff either directly or indirectly involved.

(h) All training and supporting activities are carried out in accordance with

current legislation and safe working practices.
